14 MINUTES OF MEETING: The meeting with Project Director Col. Rajeev Sood NHAI, PIU on dated 11/06/2015 at PIU office Amravati. During the meeting he discussed about the progress of Operation & Maintenance work on the project highway. He also instructed about the improvement in Monthly Progress report. The report of excess toll amount from 24/04/2008 to 31/08/2011 has been submitted to the NHAI PIU Amravati by our Traffic and Transport Engineer Mrs. Laxmi Menon. The Project Director Col. Rajeev Sood instructed to rectify the water blockages on the project highway in this matter we inspected the roadway with concessionaire and clear the median drain chambers for the smooth disposal of water. He also instructed to make such arrangement to reach the ambulance at the accident spot within 10 minutes to provide the medical facilities to the accident victims in time. In this matter we informed to the concessionaire to follow strictly. The concessionaire ensured to follow the instructions he also told us in case if the location of accident is far away then he will inform to the nearest hospital where the ambulance facility is available. The meeting with concessionaire engineer on dated 25/06/2015 and visited the site to inspect the operation and maintenance work on project highway. Page 14
15 PROGRESS REPORT OF OPERATION AND MAINTENANCE WORK IN THE MONTH OF JUNE-2015 The work of median kerb painting has been done from CH to The repairing work of filling the pot holes has been done at CH66+300, , , LHS, Median. The Repairing work of W beam metal crash barrier done at ch LHS, LHS and LHS. The work of RCC crash barrier painting done at CH LHS, RHS. The work of Fixing cat eye on the sharp curve has been done at (Ch: ,75+000, , LHS). The work of fixing MS railings has been done at CH RHS and RHS. Water blockage problem rectified at CH to , to RHS and to RHS. Maintenance of Tree guard (Avenue plantation) is in progress at site. The Maintenance work of delineator, Hazard marker, object marker and Traffic bollard is in progress at site. Fixing of missing RCC cover block over RCC drain has been done at CH to (RHS). Page 15

31 Report of site visit of Traffic & Transport Engineer (Mrs. Lakshami Menon) 1.0 Road safety Audit Report This report presents the findings of road safety audit conducted on 12 th June 2015 on the Kondhali- Talegaon section of NH 6. The audit team consisted of the following members: 1. Mr. Hemant Kumar Pandya, Team Leader 2. Ms. Lakshmi J Menon, Traffic and Transportation Engineer 3. Mr. Jitesh Choudhary, Asst Bridge Engineer 4. Mr. Babarao Rajuskar, Asst. Highway Engineer The objective of the audit was to assess the safety requirements of the roadway which is being maintained by the concessionaire. Operation and maintenance activities were reviewed. The condition of road and traffic control devices was surveyed. Accident spots were examined to assess the cause and to suggest probable prevention measures if warranted. 1.1 Traffic flow and Speed The project road caters to its intended function of providing conditions commensurate to national highway standards for smooth flow of traffic. The traffic flow is uncongested throughout the project stretch. The smooth free flowing traffic condition, however, seems to encourage over speeding. This was observed during the survey and is also evident from accident reports. An accident spot is highlighted in Figure 1-1 where skidding occurred due to over speeding. The alignment has an up-gradient with curves before (Figure 1-2) and after the minor bridge. Sufficient signages are provided in the form of single chevrons, object hazard sign and curve warning sign. These may be augmented by providing a speed limit sign showing the design speed of the curve. Page 31

33 1.2 Road surface, carriageway markings and shoulder condition The road pavement and carriageway markings are generally in good condition throughout the project road. However, earthen shoulders are not maintained well at many stretches on the project road (Figure 1-3). 35 1.4 Road Signage Road signage posts on the project stretch need painting. Damaged sign posts need to be replaced ( Figure 1-5 ). Figure 1-5 Signage post at starting of Ghat section. 36 1.5 Maintenance of delineators Maintenance of delineators (roadway indicators, hazard markers and object markers) is not done properly. Circular reflector s are found worn out or missing on roadway indicators. The indicator posts are bent out of shape at some places. At some places the concrete used to hold them to the ground has given away. Figure 1-8 shows a hazard marker which had worn out reflector sheets. This has been painted instead of being replaced. Triangular object markers with triple red reflectors are installed on median openings and traffic islands. Damaged object markers need replacement.
