ROUTE 22A CORRIDOR STUDY Final Report Appendices Appendix D Crash Analysis May 2012
Rutland Regional Planning Commission, Vermont Orwell, Benson, West Haven & Fair Haven, Vermont Broadreach Planning & Design/Stantec
Note Single Vehicle crashes at driveways and angle type crashes at Route 73 intersection. Looking south from Route 73 at undefined access to store on northwest corner and dip in Route 22A roadway which influences sight distance. Looking south from Cook Road to top of hill approximately 300 feet away which severely limits sight distance. Note Single Vehicle crashes at driveways, Rear End crashes at driveway at bottom of hill and Angle crash at intersection. Where Rear End crashes occurred there is limited sight distance due to hill.
Note Single Vehicle and Head On crashes at driveways and note the Single Vehicle crashes on horizontal / vertical curve. Looking north toward curve and warning sign too close to curve to allow reduction in speed from 50 MPH speed limit to 35 MPH advisory speed. Looking south along east edge of roadway within curve. Looking south where Route 22 A curves to left and driveway to right. Looking south toward curve.
Note Single Vehicle Crashes and one Head On crash. Roadway conditions may have contributed to these crashes. Note Single Vehicle crashes near intersections and driveways and Rear End crash in vicinity of public wildlife management area. Note also pavement affected by adjacent wetland area. Looking south at Coates Hill Road. Note no street sign.
Note crashes in vicinity of store on northeast corner of Route 144 intersection including Rear End type which may have resulted from lack of definite access points and speed. Looking north from Route 144 beyond undefined access to store. Looking south from Route 144 to crest near Hullet Hill Road. Looking north from crest of hill toward Route 144 intersection. Looking south from Hullet Hill Road. Note Single Vehicle crashes at driveways likely due to higher speeds and longer travel distance during reaction time.
Note Single Vehicle and Rear End crashes at access to fields and Angle, Rear End, and Single Vehicle crashes at Lake Road intersection. Speed on downgrade likely contributes to crashes. Figure 1 Sight line from Lake Road looking north uphill to crest. Looking south from Lake Road. Note Rear end crashes near driveways and head on crash within roadway curve where passing is allowed northbound. Looking north within the curve. Southbound advisory speed limit of 40 MPH is posted (50 MPH speed limit) in advance of curve. Note limited sight distance southbound. Looking south within curve and northbound passing zone.
Note Single Vehicle crashes near driveway likely due to higher speeds and longer travel during reaction times and possibly due to driveway hidden by vertical curve. Note single vehicle crash near driveway and multiple single vehicle crashes within reverse curve at stream crossing. See photos below of curves and crossing. Looking north at stream crossing where guide rail appears to narrow the travel way. Looking north along right edge of pavement where vehicles track outside the paved shoulder. Looking south back to beginning of curve. No warning signs are posted in advance of this curve.
Note Single Vehicle crashes at driveways likely due to higher vehicle speeds and longer travel distances during reaction time. Note the wider shoulder on Route 22 A at Main Road intersection and lighting on Main Road. Note only one Single Vehicle crash at Main Road despite high speed of through traffic bypassing left turn vehicle on shoulder. Other crashes to north within merge following truck climbing lane.
Note variety of crash types within 44 foot curb to curb roadway under 30 MPH speed limit. Photos below show typical view looking south. Route 22A looking south along east curb line. Route 22A looking south along west curb line. The 44 foot curb to curb width would accommodate a 3-lane section including a center turn lane or two-way center turn lane responding to rear end crashes and sideswipe crashes.
Note alternate circulation routes around park, wide pavement areas, long pedestrian crosswalks, angle parking, and absence of northbound left turn lane onto Route 22A at Route 4A split. Note Head On crash at bottom of 14% grade below RR crossing where two crashes occurred. Also note residential area to south with homes close to roadway and no sidewalk.
Panoramic set of four photos looking south on Route 22A / 4A. Looking north toward at grade rail crossing Looking northwest from Route 4A to Route 22A. Looking north toward Routes 22A and 4A split. Note no northbound left turn lane and adjacent parking lane. Looking northeast from Route 22A to Route 4A. Looking south toward RR crossing at top of 14 % grade from Route 4A at stop line.
