The Board wishes to thank Scion for this nice gift. Mark announced that John Ruzan has resigned as secy and resignation has been accepted by Thede. This is now an open position on the board. President Thede stated we need to reevaluate board and staff positions and relative job descriptions. SC del SolU-15 girls won President's Cup and are national championships. This is AYSA s first national championship in President's Cup. Mark reported that he, Austin and Ron Gilmore had recently attended a Tucson Meeting this was an open forum with PCJSL, club presidents and registrars. The intent was to improve communication and trust. Mark explained our AYSA board goals. Regarding these goals it is significant to note that after 1 1/2 years we are halfway to our goal of increasing the number of registered players by 25%. Mark explained to Tucson our goal of reducing cost of ODP. Next, Mark discussed issues with Far West Regional League which has lost teams. They want to expand- -add teams. It is intended that the level of play for FWRL should be above state league, but it hasn't worked out that way. So FWRL has been reorganized into divisions. Az still has same amount of travel. Travel twice=one home game. However, the distance Arizona teams travel will increase. 1
2 Arizona is now in a division with New Mexico, Southern Nevada, Colorado and Utah. The winner of this division gets an automatic bid to Far West Regionals. The new divisions could make it easier for Arizona teams to make Far West Regionals since they no longer have to play So Cal teams to get there. The possible downside is that this may reduce the competition level for our teams. Some teams may choose not to go with this plan. These divisions will be based on merit. Our top two teams will play the top two teams of other states. ED Leslie then reported on Got Soccer--Training began last week. Everybody has been pretty positive. There have been very few negative comments thus far. Staff is especially excited about what can be done with Got Soccer: e.g. stats, number of injuries, kind of injuries, where occurring. Referee red cards can now be processed on line. Staff has uploaded a referee evaluation form for coaches and managers. State access has been granted. Staff is in the process of uploading other forms. Staff has completed upload of win-- loss records for Staff is creating more on line forms. We will now be able to look at information by district Our Risk Mgmt and Code of Conduct for Coaches and Players (revised) is going on line. An Age Group Matrix is also going on our website. AYSA is also updating the website as we move to Got Soccer. The Member Resources tab now has: Forms Insurance Risk Mgmt Referees Newsletter Announcements Parents Players Ted Schmidt requested we will put the AYSA financials on the website. That will be done. Leslie noted that Wendy has done a fabulous job of transitioning us to GotSoccer and made what could have been a very problematic transition nearly seamless. There are only 6 tournaments not using Got Soccer so tournament reports onto the platform will be another significant improvement with Got Soccer. Marc Brust VP of Competition reported regarding the Tempe Pros tournament on Thanksgiving weekend. This will be the 24th running of this tournament. Sereno has announced a nonsanctioned AYSA tournament to conflict with the Pros. AYSA is going to work with the Pros and help generate more 2
3 interest and support of their tournament. We will be in a supporting role. It is expected this will develop it into an end of season I tournament whereby we can seed teams for this the Fall Cup tournament. The Pros are interested in throwing as much as 25% of profit from this event back to the state to help with the insurance cost increase. Ron Gilmore will help with sponsorships. Mark Thede pointed out there is no signed contract yet but we are getting there. We want to create a reasonable opportunity for kids just below the highest competitive level to compete in a tournament without having to travel. This will be a statewide tournament. The name will likely change to the "Foundation Cup." Rick Kelsey, VP of Administration and Discipline reported re the Univision 5 v 5 tournament-- -- predominantly Hispanic tournament. This is Tom Mc Conkey s tournament. It is currently not sanctioned by AYSA. It is sponsored by Univision. Rick questions why we don't sanction this tournament. It would give us a connection to the Hispanic community. Plan is to expand this to Tucson. 5/1-2/14 is the date. This is also our first weekend of state cup. Marc Thede stated we would like to sanction this but it is all about field availability and the fact this conflicts with the first week of state cup. The Univision tournament is taking over Reach 11 on that date. Austin Daniels proposed we approach them and try to see if they can let us use some of the fields they have locked up for that weekend. Marc Thede commented that Tucson is now ahead of Phx on field availability. The field's issue is now huge for us in Phx and this tournament is a potential big conflict. Rick Kelsey moved that we sanction the tournament. Liza Merrill second The motion passes on a voice vote as follows: Bruce supports Brenda oppose Don supports Marc Burst--oppose Burr abstain Jim oppose Rick support Ted support Liza support Leslie reported on insurance--written reports already circulated incorporated here by reference. Only have one-- bid (Pullen) so far. More are promised. We had losses of over $230K last year. We will now enforce the rule that the injury report form must be submitted within 30 days of injury or we will not process the claim. 3
4 Pullen Proposal 1: $1,000 ded $100,000 aggregate $2K limit on PT Total: $5.30 per player--we $100K and we pay $5.30 a player. last year was $3.14 per player with the $100K aggregate. $74,000 increase in costs to us. Pullen Proposal 2: Keep $100 aggregate Keep PT at $2,000 Ded. increase from $1k to 2,500. This would add 8 cents. $4.04 Option 3: Limit coverage to $25,000 rather than the current $100K $2,500 deductible aggregate ded $30K PT $2K Lower cost to $3.18 per player Now only two claims over $25,000. Ted moves to accept Option 3 subject to any other bid being received prior to 8/10 that is a better deal. Burd Seconds motion Unanimously approved on voice vote. Leslie then discussed Directors & Officer's Ins. It costs us $4,000 a year. It covers all our clubs and their officers and directors. We need to promote with clubs that we are providing this coverage. Ted said we need to keep this coverage. Its not expensive and it is important to have. 4
