1 Welcome to the Trsportation System Pl Update Open House #2! June 15, 2017 What is the Trsportation System Pl? The Trsportation System Pl (TSP) is a long-rge document that guides the expsion d operation of our trsportation network for all modes of travel over the next 20 years. The City s current TSP was adopted in 1999 d is currently being updated to reflect the latest community vision, infrastructure systems, d growth projections. These include new roadways to support future development, highway crossing improvements for pedestris, a network of trails to make walking d biking more comfortable, strategies to help support d expd trsit service, d much more. for construction of future projects will be limited. You are invited to browse this open house, discuss the recommendations with the project team, d tell us which projects should be the highest priorities. This hdout includes descriptions of the proposed projects for inclusion in the TSP. Use this information d the separate comment form to tell us what you think about the proposed projects. 2 Recommended Solutions The tables d figures in this hdout describe the recommended solutions for s trsportation system through the year Solutions are presented in four categories (order does not imply priority): 1. Active Trsportation (i.e., walking d biking) 2. Safety 3. Connectivity d Congestion 4. Trsit Each solution was assigned a primary funding source for plning purposes (City, County, ate, or Development), although such designations do not create y obligation for funding. is ticipated to have about $5.5 million to spend on trsportation projects through the year The evaluation ratings shown in the tables are the project team s assessment of how well each project meets the Trsportation System Pl goals developed with the Citizen Advisory Committee. Active Trsportation Active trsportation investments provide safer designated space for walking d biking that makes travel by these modes more comfortable d attractive in. For eastbound traffic, provide a shared-use path adjacent to the highway from South 14th reet to South 16th reet or install rumble strips along fog line between South 15 th reet d South 16 th reet to protect people on bicycles from off-tracking truck traffic through the curve. 26th reet north to Reservoir Avenue $187,000 City (Parks) Medium Park Master Pl (2012) North of the Highway at 26th reet to West Hills Road; this 8 ft. wide hard surface trail would run approximately 1.36 miles; going north of Highway 20/34 to the railroad tracks then NE along the south side of the railroad tracks to the intersection of Reservoir Avenue d West Hills Road. Hunsaker Trail south to Chapel Drive d North $69,000 City (Parks) Medium Park Master Pl (2012) This 8 ft. wide hard surface trail would run approximately 0.5 miles along the western brch of Newton Creek through the City Park d connect with other new shared-use paths connecting to Chapel Drive, Plymouth Drive, d Applegate reet. Industrial Way to N. 9th reet $79,000 City (Parks) Medium Park Master Pl (2012) The northwest quadrt of the City would benefit from a trail from Industrial Way (city park property) west along the ripari corridor to N 9th reet. This trail would feed into a north/south trails system on N. 12th that would serve this developing area d bicyclists on West Hills Road. Approximate length of.57 miles. P a g e 4 Open House #2 Hdout

This path will run from Pioneer reet to connect with West Hills Road; it is to be coordinated with possible Benton County bike paths d will intersect with the possible park d the east/west path that would run into 9th reet, thereby avoiding the steep elevation chges on that street. The overall length of this north/south leg is 0.89 miles. Southside bikeway: Bellfountain Road to Marys River Park $292,000 City (Parks) Medium Park Master Pl (2012) This path will run from Bellfountain Road, through the Lowther Property then to Marys River Park. The overall length of this south leg is 2.11 miles. Sidewalk d Bike Route Pioneer reet Safe Routes s (Adelaide Drive to 9th reet) $80,000 City Low Pl 2011 Install 310 feet of new sidewalk on north side of Pioneer reet between 7th reet d 8th reet, install seven new curb ramps, install four new crosswalks, install shared le markings along Pioneer reet between Adelaide Drive d 9th reet SW-3 / SR-5 SW-5 / BL-2 Up-1 Sidewalk d Bike Route Pioneer reet Safe Routes s (9th reet to 13th reet) $25,000 City Low Pl 2011 Repair or replace heaved d damaged sidewalk on the north side of Pioneer reet between 10th reet d 11th reet, install five new curb ramps. 7 Safety Safety projects are motivated primarily by a documented crash history or reported concerns. These projects seek to create a safer trsportation system d reduce the harm done by vehicle collisions. Before a signal c be installed, engineering investigation must be conducted or reviewed by the Region Traffic Mager who will forward intersection traffic control recommendations to ODOT headquarters.
