7 PRESIDENT S REPORT As President of Golf Manitoba, I am pleased to report on our activities for the past year. Our mission as the governing body of amateur golf in Manitoba and North West Ontario is to develop, promote, govern and service the game of golf for the benefit of all participants. Recognized by Sport Manitoba as the Provincial Sport Organization (PSO) for golf in the province, Golf Manitoba works in alignment with both Sport Manitoba and Golf Canada to achieve its goals. Last year we celebrated our 100th anniversary of amateur golf in Manitoba. Quite an accomplishment! This year as we moved forward into the next 100 years, it is clear that the game of golf and golfers in Canada have changed significantly. Today the majority of golfers have no affiliation with a golf club, which is quite the opposite compared to the early years of golf. Yet the number of people playing the game has grown. We know we have to change as well if we want to continue to fulfil our mission. In November 2015, Golf Manitoba initiated a new strategic planning process in collaboration with Sport Manitoba, as part of their Integrated Funding Framework. We identified three key strategic priorities to focus on over the next three years, ensuring alignment with Sport Manitoba and Golf Canada s strategic plan which contains four pillars - participation, excellence, capacity and interaction. It is these four pillars that guide our Board of Directors in providing governance and oversight on behalf of Golf Manitoba. Golf Manitoba s strategic priorities are: To enhance our relationship/partnership the PGA of Manitoba to further the development of golf in Manitoba and North West Ontario, in alignment with the Long Tern Player Development program. To enhance our communication tools to increase the opportunity to attract more golfers/members. To establish a consolidated, complete and up-to-date policy manual with regular review and updates. As a Board, we are committed to moving forward on these strategic priorities, while continuing to deliver the programs and services being offered to our members. Our financial situation continues to provide challenges. Tournament entries have been declining over the past number of years, with declines in some events more significant than others. This trend is common across many other provinces. Our Tournament Committee annually reviews entry numbers and brainstorms to identify new strategies to help increase tournament participation. As well, 2016 was the second year of the new membership model being rolled out by Golf Manitoba and Golf Canada. There are currently 16 clubs participating under this new model, while the majority of clubs are still operating under the old model. Expected revenues from clubs under the new model have been lower than expected, which has had a negative impact on our financials. We will continue to monitor this situation closely with Golf Canada and remain cautiously optimistic that this new membership model will strengthen overtime, resulting in increased revenue. The shared revenue generated through membership dues allows Golf Manitoba and Golf Canada to provide programs and services needed to grow the game. This includes the Golf in Schools and CN Future Links programs, supporting regional, provincial, university and national teams, as well as the annual Golf Fore the Cure fundraising event presented by Subaru. Golf Manitoba also provides rules and handicap seminars, course rating, and player development support for coaching, training and national certification programs

8 This summer saw golf returning to the Summer Olympics after 112 years. The golf experience in Rio is sure to have a lasting impact on the future of the game. Here in Manitoba and Canada, golf is included in the Summer Games and our player development initiatives now include training squads in preparation for the games. The 2016 PowerSmart Manitoba Games in Steinbach this August were a huge success and next year we look forward to hosting the 2017 Canada Summer Games in Winnipeg. Our competitive season has now come to a close and I would like to congratulate our 2016 Provincial Champions and all competitors who participated in Golf Manitoba events over the past year. Thank you for supporting our events. For a complete listing of events, competitors and results please refer to the tournament listings at the back of the annual report. I would like to acknowledge and thank Golf Manitoba s most important asset, our dedicated and hard working group of volunteers who faithfully give their time and effort. Without them, we would not be able to provide the programs and services for the benefit of our members. I would also like to thank my fellow Board members for their support and commitment during my first year as President, and I look forward to working with the upcoming Board. Special thanks to our Committee Chairs and committee members for their ideas and innovations to keep us moving forward. I want to express my appreciation to the Golf Manitoba staff - Dave Comaskey, John Lamarche, Garth Goodbrandson, Lisa Andersen, Carol Muzychka and the summer intern, Thomas Friesen for their hard work and efforts towards ensuring a smooth running organization. 