David C. McMahon, AP As everyone is aware, we had some extraordinary weather events this past month. The April 16 storms raged across more than half our state, from near Winston-Salem to the Outer Banks. The National Weather Service has identified 26 tornadoes that touched down across North Carolina. Damage estimates continue to come in, but Gov. Beverly Perdue said the latest figures show that nearly 6200 homes were damaged in the storm and more than 400 were destroyed. About 5000 of the damaged homes were in Wake County, where a twister made a direct hit on downtown Raleigh. National Weather Service meteorologist Jeff Orrock, and RSPS Weather Course instructor, evacuated the weather service s office on N.C. State University s Centennial Campus and headed for a stairwell in the building after warning everyone to take shelter. Please let me know if any of our members suffered any injuries or property damage and any way that we in RSPS can assist. We had a very entertaining speaker at our April Membership Meeting, Scott Mason, The Tar Heel Traveler had some great stories from his back roads travels of North Carolina. I believe everyone enjoyed our Italian Night with our new caterer, Custom Catering Creations. Please come join us for a fun-filled and informative Membership meeting in May. Our guest speaker is our very own Tom Kemp, USPS National Manager of Marketing and Development Services and District/Squadron Support. Tom is from our National Headquarters in Raleigh and is a leader within USPS. He has been a key speaker at National Meetings and will share with us several important initiatives going on at the National level including the new pilot program with Brunswick Corporation. National Safe Boating Week will take place May21-27 this year. Lt/C Kevin Lyon, JN will hold vessel exams and inflatable life jacket demos at Rolling View Marina, 3940 Falls Lake Rd., Durham, N.C. from 1000 hrs to 1300 hrs. According to U.S. Coast Guard statistics, over 75% of all fatal boating accident victims drowned and 84% of the victims were not wearing a life jacket. The D27 Rendezvous is scheduled for June at River Dunes, Oriental, N.C., hosted by The Fort Macon Sail and Power Squadron. ( Attached is a detailed information sheet, agenda and registration form. The facility is first rate and the marina will accommodate our boats in a safe, pleasant atmosphere. Although on-site lodging is limited there are plenty of rooms available for land cruisers five miles away in Oriental. The Bow Lights newsletter is published 11 months a year by the Raleigh Sail and Power Squadron (RSPS), a unit of the States Power Squadrons. Mark has been a staff archaeologist with the North Carolina Division of Archives and History/Underwater Archaeology Branch since In 1997, after the discovery of the Queen Anne s Revenge shipwreck, Wilde-Ramsing was appointed Project Director of one of the most significant and exciting underwater discoveries in recent times. Mark will explore with us various underwater sites leading up to the QAR shipwreck. We are planning two fishing trips this year. The first is a saltwater trip to the Swansboro area. Schedule: Friday - Dinner -- 7:00 Nicky's E. Slow Boat Cruise By PC Ed Deyo, SN Boating Events The slow boat cruise is a loop through the Pamlico Sound and eastern portion of the Albemarle Sound and back home via the ICW. It is set at a deliberate pace for make it easy for sailboats, and allows power boaters to sleep in and make the next stop quickly. That s a good thing with the fuel prices sky rocketing. Come join us for the first or last weekend or the whole cruise. We will have a good time. You will need to make reservations at the marinas mentioned in this article. The contact numbers should be in the hyperlinks. Also, let Tommy Dunn know if you are coming and particularly if you are going to Engelhard, so he can make cooking arrangements with the dock master for the right number of people. First scheduled stop is at Ocracoke Island on Saturday May 21. The Bigfoot channel (ferry channel) into Ocracoke is shoaling. The channel remains deep if the markers are respected and you stay near the center of the channel. The current survey of Bigfoot channel by the Corp of Engineers, Wilmington District, can be found on their website. You should make reservations ahead of time at the Anchorage Marina as they often are full on the weekend. The Anchorage has a swimming pool, showers, fuel, water, ice etc. For the more frugal set, the National Park Service Docks are available, (on a first come, first served basis) but they do not have a pool or showers. However, the Park Service has installed new air conditioned bathrooms in their new ferry terminal building. There is a lot to see and do on Ocracoke Island with some excellent restaurants. For the really cheap, you can anchor in Silver Lake. Ocracoke island was named the best beach in the US in The next stop will be an overnight stop (May 23) at Engelhard on the western shore of the Pamlico Sound. The Big Trout Marina is only marina in Engelhard. The inlet has water of 12 May Bow Lights - Page 5 of 20

