1 TRI-STATE SECTION PGA JUNIOR GOLF CODE OF CONDUCT In order to make Junior Tournaments enjoyable for everyone, the Keystone Public Golf Association, Western Pennsylvania Golf Association, Tri-State Section and the Philadelphia Section of the PGA will require its competitors to adhere to a set of guidelines known as the Code of Conduct (COC). The Code is to be followed both on and off the course, in all events sponsored by the above named associations. 1. Violations of the COC on the golf course include: Abusive language, club throwing, cheating, disrespect shown to volunteers or officials, abuse of the course, smoking or chewing tobacco products, use of drugs or alcohol, not adhering to the dress code during any practice round or tournament play, leaving the course during a competitive round without the permission of an official, or any other conduct not becoming of a junior golfer. 2. Actions that are considered violations of the COC off the course include: any use or association with drugs or alcohol, smoking/ chewing tobacco products, vandalism, abusive behavior to employees of a host course or its property, or any other conduct not becoming of a junior golfer. 3. Proper attire is required at all times at the golf facility. Failure to comply may result in disqualification. The dress code prohibits short shorts, tank tops, T-shirts, denim shorts and jeans. 4. All hats must be worn properly, collared shirts must be worn and all shirts must be tucked in. PLAYERS SHOULD BE AWARE OF THE DRESS REQUIREMENTS OF EACH EVENT IN WHICH THEY COMPETE AND DRESS ACCORDINGLY. 5. The Committee of the Association in charge may assess any or all of the following penalties based on the severity of the violation: a. Issue a written letter of warning to the player and his/her parents. b. Disqualify the player from the tournament at which the violation occurs. c. Disqualify the player from the next tournament(s) for which he or she has been accepted. d. Suspend the player s membership (participation) indefinitely. In the event of a suspension, both the player and parent will be required to submit a written account of the COC violation to the applicable committee within 30 days of the suspension. The committee will review all material and determine the length of suspension. Any player under suspension will not be eligible for any post-season honors of the Association. An Association may refuse to accept entries in tournaments it sponsors from players who have violated the COC at tournaments sponsored by the other Associations. 6. Committee maintains right to remove contestants from field at any time due to repeated violations or slow play. 7. Committee maintains right to enforce any additional regulations posted at tournament sites. 8. Post entries will be accepted at all sold out events - a lottery for each age group will begin 1/2 hour before tee times begin. 6. Computation of scores/finishes is the responsibility of each contestant. The TSPGA does not provide this information on an individual basis. 8. 2 Junior Golfers: It is with great pleasure that I welcome you to join us in 2014 to celebrate the 27th year of the King s Junior Golf Tournament Series. The King s series characterizes all that this wonderful game of golf embodies; honestly, integrity and the chance to learn lifelong skills. I believe GOLF stands for Great- Oppurtunies-Lifelong-Friendships. Junior golf is the future of our game, and your participation will continue to make this a wonderful tradition. None of this would be possible without the continued support of Mr. Hartley King and King s Restaurants. I also would like to thank the Tri-State PGA Professionals, Staff, and all the participating facilities for their dedication to junior golf. We take great pride in making this program a leader with PGA of America. Please take time to read the code of conduct in this booklet which can be found on pages 9 & 10. Courtesy and etiquette remain core values in this series as well as in life and we expect all of our participants and parents to conduct themselves accordingly. 4 Dear Parents and Junior Golfers: I am pleased to welcome you to the 27th Annual Kings Restaurants/Tri-State PGA Junior Golf Tournament Series. I am privileged to be a part of this experience and hope that it teaches you to love the game as much as I do! We are going to be playing on some of the finest courses in the area and your abilities will certainly be tested! I hope you will find that this is the best Junior Golf Series in the Tri-State area. I would like to thank all of the golf courses and their staffs for participating in our series. Their hard work and devotion to the game of golf is appreciated by all. A special thanks to Nemacolin Woodlands Resort for hosting the Junior Player of the Year Championship. 