3 Mission Statement The mission of Three Rivers Resource Conservation and Development Council is to provide innovated solutions to Rural and Urban decision makers through technology, education, information, and funds that will improve the Economic, Environmental, and Social needs of Okaloosa, Escambia, Santa Rosa, Walton, Bay, Holmes and Washington Counties in Florida.

6 President s Report T hank you to the Three Rivers RC&D Council Members, Technical Advisors, Staff and Partners for Making 2010 a success. In the past 27 years I have had the opportunity to serve as Technical Advisor, Council Member, and Treasurer of Three Rivers RC&D and I am now honored to serve you as President. I l o o k f o r w a rd t o playing a major role in all the great things Three Rivers will be accomplishing in the future. This year s Business Plan is a reflection of how far Three Rivers has come since We strive every year to improve the quality of our Natural Resources in Northwest Florida and it would not be possible without the Council, Technical Advisors, Conservation Districts, Partners, and County Commissions. I would also like to thank our State Conservationist, Carlos Suarez, Assistant State Conservationist, Tessa Chadwick, and Area Conservationist, Jeff Norville for their unwavering support to the Three Rivers RC&D program. Three Rivers RC&D Council would like to establish a service award in his honor. Every year TRRCD will recognize a Council Member who has provided outstanding service as Jack did for many years. 16 FY 2010 Project Review 4-H PROGRAM Project: Steve Duncan, President of Three Rivers RC&D participated in an Environmental Education Program to 2nd Graders at Bratt Elementary School in Escambia County. Steve talked about animal skeletons and also identified tree species at Langley Bell 4-H Center. Eglin Point/Non-Point Source Projects: Three Rivers RC&D completed over $750, in Environmental Projects at Eglin Air Force Base in These include removal of bridges and culverts in endangered species areas. 12
17 FY 2010 Project Review Poultry Composter Project: Escambia SWCD and Three Rivers RC&D provided $6, to construct a Poultry Composter in Escambia County on Mark Cassons farm. Mr. Casson raises free range chickens and turkeys for sale. Pictured are Mr. Casson and Josh McElhaney, NRCS. Santa Rosa Master Gardeners Greenhouse Project: Three Rivers RC&D provided $1, toward construction of a Green House for Master Gardeners at IFAS Extension Service office in Milton. A total of $19, was raised to construct a Green House that will be used for youth and educational purposes. 13

Perdido Bay Tribe Member Amanda Barnhill performing the Butterfly Tribal Dance. EARTH DAY: Travis Davis and Chera Willett with Three R i v e r s R C & D p ro v i d e d environmental education information to over 700 kids at Earth Day in Okaloosa County. Three Rivers partnered with Yellow River SWCD for the event. 14 SouthEast RC&D Meeting: Three Rivers RC&D coordinated the display at the South East Association of R C & D C o u n c i l s i n Biloxi, Mississippi in September. Each of the Councils in Florida provided updates on their projects.
19 FY 2010 Project Review Anderson Pond Project: A unique project that includes restoration of 3400 ft. of creek and expanded recreational opportunities at Anderson Pond on Eglin Air Force Base near Niceville, FL. A portion of an existing dam will be removed and a bridge will be built over the restored creek channel. A 3 acre pond will also be constructed and a 1200 ft. handicapped accessible boardwalk is being constructed to allow fishing in the new pond. Total cost of project is $1,272, Sponsors of the project are Eglin AFB, U.S. Fish and Wildlife Service, Florida Fish and Wildlife Conservation Commission and Three Rivers RC&D Council, Inc. Orange Hill SWCD Kids Fishing Day: Three Rivers RC&D provided Washington County $ for Kids Fishing Day sponsored by Orange Hill SWCD. Over 400 children spent the day fishing and learning about conservation. Thank you John Gilbert and District for all your help. 15
20 FY 2010 Project Review P e n s a c o l a C o m m u n i t y Garden PROJECT: Three Rivers RC&D provided $2, for materials to establish a Community Garden at Movement For Change in Pensacola. Andrew Williams, Ann Bowens, with NRCS, and Steve Duncan, President Three Rivers RC&D, led the successful project. Local school children removed weeds and cared for the garden. Partners for the Project include Movement for Change, NRCS, Three Rivers RC&D, Escambia Soil and Water Conservation District, Manna Food Bank, and IFAS. 16
21 FY 2010 Project Review Sea Oats Project: Mosley High School seniors led by Coach Winster Chester collected seed at Panama City Beach in October. The seed were used to grow Sea Oats Plants by Roger Tripplet. A contest was held to see which team of 4 could harvest the most Sea Oats. Vice President, Three Rivers RC&D Council, John McMurray is shown weighing a bag of seed collected by the team. The winning teams are shown. Thanks to Jack Mashburn, Chairman Bay SWCD and John McMurray for their help. Shown below are rows of Sea Oats planted by Mosley High School students in April. Over 2300 Sea Oats were planted by the students. Special Thanks to Mosley High School. 17
22 FY 2010 Project Review Soil Tunnel Project: Blackwater Soil Water Conservation District and Three Rivers RC&D teamed up to build a Soil Tunnel for teaching environmental education to school children. Candice Tritt with Blackwater SWCD led the development and construction of the project. Great Job Candice. 18
23 FY 2010 Project Review Santa Rosa Farm Tour: Blackwater Soil Water Conservation District sponsored breakfast to over 200 people who attended Farm Tour. John Salter and his wife Stacy were presented the 2010 Santa Rosa County Farmer of the Year. Presenting the award are County Commissioners Don Salter and Bob Cole. RECOGNITION OF THE 2010 FARM FAMILY - JOHN SALTER FAMILY Congratulations to the John Salter Family for being selected the 2010 Santa Rosa County Outstanding Farm Family! John and wife Stacy have one daughter, Kailee, who is a student at Pensacola State College. Since the late 1800s the Salter Family has been farming in the Chumuckla Community. John s grandparents, Mr. and Mrs. T.D. Salter Sr., were Farm Family of the Year in John, a fourth generation farmer started farming with his dad, Dick Salter, on a part time basis in 1980 and took over full operation of the farm in Today the Salter s farm is 850 acres of cotton, peanuts, corn, and hay. The Salters are leaders in our country s production of food and fiber and are actively involved in various agricultural organizations. John as served as chairman of the Blackwater Soil and Water Conservation District for the past 12 years and is currently chairman of the Santa Rosa County Farm Service Agency County Committee. In addition, John serves as treasurer of Three Rivers Resource Conservation and Development Council and is also a member of Farm Bureau, Florida Peanut Producers Association and the Southeast Peanut Farmers Association. John and Stacy plan to continue moving forward with their farming operation and make adjustments as necessary. It is a great honor to have the Salters represent Santa Rosa Country agriculture in
