4 Modern badminton was introduced in Europe around 1800 by British officials that saw a game called Poona in India. It was practiced in the Beaufort Duque s propriety, the Badminton House, originating the sport s name. Badminton became an Olympic Sport in the 1992 Barcelona Games. The Portuguese Badminton Federation (FPB) regulates Badminton in Portugal. It is filiated in Badminton World Federation, Badminton Europe and the Portuguese Olympic Committee. Its headquarters are in Caldas da Rainha, where the High Performance Centre is also located. Portugal participated in 6 Olympic Games, Barcelona (with Fernando Silva and Ricardo Fernandes), Sidney and Athens (Marco Vasconcelos), Beijing (Ana Moura and Marco Vasconcelos), London and Rio (Pedro Martins and Telma Santos). It is worth noticing that Ana Moura, the first Portuguese female player to qualify for the Olympic Games was at the time a medical student at the University of Coimbra. Currently, she is a medical doctor at Coimbra University Hospital and coach of the AAC Badminton team. AAC Badminton section is currently composed of about 200 athletes and is one of the best schools of Badminton in the country. In the European Universities Badminton Championships 2017, Uludag (TUR) were once again dominant, winning the team competition. The doubles team of Pietryja & Wojtkowska from Opole University (POL) won the Mixed Doubles competition. The womens doubles team of Bayrak & Fere from, once again, Uludag University (TUR) were crowned winners in their competition, with the mens doubles team of Cervalho & Nero from the University of Lisbon (POR) dominating their competition. In the single competitions, Alexander Roovers from the University of Duisburg-Essen (GER) won the male competition, with Neslihan Yigit from Uludag University (TUR) winning gold in the womens. This year is the 4th edition of the European Universities Games, but in the 2016 edition the winners were Uladag University (TUR) in the Team Competition, Muhammed Ali Kurt, from Erzican University (TUR) in Mens Singles, and Anastasia Chervyakova, from Nizhny Novgorod University (RUS) in Womens Singles. 5 MESSAGE FROM THE EUSA TECHNICAL DELEGATE MESSAGE FROM THE OC TECHNICAL DELEGATE For this year s edition of the European University Games we will be the guests of the University of Coimbra here in Portugal. Originally founded in Lisbon in 1290, the university transferred to Coïmbra in 1308 and is among the older universities of Europe. The Badminton Games will be staged in one of the venues on the University Sports Complex, together with many of the other sports and that will certainly encourage the feeling of taking part in the largest multi sports event ever organized in Portugal. This year s Badminton competition will host 20 teams from all over Europe and as always, the team competition will be followed by an individual competition. I am sure we will see many high quality and hard-fought matches in good spirit and true sportsmanship. Besides Badminton I hope that, during your stay here in Portugal, you will find the time to explore the many sights of the beautiful city of Coimbra, meet new people and make new friends. For the competitive part, I wish you all a very successful tournament. For me it is a special pleasure to receive you in my home town and my university. Badminton has strong roots in Coimbra, as AAC has been involved in the sport for more than 50 years. Nowadays, it is one of the most important teams in Portugal, with players participating regularly in federation and university competitions. EUG 2018 Badminton competition will take place in hall 1 of the University Stadium. We are confident it is a good setup for the event. Besides the competition, I hope you will take advantage of this opportunity to know more about Coimbra and its University. 6 COMPETITION INFORMATION Badminton Competition Committee Chair EUSA Technical Delegate OC Technical Delegate Local Assistant Mr. Kemal Tamer Mr. Erik Ligtvoet Mr. António José Mendes Mr. Diogo Silva Important Numbers 20 universities 1 venue 14 countries 20 teams 6 competition days 20 Umpires Competition Format The competitions, will be played in two (2) stages: the first stage will be played in groups, (round robin system) and the second stage will be played in a knock-out format system, set according to the respective sports regulations. Last group matches of the first stage, shall be played at the same time, whenever possible. Competition system (format) will be prepared in such a way, that competition concludes with matches for all final places (i.e. 1st, 3rd, 5th, 7th, 9th, 11th, 13th, 15th etc.). Taking part in conciliation tournament is compulsory. Ranking and Seeding Both the ranking system and the seeding process should be explained -the pre-tournament ranking will be decided by EUSA and will be based on results from previous EUSA Games and EUSA Championships. For the seeding in the team competition the teams will be divided according to their ranking into 5 seeding groups of 4 teams. Group 1 will hold the teams ranked 1 to 5, group 2 will hold the teams 6 to 10 ect, etc. From each of these seeding groups 1 team will be drawn into 1 of the competition groups, so that at the end there will be 5 groups of 4 teams. For the second stage of the team competition there will be a draw for each of the KO-groups with seeds only for the KO group with group winners. For the individual competition, seeding will be according to the valid world ranking at the time of the draw which will be done on the day prior to the start of the individual competition. TEAM S COMPETITION Group Stage During Group Stage, there s a first phase with 5 groups (A, B, C, D, E) of 4 teams each (round robin system). Afterwards, there s a second phase with 4 groups with 5 teams each as it follows: KO1 1st teams of each 1st phase groups (5 teams) KO2 2nd places of each 1st phase groups (5 teams) KO3 3rd teams of each 1st phase groups (5 teams) KO4 4th places of each 1st phase groups (5 teams) In each of these 4 KO groups, there s a game that corresponds to a quarter final. The looser of these games will be placed respectively 5th, 10th, 15th and 20th.. EUG2018 TECHNICAL HANDBOOK 11

7 After that, for each KO group there s the semi-finals and final, so that in the end of all games we will have for each KO group: KO1 Places 1 to 5 (there is no bronze medal) KO2 Places 6 to 10 KO3 Places 11 to 15 KO4 Places 16 to 20 See tables bellow Individual Competition Knock out system will be utilised. Competition Format will be defined as per number of athletes / doubles teams. For all the training scheduling the Head of Delegation must fill in an online form that will be available on 15th of June. During Competition period, training sessions are available in EUC Pav 1 Coimbra, in schedules that do not clash with the competition schedule. It is necessary a A previous reservation is necessary. COMPETITION AND TRAINING VENUES Coimbra s University Stadium P1 Location: Santa Clara, Coimbra Address: Capacity: Av. da Guarda Inglesa 25, Coimbra 600 seats Medical and Security All the venues will be provided by Red Cross and all venues will provide the following services: 1 Ambulance 1 Sport Doctor (with ALS) 1 Nurse 2 Technicians Security Services will be provided in all the venues, to for entrance control and to assure all participants safety. 