KENT PETANQUE ASSOCIATION ISSUE No.53 NOVEMBER 2010 Regular readers of the GAZETTE will be aware that serious efforts have been made over a period of time to trace some facts as to the origins of Petanque and players of the NORFOLK SQUARE group. Interest started in this topic after last years KPA Annual General Meeting when a discussion centred around the sporting proposition that beginners and less skilled players would benefit from playing regularly against more competent and talented players. A maxim that would apply to most sports. Dave Turner from Meadow P.C. suggested that the standard of play and interest in petanque in Kent was partly generated from the Continentals who were playing as a group in Norfolk Square Paddington in the 70 s/80 s, who sometimes ventured into Kent to play in open competitions. The general belief is that the Norfolk Square group were Continentals working mainly in the catering industry in London, who had been playing from an early age in the towns and villages of their home countries.and were good players. So..if we take the year 1975, there were two centres and catalysts for the beginnings of Petanque in the U.K., the experienced Continentals that formed the Norfolk Square group..and the Sams Hotel group lead by MAURICE ABNEY HASTNGS and located at Shedfield in Hampshire. The origins of the B.P.A. were formed at Sams Hotel and MAURICE ABNEY HASTING was elected the first President of the BPA in 1974, and he is the author of the informative early book on petanque entitled THE PERNOD BOOK OF PETANQUE, first published in petanque enthusiast should have a copy. KPA GAZETTE Page 1

A few weeks ago, an old star of Petanque, contacted the Gazette. FRANCOIS-XAVIER GARCIA LOPEZ was part of the first ever B.P.A. Triples Champions for 1975, the year that this Championships first took place. The other two players in the triples team were ANDRE ARAGNO and JEAN-MARC-CONSTANITINI, all Frenchmen by birth and all members of the Norfolk Square Group, but nevertheless the first British Triples Champions, as recorded in the BPA Roll of Honour. This match was played at Sams Hotel in Shedfield against an all Brit. team of Maurice Abney Hastings, Bill Taylor and Ray Tilling. FRANCOIS was contacted by the Gazette and asked if he could provide some light as to the origins and the players of the Norfolk Square group. Amazingly not only did he provide some facts, but also provided some valuable (in petanque history terms) copies of paperwork from 1975, all of which the Gazette publishes, and should be of great interest for today s players in Kent. FRANCOIS was born in Paris and started playing petanque at the age of 15. He is now at the age of 57, but has unfortunately ended his petanque playing days due to ill health. After a spell working in London he has returned to Paris and is now living in a district of Paris called La Garenne Colombes which is not far from the Defence area. He first came to London in 1974 at the age of 21 and worked in the Swiss Centre in Piccadilly as a waiter, and later as a cellar man at the Great Metropolitan Hotel. During his early days in London FRANCOIS organised a trip for his family to visit London, and booked accommodation in ST.GEORGES HOTEL Norfolk Square, the hotel is still there as these pictures taken November 2010 verify. The owner of this hotel was a ANDRE ARAGNO. KPA GAZETTE Page 2

ANDRE was playing petanque in Norfolk Square in 1974 with JEAN-MARC CON- STANTINI who also owned another hotel in Norfolk Square called the GALLENCO HOTEL at number 12 Norfolk Square which has subsequently changed hands and is now called THE FALCON HOTEL. According to FRANCOIS the Proprieters of the Gallenco were Jean-Marc s in-laws, but out of interest The London Gazette of 11th Nov.1977 shows a Jean-Marc- Marie-Constantini as being the proprietor of the Gallenco. So after the family stay at the St.Georges Hotel and getting to know Andre, FRANCOIS returned to play petanque regularly in Norfolk Square and in so doing formed a partnership with Andre and Jean-Marc to become the first British Triples Champions. At the time FRANCOIS remembers that there was a regular group of 6 players, one of them being Peter Schmid, but is not sure of the names of other players. FRANCOIS tells us that Andre has sadly passed away and Jean-Marc has left London and his were-abouts are unknown. NORFOLK SQUARE NOVEMBER 2010 NOT A PISTE OR BOULE IN SIGHT KPA GAZETTE Page 3