5 Ted asked that we investigate making our board and other state committee meetings Skype friendly. It was agreed that Ted and Leslie would look into the cost of accomplishing this. Rick then discussed RSL teams/league Play-- RSL will be one of the top three developmental programs in country. How do we flight them into state cup? Marc Burst says his committee concludes they can't presently be objectively evaluated to put in state league because they don t play tournaments or have a sufficient win loss record to evaluate. 16 and unders are at issue here. Marc explains all the spots have been offered but until we hear who accepts we don't know where they are going to fall. We will wait and see how this flushes out. Rick then gave us a Referee Update-- We gave money for referees to go to Boise for President's Cup and Regionals in Hawaii. They did a very good job. Cal North left early. Opening more work for our referees. Five are going to Nationals in Florida with President's Cup. Three are going to Nationals in Overland Park. Rick is urging us to get more involved in the referee training and evaluating. We now allow referees to red card coaches. We will educate the referees on the referee reports and on red cards. Without referee reports AYSA won't follow up with a penalty. We also have twice disciplined referees this last season for inappropriate behavior. Rick moved that in all state sanctioned games parents must be on the opposite side of field from clubs. Mark Burst seconded motion. The vote was unanimous in favor. Leslie reported on the USYS AGM --Have the SCCB 97 Boys in Nationals. Wendy is state rep. Rick and Leslie will represent AYSA there. Ted moved that the board support Rick and Leslie in their vote for new people in the board openings at Region IV. Jim seconded the motion Motions passed. Marc then discussed the bylaw amendments-region IV-wants to eliminate the recreational committee because it has been defunct. They don't even have a recreational budget. Second want to change some committees such as National Committee to a standing committee which would allow regional directors to appoint to members. National appointed strictly by Pres. Marc urges the board to study these proposed amendments and provide input to Leslie and Rick. 5
6 Rick has established a committee to review each club and league application to assure they are in good standing. We will now have leagues and clubs apply for membership by end of Dec. 31. Tucson Cisco morphed into Sereno Tucson and is now back to Tucson Cisco. District Commissioners have agreed to evaluate all their fields for usability. Ted has agreed to develop a form for evaluating fields. Austin Daniels, Technical Director gave a training update The D license has been updated. We have done classes in Sedona, Tucson and Phoenix for this. There will be testing in August. There is more precourse work. Austin likes the new format. Austin will be involved in all aspects of implementation of new program. US Soccer has eliminated waivers, so nobody can get waivers now other than Division I players. 17 clubs in Phx are enrolling in the Academy program. Scheduling meeting will be 8/24 7:30 p.m. at state office. There will be a DOC meeting in Tucson to establish this as a competitive program and have the registration fees at that level. The meeting with DOCs in Tucson will be this Thursday to bring everyone up to speed. This should be a bridge between recreation and competitive programs. Tucson is ahead of the game here. Biggest stumbling block is the parents. Austin has spoken to parents in Phx. Will do so in Tucson as well when asked. Ricardo wants to do as a pilot the 6 v 6 for 9s and 10s. Austin thinks this is a great idea and this will be a help to AYSA We will be doing this with Port of Subs next year. Austin says: be as flexible as you can with the program especially in making fields and goals work with what you have. The AYSA board was uniformly excited that Tucson will pilot this program this year. Mark offered that the state can help with the purchase of goals for this program from its field development fund. AYSA board members wish to attend the inaugural 6 v 6 games (currently scheduled for 10/26). Region IV and I are the only ones doing U12 in regionals. They offer 8 v 8 and11 v 11 in region 1. In Region IV this is all driven by Cal South. Cal So doesn't want to do 8 v 8 so Region IV defers to them so they don't offer it so they do 11 v 11 at 12 and under. It is also a financial incentive to only do 11v 11 for Cal South. So basically Region IV is out of step with the rest of the country on this and this is not the direction AYSA. AYSA is going towards Academy and 6 v 6. Tucson s pilot program on 6 v 6 will pave the way for us to learn what works and doesn t for the statewide program next year. 6
7 Thede is all for it. Board excited that PCJSL is willing to lead the way on this. PCJSL could drive it statewide. AYSA intends to put this in the newsletter and website that Tucson is leading the charge on 6 v 6. It was pointed out that you don't need player passes to play in house; must have player card when you play other clubs. Teams should also be able to do 6 v 6 and 8 v 8 at the same time. Leslie then reported on the Region IV workshop. Her memorandum on this subject circulated yesterday is hereby incorporated by reference. Marc Thede sees Colorado as most similar to Arizona in terms of means of organization and geographical issues. Marc wants us to sit down with Colorado folks and see what we can learn regarding how they do things, (such as relegation and delegation). We want to send Collier Hill to Region IV workshop where Colorado people will be in attendance to learn more of this. Jim moved, Rick seconded that AYSA send Collier to the workshop. The motion carried unanimously. Thede commented on our desire to improve and increase numbers in the rec programs. We can offer coaches education for one thing per Austin. Jim suggested we establish a tournament for recreational programs and Chandler is proposing to host it. Linda suggested some states do a statewide tournament with each city coordinating games in their city. This is to be further studied with recommendations to follow. Marc Brust reported that new proposed rules have been circulated and welcomes feedback on the proposed. All feedback is due by Wednesday. Changes are in red. Mark moved to adjourn. Burd seconded.
