2 CLUB UMPIRE Introduction Examination Cost It is expected that all players will be familiar with the basic rules Players who represent the province might be expected to have a minimum of club umpire certification. Anyone in Canada can write the online examination. Some Provinces may choose to offer a short seminar to prepare a select group of people with the opportunity to review the basic rules and write an examination altogether. This could be a school group or a group identified by the Provincial Association that would like to prepare for a future Championship. A. Online: Go to: and find: Umpire 39 True or False questions, 7 multiple choice questions. (Various points value) Pass mark 75% Time limit 2 hours Open book $15 payable to the province, free for cadets and younger. OR B. In Class: Contact the Provincial representative 39 True / False questions, 7 multiple choice questions. (Various points value) Pass mark 75% Preparation period assigned by the Province between 1-2hours Time limit 2 hours Open book Benefits for Successful Exam * Remediation A. Club Umpire Pin B. Umpire Kit contains a net gauge, toss coin, cards (red, white, yellow) C. Certificate of success D. Congratulatory Letter (contains explicit scheme for continuation on pathway) E. Provincial Trainee Card for Continuation on the Pathway F. Evaluation form for future umpire opportunities G. Optional: Umpire uniform (Navy Shirt) - $25, can be purchased from TTCANS A candidate may write the exam a second time after a 14 day period of grace. 1 * Note: Provinces will purchase Kits from TTCAN at the beginning of the season, and TTCAN will invoice accordingly. The province will also receive the templates of the certificate, the letter and the activity card. The province will be responsible of distributing the kits. The shirts will be distributed by TTCAN.

All candidates must have completed and submitted the Provincial Trainee Card. 1. In Class: Contact the Provincial representative 51 True / False questions, 15 multiple choice questions (Various points value) Pass mark 75% Preparation period assigned by the Province between 1-2 hours Time limit 1 hour Open book 2. Out of Class A candidate must complete a Provincial Trainee Card (Appendix) $50 payable to the province Benefits for Successful Exam * Remediation A. Provincial Umpire Pin B. Umpire Kit that contains a metal tension gauge, a metal or ceramic toss coin, a timer, stop watch, a Rules Book and the umpire uniform Navy Shirt C. Certificate of success D. Congratulatory Letter (contains explicit scheme for continuation on pathway) E. National Trainee Card for continuation on the pathway F. Evaluation form for future umpire opportunities A candidate may write the exam a second time after a 3 month period of grace. * Note: Provinces will purchase Kits from TTCAN at the beginning of the season, and TTCAN will invoice accordingly. 4 Introduction Prerequisites NATIONAL UMPIRE Some Provincial Umpires will choose to continue on the path way for umpires. Table Tennis Canada will organize a National Umpire Seminar either before or during the National Championships. There should be at least three (3) candidates. Special consideration may be given to a Province or a Region that would like to organize a National Umpire Seminar. A minimum of five (5) candidates is expected. All candidates must hold a Provincial Umpire Certificate. All candidate must have completed and submitted the National Trainee Card. Requirements Cost 1. In Class: Contact the Provincial Association and have them register you for the seminar. 50 multiple choice questions (Each question values 2 points) Pass mark 85% Preparation period 4hours Time limit 1 hour No book 2. Out of Class A candidate must have completed the National Trainee Card (Appendix) 3. Interview All candidates who receive a mark on the exam of 75% will have an interview. In some cases, candidates who had close to 85% on their exam may improve their mark as determined by a panel of three International/National Umpires (one from out of Prov.) The candidate must register and pay $80.00 before attending the seminar. The candidate must make personal arrangements and be responsible for his / her food, accommodation and travel. Registered and active National Umpire will be included on the Rotation List (official section on ttcan.ca ) G. The successful candidate will receive the umpire uniform for use at events inside Canada Possible Events for Selection 3 The candidate who wants to represent Canada at International events in North America is expected to: A. Acquire a couple of light blue shirts B. Acquire a pair of pants or a skirt of the khaki color C. Acquire and wear the Canadian tie or the ITTF tie E. Table Tennis Canada is permitted by the International Table Tennis Federations (ITTF) to administer the exam. The exam can be administered anywhere in Canada with a supervisor. All candidates must hold a National Umpire Certificate for at least two (2) years. All candidates must be registered and active with TTCAN. 1. In Class: The exam is written in even numbered years usually during the month of April 50 multiple choice questions Each questions value 2 points Pass mark is 75% Time limit 50 minutes No books The candidate must register and pay $ before writing the exam. The candidate must make personal arrangements and be responsible for his / her food, accommodation and travel. A. International Umpire Pin B. Certificate of success C. Congratulatory Letter D. Inclusion on the IU Rotation list US Team Open Championships US Para Table Tennis Events Canadian Para Table Tennis Events All 4 level events in Canada Open International Events where we have received an invitation World Championships Pan American Games Commonwealth Games (multi -sport) or Commonwealth Championships 2. Out of Class A candidate must be active and registered as defined on the Activity Card (Appendix) A candidate must prepare before the seminar by reading resource material A candidate will answer 50 practice questions, weeks before writing the exam. E. Tie or Scarf with the ITTF logo (TTCAN will purchase it from ITTF) F. Consideration for International Events outside North America The candidate who wants to represent Canada at International events is expected to: A. Wear the ITTF Uniform as described in Match Book/ Rules on ITTF website. B. Continue to be active and registered with TTCAN C. Maintain an umpire kit with all equipment from the PU and NU kits Outside North America Olympics and Paralympics Pro Tour Events by ITTF when we have received an invitation ITTF Junior Worlds Circuit Events when we receive an invitation ITTF Para Events when we 4 receive an invitation

