2 News from the Leader Councillor Jon Collins Stepping up for children s literacy Earlier this month I completed a challenge to walk the 268 miles of the Pennine Way in 268 hours to raise money for the Dolly Parton Imagination Library. I m really pleased to say that thanks to everyone s kind donations, 6,000 was raised, more than double the original target! The Imagination Library provides a free book through the post every month for children from birth to their fifth birthday. In Nottingham, children start school with reading skills 14% behind the national average. Having easy access to books at home can improve reading skills dramatically, with children receiving books on this scheme 28.8% more likely to be ready for school by their fifth birthday. Rolling out the Imagination Library is just one of the ways the City Council is working to improve children s literacy. In April, we launched our National Literacy Trust Hub, which encourages literacy and communication skills amongst Nottingham s children. Councillor Jon Collins with fellow walker Andy Sharp And as you ll see from this issue of the Arrow magazine, we ve just finished consulting on plans to build a new Central Library as part of the Broadmarsh development which we want to feature the best children s library in the country, a place that inspires learning, imagination and ideas. The study highlighted problems such as damp, mould, broken plumbing and poor insulation. These kind of problems are why we re introducing new licensing schemes for private landlords which we believe will help bring about safer, better housing in the city. Find out more on pages eight and nine of this Arrow. Cheaper fuel bills As the weather starts to get colder, Robin Hood Energy is offering a 5% discount on all new tariffs exclusively for Nottingham City residents. Why not see how much you could save? 3 Nottingham could host Women s Euro 21 football matches Nottingham will host international women s football matches in 2021 if the Football Association s bid for England to host the UEFA Women s European football tournament is successful. Notts County FC s Meadow Lane stadium is one of eight named in the FA s bid, including Wembley to stage the final. Four matches would take place at Meadow Lane, with the hope that they would each attract crowds of 20,000, along with a massive TV audience. Brighton, Milton Keynes, Manchester, Peterborough, Rotherham and Sheffield would also host matches if the bid succeeds. A decision on the successful host nation is to be taken by UEFA in December. The City Council has worked with Notts County FC to support their ground forming part of the FA s bid with host cities expected to gain a huge boost to their economies from visitors and media coverage helping to publicise them as destinations for tourists and sports fans. City Council Leader, Councillor Jon Collins, said: The UEFA Women s European Championship is the most significant women s national football team competition in Europe. We re pleased that working with Notts County FC, we have secured Nottingham as a host city for 2021 in the event that the FA s bid is successful. This would provide a good opportunity to shine a global spotlight on Nottingham as a great sporting and tourism destination. It would be a chance for us to stage another top class sporting event and to bring women s football to a new family and young crowd, which would increase the opportunities for women and girls to play football. Watch England v Brazil in Nottingham on 6 October You don t have to wait until 2021 for a chance to see England s lionesses in action here in Nottingham. They take on Brazil at Meadow Lane on 6 October. Tickets priced 10 and 1 for concessions are available from 3

4 Public in favour of Central Library prop Over the last couple of months, we ve been asking people for their views on the idea of building a brand new Central Library for Nottingham. We want to create a modern, high quality library which reflects Nottingham s status as a UNESCO City of Literature and our rich literary heritage. Over a thousand people responded to the consultation with over 85% saying they thought that the Council should take the opportunity when redeveloping the Broadmarsh area to create a new Central Library. It would be an attractive and inspiring space with all you d expect from a library - quiet spaces for meeting and studying, free internet access, IT equipment, local studies and archives as well as a new children s library. Children s literacy is a priority for Nottingham. We want to give every Nottingham child the best start in life. Books, learning and imagination are central to this vision which is why a proposal to build Britain s best children s library is integral to the plans, creating a place for parents to bring their children and enjoy time exploring a world of stories, ideas and activities. 4 More information about the proposals can