All the bits of information are gradually coming together to produce a picture of the early days of Petanque in England, particularly in Norfolk Square. Andy mills, one of the early Presidents of the South East Region recalls attending BPA meetings in a hotel in Norfolk Square, the hotel name he struggles to remember but was probably called the Norfolk Court Hotel, and strangely enough today there stands a hotel at number Norfolk Square called The St. David s & Norfolk Court Hotel. In Abney Hastings Pernod book of Petanque he quotes that in 1980 Andre Aragno was the secretary of the Franco British P.C. located at St.Georges Hotel 46 Norfolk Square. And a further quote from the book, year With a few exceptions, Shedfield twice, Nene, Rayne and Frogs of Fishtoft, the National (competitions) have been dominated by the Anglo-French teams from Norfolk Square in London. With only one exception when Shedfield won in 1978 the Norfolk Square teams have actually won the Pernod British Petanque Championships, and whilst this may suggest that things are a little one sided their teams have certainly given the indigenous population s teams an incentive and a standard at which to aim. Back to FRANCOIS who in 1974/5 lived at Barons Court and recalls that in the summers petanque was played in the Square most nights of the week, after work and most weekends and it seems that after the games the players retired to an Italian restaurant called the CANTINA or to the hotel, presumably the St.Georges. The following pages are a copy of paperwork that FRANCOIS kindly provided. And this is the book that all petanque players should have, it is said that the player in blue is The present day FRANCOIS XAVIER Michelle Hourcastagnou KPA GAZETTE Page 4

Another newspaper article of the first Triples Championships held in The article infers that the Norfolk Square group of French players would go onto represent the BPA at the world Championships the following year in Quebec. Not the case.the teams were. GB1 D.Smith, A.Aragno and P.Towell and GB2 were P.Tilling, C.Deane and Jean-Marc Constantini. KPA GAZETTE Page 6

After the first BPA Triples, it was discovered that the International rules stated that only one foreign national may play in a National Team. Another quote from the Abney- Hastings Pernod book relating to the Norfolk Square Three in 1975 says.. one of the three was actually going back to France so we (the BPA) could have one each of the others, Andre Aragno and Jean-Marc Constantini in each team. The one going back to France in 1975 was obviously FRANCOIS. Andre Aragno and Jean-Marc Constantini went on to represent the BPA at the World Championships in 1975, 1976 and Picture 1975 Where are they now? THE BRITISH PETANQUE LICENCE OF FRANCOISE FOR 1975 Hopefully this interesting information provided by FRANCOIS could be the start of more NORFOLK SQUARE players coming forward with their stories of the early days of petanque, please get in touch with the Gazette. KPA GAZETTE Page 7

It appears that there was a vibrant sense of community in and around Norfolk Square in 1975, and this Fete looked to be a grand affair, if the 50p entrance fee was anything to go by. Monty Modlyn opened the fete, he worked as a reporter for the BBC and LBC at the time, and passed away in May 1994 at the age of 73. Monty showed very little respect for the rich and famous of the time and on one occasion when interviewing the Ugandan dictator Idi Amin Dada, ingenuously asked how many of his people had Amin murdered, Amin replied You very cheeky man. It looks from the article by Mr.Appleton above, that ANDRE ARGANO was the owner of the St.Georges Hotel in Norfolk Square, and if Andre was not the instigator of Petanque in the square, then he was certainly one of the original players. KPA GAZETTE Page 8

