REPORTS

PRESIDENT S REPORT As President of Golf Manitoba, I am pleased to report on our activities for the past year. Our mission as the governing body of amateur golf in Manitoba and North West Ontario is to develop, promote, govern and service the game of golf for the benefit of all participants. Recognized by Sport Manitoba as the Provincial Sport Organization (PSO) for golf in the province, Golf Manitoba works in alignment with both Sport Manitoba and Golf Canada to achieve its goals. This past year Golf Manitoba continued to address priorities in its strategic plan which are: To enhance our relationship/partnership the PGA of Manitoba to further the development of golf in Manitoba and North West Ontario, in alignment with the Long Term Player Development program. To enhance our communication tools to increase the opportunity to attract more golfers/members. To establish a consolidated, complete and up-to-date policy manual with regular review and updates. Over the past year, we held several meetings with the PGA of Manitoba to discuss common interests and potential areas of collaboration. These include communication and junior golf. We will continue to move forward on these areas in the upcoming year. We have also been in conversation with Golf Canada about a consistent web platform between Golf Canada and all provincial jurisdictions. This will help promote improved communications and awareness about golf programming across Canada. Stay tuned for more on this project next spring. Our executive committee undertook a review of our existing policies and many were updated over the past year. More policies will be addressed in the upcoming year to finalize our policy manual, which will be available online. This year we were thrilled to have Taylor Made Canada become an official partner of Golf Manitoba, providing product to tournament participants and provincial teams. The support helped to enhance competitors experience in our events and at national championships. We look forward to a continued partnership with Taylor Made. We have been progressing on the new membership model rolled out by Golf Canada and the provincial golf associations in There are currently 16 clubs participating under this new model, while remaining clubs are operating under the old model. We are continuing to monitor the new membership model closely with Golf Canada. The shared revenue generated through membership dues allows Golf Manitoba and Golf Canada to provide programs and services needed to grow the game. This includes the Golf in Schools and Future Links programs, supporting regional, provincial, university and national teams, as well as the annual Golf Fore the Cure fundraising event presented by Subaru. Golf Manitoba also provides rules and handicap seminars, course rating, and player development support for coaching, training and national certification programs. This summer Winnipeg hosted the Canada Summer Games with golf being one of the competitive events. Team Manitoba finished with strong showings both in team and individual competitions. In the Girls Division, Team Manitoba finished fourth, with Camryn Roadley the low Manitoban in 11 th place. In the Boys Division, Team Manitoba finished fourth, with Ryan McMillan the low Manitoban in 8 th place. Congratulations to Manitoba s golf athletes on a fine showing at the 2017 Canada Summer Games! - 3 -

Our competitive season has now come to a close and I would like to also congratulate our 2017 Provincial Champions and all competitors who participated in Golf Manitoba events over the past year. Thank you for supporting our events. A complete listing of all events, competitors and results is in our annual report. I would like to acknowledge and thank Golf Manitoba s dedicated and hard-working group of volunteers who faithfully give their time and effort. Without them, we would not be able to provide the programs and services for the benefit of our members. I would also like to thank my fellow Board members for their support and commitment during my two years as President, it has been a very rewarding experience. Special thanks to our Committee Chairs and committee members for their ideas and innovations to keep us moving forward. I want to express my appreciation to the Golf Manitoba staff - Dave Comaskey, John Lamarche, Garth Goodbrandson, Lisa Andersen, Carol Muzychka and the summer intern, Garrett Hudson for their hard work and efforts over this past season. Thank you. Respectfully Submitted, Tammy Gibson President - 4 -