8 General Services All specific information regarding Accommodation, Transportation, and Catering will be included as an appendix upon arrival in Coimbra. Technical Regulations Competition will be held following the EUSA document Rules and Regulations for the European Universities Games The organization of the EUG Badminton shall be mainly based on the most recent Technical Regulations of the Badminton World Federation (BWF). Athletes Sport Equipment and Clothing All teams participating in the team competition should have 2 (two) different unique team uniforms dresses in 2 (two) different colours (one dark and one with light colours) with them. In the individual competitions doubles and mixed pairs should be dressed in the same colours. If players wear t-shirts with advertising, names or countries, they have to respect the BWF rules about clothing and advertising. General Technical Meeting The GTM is a mandatory part of competition and will be held in Convento de S. Francisco, on the 13th July at 14h30. The GTM is called by the CTC chair together with SCAC representative, one (1) day prior to the start of the competition. Inviteesd are: the SCAC, the competition commission, the NSF/ESF/ISF representative (if nominated), the OC representatives, the Heads of Delegations (maximum two (2) persons per delegation), the NUSAs coordinators (if present), referees and other guests. The GTM, after the welcome message of competition commission chair, the GTM is divided in three parts: First Part: organizational part of the EUG, presented by the OC representative, Second Part: technical part of the competition, presented by the TD, Third Part: the draw of the competition (optionally, if required by the competition format), carried out by the TD and EUSA Sport Manager. The team representatives may ask questions about all aspects of the competition, if times allow its. The Draw Procedure The draw procedure will be: in agreement with the competition system (format), explained to the GTM audience, carried out in front of the team representatives. The draw procedure cannot be repeated, unless a mistake is done, and this is approved by the TD and SCAC Representative. The results of the draw will be delivered to participating teams immediately after the GTM. Protest on non-technical matters The SCAC is the highest authority of the EUG and controls overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non-technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding of any other matters not covered in these Regulations, at the time of the EUG. Protest on technical match matters HoD or an authorised representative of a team may file protest on published results to the TD: within twenty (20) minutes after the end of the match on match result, before the start of next competition day on published result. Each protest shall be accompanied by a deposit of fifty (50) EUR except for the following sports: Basketball, Handball, Football, Futsal, Rugby 7s and Volleyball where the deposit is two hundred (200) EUR. If the protest is upheld, the fee will be returned. The competition commission deals with the protest and its decision is final. EUG2018 TECHNICAL HANDBOOK 15

9 International Regulations and Exceptions The normal BWF clothing, advertising and lettering regulations apply: The competition will be played in accordance with the Laws of Badminton, except that the 1,15 mtrs service experiment does not apply to this event. 12 Basketball is one of the world s most popular and widely watched sports and one of the most enthusiastic and competitive sports in university sports. The game has many individual techniques for displaying skill ball-handling, shooting, passing, shot-blocking, and rebounding. Basketball is the 4th biggest sport in Portugal with a number of 40,135 federated athletes. Important basketball figures in Portugal would be Ticha Penicheiro, who played for 15 years in the WNBA, won a championship in 2005 playing for Sacramento Monarchs and is a national reference for all Portuguese basketball athletes. In Coimbra the top basketball teams are AAC with strong results in the past years in male competitions and Olivais F.C in female competitions with some National Championships wins in the past. University of Bologna (ITA) went home with the gold medal in the European Universities Basketball Championship 2017, with the University of Strasbourg (FRA) winning gold in the womens competition. Back in 2016, at the last edition of the European Universities Games, Vytautas Magnus University (LTU) won the gold, and the home team of University of Zagreb (CRO) pleased the local crowd by taking gold in the final match. I would like to welcome all of you to Coimbra fort the 4th European Universities Games We will have one of the largest Tournament ever in the history of EUSA with 16 Women and 16 Men Teams. Between the first and the Final day I wish all of ou great games, very comfortable stay, very interesting games in Women s and Men s Tournament. I wish all the Referees very good games in Fairness and sportsmanlike behaviour. A great Thank You to the Organizer to present this large Tournament in Coimbra. The Team of Basketball Persons together with a great number of volunteers are here ready to help you feel welcome. I wish all the Teams a great success and may the best Team win this large Tournament. TECHNICAL REGULATIONS International regulations The organization of the EUG Basketball shall be mainly based on the most recent Technical Regulations of the International Basketball Federation (FIBA). Competitions Team Tournament: 1 (one) men s tournament, maximum of 16 (sixteen) teams, 1 (one) women s tournament, maximum of 12 (twelve) teams. Programme The competitions consist of 7 (seven) days, including 1 (one) day of rest for each team. The General Technical Meeting, where the presence of each head of the delegation is obligatory, will be held 1 (one) day prior to the start of the competition. Delegation The delegation will consist of a minimum of 10 (ten) and a maximum of 12 (twelve) athletes and a minimum of 1 (one) and a maximum of 5 (five) officials. The head of the delegation and coach must be appointed. Referees The delegation shall include a referee with at least the highest national license; the relevant license of the National Basketball Federation must be submitted 2 (two) months prior to the competition. Delegation failing to fulfil this obligation must pay 1,000 EUR to the Organizing Committee. Accommodation and food for the referee must be provided by the OC without charging the participation fee; no refereeing fee is provided. OC shall provide 2 (two) sets of polo shirts per referee. Playing scheme The format of the tournament will be decided by Competition Technical Commission taking into consideration the number of teams entered. Draw, seeding The draw will be done in the presence of a EUSA representative taking into account the EUSA Basketball ranking. The draw will be carried out in front of the team representatives. The results will be delivered to participating teams immediately after the GTM. Procedure: Small papers with the names of the teams will be inside non-transparent balls in advance. The opening of the balls will be done transparently, showing to the audience who is drawn. The university team of the hosting city or in their absence the hosting country s highest ranked team will be placed on first (1) place in pool A. Teams from the same country shall, whenever possible, be placed in different pools. The draw procedure cannot be repeated, unless a mistake is done, and this is approved by the TD and SCAC Representative. Uniforms All teams have to bring 2 (two) different sets of uniforms, main colour light and the other dark. During the entire duration of the EUG competition each player must wear the same number. 