4 Message from the EUSA Technical Delegate Football and Football 7 Dear athletes, stuff and participants, Antonis Petrou EUSA Football Technical Delegate I would like to welcome all of you, the Universities teams in the football championship of European Universities Games 2016 in Zagreb-Rijeka, Croatia. Also to all participants in football championship I wish you to enjoy their stay in Zagreb and to the athletes to play football in the spirit of fair play and create the friendship between the students of all European Universities. Also I wish the games to be played in the meaning of respect and the best team to be the winner. We wish you all the best of luck and may all matches be played keeping in mind fair play and especially according to the spirit of the game. 5 Message from the OC Technical Delegate Football Robert Uroic OC Technical Delegate Football Dear students footballers, participants of the 3rd European Universities Games, Welcome to Croatia and its capital Zagreb, state and city with a long and rich football tradition, who has the honor to host you at the 3rd European Universities Games. Almost 30 years have passed since the Universiade in 1987, the biggest sport event organized in Zagreb, responsible for the construction of many sport facilities, which will be used for playing this 3rd European University Games. In the period of 7 days, between July 13th and 19th, 16 teams will be playing 48 games in total, to fight for the title of the best European university football team. All the matches will be played on excellent grounds with natural grass in stadiums of 2nd Croatian league clubs. The players will have the ideal conditions for displaying their football skills. 6 Message from the OC Technical Delegate Football 7 Fair play Damir Stipkovic Tehnical delegate of ESI Dear friends, After three years of organization and preparation of the 3rd European University Games are finally upon us. I would like to offer a warm welcome to our visitors from Austria, France, Germany, Netherlands, Norway, Portugal, Russian Federation, Spain and Switzerland to the Football 7 tournament, which will be played at four venues in Zagreb. I wish to show appreciation to EUSA and ESI for their hard work in arranging this big sport event and to City of Zagreb for affording us the opportunity to showcase our facilities. Many thanks to all the clubs for the use of their fine venues for training and matches. I hope you will all enjoy your experience in Zagreb, both on and off the pitch. Let us all make an unforgettable celebration of football based on three pillars: fun, fair play and respect. Fair play is deeply embedded in the values of EUSA. The objective of promotion and encouragement of fair play is set already in the statutes of EUSA, as part of the core objectives of the organization. The partnership with the European Fair Play Movement in 2013 proves this even more. Since 2007, EUSA announces the best gesture of fair play in its sports event for the current year and awards the winners with the special fair play recognition, Enno Harms Fair Play Award, named after the first EUSA President, very much devoted to fair play. During each of the EUSA sport event, the organizers, EUSA representatives and technical delegates pay special attention to the fair play gestures and attitude. At every sport event part of the protocol is the oath of the athletes and officials, whi- ch includes respecting fair-play. In some team sports, the athletes demonstrating fair play during the matches, following the rules and pursuing a clean game are awarded with a fair play recognition already during the event. The prestigious annual EUSA Enno Harms Fair Play Award, though, is awarded to the best example of fair play, for the individual s or team s mentality and actions which stand out the most. On its last meeting in a year EUSA Executive Committee members discuss the proposals received from all sport events governed by EUSA in that year and select the team or individual to receive the annual fair play award which is formally handed to them at a special occasion usually at an EUSA Gala event. 10 EUG 2016 TECHNICAL HANDBOOK FOOTBALL FOOTBALL 7 s 11

7 Anti-Doping Policy Doping is not a guarantee of success in sport. In fact, its effect is usually the opposite. A lot of elite sportsmen and sportswomen who did doping got caught. As a result, they lost pride and were banned for at least 2 years from participating in a sport they loved and lived for. An even bigger problem of doping are the effects on the body. In elite sports, doping is defined as a violation of one or more anti-doping rules: 1 Presence of a prohibited substance in an athlete s sample 2 Use or attempted use of a prohibited substance or method 3 Refusing to submit sample collection after being notified 4 Failure to file athlete whereabouts information & missed tests 5 Tampering with any part of the doping control process 6 Possession of a prohibited substance or method 7 Trafficking a prohibited substance or method 8 Administering or attempting to administer a prohibited substance or method to an athlete You can find the list of prohibited substances and methods on the internet. It s updated every year by the World Anti-Doping Agency (WADA) and it s valid for every sport. You should check every substance you are taking. Athletes need to completely avoid steroids, erythropoietin (EPO), stimulants, human growth hormone (HGH), marijuana and narcotics, and pay special attention also to dietary or nutritional supplements. EUSA is active in Anti-Doping promotion, and has been a partner in the European Anti-Doping Initiative (EADI), project aimed at establishing an European-wide Anti-Doping mentality in the youth sector by establishing a moral tenor towards concepts such as Fair-play, sensitizing and raising awareness on all levels of the complex social environment surrounding the doping problematic and implementing strategies to motivate young people to pass on the message and create a strong multiplying effect. Also the International University Sport Federation (FISU) has been actively promoting sports without drugs, also on university sport level. EUSA is currently not enforcing doping tests at our events. In accordance with the national legislation of the host countries, however, doping controls may be implemented by the National Anti-Doping Agencies. If such doping tests are executed, the WADA rules and regulations are applicable to all athletes. Please remember that testing can be conducted in-competition and out-of-competition. If you are identified in a Registered Testing Pool (RTP), you must provide current and accurate whereabouts information. What can you do to be an excellent sportsman or sportswoman? 8 About Football in Croatia Croatia is a small country with an area of 4.5 million inhabitants, which in its 25 years of independence has huge sport success in football. Even before its independence, the Croatian players were carriers of the game in the team of Former Yugoslavia and Croatian clubs, especially Dinamo (Zagreb) and Hajduk (Split), have won numerous club titles at home and abroad. around 100,000 registered players in all categories, but regardless of the relatively small number of registered players and teams, the Croatian national team occured in 5 European and 4 World Football Championships since its independence. The biggest success was winning the 3rd place at the World Cup in France in An unforgettable generation of Croatian players (Boban, Prosinecki, Jarni, Bilic, Asanović...) led by the top scorer of that World Cup, Davor Suker (current president of the Croatian Football Federation), forever inscribed in the golden letters in the book of the biggest Croatian sport successes. Even in moments of writing this, France is the host of the European Football Championship, attended by the Croatian national team, the only one of the countries in the ex-yu region, led by many famous football players, who are carriers of the game in the best European clubs (Modric and Kovacic - FC Real Madrid, Rakitic - FC Barcelona, Mandzukic - FC Juventus, Perisic and Brozović - FC Inter Milan, etc.). Each protest shall be accompanied by a deposit two hundred (200) EUR. If the protest is upheld, the fee will be returned. The protests shall be submitted: within twenty (20) minutes after the end of the match to the EUSA Technical Delegate for the match issues, before the start of next competition day on published results to the EUSA Technical Delegate for the published issues, during the competition to the EUG Competition Commission for technical issues, during the competition to the SCAC for non-technical issues, within seven (7) days after the EUG to the EUSA Executive Committee for the EUG issues. Protests on referee decisions are not allowed, if it is not regulated differently in the ESF/ISF Regulations of the respective sport.