9 COURSE RATING & HANDICAP COMMITTEE REPORT 2016 was the beginning of a new cycle for the course rating system which had been last updated in In order to keep up to date with the changes, Barbara Hamill and Aija Culley attended a Golf Canada Seminar in Toronto and Harry Martel and myself attended a United States Golf Association (USGA) seminar in Orlando. A training session was conducted in June of this year at Pine Ridge Golf Club for our raters. It was attended by 8 raters that have been rating in past years as well as 8 new volunteers. The course rating committee completed a total of 22 ratings during These included 12 re-ratings and 10 for additional tees and other changes. To maintain valid course and slope ratings, golf courses are required to be re rated at least every 10 years or when significant changes are made. Women s ratings included Chapples Golf Course, Fort William Country Club, Kenogamisis Golf Club, Kenora Golf & Country Club, Thunder Bay Country Club, Falcon Lake Golf Course, Minnewasta Golf & Country Club, Winkler Golf Club, Southwood Golf & Country Club, Players Course, Warren Golf & Country Club, Oak Island Golf Course and Shilo Country Club. Men s ratings included Kenora Golf & Country Club, Falcon Lake Golf Course, Minnewasta Golf & Country Club, Winkler Golf Club, Southwood Golf & Country Club, Players Course, Warren Golf & Country Club, Oak Island Golf Course and Shilo Country Club. Golf Manitoba continues to conduct Handicap Education Seminars for representatives from our member clubs. In 2016 a seminar was held at the Whitewater Golf Club in Thunder Bay in June. The license agreement with the USGA requires that each club have at least one representative certified. These representatives will then be used as a resource for inquiries at the club level. If your club has not sent an individual, please do so and if you have already sent someone, we would encourage you to send others to be educated on the details of the handicap system. We would also encourage clubs to organize seminars specifically for your members and Golf Manitoba will come to your club to assist. Thank you to all our volunteers for their efforts throughout the year. Looking forward to another busy summer for all our men s and women s rating teams next year as well as continuing to educate Manitoba and North West Ontario golfers on the parameters of the handicap system. 10 MEMBERSHIP COMMITTEE REPORT The new membership model continued in its second year of testing. While last year s rollout to smaller clubs provided some insight as to how the new model would work, it became clear that more information was required from a variety of club sizes. A different approach was taken this year. Ten clubs and an additional 7 clubs that in the last five years or so left the association for various reasons received an invitation to participate under the new membership model. There were 740 gold memberships sold this year under the new model. We may wonder how this new plan came about. There are 1.2 million golfers in Canada. In the 1950 s 95% of the golfers belonged to a club; today 95% are green fee players. The clubs wanted some change that would better reflect the needs of both the golf clubs and the players. Everyone wanted choices. The new model is welcomed by the clubs and the members and non-member golfers are happy to have choices. Our role during this transition is to ensure the following: good communication to both the clubs and the golfers that everyone understands that they have choices that the clubs understand their benefits that the golfers, both members and green fee players understand the benefits continue to provide information about the new model Some of the benefits to the clubs include course rating, statistical reports to help them identify and attract new golfers, a rebate program, a retail program and referral program. Additional benefits are available. The benefits offered to the golfers that purchase a gold membership are: Discounts on tickets to the Canadian Men s and Women s Opens Discounts on Hudson s Bay special merchandise Golf Canada Shop merchandise discounts Weekly prizes for entering scores into the Golf Canada system. A prize example is an Adidas outfit which comprised of a golf shirt, golf shoes, shorts or a skort. Official Handicap Factor Equipment Guarantee Program up to $2500 replacement value ($75 deductible) on lost or stolen equipment, Golf Cart Damage while on a course. ID labels to help identify clubs left behind Access to Provincial, National and other sanctioned events. A gift package that consists of a Rule Book and a Golf Canada divot repair tool Internationally recognized membership card Golf Canada magazine home delivery To learn more about these benefits visit the golfcanada.ca website. Golf Manitoba and Golf Canada continue to make changes and/or make improvements to this new plan and hope to have it fully implemented in the near future. In closing, I would like to say that all of us can help grow the game when we support our Provincial Association by purchasing the gold membership through a golf club. 11 OFFICIALS