20 Making its first appearance in the Olympic Games in Tokyo 2020, 3x3 basketball is considered the number one urban team sport worldwide and the most played recreational sport on the planet. It is so simple and flexible that it can be played anywhere by anybody, providing fun sportive moments to everyone. It requires few material and the rules are simple: each match lasts a maximum of 10 minutes, with a 12-second shot clock. It is played on half a court, with one hoop. There is no halftime, and no quarters or no timeouts making the game fast, spectacular and exciting. This sports modality has been recently introduced in Portugal, therefore these European University Games will be an excellent opportunity to demonstrate this authentic urban culture atmosphere, which attracts a new young audience. In 2017, the European Universities 3x3 Basketball Championship was held in Split, withvthe University of Kragujevac (SRB) taking the gold once again in Croatia. In the womens competition, the Vasyl Stefanyk Precarpathian National University (UKR) won the gold medal. Two years ago in Rijeka, the Lithuanian Sports University (LTU) won gold in the womens 3x3 Basketball competition, and the University of Kragujevac (SRB) reigned supreme in the mens competition. Last group matches of the first stage, shall be played at the same time, whenever possible. Competition system involves matches for all final places (i.e. 1st, 3rd, 5th, 7th, 9th, 11th, 13th, 15th etc.). Taking part in conciliation tournament is compulsory. Training program During the GTM day, one day prior to the competition, the courts will be available for teams to practice. During the competition there will be one court available for practice, also by previous reservation online. 23 Medical and Security Services The main Medical Centre will be located in Coimbra University Stadium, open from 9h00 to 20h00 and will have a team with a sport doctor, nurse, physiotherapist, emergency technician and ambulance. Near the basketball 3x3 courts will be a nurse (with ALS) and two emergency technicians. The reference hospital for the event is Coimbra s Centre University Hospital. Security services will be provided at all venues for entrance control. General Services All specific information regarding Accommodation, Transportation, and Catering will be included as an appendix upon arrival in Coimbra. TECHNICAL REGULATIONS International regulations The organization of the EUG 3X3 Basketball shall be mainly based on the most recent Technical Regulations of the International Basketball Federation (FIBA). COMPETITIONS Team Tournaments: 1 (one) men s tournament, maximum of 24 (twenty-four) teams, 1 (one) women s tournament, maximum of 16 (sixteen) teams. Side tournaments: 1 (one) men s Slam Dunk Contest, 1 (one) men s Three-point Contest, 1 (one) women s Three-point Contest. Side tournaments are noncompulsory for participating teams. Entries to these tournaments only are not allowed. Program The competitions consist of 3 (three) days. The General Technical Meeting, where the presence of each head of the delegation is obligatory, will be held 1 (one) day prior to the start of the competition. Delegation The delegation will consist of minimum 3 (three) and maximum 4 (four) athletes and minimum of 1 (one) and maximum of 3 (three) officials. The head of the delegation must be appointed. Referees OC shall provide referees. OC shall provide 2 (two) sets of polo shirts per referee. Playing scheme The format of the tournament will be decided by the Competition Technical Commission taking into consideration the number of teams entered. Draw, seeding The draw will be carried out in front of the team representatives. The draw will be done in the presence of EUSA representative taking into account EUSA 3X3 Basketball ranking. The results will be delivered to participating teams immediately after the GTM. Procedure: Small papers with the names of the teams will be inside non-transparent balls in advance. The opening of the balls will be done transparently, showing to the audience who is drawn. The university team of the hosting city or in their absence the hosting country s highest ranked team will be placed on first (1) place in pool A. Teams from the same country shall, whenever possible, be placed in different pools. The draw procedure cannot be repeated, unless a mistake is done, and this is approved by the TD and SCAC Representative. Financial obligations Each team has to pay fees defined in EUG Regulations by the specified date. The deposit must be paid on EUSA request. Uniforms All teams have to bring 2 (two) different sets of uniforms, main EUG2018 TECHNICAL HANDBOOK 45

24 colour light and the other dark. During the entire duration of the EUG competition each player must wear the same number. General Technical Meeting The GTM is a mandatory part of competition and will be held on the 15th of July at 13h00 and will be called by the CTC chair together with SCAC representative. It is divided in three parts: First Part: organizational part of the EUG, presented by the OC representative; Second Part: technical part of the competition, presented by the TD; Third Part: the draw of the competition, carried out by the TD and EUSA Sport Manager. Who is invited? The SCAC, the competition commission, the NSF/ESF/ISF representative (if nominated), the OC representatives, the Heads of Delegations (maximum two (2) persons per delegation), the NUSAs coordinators (if present), referees and other guests. The team representatives may ask questions about all aspects of the competition, if times allow it. Protests The HoD or an authorised representative of a team may file protest on published results to the TD. Each protest shall be accompanied by a deposit of two hundred (200) EUR. If the protest is upheld, the fee will be returned. Competition commission deals with the protest and its decision is final. Protests on technical matters shall be submitted: within twenty (20) minutes after the end of the match to the TD for the match issues; before the start of next competition day on published results to the TD for the published issues; during the competition to the competition commission for technical issues; during the competition to the SCAC for non-technical issues within seven (7) days after the EUG to the EUSA EC for the EUG issues Protests on referee decisions are not allowed, if it is not regulated differently in the ESF/ISF Regulations of the respective sport. Protests on non-technical matters The SCAC is the highest authority of the EUG and controls overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non-technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding of any other matters not covered in these Regulations, at the time of the EUG. 28 Canoe sprint has two different types of boats, the kayak and the canoe. The kayak probably originates from Greenland, where it was used by the Eskimos, primarily for hunting, fishing and transportation. The canoe was used all over the world as a method of transportation, trade and war. The first official sporting events were created using both of these boats during the mid-19th century. Canoe sprint has been the traditional form of racing since the beginning. In Portugal Canoe Sprint is the most successful Olympic sport and has in its K2 athletes Silver Olympic medallists Fernando Pimenta and Emanuel Silva the most remarkable ones. Beatriz Gomes and Francisca Laia, both from Coimbra and Olympic Athletes are successful canoe sprint athletes. In the past edition of the World University Games held in Coimbra the Portugal teamgal, all represented by students from Coimbra, won 6 medals. EUG2018 TECHNICAL HANDBOOK 55

