3 President s Foreword - Ian King It gives me great pleasure to welcome you to the 2018 Official Handbook of Herefordshire and Worcestershire LTA. This handbook is published annually and provides a wealth of both current and historical information relating to the activities of tennis in Herefordshire and Worcestershire. The handbook is available to members of all our affiliated clubs within the County and I commend it to you as an excellent reference publication. A full report on tennis activities within the County in 2017 is set out elsewhere in the Chairman s Report. Once again, may I thank all our Sponsors for their continued support which ensures that our programmes can be enhanced for the benefit of tennis in our County. We are most grateful to them. On the playing side, our Chairman has highlighted, in his report, successes across all age levels. I warmly congratulate those players who have achieved success for our County teams and, also, at national and international levels. May they, and others, build on these excellent results in My thanks go to our Chairman, Richard Herriman, to Jo Marks and Ginny Lowe in the County office, to our Treasurer, Nick Thomas, and to all other members of the Management and other Committees for their hard work and support in the administration of our County LTA during 2017 it is much appreciated. I congratulate Jo Marks on her election as our County s representative on the LTA Council. At the end of the year, Jane Poynder and Nicola Hall decided to step down from the Management Committee. Each of them was thanked by me, at the Annual General Meeting in November, for the many years of service that they have given to our County in so many roles. I would like to reiterate, on behalf of the County, my grateful thanks to them both for such long periods of service they will be greatly missed. At the Annual General Meeting, Jane and Nicola were elected Honorary Life Vice-Presidents of the County. We welcome two new members to our Management Committee Neil Bates who will chair the Club Development Sub-Committee and Steve Barnett who will chair our Junior Development Committee. We look forward to working with them both. I, also, thank all our volunteers within the clubs who work so tirelessly to support tennis in our County, in so many ways. 6 Chairmans Report - Richard Herriman The introduction by our Regional Office of workshops on a variety of topics including funding, social media and membership has been a feature of this past year, with 14 clubs attending. This does mean that a majority of clubs (we have 45 registered clubs) did not attend being largely perhaps those that might have benefited most. I understand that the Regional Office are planning a series of further workshops in the Spring and it is sincerely hoped that those clubs who did not attend this year, will do so next. The feedback from those who did attend this year was that they found the workshops most helpful. In consequence, with such a full programme, the usual Club Forums were not held this year. On a very personal note, the highlight of the year was undoubtedly Penny receiving the LTA Meritorious award for services to tennis. Penny was given the opportunity of attending with a guest a lunch in the Presidents Suite at Wimbledon during the Wimbledon fortnight where she received her award. Other highlights included being asked in our Presidents absence to present the Trophies and Awards at our recent successful Awards evening. This excellent evening was organised for the first time by Charlotte Bradford who received what has become the usual support of the clubs in ensuring a full house who enjoyed good food and dancing. Our thanks to Charlotte Bradford for all her hard work in ensuring a good time was had by all. In the early part of this last year, it was with some relief that the two tier scheme for British Tennis Membership was confirmed essentially involving no charges being associated with Club Members qualification for Wimbledon tickets. Following this, there has been much publicity involving the National Media surrounding the launching of TBTT (Transforming British Tennis Together). Initially the County was asked to appoint a County Co-ordinator and Neil Bates from the Club Development Committee kindly agreed to take on this role. This has been followed by a series of Workshops, the latest of which at the Hive in Worcester was attended by a good number of clubs. Volunteer of the Year was Elaine Ball for her initiative in running a campaign to refurbish the tennis courts at Droitwich Lido. Redditch Tennis Club led by Tony Ravenscroft collected the accolade for the best venue or Club of the year with Droitwich and Pershore being highly commended. Coach of the Year was Steve Bauer who was very much involved in his club Pershore Tennis Centre receiving the award for the Disability Programme of the Year. Last but by no means least, the Young Volunteer of the Year was awarded to Brad Smith of Pershore tennis Centre. Congratulations to all Trophy and Award winners. 9 On the playing side, I am pleased to be able to highlight success across all age levels. Firstly our Men s County Team gained promotion for the second successive year and will therefore be playing in Division 5 next Summer. Alex Parker and Ryan Gaskin won 14 out of 15 rubbers despite the fact that they are both still in their last year as juniors. Junior, Alex Maggs with his partner were runner up in the 16 and under doubles at the National Tournament in August. Both the Ladies over 40 s and over 50 s won promotion from their respective groups. The Ladies over 60 s won Division 1A and proceed to the National Finals on December 2nd, as do the Men over 60 s who won Division 1B. Unfortunately both teams were unable to clinch the overall title and both fell to Surrey. Jo Shepherd won the over 45 s British Grass Court Title, Dee Smith won the over 60 s British Indoor Title and Pauline Fisher won the over 65 s British Clay Court Title, over 65 s British Indoor Title along with the British Grass Court Title. Dee Smith was selected for the GB over 60 s Team and Pauline Fisher was selected for the over 65 s Team that took part in the World Team event in Miami this Autumn. I would like to thank all members of the Management Committee who as volunteers continue to give total commitment to the development of tennis in the County. I can tell you there has been virtual 100% attendance at our regular quarterly meetings with additional support of the various workshops and other regional meetings in addition to either leading or participating in the work of our various subcommittees which have also met regularly. Steve Barnett has kindly agreed to stand for the position of Junior development Sub-committee Chairman and Neil Bates to stand as Chairman of the Club Development sub-committee with Jo Marks succeeding Nikki as our LTA Councillor and Wimbledon tickets being dealt with within the Sponsorship Committee chaired by Jan Thomas. On the matter of Sponsorship, Jan and her committee are continuing to operate in an ever increasingly difficult environment and we are ever mindful of the considerable effort that is put in to raising extra funds from sponsorship to assist in particular in developing the County programme. I can tell you that during this past year, Jan and her teams efforts in the area of social media/publicity were recognised by Jan and Ade Bates being invited to make a presentation at a Regional meeting where they were very well received. We are very fortunate to have them in our midst and thank them for their efforts on our behalf. Ed Bradford and his Senior Development Committee comprises essentially league and other tennis competition organisers and the fact that there have been little, if any, recorded issues must be testament to the fact that Ed and his band of helpers have very successfully been working hard to ensure everything has run smoothly. Again, our considerable thanks to all concerned. Last but certainly not least, considerable thanks are due to Jo Marks and Ginny Lowe in the County office for all they do including the considerable extra which they both do in a volunteer capacity. Their contribution is again invaluable. Thank you both very much indeed. Having said that, I am sure that you will recognise, as do I that there is still so much more that can and needs to be done to ensure that use of existing facilities is maximised and further that serious consideration is given to qualifying projects to ensure this County receives its share of the extra funding currently available from the LTA by way of TBTT and thereby investing in the growth of tennis in this County which is so all important. It only now remains for me now to wish you all a very successful next 12 months. 10