Strolling round Norfolk Square today it is difficult to imagine that petanque pistes and a thriving petanque community existed. The square of today has a charm that most of the London squares have, tidy in a rough sort of way, flowery and bushy with trees without manicured horticulture, open and free for all to use. Must have some sort of municipal controls as to useage.and yet 35 years ago some peoples took it upon themselves to dig up the turf and lay some gravel for petanque! What about the jumped up local officials of the time and their pedantic rules? What about health and safety? Maybe they were the more enlightened times that encouraged community spirit. For those who like to surf the web, try this, as a possible explanation! /ceb12590-b565-11df-9af feabdc0.html.. Ahead of an all-day triples tournament, Nick Sabine of the East London Pétanque Association, and Bruce Rowland, an expert man of boules, have agreed to induct me into the game in Barnard Park, north London. Rowland, who sports a Ricard T-shirt and a curtain of dark grey hair falling from his baseball cap, has been playing boules in London since With the help of a couple of French friends, he stripped the turf from a patch of Norfolk Square near Paddington and brought in a tonne of gravel. A week of pounding followed before the square was ready for play. 10 The latest round of the Meadow PC European tour took place at Mouscron in Belgium over the weekend of 2-3 rd October. Twelve club members travelled out on the Friday to be fresh for the 9 o clock registration on the Saturday morning for the Men s and Ladies Doubles events. Over 1,200 boulistes took part with all the Meadow teams acquitting themselves well. Best placed team in the Men s event were Greg Davenport and Richard Spillett who cruised through their barrage group with two straight wins. They then progressed through the competition to the Last 32 before an under-par game under the floodlights saw them eliminated. The Meadow s other three teams in the Men s event (Dave Turner & Rowland Jones, Martin Bishop & Dave Hurren and Kevin Spillett & Mark Cooter) all won through the barrage event to progress in the B Competition. Dave & Rowland progressing the furthest, finally being eliminated in the Last 16 a few minutes before midnight Pictured above Left: Richard Spillett & Greg Davenport (Last 32 main). Right: Dave Turner & Rowland Jones (Last 16 B competition). In the Ladies Doubles Jennifer & Corinne Cooter won their barrage group with two straight wins to progress through to the main competition where they went on to reach the Last 16 while Tracy Turner & Jan Davenport qualified for the B competition where they lost in the semi-finals. Pictured above Left: Corinne & Jennifer Cooter (Last 16 Ladies main). Right: Tracy Turner & Janet Davenport (Semi finalists Ladies B competition). A similar number of teams (around 600) registered for the two triples competitions (men s and ladies) on the following day. Again all the Meadow teams acquitted themselves well taking games off top continental teams and all can be proud of their achievements over the weekend. Top achievers on the Sunday were the ladies team of Tracy, Corinne and Jennifer who reached the Last 8 of the ladies competition. CONTINUED KPA GAZETTE Page 10

The competitions were part of the town s Fete des Hurlus celebration which included street markets, beer stands, food stalls, beer stands, majorettes, beer stands, marching bands (lots of bloody marching bands), fancy dress, etc. Oh, and did I mention beer stands. It all culminated at 5:30 on Sunday evening with local celebrities and dignitaries hurling bags of sweets and stuffed toys off the balcony of the imposing town hall to the hundreds gathered below. One was even caught one handed by a very nonchalant Dave Hurren (pictured below). Perhaps you should take up cricket Dave. All in all a very successful trip that will go down for posterity as the Plum Crumble Birthday Tour. One of the clubs more photogenic players even managed to feature on the front page of the local Sunday morning papers (pictured above) while one of the less photogenic mysteriously appeared on the members tee shirts on Sunday evening (below). REPORT AND PICTURES BY MARK COOTER ANDY MILLS managed the competition at Hartley Country Club 17th October. Total prize money of 330 was very generous for the 12 teams competing. A total accumulative prize money of 220 went to one Club. Asked why the prize money was going to Clubs rather than to the individuals taking part, Andy replied, cause it is. A man of few words... after a few minutes..andy elaborated by saying the League is for Clubs, the teams play for Clubs, the players play for Clubs, it therefore follows that the prize money will go to Clubs...who can do what they like with the prize money. Read a full report of the Competition on the KPA web site. KPA GAZETTE Page 11

