Dominic Scali, Nancy Schrum, Chris Trumbauer, ACTION ITEMS ARE IN BOLD Opening Remarks (Jon Korin) Meeting began at 11:10 a.m., Tuesday, December 13, 2016, at Heritage Building, 4 th Floor, Severn Room, 2664 Riva Road, Annapolis. Jon Korin opened meeting, welcomed attendees and guests. Introductions. Sign in sheet for guests. Office of Planning & Zoning Larry Tom Every ten years the County General Development Plan is updated. Goals are that the new one will be more integrated with no decrease in multi-modal usage. The plan is to be updated during late 2017 and 2018, with adoption in Recent hiring of Transit Officer Ramond Robinson demonstrates County commitment toward multi-modal transportation. Need agencies working together administratively. Budgetary constraints always a factor. There is only so much revenue and lots of demands so allocations have to be strategic. Design standards can be done administratively, but certain changes like Adequate Public Facilities (APF) need legislative approval for bike/ped accomodations. Bike Geographic Information Systems (GIS) Demo: Shawn Wampler, GIS Coordinator, City of Annapolis Presentation on how the system works and information being captured under a regional program funded by the Baltimore Metropolitan Council (BMC). Working on data within city limits. Michael Rice is doing GIS mapping for Anne Arundel County. Commission members are encouraged to put in comments to increase accurate data and get existing data correct. Will send Commission link so members can review. Shawn attends the Maryland Geographic Conferences to share ideas with others doing similar work and make systems interconnected. Page 1 of 5

2 Parole Bike Routes Cannot safely bike to many destinations such as Parole Town Center and Harbour Center. Example of the gaps in bike trails/roadways and lack of interconnection. Lots of gaps in the area. Working Lunch Thank you Jon Mayer for arranging room and lunch. Bike AAA had their annual meeting on November 17 th. There was a panel on bike safety and preventing crashes, but if one happens, what you should do. o Life Line 100 a great success. About $21,000 raised for county non-profits and distributed. o Approximately 60 people attended. Bacon Ridge off road mountain bike trail near Crownsville, MD. Had approximately 130 citizen volunteers working on constructing trail. City of Annapolis 2018 Budget Letter The draft letter was approved to be submitted to City of Annapolis leadership. Projects Update Near-term DPW Projects in CIP Rudy Holley H563901, B&A to AACC at-grade Connector. A design contractor will complete the design in 2017 and construction should commence in The following DPW projects include shoulder additions and are possible candidates for bike lane markings: B567801, New Cut Road Culvert (between Upton Road and Pasture Brook Road): shoulders will be added to the road section as part of the culvert replacement H387902, Hospital Drive Ext. (from Fox Chase to Elvaton Road): new road connection, shoulders be will part of the road H428001, Sands Road Bridge Replacement (over Wilson Owens Branch): shoulders were added to Sands Road over the bridge and approaches H461001, Cape St. Claire Road: a hiker / biker trail and road shoulders were constructed as part of the project (almost completed.) H512802, MD 214 / MD 468: shoulders are being added to the road H535001, Chesterfield Road Bridge Replacement (over Bacon Ridge Branch): shoulders are being added over the bridge (replacement, under construction.) Odenton Town Center Blvd: under construction, a 10' wide hiker / biker trail is part of the design / construction (developer project.) Shoulder additions are critical because in several cases, they eliminate pinch points or the shoulders are in place when further work is done on connecting roadways. Bestgate Road to Eisenhower Golf Course Phase Phase - Xing WB&A Trail Parking Lot Phase 5 (Bridge) 0.05 MD 175 Trail Phase 3 (SHA) 0.97 Phase 4 (SHA) 0.67 Phase 5 (SHA) 1.12 Combined with Phase 3 10/26 TRC meeting. 11/3 SHA prepared metes and bounds for BPW Agenda to convey to AACo. December-construction contract in circulation. Expect construction. 12/5 Design Notice to Proceed, po issued to WBCM, Kickoff meeting coming. Updated progress plans expected April One year till Final plans. Waiting on BGE to move utility. Wanted to construct Fall Construction Construction Eisenhower Golf Course to Waterbury Road Crossing Route 3 joining Phases 1 to 2 Bridge over Patuxent River National Business Parkway to McCarron/Park Reece Road to Llewellyn Avenue Disney (MacArthur) to Reece Patapsco Greenway Exchange PALS Project 12/13 Student project reveal at Arundel Center. BWI to Grist Mill Trail, Partnership w/hoco Chart Information submitted by Dawn Thomas. At-grade connector B&A Trail to AACC/Broadneck Trail, $200, Bikeways grant John Mayer obtained grant. Is there a way to identify and work on more grants with County departments? County Transit Planning Ramond Robinson, AA County Transit Coordinator Introduction and overview of position and strategies. New position with Planning & Zoning. How to provide connectivity using multi-modal system. Bringing ideas from other cities. Ramond emphasized the importance of intermodal transportation such as bike racks on buses and at transit stations. Currently there is a need for increased bike facilities. 5 Shouldered Road; Repaving List Nestor Flores Boulters Way bike marking is scheduled to be started as soon as possible, weather permitting. Markings will be similar to Rt City of Annapolis plans bike lanes on the repaving project for Chinquapin Round Road Objectives Citizen members to get involved with initiatives to move Commission goals forward. Will determine responsibilities and scope during next meeting. Infrastructure Build out network: trails, on-road Richard Ensor volunteered to work on this initiative. Complete Streets Start the Working Group and update Design Manuals and other processes Brian Biddle has previously agreed to work on this initiative. Legislative Package APF to include bike/ped; other? Ernest Freeland, Michael Golden, Rick Watts and Cynthia Wyatts volunteered to work on this initiative. Dave Helmicki offered to guide through process. Adequate Public Facilities (APF) to include bike/ped. Transportation Plan / GDP (See comments by Larry Tom on timing.)
