7 Notice of Annual General Meeting Notice is hereby given that the Annual General Meeting of the Wellington Rugby Referees Association Incorporated will be held in the Petone Working Men s Club, Udy Street, Petone on Monday, 22 nd February 2010, at 7.30pm Agenda 1. 8 2009 AGM Minutes WELLINGTON RUGBY REFEREES ASSOCIATION Minutes of the 2009 Annual General Meeting held at Petone Working Mens Club, Udy Street, Petone on Monday 23 February 2009 Present and Welcome: The Chairman of the WRRA, Mr Ian Dallas, presided over 46 members of the Association who were welcomed together with guests including the CEO of Wellington Rugby Union Greg Peters, Collin Dallas the President of Wellington Rugby Union, Will Caccia-Birch and Nathan Pilalis from Wellington Rugby Union. The Chairman recognized life members present including Mike Dilnott, Pam Dilnott, Ian Jenkins, Allan Young, Eddic Cook, Jane Stevenson, Harry Quinn and Peter McDavitt. Any potential new members were also welcomed. The following apologies were recorded: Terry Harkin from AMI and from the membership: John Ballingall, Joe O Brien, Brian Coomber, Jack Cursons, Ron Smith, Peter James, Phillip Johnson, Richard Wood, Peter Millar, Cyril Mako, Mike Fraser, Danie Steyn, Scott Sargentina, Michael Patz and Ian Carson. Minutes Notice of Motion: That the Minutes of the Annual General Meeting dated 25 February 2008 be approved. Moved: Ian Dallas Seconded: Pam Dilnott Carried Annual Report: The Chairman spoke to the Annual Report and thanked the contributors and Mark Fairmaid and Nathan Pilalis for collating it. The following corrections in the Annual Report were noted: Elle Abel was omitted from the Executive Committee personnel Scott Sargentina held the position of Vice President in the Executive Committee Chris Pollock s appointment in the IRB Junior World Cup in Wales. The Chairman thanked our loyal sponsors, particularly AMI and WRFU for their financial support which has enabled us to continue operating while providing a good level of member benefits. He talked about the finance policy to ensure we Page 6 Annual Report 2009

9 retain two years expenditure in reserves but that we had budgeted for a loss and would be doing so again this coming year, in order to maintain those benefits. The Chairman also thanked his Executive Committee members for their hard work. It was acknowledged we would try to get the Annual Report mailed out sooner in the future. Notice of Motion: That the 2008 Annual Report Minutes as presented and subject to the above corrections be accepted. Moved: Ian Dallas Seconded: Mike Dilnott Carried Financial Report: The Treasurer, Pam Dilnott spoke to the Annual Accounts and thanked the sponsors for their contributions, noting the $69, received in sponsorship enables our Association to direct considerable resources into referee development. The Treasurer noted the loss was $16,188.00, which was less than the budgeted loss of $23, and this would enable 2009 subscriptions to remain at the same level and the boot subsidy of $150 per member to continue in The Treasurer recorded that Dominion Post has been lost as a financial sponsor although they are still contributing by way of advertising contra and Wellington Rugby Union had cut back their financial contribution by $5,000. The current economic conditions have also seen a decrease in interest rates on our investments so overall our income was down, but it was pleased to keep the loss below the budgeted amount. Thanks to the Treasurer and Finance Committee for the production of a professional and easy to read set of accounts were recorded from the floor. 10 Ian Jenkins spoke to the attributes required to put members forward for life membership and Mike Dilnott presented the service history of Ray Stott and Gary Jackson who have been nominated for life membership. Notice of Motion: That Ray Stott and Gary Jackson be awarded life membership of Wellington Rugby Referees Association. Moved: Seconded: Carried Mike Dilnott Jane Stevenson Election of Officers: The Secretary, Jane Stevenson presided over the meeting for the election of officers and the following persons were elected to official positions for the 2009 season: President: Vice President: Secretary: Treasurer: Immediate Past President: Management Committee: Scott Sargentina Pat Lambert Jane Stevenson Pam Dilnott Peter McCaffrey Ian Dallas, Ray Stott, Mike Dilnott, Craig MacFarlane General Business: Presentation of the AMI Service Trophy was made to Pam Dilnott who had not been present at the 2008 prize giving to receive this award. Certificate presentations were also made to Mike Blanchard and Trevor Walker. The Chairman confirmed fitness training would be funded again through to 1 st April on Monday and Wednesday evenings at Anderson Park, Wellington. The Chairman advised he had been offered a new sponsorship this year from Pelorus Trust to assist with the costs of our interchange programme. Congratulations were noted to Gordon Noble-Campbell for his appointment to the NZ Rugby Union Board. Our Hot Gossip magazine is to be resurrected during the 2009 season to help keep all members informed. There being no further business the meeting closed at 8.30pm. Page 8 Annual Report 2009

