2 Eligibility: Deck Registration: This meet is open to all Utah Swimming 2017 registered USA Swimming athletes who have achieved the qualifying times attached with this information. No swimmer will be permitted to compete unless the swimmer is a member as provided in Article 302. This meet will be run according to current USA Swimming rules and regulations. Swimmer s age on the first day of the meet determines age group for the entire competition. No deck registration will be accepted; all swimmers, including relay only swimmers and alternates, must be registered at time of entry. Individual Entries: Individuals may enter up to six (6) individual events, including Bonus events, swimming no more than three (3) individual events per day. Any swimmer entered in an individual event in the meet may swim up to two (2) Bonus events. One qualifying event + two bonus events = three total events Two qualifying events + two bonus events = four total events Three qualifying events + two bonus events = five total events Four qualifying events + two bonus events = six total events Five qualifying events + ONE bonus event = six total events Six qualifying events No bonus events = six total events No Times (NT s) are not accepted for qualifying times or Bonus event times for individual events. All entry times must be verifiable by SWIMS. The 500 Free, 1650 Free, or 400 IM may not be entered as Bonus events. Please indicate which events are Bonus events in your entry file by marking the Bonus check box. Relay Entries: Entry Fees and Deadlines: Teams are limited to no more than 2 entries per relay event. Teams entering swimmers who are not in the meet but who will swim on a relay must submit names of such swimmers (including subs) at the time of team entry. 4-8 swimmers must be listed on relay entries but teams can use other swimmers entered in the meet to make changes or substitutions. Each coach shall pick up relay entry forms from the Clerk of Course on which he or she shall list the competing relay swimmers, their first and last names, ages, and order of swimming for each entered relay. Depending on the meet timeline, slower relay heats may be swum in the preliminary sessions. Notification will be sent out prior to the start of the meet if this becomes necessary. Surcharge per participating swimmer: $10.00 Individual Event Entry: $ 5.00 Relay Event Entry: $10.00 No surcharge for relay only swimmers. All fees must accompany entries and are nonrefundable. One team check is recommended. Make checks payable to Utah Swimming. Teams that have not paid their entry fees within 30 days from the first day of the meet will be assessed a $50 late fee. Initial team entries including relays must be received (in the hands of the below designated person) by 6:00 PM, Wednesday, February 15th, Corrections will be accepted until 6:00 PM, Sunday February 19 th, (Corrections include: change of entry times, change of individual events, and new individual events for swimmers already entered in the meet. New swimmers or relays will be accepted with an additional $20.00 per event fee.) All changes must be submitted using the accompanying Entry Form or via e- mail, no new electronic files should be submitted. No changes or corrections will be accepted after the correction deadline. Last-chance Qualifiers: Swimmers who achieve a first-time individual qualifying standard between Wednesday, February 15, 2017 and Sunday, February 19, 2017, may enter with no additional fee, but only on the accompanying Entry Form which must be sent by 2

3 to Do no re-submit an electronic team entry file. entries must be received no later than 6:00 PM, Sunday February 19 th, 2017 to be entered in the meet. A PDF printed from submitted entries will be the only source used for verification in the event of any entry issues. Individuals/Teams mailing the USI Official Entry form found on the sanctions page of the Utah Swimming website ( must make sure that each form is signed and provide time verification for each entry. Entries are not accepted without said verification. Entries are not considered confirmed until the team entry representative receives official confirmation from the meet entry contact. If the team entry representative does not receive an confirmation regarding your entries within 24 hours of the entry deadline, please contact the meet entry contact immediately. The person submitting a team s entries is the team entry representative and the received implies the official signature of the team entry representative. Said person will be the only person to make changes and will be responsible for all fines and penalties resulting from inaccurate times and unregistered swimmers. Entry Rules: *Whether entries are submitted electronically or on paper, by the action of entering the swimmer in the meet the submitter, whether the swimmer, coach, parent or team representative, certifies that the swimmer is a registered member of USA Swimming and that all times stated in the entry are true and correct. *The submitter further assumes responsibility for any false or incorrect times, and understands that all listed entry times are subject to Utah Swimming Time Verification Procedures, and that a fine of $20.00 shall be paid to Utah Swimming, Inc. for each incorrect time, unless corrected before the entry deadline. It is understood that an automatic call before the review section shall be the result for a third entry time that cannot be verified. The submitter further agrees that a penalty of $ shall be assessed to anyone entering a swimmer in a meet sanctioned by Utah Swimming, Inc. who is not registered with USA Swimming at the time of entry, upon it being proven that the swimmer was not so registered. Entries must be submitted in the course in which they were achieved. Converted times should NOT be used. All times submitted must be the swimmer's best time. Event seeding will be in the following order: conforming SCY, non-conforming SCM, nonconforming LCM, bonus SCY, bonus SCM, bonus LCM, NT. 1500/1650 qualifying times are the only times to be used when entering the 1650 freestyle. (No 1000 or 800 times accepted for entry.) Altitude adjusted times will be accepted. Teams will be allowed to enter relays with a NT (No Time) entry time if they so choose. 3

