DECLARATIONS OF INTEREST: None : SEVEN ITEMS FOR CONSIDERATION: APPROVAL TO ASSUME MILLCROFT PHASE 2F SUBDIVISION, REGISTERED PLAN 20M- 922 Assume the subdivision referred to as Millcroft Phase 2F registered as Plan 20M-922, File /87 (2F); and Accept all works and services under the jurisdiction of the City within the subdivision to become the property of the City of Burlington; and Notify the Region of Halton of this assumption; and Release Subdivision Agreement Instrument Number HR except for the following: Conditions 38 (a) to (e) inclusive, affecting all lots and blocks and condition 38 (f) affecting lots 3 to 28 inclusive; and Authorize the City Solicitor to prepare any necessary documents and authorize the Mayor and City Clerk to sign them; and

(E-6-12) APPROVAL OF LOCAL IMPROVEMENTS TO GOODRAM DRIVE, ELM CRESCENT AND OAK CRESCENT MINOR RECONSTRUCTION Pursuant to Ontario Regulation 586/06 of the Municipal Act 2001, the concrete curb and gutter on Elm Crescent and Oak Crescent be constructed as local improvements under Section 8 Application to Ontario Municipal Board as set out in engineering department report E-02-12; and Pursuant to Section 8 of Ontario Regulation 586/06 the City of Burlington apply to the Ontario Municipal Board for approval to undertake the construction of concrete curb and gutter on Elm Crescent and Oak Crescent as a local improvement; and Authorize the City Clerk to prepare the necessary by-law to undertake the construction of the curb and gutter as a local improvement upon receipt of the Board s approval; and Approve the Goodram Drive Area Reconstruction Project at a total amount of $2,086,000 and financed from Capital Order No. RL0189 as follows: Debentures-Property Owners Share 26, Debentures-Tax Supported 146, Federal Gas Tax 1,913,400 TOTAL $ 2,086,000; and

3 3 Present the necessary by-laws to Council for consideration; and Direct the City Clerk to advertise the required by-laws at the direction of the Director of Engineering; and Authorize the Mayor and City Clerk to sign all required documents. (E ) APPROVAL TO INITIATE THE LOCAL IMPROVEMENT PROCESS FOR THE FIRST STREET, BEAVER STREET, MARKET STREET AND GREEN STREET RECONSTRUCTION PROJECT, CONTRACT Pursuant to Ontario Regulation 586/06 of the Municipal Act 2001, the respective improvements on First Street, Green Street, Beaver Street and Market Street, be constructed as local improvements as set out in engineering department report E-12-12; and Approve the total amount of $1,440,000 to be financed from Capital Order No. RL0193 as follows: Non tax supported debt Property 36, Owners Share Capital from Current 410, Local Infrastructure Funding IR 994, TOTAL 1,440,000.00; and Present the necessary by-laws to Council for consideration; and Direct the City Clerk to advertise the required by-laws at the direction of the Director of Engineering. (E-12-12) APPROVAL TO IMPLEMENT THE CYCLING MASTER PLAN ON GUELPH LINE, WALKERS LINE, APPLEBY LINE AND BURLOAK DRIVE (BETWEEN NEW STREET AND LAKESHORE ROAD) Retain the current lane configuration, including on-road bike lanes, on Guelph Line between New Street and Lakeshore Road; and Reconfigure Walkers Line between New Street and Lakeshore Road to include two through lanes, a centre two way left turn lane and buffered on-road bike lanes; and Reconfigure Appleby Line between New Street and Lakeshore Road to include two through lanes, a centre two way left turn lane and buffered on-road bike lanes; and

