3 ir MINUTES SPECIAL PARK & TREE BOARD MEETING FEBRUARY 1, 2018 The meeting was called to order by Chairperson, Matt Dickhausen at 12:00 p.m. Members present were John Wimmer, Neil Herzberg, Jonathan Truwe, Len Gilmore, and Jerome Feigum. Nancy Ellis was absent. Advisory Members present were Ron Mergen, Public Works Director; and Lee Schleper, Maintenance Worker. Also present was Rick Koehn. Motion was made by Gilmore to approve the minutes of the October 5, 2017 Park & Tree Board meeting. Seconded by Herzberg and unanimously carried. ELECTION OF OFFICERS Motion was made by Gilmore to elect Dickhausen as Chair, Truwe as Vice Chair, and Mergen as Secretary. Seconded by Herzberg and unanimously carried. MEETING SCHEDULE Motion was made by Herzberg to set the meetings for quarterly (February, April, July, and October) on the first Thursday at 12:00 noon. Seconded by Truwe and unanimously carried. VETERANS PARK - SUMMER CONCERT SERIES A request from Matt Dickhausen was reviewed, members all had positive comments on the numbers of participants and the quality of clean up after the events. Motion was made by Gilmore to allow Paynesville Community Education to use the Veterans Park shelter at no cost and the City to be listed as a sponsor and recommend such to the City Council. Seconded by Truwe and unanimously carried. COMMUNITY PARK SHELTER RENTAL REVIEW Members discussed the shelter at the Community Park and at this time feel the usage does not justify a reservation and fee system. The park has a fair amount of activity, but with two shelters, the residents can utilize either of them. There also has not been any requests to reserve them. Motion was made by Feigum to leave as is with no reservations. Seconded by Truwe and unanimously carried. MINNIE ST. AND LAKE AVE. GREEN SPACE A proposal was presented to members to add shrubs and trees to the City property at Minnie St. and Lake Ave. (the former Credit Union Parking lot) and also around the sign (Downtown/Industrial loop). With the bike trail running adjacent to this lot members discussed

4 the need to improve the aesthetics of the property. Mayor Thompson indicated that the Lion's Club may have funding to support the project. As proposed, the costs would be $2, for the Lake Ave. & Minnie St. area and $1, for the area by the Downtown/Industrial Loop sign. Motion was made by Herzberg to approve the project with support from the Lion's Club and any other outside funding and recommend such to the City Council. Seconded by Gilmore and unanimously carried. SLEDDING HILL It was reported that with the 2019 Street Project the City will have a significant amount of fill material that will need to be trucked out. An idea is to bring it to one of the parks and create a snow sledding hill. Members all agreed with the concept and it should be added to the Community Park Plan. Mergen will get a more details on the amount of fill that the City will have. PARK COMP PLAN Members were asked to review the plan before the next meeting, at which time the Board could approve it and send it to Council for approval. AMPE PARK - SOCCER FIELD Rick Koehn was present and briefed the Board on his view of where the program is going: They used to have 70 kidsl but now Rocori went on their own Rule changes don't allow a club team to play a high school team Now have approximately 30 kids and kids in the spring league They are going to work the entire program into the fall The soccer club's issue with the field are they only have one set of goals and it's hard to move them, thus they are damaging the grass in front of the goals New goals are $1, and this purchase is not an option for the Club at this time Wheels can be mounted on the goals so they can be easily moved The soccer club will set one field aside just for games to help minimize the damage SPLASH PAD WATER USAGE Last summer the splash pad utilized about 2 million gallons of water. The City looked into a recycling system. The total installation and equipment would run about $30, Pay back with operational time and chemical usage would be approximately 15 years. It was suggested to add an additional water meter to track the splash pad separate from the sprinkler system and bring that back next year with the thought of just adding a tank to collect the splash pad water and use it to sprinkle the grass. It was suggested to reduce the timer on the splash pad to less than what it is currently set at.

5 VETERANS PARK BOAT DOCK Members were informed of the poor condition of the existing coat dock and the need to upgrade the unit. There is a problem with boaters' power loading their boats and undermining the wheels of the dock causing a dangerous slope to the dock. The proposal is to install a boarding or floating dock, at a cost of $7, A second quote from Nathe's Marine was obtained for a Shore Master with adjustable legs at a cost of $10, The advantage of the boarding dock is it will float up and down with water levels and should not need adjustments once installed. As where the shore master has the potential to be undermined by the power loading of boaters. It was also noted that the Sportsmen's Club originally donated the existing unit and should be contacted and asked to financially support the new unit. Motion was made by Gilmore to purchase the boarding dock from MINNCOR in the amount of $7, and recommend such to the City Council. Seconded by Feigum and unanimously carried. There being no further business, the meeting was adjourned at 12:55 p.m.

I know In the past, the City of Paynesville has expressed interest in sponsoring a pier to be placed somewhere in Veterans Park. I do know funding for new piers has been very limited with the priority being existing piers In need of rehab. Obviously any monetary donation towards the pier by the city or a partner can help move the project up on priority list. If the city is still interested in being considered for a new pier, I would suggest filling out the attached application and returning it to me. Please don't worry too much with the lake and fisheries information as I can fill in some of that info. here at the office. Just want to have something on paper to add to the list.