COURSE RATING & HANDICAP COMMITTEE REPORT The course rating committee completed a total of 22 ratings during 2017 (11 men s tees and 11 women s tees). To maintain valid course and slope ratings, golf courses are required to be re rated at least every 10 years or when significant changes are made. Courses rated included Assiniboine, Beauty Bay, Bel Acres, Gilbert Plains, Larters, Lorette, Pine Falls, Portage, Swan River, Transcona & Tuxedo. Golf Manitoba continues to conduct Handicap Education Seminars for representatives from our member clubs. In 2017 a seminar was held at the Breezy Bend Country Club at the end of April. The license agreement with the USGA requires that each club have at least one representative certified. These representatives will then be used as a resource for inquiries at the club level. If your club has not sent an individual, please do so and if you have already sent someone, we would encourage you to send others to be educated on the details of the handicap system. We would also encourage clubs to organize seminars specifically for your members and Golf Manitoba will come to your club to assist. Thank you to all our volunteers for their efforts throughout the year. Looking forward to another busy summer for all our men s and women s rating teams next year as well as continuing to educate Manitoba and North West Ontario golfers on the parameters of the handicap system. Respectfully Submitted, Dave Comaskey Executive Director - 5 -

MEMBERSHIP COMMITTEE REPORT While golf continues to be one of the most popular sports in Canada, a large majority of golfers now choose, for any number of reasons, not to join a traditional golf club. They love the game, but elect to play a variety of our country s awesome selection of courses, rather than belong to just one. Over the past two years we have been working on the development of an updated and more equitable membership model to fit the current industry climate in Canada. After extensive consultation with Clubs and individual members we have found consensus for a new model along with a suite of new benefits. We will begin the implementation for the 2018 golf season. As you may be aware, we have been testing our new business model at a few clubs in the province over the past two years and we have received very positive feedback. In 2017 Golf Manitoba had 1351 Gold members in the province. This is through membership at a member club or an individual purchasing a membership on their own. In 2018, all clubs in the province and Northwestern Ontario will be invited to transition their facility and their golfers to these new benefits and fee structure. Among the highlights of the new model gold membership for the individual golfers will be: The Golf Canada Equipment Guarantee which will reimburse the individual members up to $2500 in replacement costs for equipment (golf clubs, distance devices, etc.) that are lost, stolen or damaged, as well as any damages caused to a motorized golf cart and charged to the member. The Golf Canada Window coverage program. Golf Canada will reimburse the individual members up to $1000 for damage caused to a window on the golf course. (E.g. Pro Shop, restaurant, a house around the course itself or to a vehicle in the club parking lot.) The Golf Canada Equipment Identification and Retrieval System which provides you with identification labels for your golf equipment tied to a smart phone notification system to help reunite you with your lost equipment no matter what golf course you are playing on. Rules Education. As a Golf Canada member, you receive free access to Level 1 of Golf Canada s online rules of golf platform. Members will be provided with the rules of golf Pocket Caddie. The Great Canadian East/West contest. Individual members will be entered in to a draw to win a golf trip to either the Canadian west coast or the Atlantic provinces. In addition, individual members will have a further entry each time they post a score. Official Handicap Factor and access to the Golf Canada Score Centre to post scores. Access to the Golf Canada App and mobile websites to track their game. Tournaments. To participate in Golf Canada, Golf Manitoba events, a membership is required. Our role in this is to ensure information is communicated to both the clubs and the golfers at every level and they understand the benefits of the new model. Respectfully Submitted, Susan Wright-Cassan Membership Committee Chair - 6 -