5 new osal The Council has a track record of developing new, better libraries in neighbourhoods such as the Dales, Strelley, Hyson Green, St Ann s and Bulwell. The alternative option is to keep Central Library where it is. The structure of the existing library building on Angel Row restricts how the space can be used and upgrading it would be a multi-million pound project. Although Birmingham recently spent 188m on their Central Library and Manchester spent 48m, the Council cannot commit to this level of spending at a time when savings are having to be found. However, if the Council sells and redevelops the Angel Row site, then a brand new Central Library can be purpose-built at Broadmarsh for an estimated one-off net cost of about 3 million. Following such a positive response to the consultation, we ll now be looking at developing the proposals further over the Autumn but will continue to seek your input on the detailed plans for creating a great new library. Broadmarsh update These are exciting times for the Broadmarsh area which will soon become a destination in its own right for Nottingham. The redevelopment scheme has made further progress over the summer with work happening across the entire area to move the transformation forward. New Car Park and Bus Station Plans to rebuild the new Car Park and Bus Station have been given final approval by councillors with contractors expected to start work in The new 1,341-space car park will have dedicated accessible, parent and child and electric car charging spaces, as well as a modern bus station and retail units in Carrington Street, Collin Street and along the concourse area fronting onto the bus station. Road improvements Roadworks have been taking place to replace a waterproof membrane under Collin Street. Small works are also underway in the area to reduce disruption when major works begin in These works will continue into the Autumn but will be off the road to make sure roads are kept clear for Christmas shoppers. Nottingham College s City Hub The new 58m building will offer new facilities and resources for college students and provide community facilities such as a new training restaurant, café and performing arts centre. Contractors are on site, with the building expected to open in September The Light Cinema Staff and shops at intu Broadmarsh have moved out of the area that will become The Light Cinema. Most shops in the concourse near Bridlesmith Gate have been relocated within intu Broadmarsh, and intu staff have moved to Severns House on Middle Pavement. The new cinema will be located in the space on the corner of Middle Hill and Collin Street which will also feature a new entrance to intu Broadmarsh and a completely different frontage to the shopping centre. be found at 5

6 Nottingham marks First Events will be taking place across the city to mark 100 years Notts County and Nottingham Forest football clubs are joining forces with the British Army Football Association to host The Greatest Games of Remembrance on Thursday 8 November. The Games of Remembrance have been taking place since 2014 and see troops from the British Army Football Association take on the German Bundeswehr (Armed Forces) to commemorate soldiers Aultimate sacrifice during the First World War. With this year marking the centenary of Armistice Day, both clubs will host games on Thursday, 8th November. Notts County, will host the women s match at Meadow Lane kicking off at midday. while the men s match will take place at Nottingham Forest s City Ground at 7pm. 6 The Greatest Games of Remembrance The football-filled day will have something for everyone to enjoy including displays of equipment, vehicles and military music to create a very special commemorative atmosphere. A match day ticket will also provide entry into a family friendly fan zone which will open at the grounds 2 hours before kick-off. A family ticket (one adult and two children) to the women s afternoon game at Meadow Lane will cost 5. Kick-off will be at 12pm. For the evening match at the City Ground, entry for two adults and two children will bet 10. Kick-off will be 7pm. There is 2.50 concession price to both matches for any uniformed services, U16s, students and senior citizens. 7 World War centenary since the end of the First World War on 11 November Nottingham Harmonic Choir Sunday 4 November 3pm Royal Concert Hall Nottingham Harmonic Choir presents two contrasting, powerful and poignant works the beautiful War Requiem by Benjamin Britten and Vaughan Williams Lark Ascending. Performers include Braimah Kanneh- Mason and Jeneba Kanneh-Mason, Southwell Minster Girls Choir and Orchestra da Camera. In a poignant tribute to local WW1 hero and passionate violinist Captain Albert Ball VC DSO MC of the Royal Flying Corps, who was killed in action in May 1917, Braimah Kanneh-Mason will play Dvorak s Humoresque on the late serviceman s violin which has been specially restored for the occasion. Help us build a new Memorial to honour the Great War fallen The Nottinghamshire WWI Roll of Honour War Memorial will be the first monument of its kind to incorporate a full list of Great War casualties for the whole city and county. Situated on Victoria Embankment, close to the City of Nottingham