10 The SEP Group 2017 H&W County Championships A week of action which began with 153 competitors chasing glory across all age groups culminated in some exciting tennis at the Malvern club. H&W LTA president Ian King was on hand to present all the trophies. The Ladies Singles title was retained by Kate Horsburgh (Worcester) who took on Imogen Sinclair (Bromsgrove) whilst the Mens Singles title this year went to Jamie Marks (Manor Park) who defeated Charlie Crisp the Mens County Captain. Our thanks go to Manor Park Club and its staff for hosting the event and particularly Chris Barr Hamilton and his team for the catering and café facilities. This event was again organised and refereed by Ed Bradford who did an excellent job as always. We are extremely grateful to him for his time and efficient and cheerful running of the tournament. Thanks also to all his helpers and to all the coaches and parents for their support of the players

12 The 2017 MHB H&W County Mixed Doubles Tournament The 2017 H&W Senior County Closed Doubles There was a great day s tennis on Saturday at The MHB County Mixed Tournament. With both age groups playing in a round robin format, the top 2 qualifying for the final. In the Open Age Tournament, defending champs, Ellie Fleming & Paul Burgess, from Manor Park, narrowly missed out on the final by games difference, as the top 3 pairs had all lost 1 match in the group stage. The final was played between Jon Bradshaw & Kate Horsborough from Worcester against Rachel Prudden & Mike Langston from Pershore. As the heavens opened, the crowd watched on warm and happy in Manor Park s bar, supping on a the lovely beer provided by sponsors, Malvern Hills Brewery. Jon & Kate narrowly beat Mike & Rachel 6-3 to lift the trophy. Making it a double for Jon, who earlier in the year won the Over 35 s County Men s Doubles. 13 2017 Summer Men s Captain Report 2017 Winter Men s Captain Report This summer we had high hopes for a successful trip to Hunstanton following our promotion out of division 7 last year with a reinforced team. After a day of no play on the Monday we faced Devon and Cornwall on the Tuesday and it was clear that there would not be an easy rubber the whole week and in 3 tight first round matches that could have gone either way we ended up with a 3-0 lead. A credit to a new partnership of Mike Langston and Oliver Nunn for winning 2 out of there 3 matches. Form seemed to improve through the rest of the tie and we had what proved to be a very crucial 8-1 win. Having already played 3 matches each a few points either way allowed Cornwall to get the better of us in the second round. On the Wednesday after an exhausting days tennis it was time for Callum Treasurer to make his summer county cup debut and he came out with a bang ensuring a comfortable win over Sussex to put us right in the mix for promotion. Staffordshire who appeared to be the toughest team to face so the whole week came out with a bang and despite having a few match points that did not go our way found ourselves 4-2 down after the first 2 rounds. However two solid performances from Gaskin/Parker and Langston/Marks gave Oliver Nunn and Callum Treasurer the boost they needed to earn themselves a heroic victory over the Staffs number 1 pair in a championship Tie break. On the last day it was a question of picking up a few rubbers to ensure promotion which was sealed by the outstanding performance of Ryan Gaskin, on his debut Summer county cup appearance and Alex Parker on their way to 14/15 victories throughout the week. A special mention also must go to Rob Lowe for travelling back from Miami to represent the county and it was a pleasure to be a part of such a dedicated team with exciting addition to the team still waiting in the wings. Charlie Crisp, Captain After a successful summer campaign the Mens county team went in to battle with confident strides with good strength and depth all the way through the team. The now well established doubles pairings that have been so instrumental in the teams recent success once again proved to be the tipping point in Wrexham turning around a 2-4 deficit after the singles to a 5-4 win against Cumbria. After an incredible battle on day 2 the same fortune was only a championship tie break away in the final doubles match, so a close second to Cornwall almost guaranteed security in Division 5. Particular congratulations to Jamie Marks who won all 3 singles and all 3 doubles with partner Mike Langston and to Alex Maggs winning 2 of 3 singles matches playing at number one position for the first time and with age on his side the future looks bright for the future of the mens team. 14 2017 Summer Ladies Captain Report 2017 Winter Ladies Captain Report County Cup Grass Court Championships of 2017, Group 6, was held at the East Gloucestershire Club in Cheltenham. The team comprised Katherine Fisher, Ellie Fleming, Kate Horsburgh, Joanna Kondratowicz, Katy Lewin, Jo Mason, Lauren Whiteman and myself. We had a fantastic start to the week taking on the North of Scotland. We were 3-3 after the first 2 rounds and won 2 of the last 3 matches to win 5-4. Each pair beat their 3rd pair and Kate and I won all 3 matches. On Tuesday the weather improved and we managed our only day of play on the grass courts. We were up against Wiltshire who proved to be too strong for us. Joanna and Lauren secured one win and Kate and I won 2 matches to give a 6-3 defeat. This day also provided Katy Lewin with her debut to ladies county cup with a close match against the 2nd pair. Wiltshire ended the week 2nd in the group, only losing to Gloucestershire. On Wednesday we faced Dorset. Joanna had to leave so Katy Lewin partnered with Lauren. After 2 rounds we were 4-2 down after Kate and I beat the 2nd pair and Katy and Lauren beat the 3rd pair. We then pulled off a fantastic 3rd round winning all matches with Ellie and Jo beating the 2nd pair, Kate and Katherine beating the 3rd pair and Katy and Lauren taking a fabulous win against the 1st pair. Due to the bad weather the format was changed for the day to include sudden death deuce which provided a completely different feel to the matches. Following wins for every team member the previous day we were optimistic against Gloucestershire however they proved too strong for us with Kate and I securing our only win for the day and they went on to be the eventual group winners. On Friday there was everything to play for as 4 teams were in contention to remain in group 6 or be demoted. A win against Bedfordshire would secure 3rd place for us, a loss would mean 5th place unless the North of Scotland (who were yet to win a match) defeated Dorset. After 2 rounds we were 3-3 against Bedfordshire and then the North of Scotland secured their first win of the week against Dorset and so helped us into a minimum of 4th place. Our final round was very close coming down to the last match however we lost 5-4 so remained in 4th place with Bedfordshire taking 3rd place. Dorset and the North of Scotland were demoted to group 7. The Winter County Cup Championships of 2017, Group 5b, was held at Shrewsbury and being more local than previous years the team enjoyed several supporters throughout the weekend. The team comprised Kate Horsburgh, Georgie Jeynes-Cupper, Monika Kondratowicz, Katy Lewin, Katie Miles, Imogen Sinclair, Lauren Whiteman and myself. We started strongly on Friday against Gloucestershire with some excellent singles wins including two 3rd set victories for Imogen and Monika, a 7-6, 7-5 victory for Georgie and a win for me which gave us a 4-2 lead going into the doubles. Their doubles pairs were strong and we eventually lost 5-4 with one of the doubles being lost 10-7 in the 3rd set tie-break, it couldn t be much closer. On Saturday we played the home county of Shropshire who were looking confident coming into the day following a 7-2 victory on the first day against the West of Scotland. Katy achieved an excellent win 6-3 in the 3rd set after nearly 3 hours however we didn t manage to win the other 3rd set matches and were 5-1 down going into the doubles. Kate and I managed a win against their 1st pair in the doubles taking the score to 7-2. And so on to Sunday to play West of Scotland who had followed up their 1st day loss with a win over Gloucestershire. Katy and Monika again managed to secure wins in long 3 set matches however the team were 4-2 down going into the doubles. Monika and Lauren had a good win in their doubles taking the end score to 6-3. Despite some very close matches we were placed 4th at the end of the weekend. Well done to everyone for the fantastic effort shown over the weekend, exciting matches and for the excellent positive team spirit that is always displayed it is a pleasure to captain such a team. 18 2017 Annual Presentation Evening The Annual Presentation Evening was once again held at the Graeme Hick Suite at Worcestershire County Cricket Club. The event was attended by 150 guests with 15 tables (capacity at the Cricket Club) representing a large number of the clubs that play in the Herefordshire & Worcestershire leagues. Jane was in 2003, a Founder member of the Management Committee and had been a long term member of the previous County Executive. More than that, Jane has had a long term association with tennis in the County both as a player and in various administrative capacities latterly as Vice Chairman and Chairman of the Junior Development sub-committee. Nikki Hall has had a long term association with tennis in the County as both a player and in various administrative capacities. Latterly Nikki served as our LTA Councillor, Wimbledon ticket ballot organiser and Chairman of our Club Development sub-committee. Their contributions and experience will be sorely missed, so thank you on behalf of the County for all that you have done for Tennis in the County over so many years. 