3 General conditions: 2017 CCASA Junior Inter-club Rules Saturday 13 th January ASA conditions: The competition will be swum under ASA Laws, Regulations and Technical Rules of racing. 2. Swimmer eligibility: The CCASA swimmer eligibility rules will apply. See the Appendix to this document. 3. Licensing: This gala is not licensed. Relevant dates for the 2018 competition and entry fee The gala date will be Saturday 13 th January Team entries: club preliminary entries in pdf, Microsoft Xcel or word document with all names listed of swimmers that could compete together with membership category, dates of birth and ASA numbers must be with the recorder by Friday 15 th December 2017 for onward transmission to the Competition Secretary. Final Club team sheets showing who is swimming which event will be submitted to the competition secretary by 13 th January Alterations to team sheets can be submitted to the recorder 10 minutes prior to start of warm up but NOT after warm up has started. Programmes and results will take the format of club names only. Entry fees of 50 per team must reach the County treasure by Friday 22 nd December Withdrawals clubs that withdraw after the closing date for entries but before the gala without excuse acceptable to the swimming Committee will be fixed 100. Lane allocation to clubs Lanes and heats will be allocated to each club according to their placing in the Junior Interclub Any new club entering would slot into the slowest heat, slowest seeded lane. Conditions The gala is normally held January. The date is to set by the swimming committee. The gala consists of a single division. The gala is open to all Swim England clubs affiliated to CCASA. Each club may enter 1 point scoring team. A club may enter a second B team but all B teams will be non point scoring and will not be ranked. Clubs that are unable to form a team but wish to enter the Junior Interclub may enter a dual club team. Dual club teams will be non point scoring and will not be ranked. All point scoring teams will be single club teams and individual swimmers with multi club membership may only swim for their ranked club at the time of the closing date for entries to the competition ranked club is If a swimmer is a member of one club only that is their ranked club. The swimmer is member of more than one club and has made a selection of ranked club on the ASA REGISTRATION form this should appear on the ASA website. Or by default the club that the swimmer has been the longest unbroken membership of.

4 Events and ages age will be age on day of competition. The events will be for 9 years, 10 years, 11 years and under and 12 years and under. Swimmers must have reached the age of 9 years on the day of the competition. Number of swims, individual events.swimmers who at 9 years old, 10 years old and 11 years old may compete in 3 individual events, of which at least one but not more than two must be in their own age group. A swimmer who fails to meet this condition will be given zero points in ALL his /her events. Swimmers who at 12 years old may compete in a maximum of two individual events in their own age group. A swimmer who competes in more than two individual events will be given zero points in all his or her individual events. Relay events, number of swims there is no restrictions on the number of relays a swimmer may compete in. Ineligible swimmers any club swimming an eligible member in its team in a particular event for some reason other than in the two paragraphs above shall be disqualified in that particular event. The scoring system points in each race will be awarded according to the number of clubs entered into the interclub. If there are 8 teams points will be awarded 8 for first, 7 for second, 6, 5,4, 3, 2 and 1. A swimmer disqualified will not be placed and will receive no points. If there is a dead heat in a race then the points will be the same for each club ie 8 for first the third club will receive 6 points. Total points the total points for each team will be the cumulative total of the points obtained for each race. Teams will be ranked in accordance with the total number of points in the galas. If two teams obtain the same number of points the team with the higher number of first places will be placed in the highest position. Awards team award the winning team will receive the junior interclub club shield and the runner up will receive the Julie search shield. Competition awards. The swimmers in the top three teams will receive awards. WARM UP Lanes to be allocated by the chief warm up marshal. The marshal will indicate the start and finish of warm up. Data protection All data relating to the entry and results processing will be held on computer using system software. Swimmer entries will be managed on a computer. By submitting entries, consent is thereby given, as required by the Data Protection Act 1998, to the holding of personal information on computer. Rights of access to personal information Data protection Act 1998 rule 7 applies. If for any reason a swimmers name shall be with-held from publication this MUST be notified to your club for onward notification to the CCASA competition organiser and designated recorder. The CCASA will require certain particulars such as age to check that the swimmer is entered and the swimmers club may be required to provide evidence that it is correctly entered. Photography: your attention is drawn to ASA wavepower document 2.4. please be aware that venue policy and procedure may apply Force Majeure in situations of force majeure or other unforeseen circumstances leading to the cancellation of the gala or of part of or other incomplete performance. CCASA will communicate the circumstances to the clubs as soon as possible and seek to make alternative arrangements when this is reasonable.

5 Other. In the event of any ambiguity in these rules, or if any issues arise on the day of the competition that have not been dealt with in these rules, the promoters representative will make a decision. This will be inconsultation with referees if appropriate. Eligibility rules These eligibility rules may only be changed by a general meeting of the Association. 1. ASA Laws & Regulations: Competitions shall be open to competitors eligible according to ASA Laws and Regulations who meet the other conditions for eligibility set out below. 2. Residence: To be eligible swimmers must ordinarily reside in Cornwall or neighbouring Devon. (For the sake of clarification swimmers who spend term time outside the county for educational purposes but otherwise meet this residential condition are eligible. Likewise swimmers at educational institutions in Cornwall during term time are eligible.) 3. Club membership: To be eligible a swimmer must also be a member of a CCASA affiliated club and registered with the ASA as a member of a CCASA affiliated club for not less than 60 days immediately prior to the competition or the first day of a series of competitions. The swimmer must compete for one club only for the duration of the competition or series of competitions, which must be the club in whose name he or she entered the competition or series of competitions. [Note: This means that a swimmer can change from one CCASA affiliated club to another during the 60 day period but not after the entry date.] 4. Club membership: To be eligible a swimmer must be a genuine active member of a CCASA affiliated club who commonly trains with that club under whose name he or she is entered into the competition and it is expected that their first county loyalty will be to Cornwall swimming. To achieve this it is stipulated that a competitor entering any CCASA Competition must perform the majority of his or her training with a club or clubs affiliated to the CCASA during the qualifying periods of residence in the County or neighbouring county as required by the residence rule (Rule 2) above. 5. County loyalty: No competitor competing for any other county in the same discipline in the same year may compete in competitions promoted by CCASA. (Except in an Inter County Competition). 6. Members of H.M. Forces: Members of H.M. Forces based in Cornwall who are registered in accordance with ASA Laws and Regulations may enter CCASA competitions without being a member of a CCASA affiliated club. Neither members of H.M. Forces based in Cornwall, nor their spouses or children, will be subject to the 60 day rule. However their spouses or children must be members of a CCASA affiliated club and adhere to the other eligibility rules. 7. Protests & complaints: Any protest or complaint regarding implementation of the rules may require clubs to provide supporting documentation or other evidence. Such protests or complaints will be dealt with in accordance with ASA laws and regulations. 8. Extenuating circumstances: Regardless of the above eligibility rules, in the interests of the sport in cases of extenuating circumstances, the CCASA officers shall decide whether a swimmer will be allowed to compete. Their decision will be final. Their decisions will relate to individual swimmers and will not set binding precedents, but may be taken into consideration in future decisions.
