6 Criteria Transportation & Mobility Criteria: FOUNDATIONAL: Governmental purpose. The proposed use of the bond proceeds is for a governmental purpose. 10-Year Useful Life. The proposed use of the bond proceeds must be a capital expense and have an expected useful life of at least 10 years. Project Readiness. Projects should be able to reasonably demonstrate they can be completed and or show that an independent phase can be completed within five years. Critical System Need / Deferred Maintenance. Project critical to capital rehabilitation/replacement or addresses a critical system need. Equity: Project located in/adjacent to neighborhood of need according to neighborhood equity index 6
7 Criteria Transportation & Mobility Criteria: OTHER CONSIDERATIONS: 1. Advances the completion of a network need (i.e. bike, sidewalk, etc.) and helps to achieve a high return on investment for the system as a whole. 2. Demonstrates a furthering of identified Citywide plans, goals or visions. (Decrease SOV commute trips, increase walk/bike commute share, zero traffic deaths). 3. Improves safety and specifically addresses negative patterns demonstrated through data. 4. Improves access to existing transportation/network assets and services like transit. 5. Acknowledges space limitations and moves more people within the existing roadway footprint. 7

Demonstrates existing momentum/widespread support, leverages other funding, or capitalizes on a window of opportunity. 7. Addresses the access and affordability needs of our most vulnerable populations (People friendly streets for children, elderly, disabled, low income, families, etc.). 8. Removes physical barriers between communities and promotes access to healthy food, active lifestyles, and new opportunities. 9. Enhances economic opportunity, neighborhood revitalization, and enables economic mobility. 10. Has the ability to be transformational if replicated citywide (e.g. technology) or demonstrates synergy with other projects. 8

11 Prioritization Methodology and Deliberation Transportation & Mobility Prioritization Process: Phase 1 Phase 2 Phase 3 Build two tiers (consensus) Round one - each member identified a Tier 1 project, resulting in a $367m bucket. Round two - resulted in a 209m Tier 2 bucket.