27 The HEAD Herefordshire & Worcestershire County Tennis League - Summer 2018 League Rules (All Divisions) (Note: Special Rules applicable to EAST and WEST Divisions are set out at the end of these General Rules) 1. The Competitions shall consist of two separate Leagues, one for Ladies Doubles and the other for Men s Doubles, run independently of each other and grouped according to playing strength. 2. An entry fee, fixed annually by the League Committee will be charged to clubs for EACH Ladies and Men s team. 3. All entries or withdrawals must be submitted to the League Organiser by 31st January each year. A form for this purpose will be sent to all affiliated clubs early in January. If a club withdraws a team, it is deemed to be their lowest team unless special circumstances prevail. Additional teams entered by a club will be placed in the lowest division as will teams entered by new clubs. The League Committee may, however, use its discretion by placing a team in a higher group, provided that it does not involve the relegation of another team to a lower group. 4. Fixtures Lists will be available online prior to the Fixtures Meetings, the dates and venues for which are notified on the Entry Application Form. It is the responsibility of Club Match Secretaries to arrange the dates for matches at the Fixtures Meetings. Actual arrangements as to whether matches are played in the evening or at weekends are left to the clubs concerned. In the event of a Club being unable to send a representative to the Fixtures Meeting it becomes the responsibility of that Club s Match Secretary to contact all of the other clubs within 3 weeks of the Fixtures Meeting to arrange their fixtures. If they do not comply then they will forfeit their matches. 5. The home club must provide a minimum of four Head ATP or Davis Cup balls per court for each match. 6. Once the date for any fixture has been agreed, if either Team fails to fulfil the fixture, it shall forfeit the match, the only reason for postponement being courts unfit or unavailable for play. In the event of a match being postponed, the away team will supply a copy of their fixtures list and the home team must offer three alternative dates, covering a period of up to six weeks from the date of the original fixture. The away team must accept one of the dates offered or forfeit the match. The offered dates shall not include two successive dates. The same rules apply to unfinished matches, except that the team responsible for the failure to complete the match will only forfeit the unfinished rubbers. In the case of unfinished matches, whether or not a result has already been reached, it is only necessary to play off the outstanding rubbers, and these must be resumed at the point at which they were left off. If for any reason team X does agree to arrange a fixture at the request of team Y, then in the event of the match not being played by the end of the season for any reason, team X may claim the match. 7. All matches must be the best of three sets with a TIE-BREAK operating at SIX ALL in all sets. 8. All matches must be completed by 31st August. If any match remains unfinished on 31st August, the score existing at that date shall determine the result, unless the League Committee decides otherwise. All results must be notified to the League Organisers by 10th September, and any results received after that date will be declared void. 9. Unless Captains have mutually agreed otherwise before the start of a match, rubbers should be completed without a break. 10. EVENING matches shall start by 6.30pm. In all matches, both evening and daytime, if a pair is not ready to commence play within 30 minutes of the start, it shall forfeit the first rubber, and if not ready to commence play within 1 hour and 15 minutes of the start, it shall forfeit the second rubber. 11. Knocking up is permitted in accordance with the present L.T.A. Regulations which are:- The knock-up must not exceed a maximum of FIVE minutes. Should a match be interrupted for reasons beyond the control of the players, the permitted knock-up time is 6-20 minute delay 3 minutes, over 20 minutes delay 5 minutes The visitors have the right to stay on the same court for both rubbers of a match. In the event of a match not being completed due to bad light, the match must continue under floodlights, where available, unless this involves a change of court surface when the choice, as to whether to continue or not, is left to the away team. 13. No player may represent more than one Club in this Competition during the season. Competitors must be bona-fide members of the Club for which they play. 14. If the Courts of any Club are unfit for play on the date arranged for a match, the match may be played on some other Courts nominated by the HOME CLUB. 15. The HOME TEAM captain or match secretary is responsible for submitting the score online, IMMEDIATELY after the match at login.aspx (link available at Failure to do so may result in the away team being awarded a walkover. Both teams should keep a written record of the match result, signed by both captains at the match. 16. In the event of a Team forfeiting a match the team receiving the walk-over shall be deemed to have won the match 6-0 (4-0 in WEST Divisions). 17. In the fixture lists, the first named team is the HOME team. 18. Intra Club matches in the same Division MUST be played in the First Round or before any other match is played. The FIRST MATCH on the fixture list of each club should be an A team match. 19. Clubs must nominate their A team before their first match. If the nomination list is not received by the appropriate League Organiser by the due date the team playing in the first match will be deemed to be the A team. Regular County players shall not play in other than Club A teams, and A team players cannot play for lower ranking teams. Where a Club has more than one Team competing in the League, any vacancies must be filled by promoting players from lower ranking teams, and after playing two matches for any higher team, no player may play for a lower-ranking team regardless of division. If any team infringes any part of this rule they will forfeit the appropriate rubbers. 52

28 20. The winning Team in a division is that which has scored the most points. At the end of a season, if two or more teams in any division have scored an equal number of points, the order of precedence shall be determined by the team which has the most wins, if still equal, by the number of rubbers won. Should the numbers of rubbers be equal, the percentage of sets won to sets played shall decide and should the teams still be equal, the percentage of games won to games played shall decide. 21. The winning team in Division 1 (Ladies and Men) will be the champion team and will hold the championship shield for one year. The top two teams in Divisions 2 and 3 (Ladies and Men) will be promoted to Divisions 1 and 2 respectively, and the bottom two teams in Divisions 1 and 2 will be relegated to Divisions 2 and 3 respectively. The top team in Divisions 4 East and 4 West (Ladies and Men) will be promoted to Division 3 and the bottom two teams in Division 3 will be relegated to Divisions 4 East and 4 West respectively and two teams will be promoted and relegated from Division 5 onwards. If there are fewer than six teams in any division, only one team may be promoted and relegated from that division. 22. Scoring of points per fixture is as follows: 2 points for winning the fixture and 2 points for each rubber won. No points are awarded for incomplete rubbers. If completed rubbers are equal the winner of the fixture shall be determined by reference to the number of sets won. If the number of sets won is equal, then the winner of the match shall be determined by reference to the number of games won. If the number of games won is also equal, each team will receive a point. 23. Failure to fulfil a fixture, by conceding a match will result in six points (divisions 1, 2, 3 and all East divisions) and four points (all West divisions) being deducted from the total number of points won at the end of the season. A second conceded match will result in automatic relegation but all other points, for and against, relating to that team will stand. The team to whom the match is conceded will be awarded fourteen points (divisions 1, 2, 3 and all East divisions) and ten points (all West divisions). If a third match is conceded (as well as automatic relegation) all points relating to that team, for and against will be null and void. For clubs who do not field a complete team on more than one occasion, the team will lose 2 points in addition to the 4 points lost by conceding 2 matches. If this happens on a 3rd occasion, the team will lose 4 points in addition to the 4 points lost by conceding 2 matches. 