6 Boating Events feet and the marina depth is 5 feet with 6 feet at the outer docks. The current depth survey for Far Creek (last year) shows ample water in the channel with minor shoaling on the channels edges. In the past, the dock master has cooked seafood for us for at a moderate price. The next stop will be Manteo on May 24 at the Manteo Waterfront Marina in Shallow Bag bay. The Marina is at the heart of downtown Manteo with a shopping center overlooking the marina. There are excellent restaurants in the immediate area along with many shops. Old House Channel with its reversal of channel markers at the intersection with the Oregon Inlet Channel can prove interesting. Old House Channel is shoaling (as usual). The latest survey is on the Corp of Engineers website. Additional surveys are also on the site under Old House. Note that the recommended channel (and waypoints) are not what you would always suspect.. That same page has the information for the channel into Shallow Bag Bay (to the marina.) The next leg of the trip (May 27) will be from Manteo to the Alligator River where the cruise will anchor out before proceeding to Dowry Creek Marina. Follow the markers closely when entering the Alligator River from the Albemarle Sound. The shoal on the western side of the entrance to the Alligator River is extending to the South and East of Marker 8. Follow the markers through the area and not the chart plotter. Cruisernet.net recommends following the eastern side of the channel. (The Alligator River Marina just north of the bridge across the Alligator River is often a cheap fuel stop.) For a detailed survey of the entrance to the Alligator River and the trouble spots, see the Corp of Engineers survey map of the entrance. Please note that the no 8 marker on the turn is in extremely shallow water The last stop on May 28 of the cruise is Dowry Creek Marina on the Pungo River. Dowry Creek marina is about 6 or 7 nm upstream from Belhaven. The marina is isolated, but they have a courtesy car for trips into Belhaven. They marina also has an excellent clubhouse and swimming pool. Bring food to cook as we often get together and have group meals in the clubhouse. After Dowry Creek on May 30, it is time to travel back to your home port. Mini Kick-Off Cruise to Jordan Lake By Lt/C Greg D. Shay, AP After a prior cancellation of trailer boaters to South River due to the impending storm, three boats met up and launched an alternative Kick Off at the Seaforth Park boat ramp on Jordan Lake early afternoon on Sunday 17 April. The boats, "Why Knot", with Greg and Connie Shay with their son Michael, "Lyon's Den" with Kevin Lyon, Ginny Esch and her sister Dorothy and Kick-Off Cruise 2009 Kick-Off Cruise 2009 "Reel Crazy" with Glenn and Dorothy Farout with their four legged companions nearly had the lake all to themselves. After three successful launches we cruised the lake for a while to shake out the bugs and get some engine hours to charge batteries and such. We expected some debris in water after the Saturday storm but saw none. The lake was at about normal level, and there was a light westerly wind. We proceeded to a secret place for locals known as "Party Cove" to raft up and do what we do best, "EAT". Greg broke out his grill and grilled some dogs and kielbasa, tasty. We spent the rest of the time enjoying each others company, looking over the boats and simply enjoying the comfortable day on the lake in the calm after the storm. May Bow Lights - Page 6 of 20

7 Boating Events KAYAKING ANYONE? By Morgan S. Chapman JN On Saturday, June 11 we are scheduled to go kayaking. The original plan has been to return to Oriental, where the district rendezvous trip was held last year. However, there is no kayak rental outlet in the vicinity of Oriental, which was problematic last year. Consequently, I have been trying to find a better location. Unfortunately, the kayak rental group in the Morehead City area has apparently gone out of business. We already have a trip scheduled for Swansboro and Bear Island, so unless you folks want to go there twice, it appeared that we shouldn t go back there. How about Wrightsville Beach to Masonboro Island? Hook, Line and Paddle rents kayaks behind the Blockade Runner Hotel, on the section facing Banks Channel. The rate for half-day rentals is $40 for a single and $60 for a double. Whole day rentals are $55 and $75. They also offer guided tours for $65 per person, or half of that if you have your own kayak. Since it s pretty easy to kayak down Banks Channel and cross over to Masonboro Island, and since that price only covers 3 hours, I didn t think we would want to do that. Masonboro Island is an uninhabited island just south of Wrightsville Beach. To my knowledge, there are no facilities there. But there is a long strand of beach just a short walk from the back of the island. We could take our lunches and beach towels and stay as long as we wanted. (Maybe we can talk some power boaters into joining us and they can bring more beach gear. There is a boat ramp next to the draw bridge.) There are factors to consider with a trip to Wrightsville Beach, however. Low tide on the beach is at 10:00 that day. We would want to launch in time to beat the incoming tidal current once it really gets going. Parking is metered and is on the street. However, we would try to arrange to leave as many cars as possible at the parks and recreation lot, which is free, and use one or two cars to drive folks to the Blockade Runner area. If there are enough renters, those bringing their own kayaks can launch behind the Blockade Runner with the others. Otherwise, we would need to use the dinghy dock area beside the bridge, which is maybe a couple of blocks farther down the channel. On the plus side, Wrightsville Beach is closer than any other beach we could go to. If you have an idea for a better place to go kayaking, please let me know as soon as possible. 8 District 27 News D27 Rendezvous By Lt/C Kevin Lyon, JN Come to River Dunes on June for the D27 Rendezvous & Cruise in Oriental. This is a protected marina on the Intracoastal Waterway at MM 173 with great amenities. The River Dunes Harbor Club overlooks Grace Harbor and is located in the heart of River Dunes, a boating community just north of Oriental. Its marina has 8 ft MLW depth, 500 ft fuel dock with high speed diesel Valvtect Marine Fuel, amp service, and state-of-the-art floating docks. It has private steam showers, laundry, Wi-Fi, cable, a courtesy car, and access to club amenities. In addition, the club is complete with fine and casual dining, pool, spas, cabanas, a pool bar, billiards, and bicycles. The dockage fees are $1.50/ft, power is $5 for 30 amp, $10 for 50 amp, and $20 for 100 amp. The marina has a fuel discount of 10 cents per gallon with overnight dockage. And if you're so inclined, there is a weekly rate paying for 5 nights at the nightly rate and stay 7 nights. 10 USPS News USPS National Meetings Committee News for our District Commanders This is the first issue of the Mail Boat newsletter bringing you, our USPS District Commanders, the latest news regarding National Meetings. You can expect several issues a year. While the info in the newsletter is directed at YOU, our D/Cs, we would hope that each recipient will pass the info along to their respective squadrons for dissemination to their members. The 2011 USPS National Meeting recently held at Disney World in the Orlando area is now history. Now it s time to start making plans regarding the Governing Board meeting to be held in Greensboro, NC September 2011 at the Sheraton Four Seasons. The Sheraton is a 28 story tower hotel with many amenities and convenient to the interstate. There are 990 guest rooms and suites all with free access to the internet. Three restaurants, three bars and the Club Fifth Season nightclub Adjacent to the hotel is the Four Seasons Town Center with some 200 stores and specialty shops. A state-of-the-art fitness center coupled with an indoor/outdoor pool and Jacuzzi round out this beautiful hotel. Rooms are equipped with either a king or two double beds; work desk; two dualline phones with voic and data port; high-speed internet access; complimentary weekday newspaper; a 37 LCD HD cable TV; coffee maker with both coffee and tea products and an iron and ironing board gives you a nice list of amenities. 11 April s Powerful Ladies Lunch By Alice Dunn Three of the Powerful Ladies from the Raleigh area and three from the coastal area met in Wilmington on Monday, April 11, for lunch at Elijah's and some shopping. Some who had planned to go had conflicts and had to cancel. It was a lovely, fun day, and we were lucky to view many beautiful dogwood and azalea blooms. Safety Checklist By Lt Terry Peed, P The boating season is upon us and if you have not done so, it is time to get your boats ready for the summer water activities. The boating season can bring a lot of fun and enjoyment or it can be very disappointing, especially if our boats and equipment are not working properly. Serving the Bridge, as your Safety Officer for the coming year, I was looking at various materials concerning boat safety. In my opinion, there is an excellent article in the Boat US E-News. The article was written by Tom Neale and I would like to past the article on to the members. The article is entitled Your Summer Startup Safety Checklist. I strongly believe if you use the applicable portion of the list for your type boat and then have a safety vessel check performed by one of our qualified Squadron Safety Inspectors; your summer boating season will be much more enjoyable. 