5 NUTIKET Awake, my friends. You now are starting on a long and toilsome journey. But before you undertake it you must Be Prepared completely. Pause, and look you back on Scouting whose sign and motto you accepted. Long ago you gave your promise, said you firmly, "On my honor I'll do my best I'll do my duty." It is plain to all who watch you. We know this, for your companions, taking note of your devotion to the high ideals of Scouting, have proposed you to the Order. You were sent to seek a vision of yourselves, and of your purpose. We will each present a challenge to assist you in this quest, For we are here to help you on as far as man can guide his brother. Fifteen blazes led you to us, but the trail that you have followed becomes rougher, steeper, fainter: you will need a brighter fire. I, Nutiket, am the guardian of the circle, and I urge you seek the fire at the center, kindle cheerfulness within you! Gather round your hearts the tinder, lay the oak and pine together, kindle all that is within you with a warm and cheerful spirit. The spark is there, already glowing; fan it now, forgetting hunger, feed it, till it is a fire. So tomorrow eat you nothing but the scant food you'll be given. So tomorrow learn by fasting, sacrifice, and self denial to subordinate desires to the spirit's higher purpose. Test yourselves, and so discover that a cheerful heart is lively as this bow-wood, under hardship. {Nutiket holds the bow over his head with both hands and flexes it.

6 Long ago, when bear and bison swarmed the forest and the prairie, then the great and mighty chieftain looked with love upon his children; saw them striving, fighting, battling with the evil that abounded, and he spoke and said in this wise: "You who love the haunts of nature, love the moonlight on the water, love the sunshine on the meadow, love the shadow of the forest, love the wind among the branches ever murmuring, ever sighing, love the rushing of great rivers through their palisades of pine trees, love the thunder in the mountains whose innumerable echoes leap and bound from crag to cliffside: listen to these admonitions for your guidance on your journey!" I, Meteu, heard this message whispered on the western mountains where the sun from eve to morning never sets, while all beneath me as I climbed and then stood listening METEU slept in darkness, slept in shadow. You need seek no rocky summit: these high places are within you. All the natural world around you shows you clearly your reflection. This ordeal is but a pattern for a journey whose directions are the whispers, urgings, promptings deep within your hearts and spirits. Therefore, from this moment onward, till you take the Obligation strictly keep a pledge of silence. Hours spent in thoughtful silence help us make the right decisions more than days and days of talking, help us feel the cords of sunlight tying all the world together. Soon you will be bound as brothers in this great and honored Order, but only if you are determined to fulfill its obligations out of love for one another. Till then, let silence, like a bowstring bind you each to every other, closer when the bow is tested. {Meteu, who has displayed the bowstring during the latter part of his talk, should hold it up in reverence at end of talk.

7 ALLOWAT Reverently, Meteu bids you henceforth keep the strictest silence. Cheerfully, Nutiket bids you not flinch from self-denial. Kichkinet will tell you of the loneliness ahead, and bid you sleep tonight apart from others. As the chieftain I exhort you, spend the day in arduous labor working gladly, not begrudging, seek to serve, and thus be faithful to the high ideals and purpose of the Order of the Arrow. Friends, the ones who chose you need you. Who among you now is ready? Who will go upon this journey? You must choose. If you decide to stop, and go no further now, you may withdraw without discredit. If you are resolved to master every challenge faithfully, if you accept the full ordeal, then firmly now take one step forward. Allowat Sakima strings the bow. My solemn duty now demands that each new friend shall test the bow, and doing so give proof in silence of his will to make the journey. Allowat can just set bow down on fire lay. As the warrior draws the arrow most trustworthy from the quiver, you were drawn from many others, for the first shaft of the hunter must be straightest, must be surest. If through many moons unflinching you hold fast to Scouting pledges, straight and true you each will travel as an arrow driven skyward, as an eagle soaring sunward. He who follows such a pathway in unwavering cheerful service will be seen by many others and, by inspiration, lead them. {Allowat Sakima draws an arrow from the quiver over his left shoulder during his talk, and never lowers the up-pointing arrow to end talk.