24. Should any point arise from these Rules, or otherwise, the League Committee s or League Organiser s decision shall be final. In this context Rules includes special rules applying to East Divisions or West Divisions only. 25. The Management Committee of the Association have delegated all other decisions relating to the Summer Leagues to the Clubs. Any changes in the Rules must be approved by a meeting of Club Representatives. This meeting shall be held when required in September each year, and shall be convened by the League Organiser or at the request of not less than two clubs. All decisions taken at such a meeting shall be ratified at the Annual General Meeting of the Association. For the purpose of a meeting of Club Representatives, all Clubs who play in the MANTIS Herefordshire & Worcestershire County Tennis League are entitled to vote on any issues and changes to the League rules, one vote per Club. SPECIAL RULES applying to Divisions 1, 2 and 3 and all EAST Divisions ONLY: 1. Each Division, except for the bottom one, will normally contain eight teams playing each other once. If a division contains 5 teams or fewer they will play both home and away fixtures. 2. Each Team will consist of three pairs, with each playing only two rubbers as follows: Each 1st Pair plays the opposing 1st and 2nd Pairs, each 2nd Pair plays the opposing 1st and 3rd Pairs and each 3rd Pair plays the opposing 2nd and 3rd Pairs. Ripple Cup Continues to make Waves The second year of the Ripple Cup took place at Manor Park Club with 16 Team Players from Divisions A - D taking part in drawn mixed ability pairs. The main event winners were Pete Moore and Grant Hume who beat Mike Marks and Steve Williams in the final 6/1. The Plate Winners were Paul Burgess and Mark Davies who beat Dave Hallam and Duncan Rowberry. All results must be notified to the League Organisers by 30th April and any results received after that date will be declared void. 15. An entry fee fixed annually by the League Committee will be charged to clubs for EACH Ladies and Men s team. 16. A new club or team entering the league will normally commence in the lowest division. The League Committee may, however, use its discretion by placing it in a higher division, provided that this does not involve the relegation of another team to a lower division. 17. Evening matches shall start by 6.30pm. In all matches, if a pair is not ready to commence play within 30 minutes of the start, it shall forfeit the first rubber, and if not ready to commence play within 1 hour and 15 minutes of the start, it shall forfeit the second rubber. 18. Knocking up is permitted in accordance with the present L.T.A. Regulations which are: The knockup must not exceed a maximum of Fl\/E minutes. Should a match be interrupted for reasons beyond the control of the players, the permitted knock-up time is 6-20 minute delay 3 minutes, over 20 minutes delay - 5 minutes. 19. Should any points arise from these Rules, or otherwise the League Committee s or the League Organiser s decision shall be final. 20. Any changes in these Rules must be approved at a meeting of Club Representatives. This meeting shall be held, if required, in September each year and shall be convened by the League Organiser or at the request of not less than two clubs. All decisions taken at such a meeting shall be ratified at the Annual General Meeting of the Association. For the purpose of a meeting of Club Representatives, all Clubs who play in the Herefordshire and Worcestershire Slazenger Leagues are entitled to vote on any issues and changes to the League Rules, one vote per Club. 21. Failure to fulfil a fixture, by conceding the match, will result in four points being deducted from the total number of points at the end of the season. A second conceded match will result in automatic relegation but all points, for and against, relating to that team will stand. The team to whom the match is conceded will be awarded ten points. If a third match is conceded (as well as automatic relegation) all points relating to that team, for and against will be null and void. For clubs who do not field a complete team on more than one occasion, the team will lose 2 points in addition to the 4 points lost by conceding 2 matches. If this happens on a 3rd occasion, the team will lose 4 points in addition to the 4 points lost by conceding 2 matches. 33 Herefordshire and Worcestershire Lawn Tennis Association Rules 1. Name The association is called The Herefordshire & Worcestershire Lawn Tennis Association (hereinafter referred to as The Association or H&W LTA). 2. Definitions 2.1 In these rules, unless the context otherwise requires: Associate means an entity which is registered as an associate by The Association pursuant to the LTA Rules; Chairman means the person elected from time to time to be the Chairperson of the Association in accordance with rule 6; County means the combined Counties of Herefordshire and Worcestershire; County Secretary means the elected person appointed from time to time to be the honorary secretary of the Association in accordance with rule 6; Game means the game of tennis; LTA means the Lawn Tennis Association Limited (the governing body of tennis within Great Britain, Channel Islands and Isle of Man) of The National Tennis Centre, 100 Priory Lane, Roehampton, London SW15 5JQ and its subsidiaries or such successor entity or entities as become(s) the governing body of the game of tennis within Great Britain, Channel Islands and the Isle of Man from time to time; LTA Disciplinary Code means the disciplinary code of the LTA in force from time to time; LTA Rules means the rules of the LTA as in force from time to time; Management Committee means those elected officers appointed to be the Management Committee of The Association under Rule 6; Member means the members of the Association admitted from time to time to membership of the Association in accordance with rule 4.1; President means the elected person appointed from time to time to be the president of the Association in accordance with rule 4; Treasurer means the elected person appointed from time to time to be the honorary treasurer of the Association in accordance with rule 6; Trustees means the persons appointed from time to time to be the trustees of the Association in accordance with rule Words denoting the singular number include the plural number and vice versa; words denoting the masculine gender include the feminine gender; and words denoting persons include bodies corporate (however incorporated) and unincorporated, including unincorporated associations of persons and partneships. 3. Objects 3.1 The objects of the Association are: (a) to act jointly with the LTA as the governing body for the Game within the County, to advance and safeguard the interests of the Game, to promote increase in participation at all levels of the Game and generally to do all such acts, matters and things in connection with, or incidental, thereto; (b) to take and retain a membership interest with the LTA and to comply with and uphold throughout the County the LTA Rules and the LTA Disciplinary Code and the rules and regulations of any person or body to which the LTA is registered or affiliated; (c) subject to the LTA Rules and the LTA Disciplinary Code, to make, amend and revoke rules and regulations for the control and governance of the Game in the County and for the disciplining of players, officials, coaches and others involved within the Game, and to comply with and uphold these rules; (d) to accept all duties and powers delegated to it by the LTA and to appoint a representative for the County to the Council of the LTA to express his own views and those of the County at meetings of the LTA in accordance with any rules, regulations or bye-laws of The Association; (e) subject to the LTA Rules, the LTA Disciplinary Code and the LTA s wider jurisdiction, to consider and resolve disputes, and enforce any award or decision, arising in connection with the Game in the County or otherwise delegated to it by the LTA and to provide by these rules, regulations, bye-laws or otherwise for a process to govern such disputes; 63 (f) (g) (h) (i) (j) (k) to acquire, dispose of, establish, own, lease, operate, use and turn to account in any way tennis court facilities within the County together with buildings and easements, fixtures and fittings and accessories as shall be thought advisable by the Management Committee; to arrange, purchase and distribute tickets allocated to the County for The Championships at Wimbledon in accordance with the guidelines laid down by the LTA and the ticket terms and conditions issued by The All England Lawn Tennis and Croquet Club; to promote, arrange and regulate inter-county matches, county championships, tournaments, inter-club and county competitions and junior activities at all levels and age groups and to select teams for inter-county matches and competitions and generally to do all such acts, matters and things in connection with, or incidental, thereto; to promote the teaching of the Game and the development of tennis in the County and to promote, encourage and support coach education, the function of competition organisers, referees and umpires and the training of coaches, teachers, competition organisers, referees and umpires; to advance and safeguard the interests of the players of the Game at all levels within the County and to work with the LTA in furthering the tennis career of any person or persons of any age ordinarily resident in the County; and to do all such other things as the Management Committee thinks fit to further the interests of the Association, to advance and safeguard the interests of the Game, to promote increase in participation at all levels of the Game or to be incidental or conducive to the attainment of all or any of the objects stated in this rule The funds or other property of the Association shall be applied towards the furtherance of the Association s objects or for any similar charitable purpose. 