War Memorial, it has been commissioned by the City and County Councils, in partnership with the seven district and borough councils: Gedling, Rushcliffe, Newark and Sherwood, Bassetlaw, Ashfield, Broxtowe and Mansfield. Although a large part of the funding needed has already been secured, a further 50,000 is being sought from contributions by the public and local businesses. Over 30,000 has already pledged but if you would like to honour our fallen World War One heroes, please consider supporting this memorial by donating via Remembrance Sunday 11 November Victoria Embankment will once again be the city s focal point for commemorations on Armistice Day which will be particularly poignant this year with the Great War centenary. A service with a 2-minute silence and wreath laying takes place at 10.45am, with a larger and enhanced viewing area created to ensure that more people can be accommodated at the ceremony. Further Armistice Day parades and services are held across the city on 11 November including the South Notts Hussars who march from St Mary s Church to the Council House. Later that evening, as a part of the Battle s Over A Nations Tribute initiative, that will see beacons being lit across the UK, a Nottingham beacon will be lit on Victoria Embankment from 6:45pm in a free public ceremony. 7

Everyon a safe p The Council has in place a number of licencing schemes ensuring that different types of private rented properties are regulated and managed well by their landlords. Without these schemes, anyone can rent out a property, regardless of past criminal offences, lack of experience and knowledge or other issues. The Council believes that something as important as providing decent and safe housing should be licensed in exactly the same way as taxi drivers and restaurants and cafes are licensed. We recently introduced a scheme called selective licencing which will cost landlords 480 or 780 depending on accreditation. Around 21%* of Nottingham s private rented properties have problems like these. A minority of irresponsible landlords are putting their tenants health and potentially their lives at risk. 8 *2016 report by the Building Research Establishment

People in Nottingham have a right to expect a decent and safe standard of private rented accommodation, which is well managed and maintained. By providing a clear set of guidelines which all landlords need to meet, the scheme will help prevent bad landlords cut corners or undercut good ones, creating a level playing field. Councillor Jane Urquhart City Council Portfolio Holder for Housing & Planning The licence lasts for five years. In comparison, a five-year licence to operate a taxi costs around 1350, and it costs over 2000 to be licenced to sell alcohol. The licence fees generated from these licences can only be used by us on running the scheme it will help fund teams who will work with tenants and landlords to tackle and improve unsafe rental properties and help landlords to manage their properties better. 10 Working together to help rough sleepers The City Council is once again working together with partners across the city to provide support for rough sleepers this winter. Nottingham, like other parts of country, has seen a significant increase in rough sleeping over the last eight years. Despite a big reduction in funding from the Government to tackle homelessness, the Council is committed to providing the support rough sleepers need to help them get off the streets. The annual Cold Weather Plan means that a number of shelters and services are available around the city to ensure that no one needs to sleep out on cold nights. During winter 17/18, 258 people were helped off the streets by the City Council-funded Street Outreach team run by local homeless charity Framework. 10 How you can help Let us know if you see a rough sleeper you re concerned about Call Freephone /7 or text SOT to followed by a message Give money to local charities Please give money to local charities like Framework and Emmanuel House who helping rough sleepers in Nottingham rather than directly to someone you see on the street. The first Beat The Streets event last year helped raise 100,000 for Framework. The money went towards providing aid to the city s homeless including allowing Framework to employ two new staff members following a winter of unprecedented levels of homelessness. Come face to face with a 26m long Diplodocus and the notorious Tyrannosaurus Rex in an animatronic experience as these fearsome creatures come to life, making you jump with their raging roars! Hockley Hustle and Young Hustlers Sunday 28 October Across the city centre 35 venues, 300 artists, 1 wristband Take some choirs, an orchestra or two, street entertainment galore, plus food, music, dancing, fun and good people and you have the Hockley Hustle. With the help of Notts finest promoters and creative groups, the venues and streets of Hockley will be full of fantastic music, performers, art, food and for the icing on the cake... the event will be raising more money for local charities at the same time. Following the success of last year s festival, which sold 500 tickets (alongside giving 200 tickets to low income families across Nottingham) Young Hustlers, funded by Arts Council England, is gearing up to bring you a whole day of fun. Beatboxing workshops; world- renowned graffiti artists, DJ masterclasses, song writing and music production workshops are all part of this unique arts event while party sensations, Big Fish Little Fish, are returning to Nottingham Contemporary with their award winning, critically-acclaimed, family rave. There will be free workshops in Nottingham City libraries and other venues in the lead up to the festival, where participants will be encouraged to reflect on where they call home. More info at 15