28 President Never let it be said that a WRRA member of advancing years can't achieve an appointment overseas. This was certainly the case for your President early in 2009 who, after three games on a Saturday morning at the Marist Sevens at Evans Bay, found himself in a South Seas island at Apia Park three weeks later officiating in the Samoan Marist Sevens tournament! Opportunities like this and our extensive interchange programme are wonderful benefits of WRRA membership. But the firm tracks and a hot pre season soon became a distant memory as we battled through another Wellington winter in conditions reminiscent of Passchendaele. But frankly we wouldn't have it any other way! Even on the worst day at Cobham, Maoribank, Hutt Rec or Kilbirnie, being out in the middle (or on the sideline) and being part of the footy is significantly better than being forced to work around home! But I digress. Despite the weather (which was just as bad in Spring and early Summer), the WRRA enjoyed another very successful season. However, we could always do with more referees to appoint to school and open grade fixtures. That's why the Executive commissioned recruitment posters featuring some of our referees to be put up in work places and other areas frequented by our target audiences. During the season we also ran a series of 15 second radio ads. Initial results indicate that these have worked well and we will look to run these pre-season next year. The Executive have, once again, been delighted with the standard and calibre of our referees on the field this season - from the newest recruit right through to our Premier-ranked referees. We have long been an Association that others look to as an example of "doing it right" and our referee representation at provincial, Super 14 and international fixtures is testament to that. Of course, the opportunity to perform on the international stage doesn't come about by accident. Every single referee who has officiated at representative or higher level got there not only by ability but also by the time invested in them by coaching staff. The Executive would like to thank Page 26 Annual Report 2009

29 all the members of our Coaching, Assessing and Grading panels for their tireless work in making good referees better. There have been challenging times during the season and Chairman, Ian Dallas, will touch on those in his report. A voluntary organisation can only function if everyone chips in and helps where they can. While we appreciate the services of those who turn out for 90 minutes on a Saturday, an investment of a little more time will add real value to the membership. To paraphrase another great President - "Ask not what your association can do for you - ask what you can do for your association." In closing, I'd like to thank Ian Dallas and the Executive for their sterling efforts this year. We are all proud to represent the members and ensure the Wellington Rugby Referees' Association continues to work for the best interests of the entire membership. 30 Chairman For the last 5 or 6 years I have opened my report with positive and often gloating comments on how well we have done in the past season this year I believe we may have got too blasé and this has been reflected in a number of areas that have been disappointing to the Executive, ranging from the reduced number of members at meeting nights, a poor Level II Law Exam result, a reasonably poor turnout for our Awards Dinner and a reduced input into the association from our premier graded referees. Whilst in no way a disaster it has been a timely reminder that we constantly need to revamp & review to ensure we keep things relevant & interesting we are an open communication association so if you feel, or see, things that are not working either individually or to all members, please let me, or others, know so that we can look to alter it. Our referee numbers proved reasonable this season after concern was expressed last year that we could be left embarrassingly short as always shoulder tapping by our membership is very important to keep us in good stead for the future, so please keep this going. With a world economy in turmoil it was satisfying to get through the year in reasonable financial shape with funding from Pelorus Trust being crucial. However we still all need to be aware that there is some tough times ahead for rugby and we will not be immune to that. Rest assured the Executive will do their best to retain as many benefits as possible for the members. Our refereeing performance has remained strong at the top level with fine performances from Chris Pollock, Garratt Williamson and Mike Fraser whilst a number of others have represented us well at Hurricane regional level and the National Academy - congratulations go to them all. Unfortunately we lost the services of Brent Murray when his career at Air NZ Cup level was brought to an abrupt halt but hopefully he may be enticed back at some stage. Many will know that Chris is moving back to Hawkes Bay and with our poor exam result we certainly have some potential issues in the near future. On the coaching front our people again showed extraordinary commitment with their time in regards to meetings and viewing games on a Saturday. Warren Quennell and his team are continually trying to improve our resource and processes. We are going to be hit hard here as well with Harry Quinn now retired to the Wairarapa but fortunately his huge bank of knowledge will not be Page 28 Annual Report 2009