4. Membership 4.1 An entity shall qualify for registration as a Member, and thereby for registration as an associate of the LTA, if the Management Committee of the Association deems (in accordance with the LTA s guidelines) that such entity provides organised tennis opportunities. Such an entity shall include, but not be limited to: (a) a members or commercial tennis club; (b) a park-based tennis programme; (c) a school-based tennis programme for the community which operates out of curriculum hours; (d) an indoor pay and play tennis centre; (e) (f) a tennis academy; and/or a further education or higher education tennis club,provided, in each case, that it has a written constitution or set of rules governing its operation approved by the Management Committee. 4.2 If a dispute arises as to whether an entity qualifies to be registered as a Member, the Management Committee shall refer the matter to the President of the LTA whose decision on the matter shall be final. 4.3 Any person who wishes to become a Member must complete an on-line registration or submit an application in such form as the Management Committee shall decide. Subject to rule 4.1, election to membership shall be at the sole discretion of the Management Committee. 4.4 Each Member agrees as a condition of membership of the Association and association with the LTA: (a) to be bound by and subject to these rules (as in force from time to time); (b) to be bound by and subject to the LTA Rules and the LTA Disciplinary Code; and (c) to ensure that its underlying members, any unlicensed and unregistered coaches and, so far as reasonably practicable, players using its facilities (the Member s connected parties ) are bound by and subject to the LTA Rules and the LTA Disciplinary Code by obtaining the formal agreement of the Member s connected parties, as a condition of membership, association, registration, election or as otherwise appropriate, to be bound by and subject 64

34 to the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA can enforce any breach at its option and in its sole discretion. 4.5 Rule 4.4 confers a benefit on the LTA and is intended to be enforceable by the LTA by virtue of the Contracts (Rights of Third Parties) Act For the avoidance of doubt, the Members do not intend that any term of these rules, apart from rule 4 should be enforceable, by virtue of the Contracts (Rights of Third Parties) Act 1999, by any person who is not a Member. 4.6 The Management Committee may terminate the membership (and so association) of any person, or impose any other sanction they determine to be appropriate, in connection with the breach of any condition set out in this rule. The LTA may terminate the association of any person, or impose any other sanction it determines to be appropriate, in connection with the breach of any condition set out in this rule. Rule 6 shall not apply to such termination. 4.7 A Member may withdraw from membership of the Association on giving three months notice in writing to the Association. Membership shall not be transferable in any event and shall cease immediately on death or dissolution. 4.8 The Association may also admit as members of the Association : (a) The President of the Association (b) Honorary Past Presidents (c) Honorary Life Vice-Presidents (d) Individual subscribers (e) Friend members (f) Members of committees (g) Such other clubs, individuals or organisations as the Management Committee shall decide shall be entitled to become members If a person ceases to hold any of the posts named above they shall automatically cease to be member of the Association unless entitled to be under 4.1. Of those listed in 4.8, only the President and Members of the Management Committee may vote at annual general meetings and extraordinary general meetings. 5. Registration fee and subscription 5.1 The annual subscription for each type of Member referred to in rule 4.1 shall be determined from time to time by the Management Committee and shall be effective for that year. Such annual subscription may exceed the minimum annual subscription described below. 5.2 The minimum annual subscription for each Member referred to in rule 4.1, which shall be deemed to include any taxation which may be payable thereon, shall be calculated by multiplying the number of courts of each surface to which that Member has regular access (whether through a lease, user agreement and/or such other arrangement or understanding) by the applicable court fee. Court fees shall be determined by the LTA; regular access means access on an exclusive basis for at least 15 hours per week (for at least 40 weeks per year). 5.3 In respect of Members referred to in rule 4.1 that do not have regular access to tennis courts, a fixed minimum annual subscription, determined annually by the LTA, shall apply. 5.4 Unless the LTA determines otherwise on a case by case basis, the annual subscription fee of Members referred to in rule 4.1 in respect of each year to 30 September shall be payable between 1 October and the following 28 February. 5.5 The annual subscription fee of Members referred to in rule 4.1 may be paid to the LTA as agent of the Association The annual subscription fee of Members referred to in rule 4.1 shall include the amount, if any, payable in respect of benefits or services provided by the LTA. 5.7 Any Member referred to in rule 4.1 whose first subscription remains unpaid for one calendar month after the receipt of notice of membership, or whose annual subscription in any subsequent year remains unpaid by 28 February, shall, if the LTA so resolves, cease to be eligible for grants and other advantages offered to Members by the LTA. 5.8 Any Member whose subscription fee is not paid by such date as the Management Committee shall decide each year shall be deemed to have resigned his membership of the Association. 5.9 For all other categories of membership, as described in 4.8, an annual subscription will be payable as determined by the Management Committee The Management Committee shall have the power to expel a Member from the Association if in its sole discretion it determines it would be in the best interests of the Association to do so: (a) A Member shall not be expelled unless he is given 14 days written notice, which may be by electronic transmission with such notice containing details of the complaint that has been served. (b) The Member shall be given an opportunity to appear before the Management Committee to answer complaints made against him and must not be expelled unless at least two-thirds of the Management Committee then present vote in favour of his expulsion. 6. The Management Committee 6.1 The Association shall be managed by a Management Committee consisting of not less than 5 and subject to a maximum of 12 individuals. The members of the Management Committee may exercise all the powers of the Association for the purpose of the management of the Association. No person may serve on the Management Committee unless they are a member of either an entity within the County (as described in 4.1) or of the British Tennis Membership Scheme or of any such similar scheme operated by the LTA. This Rule shall not apply to the President or Trustees of the Association. 6.2 The following shall be members of the Management Committee: (a) the President (b) the Chairman (c) the Vice-Chairman (d) the County Secretary (e) the Treasurer (the Finance sub-committee Chairman) (f) the Senior Development sub-committee Chairman (g) the Junior Development sub-committee Chairman (h) the Sponsorship and Publicity sub-committee Chairman (i) the County representative on the LTA Council (j) the Club Development sub-committee Chairman 6.3 The Association agrees that each member of the Management Committee, will be required, as a condition of election or appointment, to agree to be bound in writing by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion. 6.4 The members of the Management Committee may delegate any of the powers which are conferred on them by these rules to such person, or committee, by such means (including by power of attorney), to such an extent, in relation to such matters and on such terms and conditions as they think fit. If the members of the Management Committee specify, any such delegation may authorise further delegation of the members powers. The members of the Management Committee may revoke any delegation or alter its terms and conditions. 6.5 The County Secretary shall send to the Members each year a nomination form for the election of members of the Management Committee and those officers in the place of those retiring. 66