4 4 Implement no parking anytime on Walkers Line from New Street to Lakeshore Road and on Appleby Line from Spruce Avenue to Lakeshore Road as per Appendix A of transportation services department report TS-3-12; and Approve the expenditure of $45,000 from capital order SW0055 to implement the pavement marking changes to accommodate the lane re-configuration in transportation services department report TS-3-12; and Implement the above initiatives for the cycling master plan on Guelph Line, Walkers Line, Appleby Line and Burloak Drive (between New Street and Lakeshore Road) as a pilot project for two years and report back to the Community Services Committee on the results. (TS ) APPROVAL OF ANNUAL ROAD CLOSURE OF KING ROAD FOR A PERIOD OF UP TO 3 WEEKS FROM 1865 KING ROAD TO MOUNTAIN BROW ROAD Authorize the Director of Transportation Services to close King Road for a period of up to 3 weeks annually in March/April from approximately 1865 King Road to Mountain Brow Road. (TS ) APPROVAL OF THE PUBLIC ART PROGRAM ANNUAL REPORT Authorize $25,000 to be transferred from the Public Art Reserve Fund (account ) to capital order BD0035, contingent on increased funding by a external donor, for the increase in scope for the commission of the Burlington Performing Arts Centre piece, as outlined in parks and recreation department report PR-1-12; and Authorize up to $25,000 to be transferred from the Public Art Reserve Fund (account ) to create a capital project account to support the commissioning of public artwork for the Plains Road project, contingent on matching funds from an external party, as outlined in parks and recreation department report PR-1-12; and Authorize $35,000 to be transferred from the Public Art Reserve Fund to capital order SW0072 to support the commissioning of public artwork for the Alton Campus project, as outlined in parks and recreation department report PR-1-12; and Authorize the Mayor and City Clerk to enter any agreements prepared to the satisfaction of the General Manager of Community Services, City Solicitor, and Director of Parks and Recreation, required to support the projects outlined in parks and recreation department report PR (PR )

5 5 APPROVAL TO PROCEED WITH THE NECESSARY WORK TO REHABILITATE THE DRURY LANE PEDESTRIAN BRIDGE Authorize the Director of Engineering to proceed with the necessary work to rehabilitate the Drury Lane Pedestrian Bridge; and Charge the total estimated project cost of $380,000 to capital order RA0177 and to be financed from the capital from current. (E ) THREE STAFF DIRECTION(S): DIRECTION TO DEVELOP AN EVALUATION FRAMEWORK TO DETERMINE THE CONSTRUCTION OR REPLACEMENT OF NON-ROADWAY BRIDGES AND UNDERPASSES TO CROSS RAILWAYS AND WATERWAYS Direct the Director of Transportation Services to include, in the development of the new Transportation Master Plan, an evaluation framework for determining when the city should construct or replace non-roadway bridges and/or underpasses for pedestrians and cyclists to cross railways, highways and/or waterways. (Councillor Sharman) (SD-3-12) DIRECTION TO PROVIDE A LETTER REQUESTING THE TRANSFER OF WATERLOTS AT LASALLE PARK TO THE CITY OF BURLINGTON Direct the Mayor s Office to provide a letter to Mike Wallace, MP outlining Council s request that the Federal government consider the opportunity to transfer the water lots at LaSalle Park to the City of Burlington, as part of the review of the Hamilton Port Authority role and responsibilities, including the statement that the City of Burlington is prepared to accept all responsibilities associated with these waterfront lots. (Councillor Craven) (SD-4-12) DIRECTION TO CONTACT HANSON BRICK REGARDING PUBLIC ART DONATION Direct the Director of Parks and Recreation to contact Hanson Brick regarding the possible donation of public art pieces to the City of Burlington. (Councillor Lancaster) (SD-5-12) THIRTEEN ITEMS FOR RECEIPT: Receive and file the following thirteen items, having been given due consideration by the Community Services Committee: PowerPoint presentation by Bob Jurk, Senior Project Leader, Engineering Department, regarding local improvements to Goodram Drive, Elm Crescent and Oak Crescent minor reconstruction. (CC-3-12, February 8, 2012) DELEGATION(S): Report recommending approval to implement the Cycling Master Plan on Guelph Line, Walkers Line, Appleby Line and Burloak Drive (between New Street and Lakeshore Road). (TS-3-12, January 5, 2012, Item 4) Joanne Ross Keizer, Ward 2, Resident, Burlington, appeared to speak in support of staff s recommendation to implement lane reconfigurations on the streets mentioned within the report. Keizer identified speed of traffic as a great concern for residents and stated that the issue should be addressed. The proposal to alter the lanes in the areas identified in the report will make a big difference in promoting road safety. (CC-3) Eleanor McMahon, Share the Road Cycling Coalition, appeared to provide background information on the Share the Road Cycling Coalition as well as various statistics relating to cycling and road safety. The organization supports the staff recommendation to include bike lanes on arterial roads as they encourage livability and promote road safety. In discussions with the community, McMahon mentioned that both cyclists and motorists are encouraging the use of bike lanes, both on and off road. (CC-4) Report recommending approval to proceed with the necessary work to rehabilitate the Drury Lane pedestrian bridge. (E-11-12, December 20, 2011, Item 7) Romona Canney, 2339 Brinell Ave, Burlington, appeared to request that committee approve the repairs to the Drury Lane pedestrian bridge. Canney also encouraged staff to consider surveying the use of the bridge before 8:00 a.m. and after 5:00 p.m. as that is when the bridge is most used by the neighbourhood residents. (CC-5) Sarah O Hara, 2261 Glenwood School Drive, Burlington, appeared to speak about the access and tradition the Drury Lane pedestrian bridge provides her community. O Hara mentioned that people use this bridge to move safely from her neighbourhood to the business section of Fairview Street including easy access to the Burlington Mall, library, YMCA, and other places without having to take the longer route of Guelph Line. O Hara also stated that the bridge is a landmark that helps to define her neighbourhood and the loss of this bridge would be unfortunate. (CC-6)