OFFICIALS COMMITTEE REPORT It has once again been a long and busy schedule of tournaments and rules clinics this year. To the tournament staff on scene; Lisa and Garrett, many thanks to you for your assistance, patience and professionalism throughout the year. To the office staff (Carol, Garth, & John), thank you for your tireless work. Special thanks to Dave Comaskey for his leadership and help in the past year. To those of you who marked courses and prepared Notice to Competitors for our events, my sincere thanks. To my fellow committee members (Betty Grant, Lou Spado, Don MacDonald, and Jim Gosman), I say thank you and I hope that we will continue to work together in the same co-operative manner. We also continued rules clinics during the winter that were well attended by players, officials and potential officials. We took our winter clinics to the clubs this past winter and saw an increase in attendance primarily due to local members from each club. These clinics will be offered again in the coming winter and spring. Golf Canada has a program for developing Rules Officials. Levels 1 through 4 have been developed to make it easier for someone to learn more about the Rules of Golf or even become a rules official. The progression is as follows: 1. Levels One and Two are offered on-line through the Golf Canada website 2. Level 3 is conducted by the provincial golf associations. 3. Level 4 is the National clinic run by Golf Canada. Level 3 can be attended by anyone who is interested in learning more about the rules. If you really hope to pass the exam, it does take a good deal of preparation. It goes without saying that the strength of Golf Manitoba, aside from the staff members, is in the volunteers, who readily give up their time to ensure that the golfers of Manitoba and North West Ontario have a positive, pleasant experience participating in our competitions. Lastly, my thanks to those who participated in another successful season. On a personal note, it has been my pleasure to serve on the Board of Golf Manitoba for the last ten years. Respectfully Submitted, Bob Fallis Officials Committee Chair - 7 -

PLAYER DEVELOPMENT REPORT 2017 Girls Canada Games Training Squad The Canada Games Training Squad was comprised of eleven girls throughout Manitoba. The Training Squad received memberships at The Golf Dome and the team held weekly practices during the winter to help prepare for the upcoming season. The girls also competed in the Women s Nassau League and finished in 5 th place in the A Division, just one point out of the playoffs. The Nassau league continues to be a great training opportunity for the junior girls. The girls get the opportunity to compete against top female players as well as getting the opportunity to play golf courses they have not played before. A ten round qualifier was held in May, June and July to determine the top three girls who would represent Manitoba at the 2017 Canada Games. Camryn Roadley, Bobbi Uhl and Rebecca Kuik all played some fantastic golf during the qualifiers and were named to Team Manitoba. Brenda Prystayko plays a huge role in leadership with the junior girls. Brenda has held the role of Non-Playing Captain of the Nassau team for many years and is a great role model for the young girls. Brenda was also the Team Manager for the Canada Games team. Brenda has been a long-time volunteer for Golf Manitoba and she has spent numerous hours of her time to assist in the development of junior girl s golf in Manitoba. On behalf of all the girls and their parents, thank you Brenda for all that you do! Junior Girls at the Nationals Four Manitobans participated in the Canadian Junior Girls Championship at the Camelot G&CC in Cumberland, Ontario. Camryn Roadley led all Manitobans finishing in 37 th place. Bobbi Uhl narrowly missed the cut and finished T73. Mikyla Albert and Kate Gregoire both played in the Nationals for the first time, missed the cut but all gained some valuable experience Boys Canada Games Training Squad Thirteen boys participated in the Canada Games Training Squad. Similar to the girls, the boys also received memberships at The Golf Dome and weekly team practices were held. The boys participated in the Mundie Putter League B Division and with their top 3 finish, the team made the playoffs and will compete in A Division next year. One of the highlights for the junior team was defeating Elmhurst in round 1 of the playoffs. The juniors were then defeated in the semi-finals by eventual champions Pine Ridge. Thank you to Dennis Prystayko for his role as Non-Playing Captain. Dennis has volunteered for Golf Manitoba for a number of years and has seen many fantastic junior golfers go through the program. Following the ten round qualifier and after some terrific play, Ryan McMillan, Zach Wytinck and Spencer Norrie emerged as the low three junior boys and would represent Team Manitoba at the Canada Games. Junior Boys at the Nationals Six Manitobans competed in the 2017 Canadian Junior at the Cataraqui G&CC in Kingston, Ontario. Wesley Hoydalo led the Manitoba contingent with an outstanding 14 th place finish. Ryan McMillan, Anthony Leicht, Sylvain Ruest, Sam Diamond and Jacob Armstrong all missed the cut