35 Those persons proposed to be nominated as members of Management Committee that have arisen must be proposed and seconded by Members on the form p r e s c r i b e d by the Management Committee and the nomination must be submitted to the County Secretary by such date as the Management Committee shall prescribe each year. 6.6 If there is only one candidate nominated to fill any particular post, that candidate shall be declared elected unopposed for that particular post at the next annual general meeting. If there is more than one candidate for any particular post there shall be an election at the annual general meeting for that position. Election shall be by simple majority of those present and entitled to vote. In the event of a tie, the President shall have the casting vote. 6.7 The Management Committee shall be elected at the annual general meeting in each year, and subject to termination of office by resignation, removal or otherwise, the members remain in office until they or their successors are re-elected or elected (as the case may be) at the annual general meeting following their re-election or election (as the case may be). Any person who has served 3 years on the Management Committee should retire at the annual general meeting following but may stand for re-election. 6.8 In addition to the members elected or appointed in accordance with this rule 6, the Management Committee may co-opt up to 3 further persons who shall serve until the next annual general meeting. Co-opted members shall be entitled to vote at the meetings of the Management Committee. The Management Committee may also request specific presence of others at meetings including those appointed by the LTA to work within the County (LTA Tennis Development Manager or equivalent role). 6.9 The Management Committee may appoint any person to fill any casual vacancy on the Management Committee until the next annual general meeting when that person shall retire but shall be eligible for re-election Retiring members of the Management Committee may be re-elected A member of the Management Committee shall be deemed to have vacated office if: (a) he becomes bankrupt or makes any arrangement or composition with his creditors generally; or (b) a registered medical practitioner who is treating that person gives a written opinion to the Management Committee stating that that person has become physically or mentally incapable or acting as a member of the Management Committee and may remain so for more than three months; or (c) by reason of that person s mental health, a court makes an order which wholly or partly prevents that person from personally exercising any powers or rights which that person would otherwise have; or (d) he resigns his office by notice to the Association; or (e) he shall without sufficient reason for more than three consecutive meetings of the Management Committee have been absent without permission of the Management Committee and the Management Committee resolves that his office be vacated; or (f) he is suspended from holding office or from taking part in any activity relating to the administration or management of the Association by a decision of the LTA; or (h) he is requested to resign by all the other Management Committee members acting together Any person accepting election or nomination to the Management Committee who has any financial interest in the Game must, before his election or nomination, state in writing to the Association all such interests. Failure to do so will lead to automatic disqualification from Management Committee membership. The Management Committee has the right to veto such an election if, in its opinion, it is not in the best interests of the Game. 7. Proceedings of the Management Committee 7.1 The Management Committee meetings shall be held as often as the Management Committee thinks fit provided that there shall not be less than 4 meetings each year. Any member of the Management Committee may call a Management Committee meeting by giving notice of the meeting to the other members of the Management Committee. Notice of the meeting must be given to each member of the Management Committee but need not be in writing. 7.2 The quorum of such meetings shall be 5. Unless a quorum is participating, no proposal is to be voted on, except a proposal to call another meeting. If the total number of members of the Management Committee is less than the quorum required, the members of the Management Committee must not take any decision other than a decision to appoint further members of the Management Committee in accordance with rule 6.8, above. 7.3 The Chairman and the County Secretary shall have discretion to call emergency meetings of the Management Committee if they consider it to be in the interests of the Association. The County Secretary shall give all the members of the Management Committee not less than 10 days notice of a meeting. 7.4 The Chairman shall be the chairman of the Management Committee. Unless he is unwilling to do so, the Chairman shall preside at every meeting of the Management Committee at which he is present. But if there is no person holding that office, or if the Chairman is unwilling to preside or is not present within five minutes after the time appointed for the meeting, the Vice-Chairman shall preside. If there is no Vice-Chairman or if he is unwilling to preside, of if he is not present within five minutes after the time appointed for the meeting, the members of the Management Committee present may appoint one of the number to be chairman of the meeting. 7.5 Decisions of the Management Committee shall be made by a simple majority (and in the event of equality of votes the Chairman (or the acting chairman of that meeting) shall have a casting or additional vote). 7.6 The Management Committee may from time to time appoint from among its number such sub-committees as it considers necessary and may delegate to them such of the powers and duties of the Management Committee as the Management Committee may determine. All sub-committees shall periodically report their proceedings to the Management Committee and shall conduct their business in accordance with the provisions of these rules which govern the taking of decisions by members of the Management Committee. The Management Committee may give the sub-committee directions which prevail over these rules. 7.7 The Management Committee shall be responsible for the management of the Association and shall have the sole right of appointing and determining the terms and conditions of service of employees of the Association. The Management Committee shall have the power to enter into contracts for the purposes of the Association on behalf of all the Members. 7.8 The Management Committee may appoint Trustees, on such terms as the Management Committee may think fit, to hold office until death or resignation unless removed from office by a resolution of the Management Committee. The Chairman from time to time is nominated as the person to appoint new Trustees within the meaning of Section 36 of the Trustee Act A new Trustee or new Trustees shall be nominated by resolution of the Management Committee and the Chairman shall by deed duly appoint the person or persons so nominated as the new Trustee or Trustees of the Association and the provisions of the Trustee Act 1925 shall apply to any such appointment. Any statement of fact in any such deed of appointment shall in favour of a person dealing with the Association or the Committee in good faith be conclusive evidence of the fact so stated. The number of Trustees shall not be more than four or less than two. 7.9 The members of the Management Committee shall be entitled to an indemnity out of the assets of the Association for all expenses and other liabilities properly incurred by them in the management of the affairs of the Association