8 KICHKINET From the darkness, from the forest we have come with words of warning, bringing tokens of a struggle, an ordeal approaching swiftly as a flock of field crows flying black across the sun. My friends, as Kichkinet your guide, I bid you leave all daily cares behind you, leave the crowd and its opinions, lift your thoughts like sparks when from the fire's heart they shoot up like arrows from the bow bent backward, from the bowstring smoothed with beeswax, loosed upon a lofty journey! {Kichkinet moves to the edge of the circle to the northeast if he is right-handed, or the northwest if he is left-handed. He nocks, aims, and shoots the arrow: He holds his pose for a moment after releasing, then continues.} Thus do you appear to others, On the path of cheerful service. {Kichkinet puts the bow on the fire lay and moves to the front, south.} It is not an easy journey. Sometimes even friends will mock you, tempt you to betray your promise, test your resolution often, often try to make you faithless. All the world may seem against you and the path seem dark and lonely. All your strength will be required when you face the isolation which a leader often faces. So tonight beneath the heavens sleep alone upon your groundsheet. Be you steadfast as the Polestar, self-reliant, undiscouraged. We will let the spirit fill us with the gladness of a dawning, of a springtime, of beginning. This ordeal is but a shadow of the rigors of the journey, but its joys also are shadows of the brighter, greater, beauty in a life of cheerful service. {Kichkinet steps outside the ring at the south. Now with courage on this first step follow me, and these my brothers. Let us try to find the Arrow! Then in your Ordeal tomorrow I will labor with you. With you I will listen, eating little.

9 Group Dance Judging Criteria from NOAC 2012 Teams competing in Group Dance will be judged and awarded a score by each judge on the judging panel in each of the seven (7) areas discussed below. Each area is worth a maximum of ten (10) points and teams may receive a point score ranging from 0 to 10. Some areas have mandatory point deductions associated with failure to comply with stated guidelines, rules, etc. Each judge in the affected area will take mandatory point deductions. Team standing/placement is determined by totaling all points received from the judges. Actual scores/points given by judges will not be provided to the teams, however critique sheets from all judges will be provided to the team at the conclusion of its performance. Relative ranking of the teams will be available the day after the competition is finished. 1. Authenticity A. The dance(s) must be historical group dance(s) of specific tribes - therefore - northern plains or pueblo are not appropriate because they are culture areas, not tribes. Inter-tribal is even less specific. The dance(s) and outfit/attire should represent one particular tribe during a particular time in their history. The current and/or historic use of the dance(s) and their proper interpretation by the team will be considered. B. Group dancing is a coordinated effort. It is not a series of solo performances grouped under one title. C. Size of team- No preference is given to large or small teams therefore all teams will compete in one category. The judges look for quality of presentation and the selection of dance(s) suitable to the lodge dance team and the resources available to them. 2. Research A. A description of the dance(s) as you will perform them. B. The historical background of the dance(s). C. The historical background of the song(s) used in the dance(s). D. A clear description of any props used. Include pictures and/or drawings. E. A clear description of the outfits you will wear for the dance(s). Please include pictures and/or drawings. F. A description of the music & accompaniment you will use. G. A complete bibliography of references you have used to research your dance(s), (i.e., books, publications, unpublished material, interviews, personal correspondence, web site etc. (Suggest Answers.com/main/citations.jsp as a guide when citing web sources)). H. A copy of the letter or permission from the tribal council, society, clan, or family as required for certain dances. I. Name, address, and phone number ( if available) of a contact person representing the team. J. NOTE PLEASE: Xeroxed pages from any published works are NOT acceptable. Due to a lack of audiovisual equipment, videotapes, video CDs, DVDs, and data discs are NOT acceptable. K. Research booklets should be a minimum of eight (8) single spaced typewritten pages, not to exceed fifteen (15) typewritten pages, (photos and drawings/diagrams are not part of this limit). L. As noted above in Registration Procedures D (section 1), late research submissions will result in mandatory point deductions. 3. American Indian Attire Teams will be judged on the authenticity and completeness of the attire. If a particular dance does not call for special attire, teams will be judged on the quality and appropriateness of each participant's attire. In the event of a team performing more than one dance, points will not be subtracted for using the same attire for both dances, if from the same culture area. 4. Performance of Dance Teams will be judged on the quality of the interpretation and presentation of their dance(s). Good use of allotted dance time will be considered. Teams will lose one (1) point for every minute or part thereof that they exceed their scheduled dance time from each judge. PLEASE NOTE: If a team chooses to use the same dance(s) or outfits/attire at consecutive National Order of the Arrow Conferences, they can expect to have a more critical review from the judges. Specifically, the judges will look for additional research as well as improvements and refinements in attire, dance, and presentation. 5. Ability to Perform as a Team Teams will be judged on their ability to perform their dance(s) so as to exhibit a true oneness and feeling for the dance(s). Teamwork and perceptive interpretation of the dance(s) by the team as a whole will be considered. 6. Music Teams will be judged on their use of drumming, singing and any other necessary musical accompaniment that should be used for their particular dance(s). As always, quality as well as authenticity of the musical aspect will be considered. The use of recorded music will be allowed, but it will cost the group a mandatory deduction of three (3) points by each judge in this judging area. 7. General Effect and Impression The general effect and impression of the overall presentation will also be evaluated. This somewhat subjective area will permit judges to evaluate the educational, entertainment and informational worth of the overall presentation.