16 Nottingham Comedy Festival Friday 2 Saturday 10 November Various venues across the city The 10th Annual Nottingham Comedy Festival will feature over 70 acts including stand-up, improvisation, sketch, musical, alternative and everything in between. This year the festival will be showcasing an even wider variety of talent alongside the many popular returning artists plus the brightest new talent. For tickets, visit Robin Hood Half Marathon Saturday 29 and Sunday 30 September Victoria Embankment & Wollaton Park The Ikano Bank Robin Hood Half Marathon event is back for the 38th year - over two days this year. Saturday marks the new Robin Hood Mile Challenge, which includes a series of fully inclusive and fun mile races, while Sunday sees the famous Half Marathon, plus the Mini Marathon and Corporate Challenge. The main event takes runners on a beautiful 13.1 mile route from Victoria Embankment to Wollaton Park and back, one of the UK s most celebrated half marathon courses. Look out for the full listing of events on the City Council website and in the brochure available in the Tourist Information Centre, libraries and other locations. 16 Harmonising Landscapes - Paul Sandby RA Until Sunday 6 January Newstead Abbey Nottingham-born Paul Sandby, one of the founding members of the Royal Academy, has long been considered the father of English watercolour painting. He pioneered the artistic depiction of landscapes showing a Georgian England being reshaped and transformed by agricultural, industrial and urban change. His drawings, prints and paintings of estates and ancient ruins are celebrated in this unique exhibition including his views of Newstead itself. The exhibition is a part of the Royal Academy s 250th anniversary celebrations and is supported by the Art Fund and Arts Council England. More info at

17 Highfields Park restored One of the city s oldest parks, Highfields, has now fully reopened following a 4.8million restoration project which began in The major refurbishment was made possible thanks to 3.2million from the Heritage Lottery Fund and the Big Lottery Fund s Parks for People programme, along with funds from Nottingham City Council and other partners. The largest piece of work involved dredging the lake to improve the quality of water for wildlife and lake users alike. Rowers will now be able to enjoy the full length of the lake, having been previously restricted to the bridges as there was a danger of boats becoming beached. Other changes include a revamped croquet pavilion and boating ticket office, new surfacing around the park and restored vintage gas lamps. There is also now a full time park ranger in post who will deliver regular activities at the park including story walks telling you all about the park s history, den building, nature and wildlife sessions and much more. Bye buy birdies! Thirty-three five-foot tall fibreglass rocking robins flew into Nottingham this summer and stole our hearts. The city s Hoodwinked Wild In Art sculpture trail has been incredibly popular, especially with families. The trail was brought to Nottingham after two and a half years of hard work by Nottingham City Council, Wild In Art and Nottinghamshire Hospice. As well as the robins - more than 50 beautiful BookBenches were created by local primary schools and installed at intu Victoria Centre, intu Broadmarsh and Central Library as well as neighbourhood libraries and leisure centres, and they ll remain in place as a lasting legacy of the trail. Last chance to see - and the chance to buy! Say farewell to the robins at Fernleigh House and Gardens, home of Nottinghamshire Hospice, from Friday 12th October - Sunday 14th October. 19 Get priority help from your gas, electricity and water networks The Priority Services Register is a free scheme offered by gas, electricity and water networks to provide additional support and services tailored to your needs. Who can benefit? You can be added to a Priority Services Register if you are of pensionable age; are disabled or chronically sick; have a long term medical condition; have a hearing or visual impairment; have other communication needs or if you are in a vulnerable situation. If your gas, electricity or water network operator knows you have health issues or essential medical equipment in your home, they can give you tailored support and information in the event of a supply outage. 