36 7.10 Any member of the Management Committee may participate in a meeting of the Management Committee by way of video conferencing or conference telephone or similar equipment which allows every person participating to hear and speak to one another throughout such meeting. A person so participating shall be deemed to be present in person at the meeting and shall accordingly be counted in the quorum and be entitled to vote. Such a meeting shall be deemed to take place where the largest group of those participating is assembled or if there is no such group, where the chairman of the meeting is The Management Committee shall select each year the representative that the Association is entitled to nominate to serve on the Council of the LTA and to fill any casual vacancies that may occur in such representation. The Association agrees that its Councillor will be required, as a condition of election, to agree to be bound in writing by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion The Management Committee can authorise the award of County Colours in the form of a colours badge (or other appropriate form) to persons on the recommendation of county captains. 8. Annual general meeting 8.1 The annual general meeting of the Association shall be held at such time as the Management Committee shall decide each year (in November/December) to transact the following business: (a) (b) (c) (d) (e) (f) (g) to approve the minutes of the previous meeting subject to any corrections and discussion of any matters arising; to receive the Chairman s report of the activities of the Association during the previous year; to receive and consider the accounts of the Association for the previous year, the auditor s/independent accountant s report on the accounts and the Honorary Treasurer s report as to the financial position of the Association; to remove and elect the auditor/ independent accountant or confirm that he remain in office; to elect the members of the Management Committee; to decide on any resolution which may be duly submitted in accordance with rule 8.2 below; to deal with any special matters which the Management Committee desires to bring before the membership. 8.2 Notice of any resolution proposed to be moved at the annual general meeting shall be given in writing by the relevant Member or member of the Management Committee to the County Secretary not less than 28 days before the meeting. 9. Extraordinary general meetings An extraordinary general meeting may be called at any time by the Management Committee and shall be called within 21 days of receipt by the County Secretary of a requisition in writing signed by not less than 6 voting Members stating the purposes for which the meeting is required and the resolutions proposed. If an extraordinary general meeting is called after receipt of a Members requisition the only business to be transacted at that meeting shall be the resolutions proposed in the requisition. If a Members requisitioned meeting is not called before the expiry of a period of 21 days commencing on the date of receipt of the request, the Members requisitioning the meeting may call the meeting at any time before the expiry of a period of two months commencing on the date of that request. 10. Procedures at the annual and extraordinary general meetings 10.1 The County Secretary shall send to each Member at his last known address written notice of the date, time and place of the annual or extraordinary general meeting together with the resolutions to be proposed thereat, and in the case of an annual general meeting, the names of the persons proposed to be elected as members of the Management Committee for the ensuing year, at least 21 days before the meeting. The accidental failure to give notice to any person entitled to notice, or the accidental omission of any such details in any notice, shall not invalidate the proceedings at the meeting The quorum for the annual and extraordinary general meetings shall be 12 Members or one-tenth of the membership of the Association (whichever is the greater number). No business other than the appointment of the chairman of the meeting is to be transacted at the annual or extraordinary general meeting if the persons attending it do not constitute a quorum The President shall preside at all annual and extraordinary meetings of the Association but if he is not present within 15 minutes after the time appointed for the meeting or has signified his inability to be present at the meeting, the Members present (and entitled to vote) may choose one of the other members of the Management Committee present to preside and if no other member of the Management Committee is present or willing to preside the Members present (and entitled to vote) may choose one of their number to be chairman of the meeting If the persons attending an annual or extraordinary general meeting do not constitute a quorum within half an hour of the time at which the meeting was due to start, or if during a meeting, a quorum ceases to be present, the chairman of the meeting must adjourn it. The chairman of the meeting must adjourn the meeting if directed to do so by the meeting. When adjourning an annual or extraordinary general meeting the chairman of the meeting must specify the time and place to which it is adjourned or state that it is to continue at a time and place to be fixed by the members of the Management Committee. The chairman must have regard to any directions as to the time and place of any adjournment which have been given by the meeting. If the continuation of an adjourned annual or extraordinary general meeting is to take place more than 14 days after it was adjourned the Association must give at least 7 days notice to the persons to whom notice of the Association s meetings is required to be given in accordance with rule No business can be transacted at adjourned annual or extraordinary general meetings which could not properly have been transacted at the meeting if the adjournment had not taken place Members of the Management Committee may attend and speak at annual or extraordinary general meetings, whether or not they are Members. The chairman of the meeting may permit other persons who are not Members to attend and speak at a meeting The County Secretary, or in his absence a member of the Management Committee, shall take minutes at annual and extraordinary general meetings. 11. Voting at annual and extraordinary general meetings 11.1 Each Member present shall have one vote and resolutions shall be passed by a simple majority. In the event of an equality of votes the chairman of the meeting shall have a casting or additional vote No objection may be raised as to the qualification of any person voting at a meeting except at the meeting or adjourned meeting at which the vote objected to is tendered, and every vote not disallowed at the meeting is valid. Any such objection must be referred to the chairman of the meeting Any Member not being an individual may by resolution of its committee authorise such person as it thinks fit to act as its representative at annual and extraordinary general meetings. A person so authorised is entitled to exercise the same powers on behalf of the Member as that Member could exercise as if it was an individual Member There shall be no right for a Member to vote by proxy. No person may represent more than one Member

Alteration of the rules These rules may be altered by resolution at an annual or extraordinary general meeting provided that the resolution shall not be passed unless carried by a majority of at least twothirds of the Members present and entitled to vote at the general meeting, the notice of which contained particulars of the proposed alteration or addition. 13. Regulations, Bye-laws and Standing Orders The Management Committee shall have power to make, repeal and amend such regulations, bye-laws and standing orders as it may from time to time consider necessary, desirable or appropriate. Such regulations, bye-laws and standing orders shall have effect until repealed by the Management Committee. 14. Use of Facilities 15. Finance The Association agrees that all unlicensed and unregistered coaches and, so far as reasonably practicable, players and other persons using the facilities of the Association or an associate will be required, as a condition of such use, to agree to be bound by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion All moneys payable to the Association shall be received by the person authorised by the Management Committee to receive such moneys and shall be deposited in a bank account in the name of the Association. No sum (above an amount agreed by the Management Committee) shall be drawn from that account except by cheque signed by two of the three signatories who shall be the Chairman, County Secretary and Treasurer. Any moneys not required for immediate use may be invested as the Management Committee in its discretion thinks fit Subject to rule 18.3, the income and property of the Association shall be applied only in furtherance of the objects of the Association and no part thereof shall be paid by way of bonus, dividend or profit to any Member The Management Committee shall have power to authorise the payment of remuneration, honorarium and expenses to any officer, member of the Management Committee, Member or employee of the Association and to any other person or persons for services rendered to the Association. The remuneration of a member of the Management Committee, Member or employee of the Association or other person may take any form and may include any arrangements in connection with the payment of a pension, allowance or gratuity, or any death or sickness or disability benefits to, or in respect of that person The Association may pay any reasonable expenses that members of the Management Committee properly incur in connection with their attendance at meetings of the Management Committee or at annual or extraordinary general meetings of the Association or otherwise in connection with the exercise of their powers and the discharge of their responsibilities in relation to the Association The financial transactions of the Association shall be recorded in such manner as the Management Committee thinks fits by the Treasurer Full accounts of the financial affairs of the Association shall be prepared each year. A report on these accounts shall be prepared by an auditor/independent accountant. The accounts must be made available to every Member when notice concerning the annual general meeting is given The Management Committee may borrow and raise money in any manner on behalf of the Association for the purposes of the Association from time to time at its own discretion but with the sanction of an annual or extraordinary general meeting for any sum exceeding one hundred thousand pounds ( 100,000) When so borrowing the Management Committee shall have power to raise in any way any sum or sums of money and to raise and secure the repayment of any sum or sums of money in such manner and on such terms and conditions as it thinks fit, and in particular by mortgage of or charge upon or by the issues of debentures charged upon all or any part of the property of the Association The Management Committee shall have no power to pledge the personal liability of any Member for repayment of any sums so borrowed The Trustees shall, at the discretion of the Management Committee, make such dispositions of the Association s property or any part thereof, and enter into and execute such agreements and instruments in relation thereto, as the Management Committee may deem proper for giving security for such moneys and the interest payable thereon. 