The K.P.A. costs you money, and it controls your game.come to the K.P.A AGM and voice your opinions before the year starts. Kent has an active and strong Management Committee, Kent has very healthy funds and Kent has the largest licensed County membership in the U.K. Junior petanque in Kent is at an all time low. Apart from a few regulars, Sunday Competitions are badly supported. The KPA Summer and Winter Leagues are well managed and well supported by Clubs, however winning Clubs are reluctant to attend the League AGM to receive trophies? Over the past couple of years the Management Committee have tried a few new events.. the Chairman s Cup - the Novice Competition - the Trophy Presentation Evening - the Summer League Handicap Comp with very little support and interest, and the twinning arrangement with Nord Maritime continues to be successful thanks to a few who need to push and cajole members to take part. Kent teams have free accommodation at the National Regional Triples Championships at Brean Sands and are provided with part subsidised Kent kit covered in the main by entry fees into the Qualifying rounds, but the event still needs a top-up from the KPA funds. Is it time to encourage Kent Club teams to enter competitions on the Continent with cash support from the KPA? This has been tried in the past with a certain degree of success. Petanque in most cases relies on the goodwill of publicans, pubs and to a lesser extent breweries to provide playing facilities and, at a time when pubs are struggling for custom, does Petanque do enough to support the pubs that provide the venues? Sad to see that some Petanque pubs have closed, and some are fighting to stay alive. The KPA needs direction that can only come from the members, please attend the AGM. Short notes Trophy presentation evening very badly supported will not be repeated next year, event ran at a loss of 200 KPA at Brean Sands considered a success, with a small financial loss KPA finances stand at around 6000 and Junior fund at around 1900 Chairman s Cup in question for a repeat next year consideration will be given for cash prizes at some KPA competitions next year to be used as travel grants for European competitions KPA to give considerable thought over the winter period to encouraging more players to play in Sunday competitions most of the KPA competitions were badly supported this year League Handicap will be considered for a repeat next year KPA are not putting forward any proposals for the forthcoming EPA Annual General Meeting. 13 On the weekend of 30/31 October the annual sporting trip to Maidstone s twin town of Beauvais took place in brilliant, warm, sunny weather. Whilst the table tennis teams have been visiting for 30 years this was a first for pétanque and the trip was a return following the Beauvais pétanque team s visit last year. Tovil Working Men s Club, who have 5 teams in Kent Pétanque League, hosted the French last year and undertook the trip this time with 9 players making the journey, including Neil Phillips currently the English Singles Champion. The Beauvasiens were wonderful hosts and we were all envious of the size of the terraine at their disposal in Park Kennedy. The day started early with a departure of 6.00 am from Tovil arriving at Beauvais around pm local time from whence we were taken to our hotel and on to the petanque terraine. A series of matches On the Piste in Parc Kennedy took place, all played in a wonderfully friendly manner and a quality of shooting and pointing which was superb. Our hosts generously provided us with food and drink until they ferried us to our hotel around 6.00pm to freshen up prior to the evening s activities. We were then taken for dinner with copious quantities of beer and wine and general bonhomie then again transported to a soirée where there was dancing to live music. There were around 60 people there to welcome us, initially with a champagne reception, though with myself being the only French speaker there were many conversations which took place only by gestures! Even so the generosity of our hosts was exceptional as we left at around 1.30 am having not been allowed to spend a cent; so to bed. Luckily French time also went back so we had an extra hour to recover before we made our way once more to the pétanque terraine. In the end our hosts insisted that the pétanque be declared a draw but I fear they were simply being kind to us! We had to stop playing at am to attend a reception at the Town Hall where the trophies were presented. The table tennis match was a draw with Maidstone winning by a margin of one game and with the petanque sportingly having been presented as a draw the Cup was deemed to have been won by Maidstone. It was presented to Alan Cocks on behalf of Maidstone Town Twinning Association and Alan delivered our thanks with the help in translation of Sylvie Dewulf who acts as liaison. As well as nibbles and soft drinks lunch was also served (unbelievably this included a half lobster each!) and further wine. Each player was also presented with a medal and a sports bag with goodies in it. Each sport was also presented with a permanent trophy to mark the occasion and ours now sits proudly in the Tovil Trophy Cabinet! This was our first venture to France under the twinning arrangements and because it was done under the auspices of the Town Twinning Association it was trouble free for us so our thanks must go to the Association for their help. 14 TOVIL P.C. visit their TWIN continued Now that we have established contact with the Beauvais pétanquers we hope to continue the relationship with them and indeed we have been invited to send a team to their biggest competition, their Grand Prix, in September next year. All the Tovil team taking part join me in thanking our hosts for a wonderful weekend and we look forward to hosting them next year. I would encourage all petanque clubs to enquire of their own town twinning associations whether they could take part in the formal twinning arrangements. 15 TOP CORNWALL BOYS ROY PEMBERTON and ROB SULLIVAN FROM THE GAZETTE go - west young man Ex -of -Kent Sherwood Oak CORRESPONDENT, imbedded somewhere undercover in Cornwall. A report on the last competition held in Cornwall this season. The REG DADDOW DOUBLES COMPETITION at the STAR INN Eighteen teams took part in the REG DADDOW Memorial Doubles Competition on Sunday 31st October, making it one of the best attended petanque events held in Cornwall in recent years. It was also one of the wettest, with heavy rain for much of the day, and, towards the end of play, a large part of the playing area at the STAR INN, St.Day, was under water. Overall winners were Roy Pemberton and Rob Sullivan, both of St.Columb Major, who came through in a closely fought final against runners-up Kate Herrick, of the Rising Sun Petanque Club, Altarnun, and Paul Rundle of Tregony Sports Club. The match finished at around in very dark conditions. Winners of the Plate competition were Andrew and Sarah Jarvis of Truro, who only began playing in September this year. Runners-up were another pair of new players, Rod Walker and Roger Weisman, both of Penzance. In addition to local players, the event attracted guests from east and west Cornwall, Devon and Thames Valley. Final calculations are still to be made but it is predicted that a donation of about 150 raised from the event will go to Macmillan Nurses. This capped off a remarkable season for Rob Sullivan and Roy. Won the 1st competition of the year in a triples event with Robert Herrick, won the Summer League with Simon Penna. Rob, Roy and Robert (known as the 3 R s, oddly enough) finished runners-up in the County Triples and Rob and Simon Penna finished runners-up in the County Doubles. ROY PEMBERTON SMOKOE TIME - There are still a fair few petanque players who like a fag now and again, particularly when playing petanque..as is their want. In France it appears compulsory that you smoke when playing. There are a few players who get the disproportionate ump regarding smokers who smoke when playing petanque. The rules for petanque and smoking are vague, however, the interpretation at Brean Sands that spectators and itinerate rubber-neckers passing by a game should not smoke, maybe taking it a bit too far. KPA GAZETTE Page 15