Canada Games 2017 was the third time that golf has participated in the Canada Games. With Southwood G&CC being the host venue, expectations were high. Both the Team Manitoba boys and girls teams didn t disappoint and had their best result ever. Both teams exceeded expectations and finished in 4 th place. The boy s team just missed out on a chance for a bronze medal as a result of a three team playoff for third place with Alberta and New Brunswick. After tying the first playoff hole with pars, Team Alberta was eliminated after the second hole leaving it to a Manitoba/ New Brunswick showdown. New Brunswick finished the third playoff hole at -1 giving them a one stroke victory over Manitoba. A big shout out to Southwood and the volunteers for making this a first class event that all the players will always remember as one of their golfing highlights. Team Manitoba appreciated everyone s support throughout the entire week. Individual Results Girls Boys Camryn Roadley (11 th ) =309 Ryan McMillan (8 th ) =291 Bobbi Uhl (12 th ) =313 Zach Wytinck (11 th ) =299 Rebecca Kuik (14 th ) =321 Spencer Norrie (14 th ) =301 Future Links Programming Golf Manitoba has been very fortunate to have a number of fantastic Player Development Interns over the years and this year was no different. Garrett Hudson was outstanding in this position. Garrett organized, conducted and most importantly introduced golf in a fun and safe environment. We received numerous compliments on the job Garrett did this summer. Thank you Garrett! Grassroots programming is an important aspect of Golf Manitoba s Player Development Plan. Golf Manitoba continues to emphasize the Golf in Schools program by offering clinics to elementary schools in Manitoba and Northwest Ontario at no charge. For a number of years, Golf Manitoba has partnered with PGA of Canada Professional, Glen Sirkis with junior golf programs. Glen coordinates and conducts Golf in Schools clinics, City of Winnipeg camps and Future Links clinics. Glen is a highly regarded junior leader in Canada. His experience, passion and knowledge of junior golf is very much appreciated by Golf Manitoba. Respectfully Submitted, Garth Goodbrandson Director of Player Development - 9 -

SPONSORSHIP & MARKETING REPORT Golf Manitoba welcomed a new sponsor in Talyor Made Canada joined our team and provided products and services that assisted in the delivery of our programs and services. We are encouraged in that we anticipate this to be a long-term partnership. We also wish to express our appreciation to Nott Autocorp for their long-term commitment to amateur golf in Manitoba and North West Ontario. The relationship with Nott Autocorp has been invaluable in allowing Golf Manitoba to provide and enhance our exposure in the golf community. A new initiative launched in 2017 was the introduction of a sponsorship/marketing strategy in provide Golf Manitoba access to alternative revenue streams. Working closely with a local marketing firm (Change Makers), a sponsorship package was developed and will be distributed throughout the communities. Securing new sponsors to compliment our existing supporters, will help improve Golf Manitoba s financial viability. In turn, we will be able to continue to meet our responsibility of servicing members and, in turn, continue to grow the game. Thank you to our professional staff under the leadership of Dave Comaskey for their tireless efforts. Respectfully Submitted, Vince Mariani Sponsorship & Marketing Committee Chair

TREASURER S REPORT The accompanying audited financial statements of Golf Manitoba Inc. for the year ended March 31, 2017 report an Excess of Expenses over Revenue of $1,382 for the fiscal period then ended (2016 Excess of Expenses over Revenue of $310). Annually, the Board of Directors and administrative team develop an operating budget using best estimates for the overall delivery of programs and services of Golf Manitoba within projected funding and revenue limits. The administrative team, with oversight from the Board of Directors, manage the operations of Golf Manitoba guided by the annual budget limits adopted. For the fiscal year ended March 31, 2017, the Board of Directors had budgeted for an Excess of revenue over Expenses of $705. The final results were affected by several contributing factors including, but not limited to: 1. Revenues total revenues for the year were under the prior year by $ 6,663. The major categories were Description Actual 2017 Actual 2016 Membership Dues $134,765 $137,620 Tournament Entrance Fees $120,730 $127,072 Base & Sport Development grants $121,000 $121,000 MB, Western & Canada Games grants $11,940 $13,195 Membership dues were estimated on the basis of information received from Golf Canada on the new membership model. The Tournament Entrance fees decreased over last year, as the number on entrants continued to decrease. Grants were received from Sport MB for the 2016 Manitoba Summer Games and 2017 Canada Summer Games training squad 2. Expenses total expenses for the year were higher than the prior year by $6,907. The major categories were: Description Actual 2017 Actual 2016 Administrative expenses $126,288 $134,083 Program Management expenses $153,461 $141,236 Tournament expenses $201,400 $198,620 The Administrative expenses were lower in 2017 than 2016 due to professional development costs that were not spent, reduction in Annual General Meeting costs and cancellation of certain memberships. The Program management expenses were higher in 2017 as a result of the 2016 Manitoba Summer Games and the training costs for 2017 Canada Games The Tournament expenses were greater in 2017 as a result of Level IV rules clinics this year. The decrease in membership (and consequently, the decrease in membership revenue) has been and continues to be a focus of the Board of Directors and is at the center of the strategic planning process. The Board and Management continues to work with Golf Canada and our members to fully integrate the new model