16. Property 16.1 The property of the Association, other than cash at the bank, shall be vested in the Trustees. They shall deal with the property as directed by resolution of the Management Committee and entry in the minute book shall be conclusive evidence of such a resolution The Trustees shall be indemnified by the Association and the Management Committee shall pay all costs, losses and expenses which any such Trustee may incur or for which he may become liable by reason of any contract entered into or act or thing done by him in good faith as such Trustee in accordance with the instructions of the Management Committee or of an annual or extraordinary general meeting of the Association or otherwise in the discharge of his or their duties. The Management Committee may give to any Trustee who has incurred or may be about to incur any liability at the request of or for the benefit of the Association such security by way of indemnity as may seem expedient. 17. Notices 17.1 The Association can send, make available or supply any notice, ballot paper, accounts, document, or other information by personal delivery, by posting it to the intended recipients usual address, by sending it or supplying it in electronic form to an address notified by the intended recipient to the Association or by making it available on a website and notifying the intended recipient of its availability in accordance with this rule If any notice or other information is left by the Association at the intended recipient s usual address, it is treated as being received on the day it was left If any notice or other information is sent by the Association by post, it is treated as being received the day after it was posted if first class post was used, or 72 hours after it was posted if first class post was not used. In proving that any notice or other information was received, it is sufficient to show that the envelope was properly addressed and put into the postal system with postage paid If any notice or other information was sent using electronic means, it is treated as being received on the day it was sent. In the case of notices or other information available on a website, the notice or other information is treated as being received on the day on which it was made available on the website, or, if later, the day on which the notice of availability is treated as being received by the intended recipient in accordance with this rule. 18. Dissolution 18.1 A resolution to dissolve the Association shall only be proposed at an extraordinary general meeting and shall only be passed if carried by a majority of at least three-quarters of the Members present and entitled to vote The dissolution shall take effect from the date of the resolution and the members of the Management Committee shall be responsible for the winding-up of the assets and liabilities of the Association Any property remaining after the discharge of the debts and liabilities of the Association shall be paid or distributed as determined by the Management Committee to the LTA, any other non-profit making body with similar objects or any tennis related charity. 72

38 The 2017 Malvern Open The Malvern Open, a Lawn Tennis Association Grade 3 ranking tournament, took place between Sunday 23rd and Saturday 29th July 2017 against the stunning backdrop of the Malvern Hills. Attracting 419 entries from players across the country, events were held across all age groups from U8 through to Men s and Ladies Open. Just over 400 matches were played across 16 courts at the Manor Park Club and nearby Malvern St James. Finals day saw Jack Smith of Redditch Tennis Club lose out in the semi-final of the Men s Singles event to eventual winner Freddie Davies, of Kenilworth, whilst Sam Clements of Manor Park lost to Samuel Sitch of David Lloyd Cranmore in the final of the 10U Boys Singles. In the 9U event, Alfie Mills of Pershore Tennis Club finished 3rd from an entry field of 24 players, whilst Zach Burgess of Manor Park finished as runner up in the 8U event. Tournament Referee Ed Bradford said The Malvern Open once again proved to be a very competitive tournament, attracting a number of highly ranked players from across the country. Winter 2017 The Mini Red Winter League was a round robin event with two Divisions. 41 2017 Herefordshire & Worcestershire Road to Wimbledon The 2017 HSBC 14U Road To Wimbledon H&W County Finals took place on 15th & 16th July at the County Centre at Manor Park. Following the many club and school Road to Wimbledon events around the county, the winners and runners up gathered at Manor Park to try and win through to the National Finals to be held at Wimbledon in August what a prize!! A total of 34 players took part, made up of 12 girls and 22 boys, were at the finals and in lovely weather they all worked hard striving to get to the final. 43 LTA Rules for County Eligability A player is qualified to represent the County in competition if: a. (i) (ii) (iii) b. (i) (ii) (iii) (iv) he is a British citizen in accordance with the British Nationality Act 1981; or he is qualified to represent Great Britain under ITF Bye-Laws 4,5, and 4.6 or Great Britain has been his permanent place of residence for a period of twenty four consecutive months, (twelve months in the case of juniors) immediately preceding the relevant match or competition; and his place of birth or permanent residence at date of birth is in such County; or his place of permanent residence has for at at least one year immediately preceding the match or competition (six months in the case of juniors) been in such County; or at any time his place of permanent residence has for a period of five consecutive years been in such County; or he is serving full time in the British Regular Armed Forces and he has resided in such County for at least six months immediately preceding the match or competition; or he/she is the spouse or child of such a person and he/she has so resided with his/her spouse or parent. A player who has once played under either (b) (ii) or (iii) may continue to do so until such time as he exercises any qualification in respect of an other County when he shall forfeit all residential County qualifications previously exercised. No player may represent more than one County in any one competition and no player may represent a County if he has exercised a qualification in respect of another County during the previous twelve months (six months in the case of juniors). A player is deemed to have represented another County if he has been nominated to play a match for that County and has accepted such nomination, and to have played in a County competition if his entry for the same has been accepted. A British citizen born abroad is entitled to adopt the County birth qualification of either parent (but this election may only be made once). Any person who, following a change of boundary or of the division of grouping counties under these Rules, acquires a qualification for a County for which he was not qualified immediately prior to such change, is subject to (c) (ii and (iv) permitted to adopt and exercise such qualification (or, subject to the consent of the Association, another qualification to which he is entitled) on the next occasion when he exercises a County qualification, notwithstanding that he may have exercised a different County qualification during the previous twelve months (six months in the case of juniors); and in the event of his playing in one County competition while another County competition in which he has played is still in progress he is permitted until the end of the competition which started first to represent the one County in one competition and the other County in the other. Residence at or in connection with an educational or training establishment does not itself constitute a residential qualification.