31 entirely lost to us. Also with a job role change, Peter Millar is taking a timeout from the association, and Allan Mettrick is moving to Hawkes Bay so if you know of anyone wanting to be involved please let us know. Another change is the loss of Nathan Pilalis from WRFU he is off on the proverbial OE so I would like to take this public opportunity to thank him for all his work on our behalf over these last few years our best wishes go to him, along with safe travelling The Interchange Programme worked reasonably well this past season but we still need plenty of members volunteering their services in billeting and transportation. Hong Kong did not go ahead this season due to their funding problems and only one referee went to Japan due to logistics. We will continue to review the benefits to the association from this, and along with the financial impacts, we will make any appropriate decisions. Thank you to all members who contributed something extra to the association in the past season from delivery of Monday night sessions to running & assisting with our social functions. Congratulations to all those that got promoted and passed exams. A special mention and congratulations go to Joe O Brien who was presented with a WRRA 65 years of Service Certificate at our Awards Dinner what a fantastic achievement and still contributing. 32 Interchange and Social This year we managed to re-assemble an Interchange Committee with the following volunteers: Bradley Hudson, Brett Beaumont, Craig MacFarlane, Rose Adams, Gary Jackson, Michael Patz, Mike Segetin, Tony Meyers and David Walsh. The WRRA Interchange programme has gradually become very comprehensive as we have resurrected some exchanges and added 1 or 2 extra provinces in over the past few years. In 2009, the outgoing Wellington referees were: Hurricanes Zone destinations: Taranaki (Hamish Mexted and Bradley Jackman); Wanganui (Warrick Bowden and Nick Hogan); Manawatu (Scott Ford and Bradley Hudson); Horowhenua-Kapiti (Steve Goodwin and Paul Mitchell); Wairarapa-Bush (Ryan Smith and Phil Johnson); Hawkes Bay (Phil Smith and Matthew Goodger). Other domestic destinations: Northland (David Walsh and Cameron Heka); North Harbour (Aaron Parker and Matt Smith); Auckland (Dean Adams and Bernie McLaughlin - coach); Waikato (John Ballingall and Daniel Mangin); Nelson Bays (Ian Dallas and Brett Beaumont); Canterbury (Mike Fraser and Mike Blanchard); Southland (Jamie Craig and Craig Dryden). The first Interchange Day was Saturday 25 th April. The day started with a rendezvous at La Cloche Café on Hutt Road at Kaiwharawhara. Our visiting referees met up with Wellington referees and coaches and dispersed from La Cloche to the numerous venues for their fixtures around the Wellington region. At the end of the day, The Backbencher Pub & Café was the assigned meeting place. Our guests were hosted to some refreshments and a meal and then attendance at Westpac Stadium for the Hurricanes v Brumbies Super-14 match. The following weekend, we hosted Canterbury and Auckland referees. Canterbury also sent a coach on Interchange. At the end of the day, our guests were hosted to a dinner at The Recovery Room on Riddiford St in Newtown. Mike and Pam Dilnott billeted the Canterbury visitors while the Aucklanders had private arrangements. On 16 th May, Nelson Bays, Northland, North Harbour and Southland referees visited. This was the designated day for our annual Interchange Dinner. Steve Goodwin organised a function at So Bar & Café in Johnsonville, which was very well patronised by guests and WRRA members. On 23 rd May, we hosted 2 referees from Waikato, one of them being former Wellington RRA member, David Chin. Brett and Tara Beaumont entertained our Page 30 Annual Report 2009

33 visitors with a meal at the Monteith s Brewery Bar Khandallah and accommodation for the evening. International Interchanges in 2009: Samoa (Scott Sargentina); Queensland (Matt Smith and Matt Goodger); NSW Central Coast (Rob Neru); Japan (Phil Smith); Tahiti (Aaron Parker and John Ballingall). In 2009, we neither sent a referee to nor hosted a referee from Hong Kong. The NSW Central West exchange also did not eventuate this year. Jason Doig and Harrison Tait visited from Queensland and were hosted by: David Walsh; Brian and Patricia Lynch; Pat and Teri Lambert. Jason and Harrison undertook a midweek whirlwind trip to Christchurch, returning along the Kaikoura Coast by rental car. Wairarapa-Bush played Wellington in a Ranfurly Shield fixture in Masterton. Jason and Harrison both ended up with Assistant Referee duties on some of the curtain-raiser games at Memorial Park. Shinya Katagiri and Yuichi Machida visited from Japan. Our Japanese visitors were hosted by: Mike and Yvonne Segetin; Gordon and Jayne Noble-Campbell; Ian and Kerin Dallas; Dean and Rose Adams; Allen Thomas and Diane Jones; David Hamilton. They were taken on trips to the Kapiti Coast, Palmerston North and Wanganui. Allen Thomas hosted Shinya and Yuichi to the Wanganui v Wellington Ranfurly Shield match. The Wellington RRA Interchange programme continues to provide benefits for all those that participate, whether they are travelling away or hosting and assisting at home. To ensure future success, there is a real need for referees to be more willing to billet visiting referees. With the resurrection of the Interchange Committee, we will be able to maintain the exchange of refereeing and coaching skill in a positive manner. Annual Report 2009 Page 31