On balance, the amount of revenue received and/or generated directly and indirectly affects the programs and services provided to the golfing community by Golf Manitoba. Our administration team exercised their best efforts to ensure that the integrity of the program and/or service was maintained at the highest level possible within the available resources. I would like to thank our Golf Manitoba Team for the continued effort and diligence. Respectfully Submitted, Wayne McWhirter Treasurer

EXECUTIVE DIRECTOR S REPORT Statistics show that there are approximately 5.7 million people who play golf in Canada. Of the people that play this great game, there is a very small percentage who are members of the provincial golf associations and our national partner, Golf Canada. Over the past three years, a great deal of work has been done to modernize our current membership model to hopefully attract more members to the provincial and national associations. In 2018, all clubs in Manitoba and North West Ontario will have the option to join under the new model. Testing on the model has been done with positive feedback. The transition will not be mandatory but we are encouraging clubs to consider the change. Some of the highlights of the new model are: The Golf Canada Equipment Guarantee which will reimburse the individual members up to $2500 in replacement costs for equipment (golf clubs, distance devices, etc.) that are lost, stolen or damaged, as well as any damages caused to a motorized golf cart and charged to the member. The Golf Canada Window coverage program. Golf Canada will reimburse the individual members up to $1000 for damage caused to a window on the golf course. (e.g. Pro Shop, restaurant, a house around the course itself or to a vehicle in the club parking lot). The Golf Canada Equipment Identification and Retrieval System which provides you with identification labels for your golf equipment tied to a smart phone notification system to help reunite you with your lost equipment no matter what golf course you are playing on. We are currently working to ensure that all clubs are aware of the change and the benefits that go along with it. Manitoba was very fortunate to host the 2017 Canada Summer Games. Golf has been a participating sport since the 2009 Games in Prince Edward Island. With the inclusion in the Games, our player development programming has changed dramatically to include longer term training of our young athletes in preparation for this experience of a lifetime. With the Games being in Winnipeg, we had the advantage of training and preparing at the host Southwood Golf & Country Club. Outcomes are not the only indicator of success but both our girl s and boy s teams did very well, both on and off the golf course. With the assistance of Change Makers, a local marketing and strategic communications consulting firm, Golf Manitoba has undergone a review and update of our sponsorship program. We are very fortunate to have a long-term partnership with Nott Autocorp. New in 2017, Taylor Made Canada became a corporate partner and we are hoping this relationship will continue. If you are aware of anyone who may be interested in our sponsorship program, please contact me to discuss

I would like to thank our Board of Directors for their efforts over the past year. This group of passionate and dedicated volunteers are amazing to work with and have the best interest of the game as their priority. Thank you to Tammy Gibson for her two years served as President I would also like to thank Bob Fallis for his time on the Golf Manitoba Board of Directors. Bob has served his tenyear maximum on the Board and has given a great deal in his tenure, specifically related to the Rules of Golf and education on the rules. Good Golfing! Respectfully Submitted, Dave Comaskey Executive Director