COMMITTEE REPORT It has once again been a long and busy schedule of tournaments and rules clinics this year. To the tournament staff on scene; Lisa and Thomas, many thanks to you for your assistance, patience and professionalism throughout the year. To the office staff (Carol, Garth, & John), thank you for your tireless work. Special thanks to Dave Comaskey for his leadership and help in the past year. To those of you who marked courses and prepared Notice to Competitors for our events, my sincere thanks. To my fellow committee members (Betty Grant, Lou Spado, Don MacDonald, and Jim Gosman), I say thank you and I hope that we will continue to work together in the same co-operative manner. We also continued rules clinics during the winter that were well attended by players, officials and potential officials. We took our winter clinics to the clubs this past winter and saw an increase in attendance primarily due to local members from each club. These clinics will be offered again in the coming winter and spring. Golf Canada has a program for developing Rules Officials. Levels 1 through 4 have been developed to make it easier for someone to learn more about the Rules of Golf or even become a rules official. The progression is as follows: 1. Levels One and Two are offered on-line through the Golf Canada website 2. Level 3 is conducted by the provincial golf associations 3. Level 4 is the National clinic run by Golf Canada Level 3 can be attended by anyone who is interested in learning more about the rules. If you really hope to pass the exam, it does take a good deal of preparation. It goes without saying that the strength of Golf Manitoba, aside from the staff members, is in the volunteers, who readily give up their time to ensure that the golfers of Manitoba and North West Ontario have a positive, pleasant experience participating in our competitions. 12 PLAYER DEVELOPMENT REPORT 2016 Junior Girls Nassau Team Thirteen different junior girls received the opportunity to play in the A Division of the Nassau League in The team finished in a tie for 4 th place during the regular season and once again made the playoffs. Additional experience was gained in the semi-finals as the team was defeated by Southwood, the eventual Nassau Champions. The Nassau League continues to be a great training opportunity for junior girls in Manitoba. Observing more experienced players at golf courses that they are unfamiliar with will only make the juniors better players. Brenda Prystayko has been a fantastic supporter of this program. Brenda volunteers numerous hours as the Non- Playing Captain of the team and is looked upon as a great role model for the girls. Thank you Brenda! 2016 Junior Boys Mundie Putter Team The junior boys received some fantastic opportunities playing in the A Division in To play against the top amateur players at golf courses they may have never played before gives the junior golfers a great opportunity to learn. The team was comprised of 14 different juniors who are all eligible for the 2017 Canada Games. Dennis Prystayko has been the Non-Playing Captain of the team for many years and his passion and experience for the program is invaluable. Thank you Dennis! Junior Girls at the Nationals Five Manitobans competed in a field of 100 players at the 2016 Junior Girls Championship in Shubenacadie, Nova Scotia. Rebecca Kuik (T59th), Katie McGlenen (64th) and Marissa Naylor (66 th ) all made the 36 hole cut while Bobbi Uhl (T71st) and Brynn Todd (T71st) both missed the cut by just one shot. Junior Boys at the Nationals Five Manitobans competed in a field of 156 at the 2016 Junior Boys Championship in St. John s Newfoundland. Wesley Hoydalo (T66th) was the lone Manitoban to make the cut. Both Sam Diamond (T74th) and Stefan Lavallee (T82nd) narrowly missed the cut. Ryan McMillan (T98th), Zach Wytinck (T106th) and Colby Dudek T128th) also participated in the event. Two 16-year-old Manitobans were part of a field of 263 players and had terrific performances at the 2016 Canadian Men s Amateur Championship. Marco Trstenjak had a phenomenal performance shooting scores of =286 and finished T28th. Ryan McMillan had an excellent showing as well by shooting 72-77=149 finishing T97th and narrowly missing the cut. PowerSmart Manitoba Games In 2012, Golf Manitoba changed the format of the PowerSmart Manitoba Games that saw Training Squads assembled in the 8 different regions in Manitoba. PGA of Manitoba members were hired to Coach their Regional Team and offer participants of the program a minimum of 20 hours of training before hosting a 36- hole Team Qualifier

