6 WLCOM N OUSPNG Chairman Josh O Conner opened the meeting and introductions followed. CONSNT GN Chairman O Conner requested approval for the Consent genda consisting of the October 2018 TCC minutes, the 2019 Meeting Calendar, the CC Committee New Member pproval (Jay Orfield), and the Resolution of Support for NCOT Statewide 5310 Call for Projects application from pple Country Transit. e requested approval of the genda, as well. utumn Radcliff moved to approve the Consent genda and the genda as presented. Brian Burgess seconded, and the motion carried as all were in favor. PUBLC COMMNT George Webb, a resident of the City of sheville, commented that he lives in South sheville and drives endersonville Road, where traffic is often backed up. e raised the point that for the Congestion Management Process (CMP), NCOT numbers are being used, which do not seem to be reflective of the level of traffic on the roadway. BUSNSS Congestion Management Process doption Tristan Winkler reviewed Congestion Management Process briefly. Congestion Management Process (CMP) is a federally required, documented process for urbanized areas with over 200,000 residents. The CMP process requires that alternatives to building new Single Occupancy Vehicle (SOV) roadway capacity be examined in order to promote efficient use of public infrastructure and to maximize benefits from longterm transportation investments. Tristan Winkler shared a short summary of the CMP current draft and noted that the draft document has been posted on the MPO website at for public comment, where it has received a few public comments to date. e also reviewed changes that have been made to the CMP since the previous draft was presented in October, including the addition of more detail on National Performance Measures, the addition of Biltmore venue as a estination Corridor at the request of the City of sheville; the addition of Land Use Recommendations; clarification on research involving transportation network connectivity; and, a map of all Walkable Urban Places in the region. Tristan Winkler explained the difference between mobility and destination corridors. Tristan Winkler explained the link between destination corridors in the CMP and areas of the region considered to be Walkable Urban Places, where more density, transit and promoting active transportation and other TM strategies could be the focus. Other strategies to reduce congestion include providing better roadway network connectivity. Tristan Winkler reviewed growth and congestion patterns and how shifting some of the trips to other modes could promote better use of the infrastructure and reduce the strain on the roadways. Brian Burgess moved to recommend for MPO Board approval the Congestion Management Process document. 7 WNC Regional Trail Concept Overview Tristan Winkler reviewed the WNC Regional Trail Concept (ellbender Trail), which is a high-level concept plan for a 146-mile regional greenway network, consisting of greenway and multi-use path sections that are taken from other existing plans around the region, with an addition of three new links (Clyde to Waynesville in aywood County, owntown Canton, and Weaverville to Mars ill in Madison County) that are not currently in any local plans. e explained that the Regional Trail concept has been discussed at the Prioritization Subcommittee, as well as with local staff since the summer. very local government in the MPO region has had at least one staff member consulted about the idea. Tristan Winkler communicated that MPO staff are requesting direction with regards to further studying this concept in-house to develop a concept plan, design guidelines and policy recommendations to encourage the development of the Regional Trail. The focus of the trail concept is to provide a longer greenway network connecting the region to support economic development, tourism and also transportation and public health for local residents. Tristan Winkler shared the US 19/23 roadway project as an example of implementing one of the future links of the Regional Trail network and he noted the cost effectiveness of building a multi-use path at the same time as the roadway project is being constructed. With all of the local plans already adopted in the region, only 17 miles of the regional trail concept are not included in plans at this time. MPO staff have brainstormed different ideas for branding and he shared that the ellbender trail is the conceptual name. Tristan Winkler shared that the next step is to develop a steering committee and to review how funding could be made available for implementation. e noted that the local match required for bike ped projects often is a barrier for smaller governments and the goal is to develop a way to assist with that expense. utumn Radcliff shared that the steering committee needs to be approved by the Board to generate buy in. Chairman O Conner suggested that potential applicants for the steering committee could be routed through the Prioritization Subcommittee. Tristan Winkler indicated that staff will bring committee roster to the next Prioritization Subcommittee meeting. Lyuba Zuyeva communicated that the goal today is to receive approval for the Regional Trail Concept Framework and to set up the steering committee to further study the concept. Brian Burgess moved to approve the WNC Regional Trail concept framework and to recommend that the Prioritization Subcommittee undertake the review of potential members for the steering committee for the WNC Regional Trail. Ben annemiller seconded and the motion carried without further discussion. French Broad River MPO Board members joined the TCC members for regular updates and information items. RGULR UPTS N NFORMTON TMS Regular updates included NCOT ivisions 13 and 14, and TPB updates. MPO Subcommittee, Staff and Legislative updates were presented, too.