4 Meet Format and Check-in Relay Check-in and Deadlines All individual events, except for the 1650 free are negative check-in. Swimmers who fail to check-in for events requiring positive check-in will be automatically scratched and will not be allowed to swim those events. Positive Check-in for the 1650 free will close at 5:00 PM Thursday. The 1650 Freestyle will be seeded fastest to slowest and swum fastest to slowest, alternating between girls and boys. If the referee deems it necessary, distance events may be swum 2 per lane, in which case heat order may be changed. Thursday events will be run as timed finals. Friday and Saturday events will be run as Prelims / Finals. The Finals Sessions will consist of a Championship, Consolation, and Bonus heat for the individual events and will be swum in that order. Swimmers competing in the 1650 Free are responsible to provide their own timers and counters. Teams competing in the 400 Medley relay are responsible to provide their own timers. 500 Free swimmers are responsible to provide their own counters. Time trials will not be offered. Relay events are Positive Check-In and Timed Finals. Friday and Saturday relay events will be swum as the first event of the evening Finals Sessions. If the timeline necessitates some heats may be swum as the final event in the preliminary session. Initial relay declarations for Thursday must be returned to the clerk of course by 5:00 PM on Thursday. Initial relay declarations for Friday and Saturday must be turned into the clerk of course by 10:00 AM on the day the event will be swum. Relays that do not turn in their relay declaration form by the deadline will be automatically scratched from that event, and will not be allowed to swim that event. Upon reporting to the blocks, immediately prior to the start of the relay heat in which the team is entered, the final relay form may be handed to the head land timer with any changes. If no changes are made, the swimmers must swim in the order listed on the original declaration. Scratches: Scratches for the Friday and Saturday Preliminary sessions must be turned into the Clerk of Course by 6 PM on the evening prior to Preliminary session. Teams not participating Thursday may turn in their scratches for Friday to Erin Callaway elcallaway@gmail.com by 6 PM Thursday, February 24 th. All swimmers, should they intend on not returning for Finals for any reason, should properly scratch from all events with no regard for placement. The Utah Swimming Championship Meet Scratch Procedure will be in effect. UT 1.8 Utah Swimming Scratch Procedure.3 Penalties for Preliminary Swims in a Championship Meet A. If a swimmer fails to scratch properly and doesn t report to the block to swim, that swimmer will be disqualified from that event and scratched from the next individual preliminary event for which he/she is entered. If a swimmer misses a second event, he/she will be barred from further individual competition for the remainder of the meet. They shall still be eligible to compete and score points for the team in relay events. Upon request and approval of the Meet Referee, any barred swimmer can be re-entered into the meet and reseeded with a NT into the first heat of his/her remaining events. Said swimmer will present himself/herself to the meet referee and declare his/her intent to swim, to be allowed to swim for time only and will not be eligible to advance to Championship, consolation or bonus final heats or score points in individual events for themselves or for the club. B. Declared false starts are allowed in prelim swims. Delay of the meet penalties may be used in prelims at the discretion of the meet referee to protect the swimmer..4 Penalties for Championship, Consolation or Bonus Final Heats A. A swimmer qualifying for either Consolation/Bonus Finals or Championship Finals has 30 minutes after the time of the announcement of the qualifiers of each individual 4

5 Warm-ups: event to scratch. The Clerk of the Course will then seed the Consolation/Bonus or the championship heats by inserting alternates, thus filling all the lanes. Any swimmer qualifying for a Championship, Consolation or Bonus final heat who fails to compete in that event will be disqualified from that event and scratched from the next individual prelim event for which he/she is entered. If a swimmer misses a second event, he/she will be barred from further individual competition for the remainder of the meet. They shall still be eligible to compete and score points for the team in relay events. Upon request and approval of the Meet Referee, any barred swimmer can be re-entered into the meet and re-seeded with a NT in the first heat of his/her remaining events. Said swimmer will be allowed to swim for time only and will not be eligible to advance to Championship, consolation or bonus heats or score points in individual events for themselves or for the club. Any swimmer missing a Championship, Consolation or Bonus heat on the final session, or his/her last event of the meet will be subject to a $50.00 fine subject to the discretion of the meet referee. The fine may be paid by the club or swimmer. C. Declared false starts or deliberate Delay of the Meet Penalties are not allowed for Championship, Consolation or Bonus Finals. Results from a preliminary competition are not the same as a finals seeding posting. Any swimmer that may move into a finals seeding position as a result of scratches within the 30- minute time period is subject to all penalties as listed. Alternates as posted in the finals seeding are not subject to any penalty. The Administrative Referee (or designee) shall make every effort to contact swimmers (or their coaches) who are entered into Consolation, or Final Heats because of scratches. However, swimmers and their coaches have the ultimate responsibility to be aware of whether they are qualified in an evening finals heat. All coaches will need to present their credentials to the clerk of course in order to pick up their team packets/heat sheets. Coaches who are not current with their certifications are unable to be on deck in a coaching capacity. USA Swimming and Utah Swimming safety procedures will be enforced throughout the meet. Warm-ups are subject to the following procedures: Dive Certification: Restrictions: Warm-up: Coaches have the responsibility of insuring that all their swimmers are instructed in warm-up procedures and that the swimmers follow all Utah Swimming safety procedures. All swimmers will enter the pool from a sitting or 3-point position. No pushing, splashing, running or any other general horseplay. Swimmers engaging in such activities will be asked to leave the pool. All USA Swimming athletes must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. The Meet Director or Meet Referee may assist unaccompanied swimmers in making arrangements for such supervision, but it is the swimmer s responsibility to make such arrangements prior to the start of the meet During the last 20 minutes of warm-up lanes 2 and 7 will be opened for diving starts in the competition pool only. Lane 1 will be cleared for pace lanes under coach supervision if requested. A separate warm-up and cool down area will be available throughout the meet. The Meet Referee may make changes at any time as determined to be in the best interest of the athletes and the conduct of the meet. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement D Deck changes are prohibited I 5