To the Members of Golf Manitoba Inc. INDEPENDENT AUDITORS' REPORT We have audited the accompanying financial statements of Golf Manitoba Inc., which comprise the statement of financial position as at March 31, 2017 and the statements of operations, changes in net assets and cash flow for the year then ended, and a summary of significant accounting policies and other explanatory information. Management's Responsibility for the Financial Statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Auditors' Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors' judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. Opinion In our opinion, the financial statements present fairly, in all material respects, the financial position of Golf Manitoba Inc. as at March 31, 2017 and the results of its operations and its cash flow for the year then ended in accordance with Canadian accounting standards for not-for-profit organizations. 68 GOLF MANITOBA INC. Notes to Financial Statements Year Ended March 31, DESCRIPTION OF ORGANIZATION Golf Manitoba Inc. (the organization ) is a non-profit organization established to develop, promote, govern and service the game of golf in Manitoba and North West Ontario for the benefit of all participants. The organization is exempt from taxation as a non-profit entity under Section 149(1) of the Income Tax Act. 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The financial statements have been prepared in accordance with Canadian accounting standards for not-forprofit organizations. Because a precise determination of many assets and liabilities is dependent upon future events, the preparation of financial statements for a period necessarily involves the use of estimates which have been made using careful judgement. The financial statements have, in management's opinion, been properly prepared within the reasonable limits of materiality and within the framework of the significant accounting policies summarized below: Financial instruments Financial instruments are recorded at fair value when acquired or issued. In subsequent periods, financial assets with actively traded markets are reported at fair value, with any unrealized gains and losses reported in income. All other financial instruments are reported at amortized cost, and tested for impairment at each reporting date. Transaction costs on the acquisition, sale, or issue of financial instruments are expensed when incurred. Investments Investments, which consist of guaranteed investment certificates with original maturities at date of purchase beyond three months, are carried at amortized cost. Inventory Inventory is recorded at cost and consists of rule books, pins, scorecards and clothing. Capital assets Capital assets are stated at cost or deemed cost less accumulated amortization. Capital assets are amortized over their estimated useful lives on a straight-line basis at the following rates: Computer software 25% Office equipment 25% Office furniture 10% Tournament equipment 25% The organization regularly reviews its capital assets to eliminate obsolete items. Government grants are treated as deferred capital contributions and amortized over the useful life of the underlying asset. Capital assets acquired during the year but not placed into use are not amortized until they are placed into use. (continues) 7

GOLF MANITOBA INC. Notes to Financial Statements Year Ended March 31, SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (continued) Revenue recognition The organization follows the deferral method of accounting for contributions. Externally restricted contributions are recognized as revenue in the year in which the related expenses are recognized. Unrestricted contributions are recognized as revenue when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Donated services A large number of volunteers donate significant amounts of their time to program events and fundraising activities. No amount has been reflected in the financial statements for donated services since an objective basis is not available to measure the value of such services. Allocation of salaries and wages and office expenses The organization allocates salary and wage, and office expenses to three functional areas: administration, program management and tournament. The percentages are based upon estimates of staff time and resources spent for each area. These percentages are reviewed every year to determine whether there has been any significant shift which might warrant a change to the allocations. Salaries and wages have been allocated as follows: To administration expenses 33% 33% To program management expenses 37% 37% To tournament expenses 30% 30% Office expenses have been allocated as follows: To administration expenses 33% 33% To program management expenses 33% 33% To tournament expenses 34% 34% 3. FINANCIAL INSTRUMENTS The organization is exposed to various risks through its financial instruments and has a comprehensive risk management framework to monitor, evaluate and manage these risks. The following analysis provides information about the organization's risk exposure and concentration as of March 31, Credit risk Credit risk arises from the potential that a counter party will fail to perform its obligations. The organization is exposed to credit risk from funders, members and users. Due to the nature of the organization and its history with contributors, management assesses the credit risk as low. 8