13 In 2016 Coaches Tom Kinsman, Darren McMillan, Greg Hesom, Brian Guenther, Dave Scinocca, Matt Lorenz and Scott McCallum led their Training Squads through team practices in May, June and July to prepare for the 2016 Manitoba Games in Steinbach. The program saw 84 participants (64 boys and 20 girls) take part of the training. Twenty-eight boys ages 15 and under and twenty girls ages 17 and under represented their region in an amazing 36- hole event at the Steinbach Fly In Golf Club. The format consisted of a team (taking the best 2 of 4 scores for the girls each day and 3 of 4 scores for the boys) and an individual competition. A big thank you to Brian Guenther, the Steinbach Fly In Golf Club and all the volunteers who were absolutely amazing hosts of the tournament. CN Future Links Program Golf Manitoba has continued to put an emphasis on grassroots development programming. We offer clinics to elementary schools at no charge with hopes of promoting the game to youngsters in Manitoba and North West Ontario. Golf Manitoba had a record year conducting clinics to over 8,000 kids. Player Development Intern, Thomas Friesen, had a very busy summer and did an amazing job organizing, conducting and ensuring fun at all the clinics. The feedback about the program from the schools has been very positive. For a number of years PGA of Canada Professional Glen Sirkis has assisted Golf Manitoba with programs. Glen coordinates and conducts Golf in Schools clinics, City of Winnipeg camps and CN Future Links clinics. Glen s passion and experience of junior golf is appreciated by Golf Manitoba. 14 SPONSORSHIP & MARKETING REPORT Golf Manitoba continues to enhance its communication efforts to ensure not only our current members stay well informed about ongoing events and promotions, but also to reach the many golfers who have not yet become members. Over the past several years, we have enjoyed the support of corporate leaders in our community. Accurate Dorwin, The Golf Dome and Nott Autocorp, have proven to be invaluable supporters of amateur golf in Manitoba and North West Ontario. In order to grow our game and improve Golf Manitoba financially, a new sponsorship strategy is in its development stage. A local marketing firm is providing its expertise to Golf Manitoba to create a pathway to identifying options to increase our off-course revenue stream. Securing new sponsors to compliment our existing supporters, will help improve Golf Manitoba s financial viability. In turn, we will be able to continue to meet our responsibility of servicing members and, in turn, continue to grow the game. 15 TOURNAMENT COMMITTEE REPORT I am pleased to present the 2016 Golf Manitoba Tournament Report. Eighteen Championships and three Qualifiers were conducted by Golf Manitoba in 2016 involving 958 participants. Highlights of the 2016 Golf Season include. Golf Fore the Cure Women s Alternate Shot was held at Pine Ridge Golf Club with 40 participants. Carman s Lillian Fargey and Kathy Adams were the winners. $1217 was raised for Cancer Care Manitoba. The Women s City & District was held at Transcona with 17 competitors. Bri-ann Tokariwski from Elmhurst was the Champion. For the 5 th year a Non-Competitive flight was offered for players who want to experience a competitive event without their scores being posted. Unfortunately, there were no entries in this division. The Women s Amateur and Men s Mid-Amateur Championships were held together for the 5 th year as a single tournament and was played at the Breezy Bend Country Club. There was a total of 92 participants (25 Women and 67 Men). Eric Johnson from Breezy Bend was the Men s Champion and Bri-ann Tokariwski from Elmhurst was the Women s Champion. The Senior Men s and Women s Championship was held at Glendale. There was a total of 88 participants (25 Senior Women and 63 Senior Men). Mike Walker from St. Boniface was the Men s Champion and Rhonda Orr from Southwood was the Women s Champion. For the 8 th year in a row we are pleased to have Nott Autocorp as the title sponsor for the Men s Amateur Championship. This year s championship was held at the Minnewasta Golf & Country Club. The Men s Amateur winner was Devon Schade from Elmhurst. The Rural Men s Championship was played at the Teulon Golf & Country Club. (23 Amateurs & Seniors, & 3 juniors). The Amateur winner was Ryan Sholdice from Teulon Golf & Country Club, the Senior winner was Keith Fawcett from Clear Lake Golf Course and the Junior winner was Wesley Hoydalo from Elmhurst Golf & Country Club. The Senior Match Play was contested at Elmhurst Golf & Country Club and had 22 participants with Tom Humniski from the host club the eventual Champion. The regular Match Play was also played at Elmhurst with Travis Fredborg of Selkirk the Men s Champion and Jenna Roadley of Glendale the Women s Champion. The Accurate Dorwin Junior Men s & Women s Championship was held at the Portage Golf Club and Bel Acres Golf & Country Club. In the 13+ age group, 54 Junior boys and 12 Junior girls played with Zach Wytinck from Golf Manitoba s Public Players Club the Boy s Champion and Bobbi Uhl from Shilo Country Club the Girls Champion. In the 12 & Under Category, 4 Junior boy s played. Adam Ingram from Elmhurst was the Boy s Champion. The Junior Bantam was held at the Assiniboine Golf Club with 12 players. Neel Soni from St. Charles Country Club was the winner. The Junior Interclub was held at the Winkler Golf Club with 40 players. Elmhurst Golf & Country Club was the City Division winners and Portage Golf Club were the Rural Division winners