PETANQUE WORLD CHAMPIONSHIPS According to Jean Louis Guiot the best ever petanque final can be found at (right click on screen, go to zoom and click on full screen ) And.the best ever 9th place by an English team can be found at 3 Kent players, Jenifer Cooter, Gary Atkinson and Alex Bruce did very well in the EPA Espoirs Qualifying Competitions and will now represent England and the EPA at the European Espoir Qualifier Competitions next March, for full details refer to the report on the KPA web-site. Nice report by Jack in your October Gazette entitled "The England Team Expects" however he undersold Great Britain slightly when he stated that "Great Britain/England s best result to date was in the 1990s when a team from Great Britain reached the last 16." Teams from Great Britain (and now this years England team) have reached the Last 16 on a number of occasions but our best performance was in 1979, when the World Championships were held at Southampton. That year the GB team of Pip Cledwyn, Philip Deane and Chaka Thacker reached the quarter finals (losing to the holders and eventual winners - Italy 1) - refer to Pernod book of Petanque for more details on this epic result. Mark Cooter Nice correction from MARK COOTER..and thanks to Mark for bringing to our attention the delightful names of PIP CLEDWY N and CHAKA THACKER And to Jack Milner..keep sending your reports Jack!...they attract comments Another Petanque friendly SHEPHERD NEAME pub, the LAMB P.H. at Swanley village is to start a petanque Club. Ex FIGHTING COX player STEVE WELLS is behind this venture and boasts a large group of 20 locals willing to give petanque a try, The players have already been playing a few games on the village green not too far from the pub during this summer and are now in the process of building two pistes with floodlights in the grounds of THE LAMB, to be used for game practice over the winter period ready to enter teams into the 2011 KPA Summer Leagues. Should anyone wish to black-their-noses, THE LAMB has a wide range of SHEPHERD NEAME beers and lagers, and bar food is available and also Sunday lunches. At the moment STEVE WELLS is urgently trying to get together some second-hand competition boule and would like to hear from Clubs and individuals with spare boule to give away or to sell. Please contact STEVE WELLS or if you can help. KPA GAZETTE Page 16