6 WELCOME TO THE 2014 KINGS RESTAURANTS TRI STATE PGA JUNIOR GOLF TOURNAMENT SERIES The 2014 Junior Tournament schedule consists of 15 open-entry events, followed by the Kings Restaurants / Tri-State PGA Junior Player of the Year Championship. The field for each of the 15 pre-qualifying tournaments will be limited to the first 120 applicants, The Tri-State PGA Point System will be used to determine finishers in each event, and points will be cumulative. The tournament champions are included in the top ten finishers in each age group at each tournament, plus the top 10 finishers in each age category, will qualify for the Player of the Year Championship at Nemacolin Woodlands (Mystic Rock Course) on Wednesday, August 6, The Tri-State PGA Junior Player of the Year will be determined in each division by the total number of points accumulated by participants during the 15 pre-qualifying rounds and the final championship. The Player of the Year Championship Event will award double points. Girls: ; Division ; Division AGE DIVISIONS Boys: ; Division 15-16; Division 17-18; Division Your division will be determined by your age on the date of the P.O.Y championship (Aug. 6, 2014). All tournaments will be governed under United States Golf Association rules. ALL TOURNAMENTS ARE 18 HOLE INDIVIDUAL STROKE PLAY EVENTS. PLAYER OF THE YEAR CHAMPIONSHIP Wednesday, August 6, 2014; Nemacolin Woodlands (Mystic Rock Course) (by invitation from point list) DRESS CODE Boys shall wear shirts with a collar. Girls may wear collared golf shirts, sleeveless shirts with a collar, or tailored T-shirts. All juniors may wear shorts of mid-thigh length. Tennis shorts, gym shorts, jeans, and sleeveless shirts without a collar are not permitted. All shirts shall be tucked-in. Hats shall be worn with the bill to the front. CARE FOR THE GOLF COURSE All players are required to maintain the golf course by replacing divots, repairing ball marks, raking bunkers, etc. Any abuse to the course or other club facilities will result in immediate disqualification. All players and parents are also encouraged to thank the host club, staff, and volunteers for their support of junior golf. PLAYER CONDUCT Any conduct which may be detrimental to the TSPGA Junior Golf Program will not be tolerated including swearing, club throwing, or damage to the golf course or another players belongings. The first such instance of any of these actions may result in a warning, two-shot penalty, or disqualification. Possession of alcohol or tobacco products, gambling, display of vulgar or abusive behavior will result in immediate disqualification. Multiple violations will result in dismissal from the TSPGA Jr. Golf Program. RULES VIOLATIONS & CHEATING Rules violations will be determined by the tournament officials and handled as prescribed by the USGA Rules of Golf, Jr. Golf Director and Tournament Co-ordinator. Cheating is strictly prohibited. If you are suspended for cheating, measures will be taken to monitor your score during future junior events. If a player suspects another of cheating or of violating a rule of golf, the player should seek a rules official as soon as possible to handle the situation. Cheating will result in immediate disqualification from the Junior Golf Series with no refund. SPECTATOR GUIDELINES Rules for spectators are as follows: 1. Spectators must stay in the rough or on the cart paths and 50 yards away from the players. 2. Spectators are allowed to carry water, umbrellas, jackets, towels, and food for the players. 3. Spectators are not allowed to give advice to the players. Players will be penalized for a violation. 4. Players shall not carry on conversations with spectators. This action could be construed as ADVICE. Players may be penalized for a violation. 5. The player is responsible for the actions of his/her spectators. 6. No spectator carts will be allowed for any reason. 7. NO CELL PHONES Please come out and watch the juniors compete on their own. CANCELLATION/SUSPENSION OF PLAY POLICY Due to inclement weather or unsafe playing conditions, the TSPGA Jr. Golf Coordinator has the authority to declare suspended or incomplete rounds (with 9 Hole minimum completed) as an official and complete tournament.