The racing uniform shall represent either the university of the team or of the NUSA responsible for coordinating their EUSA entry. A protest against a crew to compete in a race shall be delivered to a member of the Competition Committee not later than one hour before the start of the first race of the competition. A protest made during the competition must be handed to the Competition Committee not later than 20 minutes after publication of the results or after the team leader has been informed on the decision against his/her competitor or team and has signed the receipt. All protests shall be made in writing by the head of the delegation, and be accompanied by a fee of 75 Euros. The fee will be refunded if the protest is upheld. 35 The contemporary history of the world's favourite game spans more than 100 years. It all began in 1863 in England, when rugby football and association football branched off on their different courses and the Football Association in England was formed - becoming the sport's first governing body. Football is the most popular sport in Portugal. We recently won the UEFA European Football Championship 2016, adding this title to other achievements such as the 3rd place at the FIFA World Cup 1966, where the Black Panther Eusébio was the top scorer and most valuable player, and the European Cup final in 2004 or the 4th place in the World Cup Germany in Recently, we just qualified once again for the next World Cup in Russia, where expectations are huge, having Ronaldo (Best FIFA Player) as our captain and Fernando Santos as our Boss. At club level, Benfica, Porto and Sporting are the most popular clubs, very respected as well at international level, having in total 7 European Club Titles (4 Champions League, 2 UEFA Cups and 1 Cup winners Cup). We can be proud of having 5 personalities that were awarded by FIFA as the best in the world, Eusebio, Figo, Ronaldo (Best Players), José Mourinho (Best Coach) and Jorge Mendes (Best Agent). In 2017, the European Universities Football Championship was held in Porto, with the Womens competition being convicnly won by the University of Montpellier (FRA) concvincingly, retaining their title from In the Mens competition, the Kuban State University (RUS) beat the other strong teams to take gold. The University of Minho (POR) took gold one year before, at the last edition of the European Universities Games, with the University of Montpellier (FRA) taking gold in the Womens competition. From 22 to 28 of July players, coaches, team officials, volunteers and referees will do their best to achieve the successful completion of the Championship. Group stages consist of 4 groups of 4 teams each (round robin system). The 1st and 2nd places of each group qualify for next round. Pointing System: 3 points for a win 1 point each team for tie 0 points for a defeat Knock-out stage Quarter finals Semi-finals Final and final places attribution All Matches (except final) are up to the final 35 min per half. The final is 45 min per half. If there s a tie in the knock-out rounds for places 3-16, there will be directly 5 penalty kicks to untie. If there s a tie in the final, the match will have extra time of two 15 min halves. If still a tie after the extra time, there s 5 penalty kicks to untie. WOMEN S COMPETITION (7X7 format) Women s competition is played in two phases- group stages and knock-out rounds. Group stages consists of 4 groups of 3teams each (round robin system). The Draw Procedure The draw procedure will be: in agreement with the competition system (format), explained to the GTM audience, carried out in front of the team representatives. The draw procedure cannot be repeated, unless a mistake is done, and this is approved by the TD and SCAC Representative. The results of the draw will be delivered to participating teams immediately after the GTM. Protest on non-technical matters The SCAC is the highest authority of the EUG and controls overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non-technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding of any other matters not covered in these Regulations, at the time of the EUG. 41 Protest on technical match matters HoD or an authorised representative of a team may file protest on published results to the TD: within twenty (20) minutes after the end of the match on match result, before the start of next competition day on published result. Each protest shall be accompanied by a deposit of fifty (50) EUR except for the following sports: Basketball, Handball, Football, Futsal, Rugby 7s and Volleyball where the deposit is two hundred (200) EUR. If the protest is upheld, the fee will be returned. The competition commission deals with the protest and its decision is final. 45 Unlike some other forms of indoor football, the game is played on a hardcourt surface delimited by lines; walls or boards are not used. Futsal is also played with a smaller, harder ball. The surface, ball, and rules create an emphasis on improvisation, creativity, and technique as well as ball control and passing in small spaces. Over the last few years, Portuguese futsal went from the most practiced sport recreation to the most practiced indoor sport with larger perspectives of improvement. This year Portugal became European Champion and Ricardinho, a Portuguese player, was considered the best world futsal player for 5 times in a row. In Coimbra, the AAC futsal team is one of the most ancient clubs of this sports modality in Portugal and has a long list of awards with several wins in the National Futsal Championship. Futsal is in the programme of The European Universities Games since 2012 in Cordoba, Spain. The University of Beira Interior (POR) took gold back in 2017 s Mens competition, with the Moscow Polytechnical University (RUS) reahing the same heights in the Womens competition. European Universities Games 2016, the winners of the men s tournament were the University of Zagreb (CRO) and the Women s tournament the Moscow State University of Mechanical Engineering (RUS). In Portugal futsal is a very popular sport and I hope that after a great success and winning UEFA Futsal European Championship by our hosts we will all have the opportunity to feel this warm futsal fever. TECHNICAL REGULATIONS Competition will be held following the EUSA document Rules and Regulations for the European Universities Games The organization of the EUG Futsal will be based on the most recent Technical Regulations of the Fédération Internationale de Football Association FIFA Athletes Sport Equipment and Clothing Each team shall bring 2 (two) sets of player s match kit (shirt, shorts and socks) in different colours (noticeably different in contrast and colours, preferably in light and dark). Each player must wear the same shirt number for the whole competition, and it shall be printed on the shirt in accordance with the FIFA Laws of the Game. In addition, teams shall bring two sets of bibs in different untypical (noncommon colours used for match kit) colours (different from the match kit colours). During the entire duration of the EUG competition each player must wear the same number. General Technical Meeting The GTM is a mandatory part of competition and will be held in Convento de S. Francisco, on