8 8 Steven Kopysh, 924 Orpha Street, Burlington, appeared to speak in support of staff s recommendation to repair the Drury Lane pedestrian bridge. Kopysh has been a resident of the area for over 44 years and has identified his neighbourhood as peaceful and secluded. Kopysh believes that his community will continue to move into isolation if the bridge is not repaired and states that it provides a safe way to access businesses and schools. New development in the area encourages the need for this bridge to be repaired and requests that the committee not force the residents in the area to use their cars. (CC-7) Lisa Hayes and Olivia Hayes, 2348 Brinell Avenue, Burlington, appeared to speak on behalf of the youth and cyclists using the Drury Lane pedestrian bridge. Both stated that not only is cycling an important physical activity, but it is also environmentally friendly. References to the strategic plan were made regarding the promotion of vibrant neighborhoods and a prosperous Burlington. Both also stated that there are no other safe options for the residents using this bridge. Olivia mentioned that there are a number of students at her school that depend on this bridge as there are no buses available in her area and that she looks forward to crossing the bridge when she attends high school. (CC-8) Alicia Lovatsis, 2303 Fassel Avenue, Burlington, appeared to speak as a resident who uses the Drury Lane pedestrian bridge daily. Lovatsis requested that staff take some additional time to look at other options to replace the bridge as it is important to the residents. Lovatsis also identified the need to survey the use of the bridge outside the regular 8:00 a.m. to 5:00 p.m. hours. By not repairing the bridge, Lovatsis stated that the independence of this unique community would be compromised. (CC-9) Jody Kirkwood, 2333 Fassel Avenue, Burlington, appeared to speak in support. Kirkwood mentioned that the neighbourhood is suffering from isolation and that their only connection to the south central part of the ward is through the Drury Lane pedestrian bridge. Kirkwood mentioned that not everyone in the area drives a car and uses the GO station there are residents who are unable to walk the distance without the bridge. (CC-10) Angie Banting, 2360 Vassel Avenue, Burlington, appeared and read a letter from her son, Grant, as he was ill and not able to delegate this evening. Grant s letter has been received and filed. (CC-11) Paolo Valenti, 2283 Glenwood School Drive, Burlington, appeared and apologized to the committee for his inappropriate remarks made at the last committee meeting and in support of staff s recommendation to repair the Drury Lane pedestrian bridge. Valenti mentioned that the longer the bridge stays closed, the higher the safety concerns for the nieghbourhoods children crossing the railway tracks to access Fairview Street. Valenti stated that the bridge provides access into and out of the communities around the railway tracks. He understands that staff has a responsibility to look at other options, but indicates that the other options are unreasonable and have high liability. (CC-12)

9 9 Tanya Mais, Resident, Ward 2, Burlington, appeared to speak in support of staff s recommendation. Mais stated that the bridge saves people time and acts as an easy access to local resources, especially for the aging residents. Businesses value the community and understand the need for the bridge. (CC-13) COMMITTEE REMARKS: Mayor Goldring announced that Statistics Canada has released the 2011 census data. Population numbers for Halton Region (501, 669), Burlington (175,779), Oakville, (182,520), Milton (84,362) and Halton Hills (59,000) are all available on their website at STAFF REMARKS: Scott Stewart, General Manager of Community Services, provided a verbal update based on the written update on the Brant Street Pier Project.