15 SAFE BOATING WEEK 2011 By Lt/C Kevin Lyon, JN Safe Boating Week Safe Boating Week in 2011 is May. This year the focus is on wearing life jackets, specifically inflatable life jackets. You may recall my article from last month about inflatable life jackets, now we will try them out. Yes, actually deploy an inflatable life jacket. We are holding an event on Falls Lake at Rolling View Marina on Saturday, 21 May, 2011 between , that s 10 AM to 1 PM if you need help with nautical timekeeping. We will have our Vessel Safety Examiners performing vessel checks on boats in the Marina or that stop by the Marina. If you need a VSC bring it by for your safety check, provided you can trailer your boat to Falls Lake. In addition to VSC s, we will be holding seminars on inflatable life jackets. Members and public participants will be able to don an inflatable vest and jerk that tab. You know, the colorful tab dangling from your jacket that may have the word JERK imprinted on it. The one you ve been afraid to touch in fear of setting off the jacket. The squadron will have some rearming kits for the jackets provided to us by the USCG so we can use them until they re gone. There will be three seminars at 1015, 1115 and If you have an inflatable vest you ve had a few years bring it along and try it out, please provide your own rearming kit so you can put it back in service. The only way to make sure the vest doesn t leak is to inflate it periodically. Rolling View Marina is located at GPS coordinates N , W or by land at 3940 Falls Lake Road, Durham, NC. 18 Raleigh Sail & Power Squadron Wants you The squadron is looking for a few good people. There are a few committee openings looking for volunteers to help out. If you would like to become more involved in the squadron without over commitments think about being a committee chair or helping a committee. If you are able to have fun, organize, plan or direct your assistance is requested. BOAT SHOWS The squadron has openings in the Boat Show Committee. The squadron typically is involved with two boats shows each year. The boat shows are one important function to increase awareness of the squadron and out public boating safety courses. The Boat Show Chairman leads the Boat Show Committee. The Committee distributes prepared material to present USPS s civic services properly and adequately to the general public at boat shows, fairs and other functions. Some of the duties of the committee are as follows: 1. Work closely with the boat show sponsoring organization. 2. Work closely with the Public Relations Officer. 3. Design and develop new display material, as needed. 4. Supervise the design, structure and display of the squadron booth. 5. Maintain squadron exhibits and all attendant material. 6. Schedule personnel to staff the booth. PUBLIC RELATIONS Help Wanted The squadron has openings in the Public Relations Committee. This committee works closely with the bridge and other committees to spread the word about squadron activities. The Public Relations Officer and his committee s duties may be divided into three parts: 1. Conduct a year round Public Relations program consistent with standards of privacy and public relations exhibited by other bonafide private membership organizations in the community. 2. Publish dates and other information pertaining to the squadron s civic services. 3. Work with the SEO and ASEO to publicize the time and location of public courses. This committee handles promotions, media news releases, posters, flyers, paid ads, public events and anything that will enhance the public image and tell the story of USPS and local squadron activities and services. All activities relating to public relations should be performed by the Public Relations Officer in accordance with programs and guidelines offered by National and District Committees. He should make proper use of all materials made available by the National Marketing and Public Relations Committee and, prior to releasing information to the public, clear all material with the Commander and/or Executive Committee. The Squadron Public Relations Officer should also work with the Liaison Committee. If you have an interest or skill in these areas, the squadron could use your help.