the 21st of July at 16h30. The GTM is called by the CTC chair together with SCAC representative, one (1) day prior to the start of the competition. After the welcome message of competition commission chair the GTM is divided in three parts: First Part: organizational part of the EUG, presented by the OC representative, Second Part: technical part of the competition, presented by the TD, Third Part: the draw of the competition (optionally, if required by the competition format), carried out by the TD and EUSA Sport Manager. The team representatives may ask questions about all aspects of the competition, if times allows. GTM invitees: SCAC, the competition commission, the NSF/ESF/ISF representative (if nominated), the OC representatives, the Heads of Delegations (maximum two (2) persons per delegation), the NUSAs coordinators (if present), referees and other guests. Procedure: Small papers with the names of the teams will be inside non-transparent balls in advance. The opening of the balls will be done transparently, showing to the audience who is drawn. International Regulations and Exceptions Role and Responsibilities of Head Delegation Upon arrival at the playing court, the head of delegation must identify himself to the person in charge of the court and he/she will grant him access to the changing room. We kindly ask for a proper use of the changing rooms, keeping in mind that they will be used by other teams. The head of delegation must fill in the relevant documentation for each game and deliver it to the match commissioner well in advance in order to let him do his job in optimum conditions. At the end of the game, the head of delegation must receive the relevant documentation, which will be delivered by the match commissioner or his assistant. Head of delegation must confirm the information in the match report by a signature. Once the team has finished using the changing rooms, the head of delegation must ensure the return of the changing room keys to the person in charge of the court. Regulations for Teams The teams will not be able to occupy the court until the previous game has ended and the organization grants them access for warm-up. In case they wish to start the warmup earlier, they should ask the person in charge of the court for a place to do it. 51 Ranking This ranking has been prepared to be used by EUSA Technical Delegates to assigning the teams to proper positions during EUGs drawing. Country ranking is determined by points obtained by the highest classified respective country team in concerned sport from the previous four years. Only one team per country may be seeded using this ranking. Allocation of seeding points is indicated in the table attached. Most Valuable Player and Most Valuable Goalkeeper in the competition will be decided by the Technical Committee on the basis of a vote taken among coaches of participating teams. Each coach will vote 5 (five) Most Valuable players, one of them must be a goalkeeper, by the following criteria: 3 (three) points to Most Valuable player; 1 (one) point to other Most Valuable players; Coach cannot vote players from his team and his country. Top goal scorer cup will be granted to the Player who scores the greatest number of goals in the competition. If two or more players are equal on number of goals scored, the following criteria are applied to determine the ranking: Player on better regularity performance, who has scored in the greatest number of matches; Player who scored more without counting scores by 6 (six) meter penalty; Player who scored more without counting scores by 10 (ten) meter penalty; Player who were not punished with red card; Player who were not punished with yellow card Player who were punished with smaller number of yellow cards; Player who have participated in fewer numbers of matches and who did not get a red card or a second yellow card as punishment. 54 Handball is a team sport in which two teams of seven players each (six outfield players and a goalkeeper) pass a ball using their hands with the aim of throwing it into the goal of the other team. Players need to have a lot of speed, power, agility and technical skills and it is one of the most competitive in University Sports. Handball is also one of the most played indoor sports currently with 40,000 federated athletes in Portugal. It has about 28% of participants in school taking it as a subject with an average of 5,000 students per year. The Handball Section is one of the most ancient of Associação Académica de Coimbra (AAC) and has a tradition in Young and Universities Sports. In 2017 the European Universities Handball Championship was held in Antequera, Spain, welcoming a number of high quality teams. The German Sport University Cologne (GER) were eventually crowned champions of the Mens competition, and Ștefan cel Mare University of Suceava (ROU) were crowned winners of the female competition. The latest European Universities Games were held in Zagreb and Rijeka in the summer of 2016, the University of Nis (SRB) beat top competition to grab gold. The university team of the hosting city or, in their absence, the hosting country s highest ranked team will be placed on first (1) place in pool A. Teams from the same country shall, whenever possible, be placed in different pool. The results will be delivered to participating teams immediately after the GTM. Procedure: Small papers with the names of the teams will be inside non-transparent balls in advance. The opening of the balls will be done transparently, showing to the audience who is drawn. 59 The results of the draw will be delivered to participating teams immediately after the GTM. Protest on non-technical matters REG 32 The SCAC is the highest authority of the EUG and controls overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non-technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding of any other matters not covered in these Regulations, at the time of the EUG. Protest on technical match matters The Head of delegation or an authorised representative of a team may file protest on published results to the TD: within twenty (20) minutes after the end of the match on match result, before the start of next competition day on published result. Each protest shall be accompanied by a deposit of two hundred (200) EUR. If the protest is upheld, the fee will be returned. The competition commission will deal with the protest and its decision is final. International Regulations and Exceptions The EUC Handball 2018 will be played according to the latest regulations approved by IHF. The preliminary round is played in groups. The teams are divided in groups on the basis of the results of the draw conducted at the General Technical Meeting. The draw will be done in the presence of the EUSA Representative taking into account the EUSA Handball ranking. Preliminary round Matches shall be evaluated as follows: each match won = 2 points each match drawn = 1 point for each team each match lost = no points Teams are ranked according to the total number of points gained. If two or more teams have gained the same number of points after the group matches have been completed, classification is decided as follows: results in points between the teams concerned goal differences in the matches between the teams concerned greater number of plus goals in the matches between the teams concerned. If the teams are still equal, a decision is made between those teams with equal number of points as follows: goal difference is subtracted in all matches greater number of plus goals in all matches. If classification is still not possible, a draw shall decide. The IHF representative on site shall execute the draw, if possible in the presence of the responsible team officials. If the responsible team official cannot be present, other coworkers selected by the IHF shall take part. Finals After completion of the preliminary round, the finals shall be played in accordance with the knock-out system. Overtime is played, following a 5-minute break, if a game is tied at the end of the regular playing time and a winner has to be determined. The overtime period consists of 2 halves of 5 minutes, with a 1-minute halftime break. Should the match still not be EUG2018 TECHNICAL HANDBOOK 117