34 Social The Interchange Dinner has been mentioned in the report above. This second notable social event of 2009 was the annual quiz, which was held at So Bar & Café in Johnsonville. Steve Goodwin and Craig Dryden organised this event and, once again, Mark Fairmaid was the quiz-master. A team entered by the NZRU won this year s quiz and the major spot prize, donated by Makita, was won by our youngest referee, Joseph Ford. The 2009 WRRA Awards Dinner was organised by Steve Goodwin. Steve secured the use of the Ernest Hoben Room at the NZRU offices. Apart from an early hiccup with the caterer and the fire-alarms, the evening was a huge success. Sam Rossiter-Stead from the Wellington RFU was our Master of Ceremonies. Evan Green, Gary Jackson and Mike Dilnott organised the annual golf tournament which was played at Shandon Golf Club. There was a good turnout of participants with teams from NZRU referees administration (who set a record for the slowest round of golf ever played at Shandon), former NZRU President Andy Leslie and his wife Lesley, special guest, English Test referee Wayne Barnes (Lyndon Bray s caddy), members of WRRA plus representatives of the Tainui whanau. The winner on the day was Richard (Duke) Ellerington who carried off the handsome trophy to adorn his mantelpiece for the next 12 months. The prize for Most Golf was not claimed as there were too many scores that qualified for this award but all participants were able to walk away with some sort of prize. Best dressed was Evan Green. Unfortunately, Evan s snappy attire did not match the quality of his golf. Other prizes included the longest drive (men s) won by Duane McDougall but because of wind assistance on the day there were mutterings of the word fluke from some obviously disgruntled fellow golfers. 35 Gear The major change this past season was the fact that we no longer had The Dominion Post as a sponsor & as such all new gear purchased no longer bore their logo. Obviously the quality of the gear we now wear means that their logo will remain on the scene for a few years to come they do still support us with advertising anyway so this practicality is not really an issue. The Pelorus Trust offered us substantial funding this season and as a thank you to them our flags were altered to display their logo. The biggest issue this year arose around the demise of the manufacturer of our gear bags unbelievable in this day & age that there did not appear to be a ready substitute unless huge quantities were ordered. Fortunately AMI came to the rescue on a nationwide basis however manufacturing delays meant we did not receive any stock until nearly the end of the season. A positive this season was the alteration in the material used for our shorts, giving much improved wash & wearability. An additional coaching resource was sourced this season with the purchase of a hard drive DVD and a portable player. The DVD recorder allows us to use the old video recorder and down load the material for viewing & discussion with a referee. A review of all communication gear is currently being conducted so that we have fully functional systems for next season any need for upgrading will be considered although cost is always an issue however we will always endeavour to provide good practical gear to our referees and Wellington rugby. 36 WRFU Delegate It was with pleasure that I represented our Association as its delegate on the Wellington Club Rugby Board throughout the year. This role allows the WRRA to have input into areas concerning rugby at club level and be seen as a valued partner with the Union. This entailed being a member of the Club Rugby Sub Committee and on occasions a member of the Disciplinary Committee dealing with hearings for players who had been Red Carded during both club and minor representative fixtures, and also other minor disciplinary matters. I, with support from our Chairman Ian Dallas and David Walsh, attended most disciplinary hearings. Types of matters dealt with included 54 Red Card offences, 5 matches called off, 6 referee abuse reports and 3 complaints. Where necessary, suspensions ranged from 2 playing days and up to 15 weeks suspension. I attended all the Wellington Club Rugby Board and Club Rugby Sub-committee meetings except one each and any items that had potential impact on our members performance on any given weekend I voiced input for the betterment of the WRRA. On more pleasurable, but sometimes taxing occasions, I acted on behalf of the WRFU as the local liaison for visiting Super 14, Air New Zealand Cup and International teams. 