Graphic description of any and all props used (include pictures and/or drawings). E. Graphic description of the outfits you have made for the dance (include pictures and/or drawings). [For the purposes of POW WOW 2013, full outfits will not be required, but a description with drawings is needed] F. Type of musical accompaniment used. G. Complete list of references you have used to research your dance, i.e., books, hobbyist, etc. H. Chapter name. Chapter Team Dance POW WOW Evaluation/Competition I. Contact person name and telephone number This information must be typed and assembled in a suitable binder. Teams are also required to bring at least one copy of the above-stated information to the Pow Wow for judging purposes. The binder should be turned in by the contact YOUTH at Friday evening check in. Team consists of at least 3 dancers. Music may be live or recorded. Religious or sacred dances are not permitted. Points toward the Black Bear will be awarded for participation only (Ex: 5 points for having a participating team). Each team will receive an evaluation after participation in the morning Pow Wow. First, second, and third place prizes will be awarded based on the NOAC/Conclave score cards.

11 2013 POW WOW Northern and Southern Singing Competitions/Evaluation Drum members MUST be from the same CHAPTER. Team should consist of at least 3 singers/drummers, but may perform with only two. All singing must be done in a team fashion. The Lodge Drum will be used for the POW WOW competition/evaluation. Drum sticks will also be provided. Points toward the Black Bear will be awarded for participation only (Ex: 5 points for having a participating team). Each team will receive an evaluation after participation in the morning Pow Wow. First, second, and third place prizes will be awarded based on the NOAC/Conclave score cards. ACCEPTABLE SONGS 1. Northern Drums must sing ONE northern songs. Either a song that is sung for a special occasion, at a special time during the dance or for a special dance (e.g., Flag songs, Veterans songs, Sneak-up, Rabbit Dance song) or a Northern Plains powwow song. 2. Southern Drums must sing ONE southern songs. Either a song that is sung for a special occasion, at a special time during the dance or for a special dance (e.g., Flag songs, Veterans songs, Trot songs, Snake and Buffalo) or a Southern Plains intertribal powwow song. Family songs should be avoided as well as songs of a religious nature, such as Sun Dance, Native American Church or Peyote songs. 3. Drums that sing northern-style songs in the southern competition, or vise versa, will receive a 5 point deduction from each judge. 4. Northern singing is a high falsetto voice with the honor beats in the melody of the song, normally in the second chorus. 5. Southern singing is a more nasal tone with the honor beats between the first and second chorus. 6. Time limit is 5 minutes. Timing begins when the judges invite the team to sit at the drum. Any narrative is included in the time allotted. If teams wish to warm up, this should be done away from the competition. Any ceremonies or local rituals should take place privately away from the competition.

12 DRUM JUDGING CRITERIA (From NOAC 2012) Drums will be judged and awarded a score by each judge on the judging panel in each of the eight areas discussed below. Some areas have mandatory point deductions associated with failure to comply with stated rules. Each judge in the affected area will take the mandatory point deductions. Team standing/placement is determined by totaling all points received from the judges. Actual scores/points given by judges will not be provided to the teams, however critique sheets from all judges will be provided to the team at the conclusion of the competition. Relative ranking of the teams will be available the day after the competition is finished. The judges will determine the judging criteria and all decisions are final. 1. Research MAXIMUM POINTS (20) In addition to the one copy submitted at Friday check in. All research must be typewritten and suitably bound. Suitably bound means stapled with a cover. Three ring binders, plastic comb binding, duo-tang style folders, etc. are not required. Teams will be evaluated on the quality of the research they have done for the songs they have chosen to sing. Research submissions must include: origin of song (tribal affiliation), meaning of song (if any), how the song is structured, and references (professional recordings, etc). Historical background of the songs should also be included. 2. Synchronization of Drum and Voice MAXIMUM POINTS (10) All competition songs should be sung in the appropriate manner: lead, chorus, honor beats, and pickup beats. The singers should sing as a group instead of individuals, and the ending of the song should be definite with no over-beats. 3. Sound Quality MAXIMUM POINTS (15) The singers should match in pitch and harmony for the most part. The drum beat should not overpower, be louder than, the song. The second/chorus should not be lower in pitch/volume from the lead. 4. Dance-ability MAXIMUM POINTS (10) Songs should be sung at the appropriate tempo. If a song was composed as a slow, medium or fast song it should be presented that way for competition. 5. Language and Pronunciation MAXIMUM POINTS (20) Songs should be sung with the correct vocables and/or words. 6. Teamwork MAXIMUM POINTS (15) Teams will be judged on their ability to sing the songs as a group. The individual singers should work as one group instead on one or two stars pulling the weight for the entire group. 7. General Effect and Impression MAXIMUM POINTS (10) The overall general effect and impression of the songs will also be considered. Some of the factors that will be considered are: the teams confidence, presentation and explanation of the songs, care of the drum and stick, timeliness, not going over the stated time limit, etc. 8.