60 decided after the overtime period, it is decided with 7 m penalty throws in accordance with Rule 2:2 of the Rules of the Game. The IHF COC has the right to decide that certain matches will be executed with direct 7m penalty throws in accordance with Rule 2:2 of the Rules of the Game. If this rule applies, the decision will be published in the official announcement or together with the match schedule. Rule 2:2 Should the match still not be decided after the overtime period, the winner will be determined in accordance with the rules for the particular competition. In the case that the decision is to use 7-metre throwing as tiebreaker to decide a winner, the procedures indicated below shall be followed. If 7-metre throwing is used as a tie-breaker, players who are not suspended or disqualified at the end of the playing time are entitled to participate. Each team nominates 5 players. These players make one throw each, alternating with the players of the other team. The teams are not required to predetermine the sequence of their throwers. Goalkeepers may be freely chosen and substituted among the players eligible to participate. Players may participate in the 7-metre throwing as both throwers and goalkeepers. The referees decide which goal is used. The referees make a coin toss, and the winning team chooses whether they wish to throw first or last. The opposite sequence is used for all subsequent throws, if the throwing has to continue because the score is still tied after the first five throws each. For such a continuation, each team shall again nominate five players. All or some of them may be the same as in the first round. This method of nominating five players at a time continues as long as it is necessary. However, the winner is now decided as soon as there is a goal difference after both teams have had the same number of throws. Players may be disqualified from further participation in the 7-metre throwing in cases of significant or repeated unsportsmanlike conduct (16:6e). If this concerns a player who has just been nominated in a group of five throwers, the team must nominate another thrower. Team-Time Out According to Rule 2:10 and Clarification 3 of the Rules of the Game each team has the right to receive a maximum of three team time-outs during regular playing time but not during overtime. No more than two team time-outs may be granted in each half of the regular playing time. Between two team time-outs of a team, the opponent must be at least once in possession of the ball. 3 green cards, bearing numbers 1, 2, and 3 respectively, are available for each team. The teams receive cards bearing numbers 1 and 2 in the first half of the game and the cards no. 2 and no. 3 in the second half provided they received no more than one team time-out in the first half. In case they received two team time-outs in the first half, they receive only green card no. 3. Within the last 5 minutes of the regular playing time only one team time-out per team is allowed. SPECIAL REGULATIONS FOR EUG 2018 HANDBALL The half-time break will be 10 minutes. If a game is tied at the end of the regular playing time in the placement matches for the position 1 till 4, will be used only one overtime (2 x 5 min) and then, if necessary, a winner will be determined by using 7-meter-throws according the Rule 2:2 If a game is tied at the end of the regular playing time in the placement matches for the position 5 till 12 a winner will be determined immediately by using 7-meter-throws according the Rule 2:2. The direct disqualification of player or team official (red card) will be automatically connected (without disciplinary procedure) with disqualification for the next following match. The disqualification with report of player or team official (blue card) will be automatically connected (without disciplinary procedure) with disqualification for the next 2 following matches. 63 Judo (meaning gentle way ) was created as a physical, mental and moral pedagogy in Japan, in 1882, by Jigoro Kano. It is generally categorized as a modern martial art which later evolved into a combat and Olympic sport. In the recent days with the implementation of the International Judo Federation World Tour Judo is becoming a Top individual Olympic sport with a large representation worldwide. In Portugal we have Top Elite players who have won medals in European and World Championships. Telma Monteiro and Nuno Delgado are the most remarkable ones with a bronze medal in Olympic Games on their award list. At the moment the Judo Section of the Academic Association of Coimbra is one of the national reference clubs with several players taking part in the National Team. The European Universities Champion 2017 in the -48kg category, Catarina Costa was the most awarded. 70 Rowing as a competitive sport can be traced back to the early 10th century when races were held between professional watermen on the River Thames in London. Rowing is one of the oldest Olympic sports. Though it was on the programme for the 1896 games, racing did not take place due to bad weather, but male rowers have competed since the 1900s. Our best Olympic athletes are Pedro Fraga and Nuno Mendes, which compete in the double scull light weight category and have some remarkable results in this specialty. The Nautical Sports Section of Associação Académica de Coimbra was the National Clubs Champion in 2007/08, 2008/09 and 2009/10, counting more than 100 national titles at various levels, as well as internationalizations of several of its athletes, in World Championships, Universiades and other events. This year is the 4th edition of the European Universities Games and in the last edition. 