37 Standards and Promotions Our main objective for 2009 was to promote and strengthen the Senior Panel, which was done successfully, looking ahead and for ongoing promotions up to the Premier Panel. This was achieved with some good young talent being promoted from the Intermediate Top-5 from 2008 with hopefully more to come through in Once again there was strong competition for appointments throughout the season with all the Premier and Senior Panels getting equal opportunities with most putting in strong and consistent performances. The WRRA Premier Top 5 all put in very solid performances throughout the season and were rewarded accordingly. The referees in question are as follows: Mike Fraser, Wayne Dickson, Gordon Noble-Campbell, Phil Smith and Daniel Kershaw. Congratulations must go to Mike Fraser who once again proved himself in the national competitions and this was shown when he was appointed to the Meads Cup final. Well done to Mike, who I m sure will progress even further in Both Wayne Dickson and Gordon Noble-Campbell were rewarded for their consistency throughout the season being appointed to do the Jubilee and Hardham Cups finals respectively. Congratulations to you both. Daniel Kershaw was the big mover this year and fully justified his promotion to the Premier Squad. He was also awarded the most improved/ promising referee in Once again Wellington proved to be the bench mark for the Zone Squad appointments this year and this was evident with the following making the squad: Hamish Mexted, Hamish Wakefield, Daniel Kershaw, Phil Smith, Chris Revell, Scott Ford and Dean Adams. I can t go past Garratt Williamson who, in his first year as a professional referee, performed with distinction. Congratulations must go to him and wish him the best for hopefully an exciting and rewarding I would like to thank Gary Jackson and Ray Stott for their continued support and hard work they put in this year. Not only helping make things work, but to be available most weekends to go and view referees, spending hours consulting and doing the draw each week, to maintain the consistency we strived for in all appointments throughout the season. 38 In closing, I have decided to finish my involvement with the WRRA after 24 years. I made the decision to close the door for both personal reasons and work commitments. I have enjoyed working with certain referees, with some becoming very close friends over the past 10 years after my retirement from refereeing in 1999 when I started coaching. Watching their progress up the grades and beyond has been very satisfying and rewarding indeed. I would like to thank all referees, coaches and executive that I have been associated with since I arrived in Wellington in I wish you all the best for the future and hope that as an association you maintain the standards that have been put in place and hopefully continue to have the right personnel to recognize talent and manage them correctly. 39 Hurricanes Zone Squad 2009 The 2009 Zone Squad was well represented by referees from our association with numbers up on previous years. Dean Adams, Daniel Kershaw, Phil Smith, Scott Ford, Chris Revell, Hamish Mexted and Hamish Wakefield received Zone appointments. This group formed the bulk of the squad in numbers (seven from twelve) and highlights again the talent we have compared to other provinces. Notable achievements within this group were Hamish Mexted refereeing Auckland v North Harbour B at Eden Park and Phil Smith refereeing the Zone B final between Wellington and Manawatu. Scott Ford and Hamish Wakefield were also appointed to B competition games. Selection to the Zone Squad is one of the pathways to higher honours but it does not come easy. There is more to it than turning up to meetings and refereeing on a Saturday. There is a demand on your leisure time. Ask any member of the Zone Squad from our association. Commitment is needed to meet the selection criteria, which includes passing NZRU Level II Theory Exam, being graded Premier in our association and having a high level of fitness. During the rep season (usually when club rugby finishes) our referees can be appointed to games as far away as Gisborne or Ruatoria and to New Plymouth so there can be times when weekends are taken up with refereeing and travel. A new concept to the Zone Squad is the selection of a promising group of referees considered potential Zone Squad candidates who are appointed to representative games- usually U16, U18, U20B and secondary schools fixtures. The promising group also participate in workshops with the Zone referees. Selection criteria for the promising group is not as rigid as for Zone referees and is based more on potential. Having said that, can I suggest this should be a target for those setting their personal goals higher for WRRA referees who gained selection this year were Matthew Goodger, Chris Graham and Geoff Willmott. 40 NZRU Academy Central Zone Each year the NZRU Referee Academy gets better, 2009 was no exception with WRRA members Brent King, Matthew Goodger and Chris Graham representing our association very well. Of the 3 referee s both Brent and Matthew will have completed their 2-year stint as at the end of 2009, I wish them all the best with their future refereeing endeavors. I am certain the guys won t be lost to the academy, as they continue to grow and learn to be the best that they can be, within the association, and further afield. Chris has another year to go and look forward to seeing him progress next season. In the past 2 years referees selected for the academy from within the WRRA association has been non-existent, we have relied on transfers from other provinces. This trend needs to stop and we must in future put more focus into our up-and-coming referees so they are given every opportunity. This is not just about how they referee on the paddock, but how they present themselves and communicate with others. I would like to see a more concentrated effort from the association in identifying talent early so we can work with these referees throughout the season. We need to grow our association and ensure we provide more and more referees through the many avenues available to get to the top. Referees for the 2010 academy intake have been selected with the WRRA fortunate to see Richard Gordon selected. For those of you who don t know Richard, he was a promising referee in the 2008 season before embarking on a gap year to the UK where from all accounts has continued to referee and impress a number of people. I look forward to working with Richard next season, and with the association, provide the necessary tools to advance him through the grades. 