16 The Provincial Interclub was held at Grand Pines Golf Course with 60 participants. The City Division winners were Niakwa Country Club and Minnewasta Golf & Country Club was the Rural Division winners. Senior Interclub was held at Quarry Oaks with 84 players. City Division Champions were Breezy Bend Country Club and the Rural Division Champions were Carman Golf & Curling Club. Women s Interclub A was held at Links at the Lakes in Gimli with 60 players. Pine Ridge Golf Club was the Low Net winner and Southwood Golf & Country Club was the Low Gross winner. Women s Interclub B was held at Maplewood Golf Club with 52 players. Grand Pines Golf Course was the Low Gross winner and Larters at St. Andrews Golf & Country Club was the Low Net winner. In closing, I would like to thank all our member clubs for generously providing their golf courses and facilities to all of the competitive golfers in Manitoba and North West Ontario. A special thank you to all the Golf Manitoba Staff, Volunteers, Rules Officials, Scorers, etc., for their tireless efforts throughout the summer. If it wasn t for you, golfers in Manitoba wouldn t have the opportunities to play competitive golf. We look forward to a successful 2017 golf season. 17 TREASURER S REPORT The accompanying audited financial statements of Golf Manitoba Inc. for the year ended March 31, 2016 report an Excess of Expenses over Revenue of $310 for the fiscal period then ended (2015 Excess of Expenses over Revenue of $15,080). It should be noted however, that there was a surplus of $12,188 from Regular Operations prior to recognizing the $12,498 net costs of the 100 th Anniversary celebration. Annually, the Board of Directors and administrative team develop an operating budget using best estimates for the overall delivery of programs and services of Golf Manitoba within projected funding and revenue limits. The administrative team, with oversight from the Board of Directors, manage the operations of Golf Manitoba guided by the annual budget limits adopted. For the fiscal year ended March 31, 2016, the board of directors had budgeted for an Excess of revenue over Expenses of $1,426. The final results were affected by several contributing factors including, but not limited to: 1. Revenues total revenues for the year were over the prior year by $33,770. The major categories were Description Actual 2016 Actual 2015 Membership Dues $137,620 $141,199 Tournament Entrance Fees $127,072 $113,298 Base & Sport Development grants $121,000 $113,000 MB, Western & Canada Games grants $13,195 $2,275 Membership dues were estimated on the basis of information received from Golf Canada on the new membership model. The Tournament Entrance fees increased over last year, as the Rural / Amateur / Senior was restarted again, plus additional Senior entries and a new Senior division in Match Play. The Base & Sport Development grant funds increased as part of the new base funding formula. Grants were received from Sport MB for the 2016 MB Summer Games (training squad & team) plus the 2017 Canada Summer Games training squad. 2. Expenses total expenses for the year were higher than the prior year by $6,502. The major categories were: Description Actual 2016 Actual 2015 Administrative expenses $134,083 $132,039 Program Management expenses $141,236 $140,618 Tournament expenses $198,620 $190,041 The Administrative expenses were greater than 2015 due to professional development costs that were not spent in The Tournament expenses were greater than actual in 2015 due to greater participation in 2016 as noted above. The 100th Anniversary Events took place in 2015 which included a raffle, tournament and other celebration activities throughout the year. The net cost of the 100 th Anniversary was $12,498. The Board of Directors had set aside $ 20,

18 in 2013 to cover any net costs of the 100 th anniversary celebration, so this amount was transferred back to Net Assets in The decrease in membership (and consequently, the decrease in membership revenue) has been and continues to be a focus of the Board of Directors and is at the center of the strategic planning process. On balance, the amount of revenue received and/or generated directly and indirectly affects the programs and services provided to the golfing community by Golf Manitoba. Our administration team exercised their best efforts to ensure that the integrity of the program and/or service was maintained at the highest level possible within the available resources. 19 VOLUNTEER COMMITTEE REPORT On behalf of the Volunteer Committee for Golf Manitoba, I am pleased to report on activities for the 2016 season. Once again we had a very busy year. We ran 21 tournaments this year that covered 46 days. To do this, we had over 65 committed volunteers who gave up their free time to help run these events. I want the volunteers to know how much the Golf Manitoba Board and the competitors appreciated your efforts in helping conduct these events. To ensure Golf Manitoba events run smoothly, our volunteer roles include: - Board of Directors - Committee Chairs, and Members - Rules Officials - Course Raters - Starters, and Scorers - Pace of Play Officials - Rules Educators - Bingos - Fundraising Initiatives - Host Club Volunteers and activities Again in 2016 we are seeking nominations for our Distinguished Service Award. We promote this award at our Spring meeting and all our major events as well at our Volunteer Appreciation Day. This annual award recognizes a volunteer who has gone above and beyond, and displayed outstanding dedication to Golf Manitoba. Nomination forms are on the volunteer site at Golf Manitoba. Volunteer feedback is always welcome. If you have any ideas on how we can improve our services, please contact us at Golf Manitoba. We are always looking for suggestions that enhance our programs. We again held our annual Volunteer Appreciation day in September at the Rossmere Country Club. We had over 40 participants and everyone enjoyed the day. Golf and dinner were excellent. 