77 Sevens is a variant of rugby union in which teams are made up of seven players playing seven minute halves, instead of the usual 15 players playing 40 minute halves. Due to the shorter time of the game, the intense agility and the technical skills of the players make this discipline a particularly enthusiastic sport. The game is popular at all levels, with amateur and club tournaments generally held in the summer months. Sevens is one of the most well distributed forms of rugby, and is popular in parts of Africa, Asia, Europe, and the Americas, and especially in the South Pacific. Portugal has achieved interesting results in the Past with eight European titles from 2002 to In Coimbra Académica is one of the greatest rugby teams in Portugal and has a long list of awards, standing out four national titles and six Cups of Portugal in Rugby. Rugby Sevens is in the programme of The European Universities Games since 2012 in Cordoba, Spain.In 2017, the University Toulouse III - Paul Sabatier (FRA) competition eventually came out on top in the Womens Competition, and the Georgian National University SEU (GEO) won by a large margin in the final of the Mens competition. Rugby Sevens was on the programme of The European Universities Games since 2012 in Cordoba, Spain. This year is the 4th edition of the European Universities Games and in the last edition the champions in the male category were the Georgian National University SEU (GEO) and in the women s category the University of Paris (FRA). ALS - Advanced Life Suport Security Services will be provided in all the venues, for entrance control and to assure all participants safety. General Services All specific information regarding Accommodation, Transportation, and Catering will be included as an appendix upon arrival in Coimbra. Technical Regulations Competition will be held following the EUSA document Rules and Regulations for the European Universities Games The organization of the EUG Rugby 7 s shall be mainly based on the most recent Technical Regulations of the World Rugby and Rugby Europe. Athletes Sport Equipment and Clothing Uniforms should meet World Rugby specifications (Chapter 4). Each team should bring 2 (two) sets of jerseys in different colors. A player wears a jersey, shorts and underwear, socks and boots and may wear shin guards, mitts (fingerless gloves), shoulder pads, a mouth guard or dental protector, a headgear and bandages and/ or tapes to cover or protect any injury. The studs of players boots must conform to the World Rugby specifications and a player must not wear a single stud at the toe of the boot. Detailed information relating to the permitted specifications for clothing and studs may be found in World Rugby specifications (Section 3, Regulation 12). During the entire duration of the EUG competition each player must wear the same number. General Technical Meeting The GTM is a mandatory part of competition and will be held in Convento de S. Francisco, on the 24th of July at 14h30. The GTM is called by the CTC chair together with SCAC representative, one (1) day prior to the start of the competition. After the welcome message of competition commission chair, the GTM is divided in three parts: First Part organizational part of the EUG, presented by the OC representative, Second Part technical part of the competition, presented by the TD, Third Part the draw of the competition (optionally, if required by the competition format), carried out by the TD and EUSA Sport Manager. Invitees of the GTM: SCAC, the competition commission, the NSF/ESF/ISF representative (if nominated), the OC representatives, the Heads of Delegations (maximum two (2) persons per delegation), the NUSAs coordinators (if present), referees and other guests. The team representatives may ask questions about all aspects of the competition, if time allows. 83 Table tennis is an ideal sport to attract people of all ages, irrespective of gender, cultural, social background or physical ability. It is a very healthy leisure activity with multiple benefits, both for physical and mental health. At the same time, it is fun. Portuguese Table Tennis is currently an international reference among youngsters having Marco Freitas as a role model. In 2014 in Lisbon Portugal became European Champion in the team competition with Marcos Freitas, Tiago Apolonía and João Ribeiro. This year is the 4th edition of the European Universities Games and in the last edition the winners of the men s and women s team tournament was the Russian State University for the Humanities (RUS). In the Mens Team competition, the Angelus Silesius State School of Higher Vocational Education in Walbrzych (POL) came out on top of the competition, with convincing performances, and the the Kazan Innovative University named after V.G. Timiryasov (RUS) won in the Womens Team competition. Fertikowski & Floras, from the Angelus Silesius State School of Higher Vocational Education in Walbrzych (POL) won the Mens Doubles competition. In the Womens Doubles, the pairs team of Wabik & Nowacka, from University School of Physical Education in Wroclaw (POL) took home gold. In the Womens Singles, Anna Blazhko from the Kazan Innovative University named after V.G. Timiryasov (RUS) won a convincing final match to take gold. Angelus Silesius State School of Higher Vocational Education in Walbrzych (POL) won once more in the Mens Single, with Robert Floras winning the final match. Back in the 2016, the Mens, and the Womens Team competition was won by Russian State University for Humanities (RUS). Shamin & Pulnyy, Russian State University for the Humanities (RUS) in men s doubles and Gencay Menge, Marmara University (TUR) in men s singles. 86 Classification for Para Table Tennis Table Tennis players with disabilities who are not internationally classified will have to access the classification in the morning of the training day. (The competition of Para Table Tennis will be played alongside with the Table Tennis competition). 90 Tennis is one of the most popular individual sports in the world and it is played at all levels of society and at all ages. Its origins go back to the 11th century in France and the game was played with the hands. It was called Jeu de Paume. In the 15th century the sport came to Poland and the players started do play with rackets. Later the game would be refined in England in the 19th century as lawn tennis to resemble more the sport we play today. With an athlete in the top 50, João Sousa, Portugal hosts ATP and WTA Estoril Open tournaments (the latter now renamed Portugal Open). Portugal s first appearance at the Davis Cup happened in During this time, its best performance reached the World Group play-offs, which it achieved in 1994 and In 2010, the 7th European University Tennis Championship was held in Coimbra, which came as a chance to promote tennis as a growing national school sport activity. Camilo José Cela University (ESP) from Madrid took the gold medal in the mens competition in their own university campus, with the University of Bordeaux (FRA) winning gold in the womens competition. One year earlier, the Erasmus University Rotterdam (NED) were the team who came out on top in Croatia, and in the womens competition, the University of Coimbra (POR) took home the gold medal. On behalf of the EUSA in my function as a tennis technical delegate I d like to welcome everybody to the European Universities Games at Coimbra, especially to the tennis tournament. Performance sport is about setting your goals and striving with all your talent to achieve them; the Organizing committee and I will do everything we can to make sure you get your best tennis, to enable an excellent tournament on a high level, of course according to the EUSA and ITF rules and regulations. Therefore, the OC in Coimbra have had a long preparation period, with for sure several working hours during night time. However, the event is about more than just tennis. 