6 INTERNATIONAL UMPIRE BLUE BADGE Introduction Prerequisites After achieving an International Umpire accreditation some umpires strive for Elite status Blue Badge IU. Table Tennis Canada may recommend an International Umpire to attend an Advanced Umpire Training Course which is usually held before a World Championship. The seminars are sometimes held immediately before other major Championships. All candidates must be an International Umpire for at least two (2) years. All candidates must be registered and active with TTCAN. Requirements Cost Benefits for Successful Exam Other Expectations 1. In Class: The IU must attend an Advanced Umpire Training (AUT). 50 multiple choice questions (first 35 questions are in one of 9 languages, while the last 15 questions are in English. You must score a minimum of 10/15 on the English part) Each questions value 2 points Pass mark 80% Time limit 1 hour No books The candidate must register with TTCAN (who will select the potential candidate and register the candidate with the organizer) Fee is determined by ITTF (usually around 40-45). Fee can be paid onsite to the organizers (TTCAN will confirm amount and currency). The candidate is responsible of covering the cost of the food, accommodation and travel for the additional day. (The course is held before an event and the candidate will usually umpire at the event, therefore the accommodation for the event will be covered by the organizers. A. Inclusion on the ITTF Web site as an Elite Blue Badge Umpire B. Certificate of success C. Congratulatory letter 2. Out of Class A candidate must prepare before the seminar by reading resource material. E. Tie or Scarf with the ITTF logo ($20 can be purchased through TTCAN) F. Consideration for International Events outside North America The candidate who wants to represent Canada at International events is expected to: A. Wear the ITTF Uniform B. Continue to be active and registered with TTCAN C. Maintain an umpire kit Possible Events for Selection 5 You are a possible candidate for any ITTF event.

The candidate must identify himself to the referee of the tournament and request up to two observations during the tournament. The referee will attempt to meet the request himself or delegate it to another. 2. The matches must be one of the following in an Open tournament, or the Canadian Championships, The Canada Games or the National Team Challenge. - Men's Singles, Women's Singles, Men's, Women's or Mixed Doubles: Semi final or Final - Junior Singles, Senior Singles (Veterans events): Final Only 3. The Tournament must be sanctioned by TTCAN or the ITTF, or affiliate. 4. Provincial Umpire Trainees must have 4 matches recorded on his/her card that state - "Meets Expectation" before applying to write the Provincial Examination. The Provincial Trainee must have a minimum of 1 doubles and a combination of 3 more matches, either semi-finals or finals, in Open Tournaments. 5. National Umpire Trainees must have a minimum of 7 matches recorded on their card that state "Meets Expectations" before applying to write the National Examination. The National Trainee must have a minimum of 2 doubles and a combination of 5 more matches, either semi-finals or finals in Open tournaments. 6. No Umpire may have more than 2 matches recorded on his/her card at one event. 7. The candidate must umpire for a minimum of 6 hours each day in the tournament. 8. The referee or delegated officials will complete the evaluation form, review with the umpire and sign the card. The official may return the completed evaluation form to the trainee. 9. Under 'Date Started' in the record section, insert date of commencement of record. 10. Under 'Date Completed', insert date of last match umpired that states "meets expectations" for the record. Un arbitre doit arbitrer un minimum de quatre (4) finales et un minimum de trois (3) matchs de doubles. 6. Un arbitre ne peut faire enregistrer plus de deux (2) matchs par compétition. 7. Umpires Referees 1. Participate as an umpire in a minimum of three (3) TTCAN sanctioned events (preferably Open) per season (Aug 1-Jul 31) 2. Umpire in a minimum of 2 tournaments per year for and in his/her respective Provincial/Territorial Association in order to assist the PSO. 3. Umpire for a minimum of 6 hours each day in the tournament 4. Umpire in at least one (1) of the following events in the preceding three (3) years: Canadian Championships, Canadian Open, Canadian Junior Championships, Canada Winter Games, North American Championships (if held in Canada), Quebec Circuit (Easter event), Atlantic Championships, Western Canada Open, Eastern Canada Open, National Team Challenge, Canada Cup. 5. Must keep a record of activity on the reverse side of the activity card 1. Act as a Referee in at least one event per year and as a Referee or Deputy Referee in at least one other event per year; 2. Use the Activity Card to keep a record of the events officiated; 3. At the end of each event, have the Activity card signed by a Member of the Organizing Committee; 6. Have a Referee, Umpire Manager or Tournament Director of the event verify the number of hours of activity. 7. Submit the card to the TTCAN office by Aug 1 of each year. 8. Pay the appropriate fee as listed above when submitting the card. 9. If the official is active as a referee and an umpire, then the official will pay the higher of $50 or $100 if one of the positions is at the International Level. If the official serves as a referee, then the service shall count towards activity at the appropriate level. Example, if you are a referee at a provincial tournament, then the service counts for both umpire and referee. Appendix 2- Official Active Card 8