24 Protecting children from exploitation Flying the Purple flag! Nottingham has enjoyed Purple Flag status since 2010 demonstrating that the city is a safe and vibrant place for a night out. October is Purple Flag month with various activities and entertainment around the city centre on the evening of Friday 5 October. Nottingham s longstanding Purple Flag status is down to a number of factors including: Taxi Marshals who manage city centre taxi tanks at weekends, helping people to get home safely; Street Pastors, who provide support on street in the city centre on a Friday and Saturday night, helping to look after vulnerable people Best Bar None scheme providing accreditation to licensed premises that are well managed and operated a total of 85 venues a good mix of dining venues, pubs and bars and late night venues bothchains and independents; a strong arts and cultural offering. Nottingham BID is the main driving force behind the city s Purple Flag, funding the above activities and working in partnership with the City Council and other organisations. Keep your eyes peeled for purple activities around the city centre in early October to be in with a chance of winning 100 worth of shopping vouchers. All you need to do is take a photo of the Purple Flag item and post it social media, using the hashtag #PurpleFlag to enter. #PurpleFlag Nottingham City Council is committed to keeping children safe. We work with a range of people and organisations to do this under the umbrella of the Nottingham City Safeguarding Children Board. One of the ways we try to keep our children safe is to tackle child sexual exploitation (CSE), a form of child abuse where children and young people are forced or manipulated into sexual activity. Everyone has a duty to act if they suspect a child is being sexually exploited. One of the key groups of people now helping us is taxi drivers. Taxis can sometimes be used to transport children between hotels, pubs and other places where they are exploited. Exploited children are often too afraid to ask for help. Taxi drivers are in a unique position to notice when all may not be right with passengers in their vehicle, pass their concerns on to the police and potentially save a child from the nightmare of CSE. In Nottingham City, we have worked with taxi drivers to help them spot the signs of CSE and to know who to contact if they suspect that a child is being exploited. All existing taxi drivers have had this safeguarding training and all new drivers are now required to have the training before they are granted a licence. 25 Everyone has a part to play in safeguarding adults at risk. You can help by: being aware of the types of abuse and neglect that adults at risk can face knowing what organisations can do to help not being afraid to report your concerns Abuse of adults can come in many forms; it can be physical, sexual, financial, psychological, discriminatory and organisational (such as in a care home). It can include selfneglect and neglect by others, as well as modern slavery and domestic violence. If you see, hear or suspect that an adult may be at risk of abuse or neglect, you must tell someone about it. If they are in immediate danger, contact the police on 999. Otherwise, contact Nottingham Health & Care Point on If you report concerns because you suspect that an adult at risk is being abused or you are being abused yourself: You will be listened to Your concerns will be looked into The adult at risk will be involved in decisionmaking and trained staff will work with them to stop the abuse and agree with them steps to protect them from further harm The adult at risk will get advice about the help and support available. An adult at risk is someone over 18 years old who: has care and support needs is experiencing, or is at risk of, abuse or neglect as a result of their care and support needs is unable to protect himself or herself against abuse or neglect or the risk of it. An adult does not need to be receiving support from a health or social care service to potentially still be an adult at risk. 25

26 Central Government in Westminster is due introduce Universal Credit to Nottingham this Autumn. The City Council has previously urged the Government to pause the roll-out of Universal Credit full service before it is imposed on the citizens of Nottingham given the failures identified by pilot schemes and concerns raised by the Work and Pensions Committee. However, from October, if you make a new benefit claim or if you have a change in your circumstances you will move onto Universal Credit. Universal Credit is replacing the following: Child Tax Credit Housing Benefit Income Support Income-based Jobseeker s Allowance (JSA) Income-related Employment and Support Allowance (ESA) Working Tax Credit If you already claim one or more of these, you will not move over to Universal Credit straight away unless your circumstances change. You don t need to do anything until you hear from the Department for Work and Pensions (DWP) about moving to Universal Credit.
