32 Overview This document reflects transportation projects in the French Broad River Metropolitan Planning Organization (FBRMPO) planning area that were funded through the fifth iteration of the strategic prioritization process (hereafter referred to as P 5.0.) The process to prioritize transportation projects is required by the Strategic Transportation Investments ct, passed in 2012, which mandates a data-driven, collaborative, and transparent process. The purpose of this document is to highlight projects that have been funded through P 5.0. To be clear, this document does not show every project that has been funded either through previous iterations of the prioritization process, federal funds programmed through the MPO, small NCOT improvement programs, or local projects. To note, some of the projects shown in this report will be in a portion of the raft STIP known as the evelopmental Program. These are projects that are not considered committed, i.e., they will have to go through future rounds of prioritization in order to be fully funded. owever, environmental and feasibility work is likely to begin on these projects. In this report un-committed projects are highlighted and show a draft right-of-way date as FY 2026 or later. For the final step in this process, the MPO will take the raft Transportation Improvement Program (TIP) for public input before official adoption in the Spring/Summer, owever, as these projects progress into the design phase FBRMPO staff will work to communicate local and regional expectations for these projects to NCOT and consultants. MPO staff would like to thank the MPO TCC, Board, Prioritization Subcommittee, Citizens dvisory Committee, NCOT Staff, and members of the public who participated in the process to help prioritize transportation projects for our region.

40 OVERVIEW number of transportation projects in the French Broad River Metropolitan Planning Organization (FBRMPO) will be delayed in order to assist the State with balancing funds in the State Transportation Improvement Program (STIP.) This document provides an overview of the projects known to be delayed at the behest of NCOT. WY RE PROJECTS BEING ELYE? In general, construction costs have skyrocketed throughout the State, causing initial estimates to be well below actual costs. While NCOT generally builds in contingencies and cost overruns into project budgets, the increase in construction costs have been to such an extreme that NCOT has now gone to the measure of delaying projects in order to maintain an acceptable funding balance. In our region we have had several local and regional projects significantly increase in cost and some projects have received no offers when they have gone out to bid. WT S BEING ONE BOUT IT? In order to reduce the number of projects that would go from committed to un-committed, NCOT, at the recommendation of the P 6.0 Workgroup, has increased the committed window. What s the committed window? In previous iterations of the prioritization process, projects with ROW in the first five years of the STIP were considered committed, i.e., they would not need to go through prioritization again in order to be fully funded. Projects outside of that window (with ROW in years 6-10 of the STIP) could be studied but would need to go through the prioritization process again to be fully funded. s of late, 2018, NCOT change the committed window to be projects with ROW programmed in years 1-6 of the STIP (one additional year.)
