Transportation System Plan - Lists CP To Mayor & City Council for 9/14/2017 Study Session From Carla Angeli Paladino, CFM, Principal Planner Date September 7, 2017 COUNCIL DIRECTION Staff is asking Council to review the materials and identify any questions or comments related to the information. A series of meetings with Councilors, citizen appointed representatives from each ward, and staff are scheduled in order to discuss the various components of the Transportation System Plan (TSP) project in more detail. PRESENTATION OUTLINE Introduction and Presentation Matt Brinkley and Carla Paladino Discussion and Direction Mayor and City Council OVERVIEW On August 10, 2017, the Council was presented the draft goals and objectives for the project outlined by the Citizen Advisory Committee (CAC) and modified by both the Bicycle and Pedestrian Advisory Committee (BPAC) and the Planning Commission (PC). On August 29, 2017, staff hosted the project s first public open house to discuss these elements with the public. Comments received from those in attendance will be incorporated into the document and further refined. The goals and objectives help inform what elements of the transportation system are important to the community and influence how future projects will be ranked for construction. The TSP must be financially constrained meaning the projects to be constructed are tied to a revenue source that has been estimated over the 20 year planning period. The Engineering Department calculates the projected revenues over the planning period from the following sources: - State Gas Tax - Street Utility Fees - System Development Charges

The project list over the planning period will outnumber the available funding, therefore, it must be determined which projects are funded and within what timeframe they will be constructed. The projects will be separated into Tier 1 and Tier 2 categories. Tier 1 projects are funded while Tier 2 projects are not funded. The lists provided have been placed into corresponding tiers by the City s consultant. Page 2 of 3

3 Transportation System Plan update ( List) CP September 7, 2017 Kittelson and Associates, the City s consultant on the project, has been working with staff on identifying which streets in the system need upgrades based on the technical analysis and data collected for the plan. The project lists generated include carry over projects from the current TSP and new projects to be evaluated for future consideration. The lists include the following types of projects: safety projects addressing high crash rate locations and other safety factors, known and identified congestion problem locations, intersection improvements, roadway projects, and bicycle and pedestrian projects to encourage other transportation modes. The final list may also include those projects identified from the Regional Transportation Plan and County and State projects within the City s jurisdictional boundaries. The attached lists show the projects and their preliminary ranking. The list will be separated by wards in order for Councilors to identify specific projects within their boundaries and to weigh those projects with others needed throughout the community. The projects will be presented and reviewed by the various citizen committees involved in the TSP plan including the Technical Advisory Committee (TAC), Citizen Advisory Committee (CAC), Bicycle and Pedestrian Advisory Committee (BPAC), and Planning Commission. Planning and Engineering staff will gather feedback from the public on these projects through an on-line survey and additional public open houses to be held in each ward over the next six weeks. After this information is gathered and analyzed, the Council will have more information to make decisions on ranking all the projects.