6 Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms H Safety: Marshals will be in place during warm-up periods. It is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with USA Swimming safety procedures. Adaptive Swimming Adaptive swimming: In accordance with USA Swimming rule & Article 105.1, the Meet Referee has the authority to accommodate swimmers with disabilities in accordance with USI P&P The coach or person in charge of team entries must notify the meet referee and meet entry contact of accommodations requests at the time of entry submission. Scoring: Individual events A Final (Championship): Individual Events B Final (Consolation): Individual Events C Final (Bonus): No points awarded for the Bonus Heat Relay Events: Double the points shown for individual events. Initial distance times will not be scored. Awards: Custom medals will be awarded 1 st 8 th place in each individual event. Custom awards for High Point Boy/Girl, 1 st - 3 rd. Custom medals for 1 st - 3 rd place relay teams. Custom trophies for 1 st & 2 nd place teams in the categories of Girls & Boys, 1 st 5 th Combined and 1 st Small Team. Senior Swimmer of the Year: One Male Athlete and One Female Athlete will be recognized Team Spirit Award: This award will be given to the team who displays the best sportsmanship and encouragement of team members. This prize will include a $50 gift card for the winning team to host a team party. Results: Deck access: Officials: Awards will not be mailed out. Teams are responsible for having a representative pick up their awards at the conclusion of the meet. Final Results will be available on the Utah Swimming web site in a (HTML) printable format and in a downloadable Team Manager (Cfile.zip) format. Results will not be mailed. Deck access is limited to swimmers, coaches, officials & meet workers in designated areas. Officials and coaches must wear their USA Swimming ID cards to be allowed on deck. There is seating for spectators on the pool deck in limited areas and upstairs in the spectator area. Application is attached. Referee will add officials to the volunteer sign-up. While walk-on officials will be welcomed, only those who send in an application will be guaranteed a shirt or considered for assigned positions. This meet has been approved as an Officials Qualifying Meet for N2 certification/recertification. If you wish to be evaluated for advancement at this meet, you must fill out an Application to Officiate and submit it to the Officials Chair, Wane Oviatt. The Application to Officiate is included in this Meet Announcement and can also be found on the Utah Swimming website. Note: For an N2 evaluation to be valid, the evaluation must be done over 3 sessions in that position. Recertification evaluations must be done over 2 sessions. However, the official 6

7 must work at least 4 sessions at the meet for advancement or recertification evaluations to be valid. Hospitality: Team Volunteer Assignments: Parking: Vendors: Image Authorization: The Officials Meeting will take place in the Party Room (south end of the pool by concessions) one hour before the start of each session. Timely attendance at the Officials Meeting is required to receive a deck assignment. The Officials uniform is white collared shirt, khaki pants (long pants or skirt for final sessions, unless otherwise specified by meet referee) and close toed white shoes. Meet shirts will be worn Saturday morning and Hawaiian shirts Saturday Finals. There will be food and drinks available at all sessions for officials and coaches. Concessions will be available on-site. Teams will be notified of volunteer assignments. Please check the website to see when you may begin signing up and when sign-ups for volunteers end. The web address will be ed out to the member teams prior to the start of the meet with directions for volunteer sign up. Officials will be signed up by meet referee. Free parking is available next to the building Vendors will be available on site. All participants agree to be filmed and photographed by the official photographer(s) and network(s) of USA Swimming under the conditions authorized by USA Swimming, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in USA Swimming competitions to promote such competitions. All participants agree not to use medals or photos, or portraits or films with the medals, which are received for performances in this competition, for the purpose of trade. 7