93 Sport Equipment and Material Ball: ITF approved Wilson Medical and Security Services At the tennis courts there will be a nurse (with ALS), two emergency technicians and an ambulance on call. The reference hospital for the event is Coimbra s Centre and University Hospital. Security services will be provided at all venues for entrance control. General Services All specific information regarding Accommodation, Transportation, and Catering will be included as an appendix upon arrival in Coimbra. TECHNICAL REGULATIONS International regulations The organization of the EUG Tennis shall be mainly based on the most recent Technical Regulations of the International Tennis Federation (ITF). Depending on the number of teams and available courts, a rule from the US Tennis Association USTA (8 (eight) point pro set) might be used. Competitions Team Tournaments: 1 (one) men s tournament, maximum of 16 (sixteen) teams, 1 (one) women s tournament, maximum of 16 (sixteen) teams. Each tie will include 2 (two) singles and 1 (one) doubles match. Program The competitions consist of 7 (days) The General Technical Meeting, where the presence of each head of the delegation is obligatory, will be held 1 (one) day prior to the start of the competition. Delegation The delegation will consist of minimum 2 (two) and maximum 4 (four) athletes and maximum of 3 (three) officials. The head of the delegation must be appointed. Referees The OC shall provide referees. Playing scheme The format of the tournament will be decided by Competition Technical Commission taking into consideration the number of teams entered. Draw, seeding The draw will be done in the presence of EUSA Representative taking into account ATP/WTA and EUSA Tennis ranking. The university team of the hosting city or, in their absence, the hosting country s highest ranked team will be placed on first (1) place in pool A. Teams from the same country shall, whenever possible, be placed in different pool. The results will be delivered to participating teams immediately after the GTM. Procedure: Small papers with the names of the teams will be inside non-transparent balls in advance. The opening of the balls will be done transparently, showing to the audience who is drawn. The draw procedure cannot be repeated, unless a mistake is done, and this is approved by the TD and SCAC Representative. Financial obligations Each team has to pay fees defined in EUG Regulations by the specified date. The deposit must be paid on EUSA request. Uniforms According to ITF tournaments code of conduct. General Technical Meeting The GTM is a mandatory part of competition and will be held in Convento de S. Francisco, on the 14st of July at 14h30 and will be called by the CTC chair together with SCAC representative. It is divided in three parts: First Part: organizational part of the EUG, presented by the OC representative; Second Part: technical part of the competition, presented by the TD; Third Part: the draw of the competition, carried out by the TD and EUSA Sport Manager. 94 competition commission, the NSF/ESF/ISF representative (if nominated), the OC representatives, the Heads of Delegations (maximum two (2) persons per delegation), the NUSAs coordinators (if present), referees and other guests. The team representatives may ask questions about all aspects of the competition, if times allows. Protests The HoD or an authorised representative of a team may file protest on published results to the TD. Each protest shall be accompanied by a deposit of two hundred (50) EUR. If the protest is upheld, the fee will be returned. Competition commission deals with the protest and its decision is final. Protests on technical matters shall be submitted: within twenty (20) minutes after the end of the match to the TD for the match issues; before the start of next competition day on published results to the TD for the published issues; during the competition to the competition commission for technical issues; during the competition to the SCAC for non-technical issues within seven (7) days after the EUG to the EUSA EC for the EUG issues Protests on referee decisions are not allowed, if it is not regulated differently in the ESF/ISF Regulations of the respective sport. Protests on non-technical matters The SCAC is the highest authority of the EUG and controls overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non-technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding of any other matters not covered in these Regulations, at the time of the EUG. 97 Volleyball is one of the five big international sports, and the FIVB, with its 220 affiliated national federations, is the largest international sporting federation in the world. Volleyball has witnessed unprecedented growth over the last two decades. With the great success of world competitions such as the FIVB World Championships, the FIVB World League, the FIVB World Cup as well as the Olympic Games, the level of participation at all levels internationally continues to grow exponentially. Volleyball was introduced in Portugal by the American troops stationed on the Azores Island during the 1st World War. The Associação Cristã da Mocidade (ACM) had an important role in the dissemination of volleyball in Portugal and made possible the publication of the first book of rules, as well as the foundation of the Association of Volleyball of Lisbon, on 28 December of The Portuguese Volleyball Federation was created on April 7, 1947 in Lisbon and was one of the founders of the International Volleyball Federation. The Mens team from the University of Rzeszow (POL) won in the home town, in the 2017 championships, with the Womens competition being won by University Vasile Alecsandri of Bacau (ROU), retaining their 2016 title. In the latest edition of the European Universities Games, the winner of the women s tournament was the University Vasile Alecsandri of Bacau (ROU) and the winner of the men s tournament was the University of Nice (FRA). Dear representatives of delegations, Dear friends of present NUSAs, Dear members of the Organizing Committee We are happy and honoured to be your EUSA Technical Delegates at the 4rd EUG Volleyball Championship here in the wonderful city of Coimbra, Portugal! My colleague Lars Rydland from Norway and I are looking forward to a week of challenging competitions. This event is not only important for sport but as well for improving the EUSA community, because students coming from all over Europe will meet each other, learn from each other and make new friends. The teams will try to perform at their best, compete in a fair play manner, respect the rules and regulations of the event, the referees decisions as well as their opponents and will get support from spectators and fans. This is the European spirit like we want to see it and a strong signal that the idea of a European Community is getting stronger and better through sport. Volleyball is one of the founding sports of EUSA and thereby it is a pleasure for us to recognize, that 16 teams each per gender will take part in our tournament here in Coimbra and that many more wanted to participate. TECHNICAL REGULATIONS Competition will be held following the EUSA document Rules and Regulations for the European Universities Games The organization of the EUG Table Tennis and Para Table Tennis will be based on the most recent Technical Regulations of the Fédération Internationale de Volleyball (FIVB). Athletes Sport Equipment and Clothing EUSA rules concerning players uniform are based on FIVB Rules. Uniform consists of a jersey (shirt), short, training suit, and must be the same for the whole team. The libero has to wear the same uniform in a different colour. Player equipment (accessories) consists of shoes, knee-guards, ankle supporters and elbow protections. Sleeves for legs and arms have to be in the main colour of the shirt. All letters and numbers (university name/ code, player s registered jersey name and player s numbers) on the player uniforms must be Latin characters and must be in contrasting colours to the part of the uniform where they are placed. Numbers has to be placed on front and back side of jerseys. During the entire duration of the EUC competition each player must wear the same number.