20 MANITOBA GOLF HALL OF FAME & MUSEUM INC. REPORT The Manitoba Golf Hall of Fame is a partnership amongst Golf Manitoba, the Manitoba Golf Superintendents Association and the PGA of Manitoba. On September 19, 2016, the Manitoba Golf Hall of Fame held its 14 th Annual Induction Ceremony with the induction of four new members: Garth Goodbrandson Gord Lenton Mauriel Bremner Rogers Casmir Kas Zabowski There are now a total of 65 honoured members in the categories of golfer, both amateur and professional, superintendent and builder. Our website: is regularly updated to add historical information about golf in Manitoba. There is also a permanent display of our Honoured Members featured on a wall in the Upper Deck Lounge in McPhillips Station Casino We continue to research the history of Manitoba golf from the first half of the last century to ensure that all worthy individuals are considered for inclusion in the Manitoba Golf Hall of Fame. Through these efforts, the late Mauriel Bremner Rogers and the late Casmir Zabowski were identified and inducted in If you feel that someone should be considered for the Manitoba Golf Hall of Fame, you are encouraged to submit a nomination form which is available on the website. The Hall of Fame continues to promote the benefits of golf clubs preserving and documenting their own histories. 21 MANITOBA GOLF SCHOLARSHIP FUND REPORT (A REGISTERED CHARITY) The Fund s mandate is to provide scholarships to young golfers for the advancement and furtherance of their education at a Canadian post-secondary educational institution through the receipt, investment, accumulation and disbursement of funds for that purpose. Scholarships are awarded to golfers who are members of golf clubs which are members of Golf Manitoba, and who submit applications which meet established criteria for academic achievement, community involvement, and golfing ability. The Manitoba Golf Scholarship Fund s policy is to build our capital through contributions received and to provide annual scholarships from the interest earned on the accumulated capital. The MGSF has, in recent times, been the beneficiary of a couple of special endowments, allowing special awards to be presented. The MGSF board is pleased to announce that the sponsor of the Dr. Dwight Parkinson Memorial Award and generous donor of $7000 per year for five consecutive years is Mr. David Hill Sr. of St. Charles Country Club. The board would like to thank Mr. David Hill for his generous contribution to the fund, and the significant effect it will have in supporting future young Manitobans in pursuing advanced education. In early 2015, the MGSF was fortunate to receive a generous donation of $5,000 from Mr. Greg Sawatzky, an ex- Manitoban, now a Calgary resident, who was educated at the University of Manitoba. He expressed his wish to support the efforts of the fund in assisting young Manitoba golfers to further their education in Canada. The Board is very grateful for his significant donation, which when added to the capital fund will yield benefits far into the future. The Fund has increased from the initial capital of $6,000 to a current balance exceeding $177,000. As the Fund s capital continues to grow in future years, with the generosity of golf club and individual donors, the number and value of individual scholarships can be increased. This year, the Board is pleased to award the fourth annual Dr. Dwight Parkinson Memorial Scholarship Award, in the amount of $3500, awarded annually to the secondary school graduate applicant with the highest scholastic achievement. In addition to the award, a $3500 contribution will be made annually to the capital fund, to help in building our capital base. Our generous donor s offer will run for five consecutive years through I wish to acknowledge and thank Mr. James Scollan for his many years of service on the Board of Directors, and his stewardship during his years as President. 