2 HIGHLIGHTS 27 TH TAILNADU STATE ROLLER SKATING CHAPIONSHIPS Total entries for 2017 State eet for Speed Artistic and Hockey is Tamilnadu Roller skating Association has made entry forms registration on-line for the skaters to participate in the State eet for the fourth consecutive year. Chest Numbers are printed with Skater s Name, District, Age Group and their events which they are participating. Q.R Code is added to the chest number which provides customized/specific information to each individual skater. These QR Codes (abbreviated from Quick Response Code) can be scanned using any smart phones to visit the custom page in our website. Skaters Permanent ID Card has been issued to 11,000 registered skaters of TNRSA. GENERAL INSTRUCTIONS Page 2

3 Follow strict discipline during the event Report on time Please keep the premises of the stadium neat and clean No parent and coaches should enter the track under any circumstances Any communication should be only through the respective district team managers Team managers should be available at all times during the races TECHNICAL COITTEE: A technical committee has been constituted to ensure smooth conduct of the championships JURY OF APPEAL: A jury has been constituted to oversee the conduct of the championships. Disputes if any will be referred to the jury. The decision of the jury will be final and binding.the protest must be lodged by the concerned team manager within 15 minutes of the completion of the event or before start of the event along with the fee of Rs.1000/- (Rupees One Thousand Only). DISQUALIFICATION: any participant will be disqualified from the competition if found indulging, misbehaving or violating the rules during the championships. PARTICIPATION RISK: each competitor shall participate in the games at his/her own risk and will not claim any compensation against any injury sustained due to any accident during the practice and competition from Tamil Nadu Roller Skating Association or any other agency In case of minor injuries First Aid will be provided. The schedule may change due to unforeseen circumstances. In case of any medical emergency please contact Ambulance at the venue. NOTE: 1. Skaters must report 30 minutes before the schedule time of the event. 2. Event may start only 30 minutes before the schedule time but not earlier 3. Schedule is subject to change 4. Skaters must be prepared to do any number of events/races at any point of time 5. A skater must be prepared to do any number of races within short notice skater should report for her/his race on skates with proper speed skating dress, head gear,3 race no s each pinned at four corners, One on the BACK, one on the LEFT HIP and one on the HEAD GEAR. 4 Code of Conduct Rules and regulation to be followed 1. District to appoint Team anagers for State Selections, and only Team managers are authorized to attend meetings, to give Protest Letter representing to all their Team members grievances. 2. Team managers to restrict parents and coaches interference. 3. Protest can be made by paying the protest fee of Rs. 1000/- (Rupees one thousand only) in writing within 15 inutes before or after the completion of the race. Depending on the availability of time and concerned records the technical committee shall decide the matter. In case the protest is upheld the fee will be returned. 4. On all technical disputes, Chief Referee decision is final. 5. On all Protest, Jury Committee decision is final. 6. The respective team manager is only responsible for their team, the organiser or the technical officials would not be responsible or accountable for your mistakes or errors and unsupportive attitude. 7. We strictly do not entertain any of the parents or any unofficial person s for any enquiries. Even besides the issue of this common note also, if we come across any problems or issues towards the district parents the district will be debarred without any explanation given or taken on either side. 8. The above stipulation should be strictly adhered to without fail to keep the regularity of championship events kept in order always and to further increase of morale of all the District in particular in general. 9. Parents/guardians/coaches/friends/other of skaters shall not be allowed to enter skating rink(s) and /or road(s) where Skating Championships are being held. 10. On appeal, the verdict/decision of the Jury of Appeal, at any level, shall be final and binding. Page 4

No statement shall be made to the edia by any member whatsoever of the District/State/National team, either by himself/herself, or by proxy on his/her behalf, without prior written approval of the State Association. 12. Decision(s) taken by the State Association in any matter whatsoever connected with the State Championship & National Roller Skating Championships shall be final, and no appeal against it/them shall lie with any other authority whatsoever. 13. Indecent behaviour and/or insubordination by any participant; and misconduct / misbehaviour by others on behalf of any skater(s) or district team(s) with or without his/her/their knowledge or connivance, at any time from the time when application(s) is/are submitted for participation in a District Roller Skating Championships till (as the case may be) the time of officially relieving the skater(s)/team(s) after return to the state after completion of the National Roller Skating Championships, shall attract disciplinary action against the Skater(s)/team(s) concerned. Provided that misbehaviour by anybody, all by himself/herself and/or by proxy on his/her behalf and with or without his knowledge or connivance, may result in any punishment that the State Association, in its sole discretion, may decide deem fit and this may extend to barring/banning such skater for life from participating in any or all Roller Skating Championships conducted by TNRSA/RSFI. 14. Displays of banners, flags, posters, or distribution of handbills or selling of Sports Equipment s and incidental there to are strictly prohibited inside the premises of the stadium. 15. These Rules & Regulations shall be applicable to all disciplines of Roller Skating (Quad/Inline): Speed, Artistic, Free style & Inline/Roller Hockey. Page 5

7 Note: As per the new rules of RSFI the age groups for the fourth coming Nationals will be 8 12 / & Above 16. Separate Selection Trials will be conducted for the age group 8 12 & The Selection criteria for participating in the age group of 8 12 & will be as Follows: i. All edal winning skaters of the state meet-2017 in the age groups 8 10, 10 12, and age group will be eligible to participate. ii. Skaters can participate only in the events which they have participated in the State meet iii. The selection criteria to participate in the nationals will be as per the norms. Selection Criteria for Skaters participation in RSFI National Combined highest point will be selected. It is only for selection but selected skaters allotment of events is based on their edal erit. 2. Point s allocation Gold 5, Silver 3 and Bronze 1 in the Absence of the Selected Skaters STANDBY eligible Skater will be selected. 3. Tie in points between Skaters will be decided by the best timing in 300m Time Trials. 4. In case two point tied skaters have already participated in Time Trials, Results of that Time trials will be considered as Tie. No tie will be considered in such cases. 5. Elimination Track Race: To be eligible to win medals in this race, en and Boys should complete the race within 35 minutes while Women and Girls should complete the race within 36 minutes. Time Trial Criteria 1. Time trials will be taken manually device by stopwatch. 2. When three stop-watches indicates three different times, the Average of the three times will be considered valid; if one time is plus or minus 0.5 sec. From the other two, it will be excluded, and the average the other two times will be considered valid; Page 7

When only two stop-watches register the time, the worse time indicated will be considered valid. * The Tie breaker race if any will be conducted on Skaters/ Parents indiscipline behavior with officials/ Organizers will result in disqualification of the Skaters. a. No Joint Winner will be announced in Time Trials b. Selection based on combined points. First Three combined highest points will be selected Tie in selection points will be decided with Time Trial Races. Selected skaters allotment of events based on their medal merits. Organizer/District Association/TNRSA/RSFI is not responsible for any injuries/accident/loss of equipment etc and DISTRICT/CLUB/PARENTS/SKATERS to take necessary precautions and personal insurance.
