2 NGQURA CONTAINER TERMINAL 1. Backgrund The Ngqura Cntainer Terminal (NCT) is situated within the bundaries f the Prt f Ngqura and is surrunded by Cega IDZ. The distance between the Prt f Ngqura and majr Hspitals is 56 km s t and fr. Currently, it takes the medical emergency services apprximately 20 minutes t reach the Prt depending n the area frm where ambulance is dispatched. NCT perates 24hurs a day and has rughly 750 emplyees. The terminal has an nsite clinic which perates 24hurs a day. The terminal has develped and implemented a medical emergency prcedure fr emergencies, hwever this has prven t be inadequate as the medical emergency vehicles takes apprximately 20 t 30 minutes t get t the Prt depending n availability f ambulance and frm where the ambulance is dispatched. Due t the reasns mentined abve TPT requires emergency services frm a suitably qualified and cmpetent Service Prvider that will be respnsible fr prviding emergency services 24/7. 2. Outputs T have a dedicated emergency respnse team r vehicle with qualified crew 24/7 T transprt patients frm TPT t St Gerges Hspital r nearest Hspital (depending n the emergency) The emergency persnnel must be able t handle and respnd t all categries f medical emergencies and care (ATLS; ACLS; PALS) The service prvider will wrk clsely with NCT Clinic and the SHEQ Department The service prvider will als be required t ensure that WCL2 frms are cmpleted prperly when dealing with Injury n duty cases. The respnse time shuld nt be mre than 20 minutes. Service prvider t prvide a refresher training f first aiders as and when required Service prvider will be required t visit the Prt at least nce in 2 weeks in rder t familiarize themselves with the Prt areas. An attendance register fr the visit will be signed at the clinic. 3. Minimum Requirements The emergency vehicle shuld be registered in terms f the Rad Traffic Act 1989 and shuld be marked in such a way t indicate the Categry f medical care and transprtatin. The ambulance persnnel shuld be registered in terms f the Medical, Dental and supplementary health services prfessins Act, 1974 (Act 56 f 1974). The paramedics shuld have undergne the fllwing training in rder fr them t be able t manage emergencies: ATLS Advance medical life supprt ACLS advanced cardiac life supprt Crew t be registered with HPCSA Health Prfessins Cuncil f Suth Africa Displays technical experience in medical emergency service minimum f 4 (fur) t 5 (five) years Prf f training fr emplyees, in line with medical emergency services, a minimum f 3 (three) t 5 (five) emplyees Prf f registratin fr COID Prvisin f Medical Emergency Services at the Ngqura Cntainer Terminal Page 2 f 6

3 Persnnel s registratin with Health Prfessins Cuncil f Suth Africa atleast a minimum f three (3) peple Curriculum vitae and cmpetency certificates f ambulance persnnel - minimum f tw (2) persns shall staff the ambulance Cpy f Safety Prcedure (SOP) in the event f an accident/incident Accident/ Incident track recrd ccurred during/whilst perfrming Paramedic Services Vehicle license, registratin and radwrthy certificates (Ambulance) Quality Assurance, Audit reprt r ISO 9001 certificatin r calibratin certificates where applicable Written letters f references frm current and r previus clients, minimum f three (3) letters List f fleet available in Prt Elizabeth, minimum f 4 ambulances and 2 respnse vehicles. 4. Intermediate Life Supprt Services This level f patient transfer and treatment refers t an ill r injured patient requiring limited invasive medical interventin and intermediate life supprt medical care. a) Vehicle 1. The vehicle shall be mdified, adapted and cnfigured as an ambulance, enabling accmmdatin f at least ne stretcher patient. 2. The vehicle shall be registered as an Ambulance with the relevant authrities accrding t existing Acts, rdinances r regulatins. 3. The vehicle shall be clearly marked as an Ambulance n the frnt, sides and rear. 4. Red warning lights and sirens must be fitted t the registered ambulance. 5. The vehicle shall be fitted with a radi r telephnic cmmunicatins s as t prvide cntinuus cmmunicatin with the ambulance cntrl statin. b) Equipment Airway & breathing 4 Adult Oxygen Masks prviding at the least 40% inhaled xygen and tubing; Bag-Valve-Mask Reservir Resuscitatr (Adult) with the range f transparent masks; Oxygen supply, prviding 30 minutes f xygen at the 15 litres per minute minimum; i.e. 1 fixed 10 litre 02 cylinder and gauge minimum; 2 x Nasal cannula fr xygen; 1 x Nitrus xide 50% / xygen 50% premix apparatus cmplete with delivery device; 2 x Orpharyngeal airway N.00 2 x Orpharyngeal airway N.0 2 x Orpharyngeal airway N.1 2 x Orpharyngeal airway N.2 2 x Orpharyngeal airway N.3 2 x Paediatric xygen masks prviding at least 40% inhaled xygen and tubing 1 x suctin apparatus (hand, ft r battery perated) Range f hard and sft suctin catheters 2 x masks + nebulizer type 2 x nenatal suctin catheters N.5 Prvisin f Medical Emergency Services at the Ngqura Cntainer Terminal Page 3 f 6