22 EXECUTIVE DIRECTOR S REPORT As the 2016 golf season comes to a close, Golf Manitoba has experienced a number of highlights which include player development initiatives, strong finishes at national championships, completing the required number of course ratings and continued work on association goals which ultimately assists with the growth of the game. In the fall of 2015, the Golf Manitoba Board of Directors underwent a planning process with the assistance of Sport Manitoba. The goal of the planning session was to outline a pathway for the association to reach our goals as well as align with the principles set out by our provincial sport governing body. The following priorities for the association were a result: Strategic Priority #1 - Strategic Priority #2 - Strategic Priority #3 - Enhance our relationship / partnership with PGA of Manitoba to further the development of golf in Manitoba and North West Ontario in alignment with Long Term Player Development (LTPD). By 2018, Golf Manitoba will establish a consolidated, complete and up to date policy manual with up to date policies and regular reviews. By 2018, Golf Manitoba will enhance communication tools to increase the opportunity to attract more golfers / members. Our board and staff created a work plan to achieve these goals. The plan is reviewed at the beginning of every board meeting with the goal to continuously align and measure our day-to-day operations to the priorities to ensure success. We are making progress and it is exciting to see what the outcomes will be both for Golf Manitoba and golf in Manitoba and North West Ontario. Golf Manitoba and Golf Canada are continuing to work on a new membership model. We have asked a number of golf courses to participate in testing the model to ensure that when the launch happens, the details have been secured. The plan for 2017 is to continue to test the model and a work towards setting a date for a full launch. One of the highlights of the 2016 golf season was the Powersmart Manitoba Games which were held at the Steinbach Fly-In Golf Club. In partnership with PGA of Manitoba professionals, we established training squads in the regions of the province. The Regional Coaches provided training to approximately 90 young golfers and a 36- hole qualifier was held in each region to determine the 4 boys and 4 girls that would represent their region at the Games. As a result, these young athletes received an incredible development opportunity that will pave the way for them to be our province s future golfers and club members. We could not have conducted this program without the assistance of the PGA of Manitoba members. I would like to thank outgoing Board of Directors Garth Collings (Breezy Bend), Liliane Fargey (Carman) and Wayne Leslie (St Charles) for their time served. Garth, Liliane and Wayne are extremely passionate about the game and their efforts are greatly appreciated. 48 2015 Distinguished Service Award Barbara Hamill of St. Charles was the ninth recipient of the annual Golf Manitoba Distinguished Service Award. Barbara started her volunteering with the Manitoba Ladies Golf Association (MLGA) in She volunteered in a wide range of roles leading up to the Executive as Secretary/ Treasurer and eventually as Vice President only vacating this position due to family health issues. Golf Manitoba Volunteer Recognition She was also very involved at St. Charles Country Club volunteering on the Sports Committee, introducing the Social Committee, became the Sports Captain as well as the Lady Captain of St. Charles, sat on the Play and Rules committee and the Grounds committee and founded & Chaired St. Charles Ladies Invitational Golf Tournament which continues as a major fundraising event at St. Charles today. In 2000, Barbara became the committee chair of the MLGA tasked to write a manual for Sports Captains in Manitoba and North West Ontario. She began course rating in 1997 with the MLGA and has continued on to this day. In 2010, she received the designation of Master Rater based on the high level knowledge and experience she has. Barbara also became a rules official in In addition to her roles as a course rater and rules official, she also volunteers as a starter, scorer, course marking, and pace of play official at Golf Manitoba Championships. 66 GOLF MANITOBA INC. Notes to Financial Statements Year Ended March 31, DESCRIPTION OF ORGANIZATION Golf Manitoba Inc. (the organization ) is a non-profit organization established to develop, promote, govern and service the game of golf in Manitoba and North West Ontario for the benefit of all participants. The organization is exempt from taxation as a non-profit entity under Section 149(1) of the Income Tax Act. 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The financial statements have been prepared in accordance with Canadian accounting standards for not-forprofit organizations. Because a precise determination of many assets and liabilities is dependent upon future events, the preparation of financial statements for a period necessarily involves the use of estimates which have been made using careful judgement. The financial statements have, in management's opinion, been properly prepared within the reasonable limits of materiality and within the framework of the significant accounting policies summarized below: Financial instruments Financial instruments are recorded at fair value when acquired or issued. In subsequent periods, financial assets with actively traded markets are reported at fair value, with any unrealized gains and losses reported in income. All other financial instruments are reported at amortized cost, and tested for impairment at each reporting date. Transaction costs on