42 Sponsorship AMI continue to be the mainstay of the financial viability of our organizationwithout their long term support we would be a very different looking association and certainly as referees we would lose a lot of the many benefits we currently enjoy. Attached to the sponsorship is the annual scholarship scheme which offers two $1,000 awards for members who are doing some sort of study this year they were awarded to Matthew Goodger and Jared Clarke. As an integral part of our recruitment and retention programme, our thanks go to AMI. The major change this year was the loss of our long standing financial sponsorship with The Dominion Post which started many years ago with the Evening Post. Fortunately they are going to continue offering us support through advertising space for which we are very grateful and which continues our long association. There has been a lot of reporting in the media about Trust funding of sport and sporting organizations and the possible major funding reductions so it was a major relief to the Executive to be able to announce this year of the financial support from the Pelorus Trust specifically designed to cover our Interchange and fitness/development programmes. However it must be understood that there is no commitment for this to continue and when that inevitably happens we will once again be in major strife PWMC continues to show their support by offering us their facilities throughout the year for our meetings this along with provision of bar staff as required, the ability to readily source food as required means that our venue is close to ideal as always we pass on a huge vote of thanks to their Executive. WRFU also continue to support our operational budget and although economic pressure has resulted in another reduction of funding, it is always received with our gratitude. At a lessor level, association members, Allan Thomas through his association with Makita NZ, Mark Fairmaid of Concerto Networks and Trevor Walker all contributed to the cause and our thanks go to them. Similarly DB Breweries and Constellation Wines continue to support our annual Awards Dinner and without them it obviously would not be the same. Page 40 Annual Report 2009

43 Recruitment Although adopting the recruitment convenors role at the start of the season, the majority of the work and planning was already in place thanks to the great efforts of Scott Sargentina and Nathan Pilalis. This included the recruitment posters featuring our very own members which were distributed amongst work places, rugby clubs and secondary schools. The other regular means of annual recruitment were also implemented, namely newspaper advertising, word of mouth, etc. This year we also created some radio advertisements which were broadcast midseason. Whilst these missed the start of the season, they still generated considerable interest thanks to the creative work of our President. Active referee numbers increased this year thanks largely to the higher than usual number of casual/on-call referees who have been invaluable in filling the usual shortage in the weekly appointments. With the number of club and school games continuing to increase, we too need to boost the refereeing population, whether it's a commitment to referee every week or one or two Saturdays a season. With these initiatives in place, the focus turned to a review of our recruitment practices including induction, incentive schemes and recruitment methods in the media and planning for the future. This survey was done by a cross section of current and past members, including a large number that had either come from, or gone to, other associations, allowing for learnings from our refereeing fraternity. A recommendation paper was presented to the Executive Committee at the end of the season, to be discussed at their planning meeting in January. In the new year, a similar survey will be conducted, reviewing the recognition and retention of WRRA members. Whilst recruitment, retention and recognition are closely linked, it is important to view them separately, as you need to recruit members before you can retain them if you want to grow membership. The challenges for us as an association are to get our new recruits group back to the mid twenties where they have been in recent years, and encouraging our members to consider a move into coaching. In addition, we need to work closely with the other provincial unions and the NZRU to plan how referees associations can maximise the impact and interest generated from the Rugby World Cup in Craig MacFarlane Recruitment Convenor Annual Report 2009 Page 41