the acquisition, sale, or issue of financial instruments are expensed when incurred. Investments Investments, which consist of guaranteed investment certificates with original maturities at date of purchase beyond three months, are carried at amortized cost. Inventory Inventory is recorded at cost and consists of rule books, pins, scorecards and clothing. Capital assets Capital assets are stated at cost or deemed cost less accumulated amortization. Capital assets are amortized over their estimated useful lives on a straight-line basis at the following rates: Computer software 25% Office equipment 25% Office furniture 10% Tournament equipment 25% The organization regularly reviews its capital assets to eliminate obsolete items. Government grants are treated as deferred capital contributions and amortized over the useful life of the underlying asset. Capital assets acquired during the year but not placed into use are not amortized until they are placed into use. (continues) 7

Externally restricted contributions are recognized as revenue in the year in which the related expenses are recognized. Unrestricted contributions are recognized as revenue when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Donated services A large number of volunteers donate significant amounts of their time to program events and fundraising activities. No amount has been reflected in the financial statements for donated services since an objective basis is not available to measure the value of such services. Allocation of salaries and wages and office expenses The organization allocates salary and wage, and office expenses to three functional areas: administration, program management and tournament. The percentages are based upon estimates of staff time and resources spent for each area. These percentages are reviewed every year to determine whether there has been any significant shift which might warrant a change to the allocations. FINANCIAL INSTRUMENTS The organization is exposed to various risks through its financial instruments and has a comprehensive risk management framework to monitor, evaluate and manage these risks. The following analysis provides information about the organization's risk exposure and concentration as of March 31, Credit risk Credit risk arises from the potential that a counter party will fail to perform its obligations. The organization is exposed to credit risk from funders, members and users. Due to the nature of the organization and its history with contributors, management assesses the credit risk as low. 8

The organization has not utilized the line of credit as at March 31, INTERNALLY RESTRICTED Net assets in the amount of $120,000 had been internally restricted by the Board of Directors as follows: $100,000 for future capital acquisitions and $20,000 for the 100th Anniversary celebration of Golf Manitoba Inc. The 100th Anniversary celebration took place during the current fiscal year, therefore the Board of Directors approved the $20,000 prior allocation transferred back to unrestricted net assets The $100,000 for future capital acquisitions remains in the fund at March 31, Future appropriations will be made, of funds considered surplus to ongoing operations, on an annual basis upon approval by the Board of Directors. Assets have not been specifically designated and set aside for the purposes of funding this internal restriction of net assets. 9

Notes to Financial Statements Year Ended March 31, NON-CONSOLIDATION OF CONTROLLED ENTITY At November 30, 2015, the organization is the sole member of the Manitoba Golf Scholarship Fund Inc. (the "Fund"). The purpose of the Fund is to provide financial assistance to young golfers for the purpose of enabling them to further their education at a Canadian post-secondary educational institution. The Fund is incorporated under the Corporations Act of Manitoba and is a registered charity under the Income Tax Act. The Fund has not been consolidated in the organization's financial statements. The Hall of Fame was established to raise funds to acknowledge the contributions and accomplishments of Manitobans to the game of golf. The Hall of Fame is incorporated as a corporation without share capital under the laws of Manitoba and is a registered charity under the Income Tax Act. Net assets of the Hall of Fame amount to $13,591 at November 30, 2015 ( $13,937). 9. RELATED PARTY TRANSACTIONS Included in the organization's program management expenses are operating grants of $1,000 ( $1,000) to the Hall of Fame. 10. Notes to Financial Statements Year Ended March 31, NON-MONETARY TRANSACTIONS The organization has an agreement with Nott Autocorp which allows them to lease a vehicle for 5 months from Nott Autocorp at a reduced rate. The financial statements include the full market cost of the vehicle lease and the difference is recorded as sponsorship revenue. 12. PENSION PLAN The organization maintains a defined contribution pension plan for most of its employees. All contributions are fully funded on a monthly basis and are included in wages and benefits expense. During the year $9,181 ( $9,035) was recorded as an expense in relation to this pension plan. 11
