3 LOCAL WEEKEND All classes (including qualifying classes for the WIHS Local Finals at the Verizon Center) are open to all horses and ponies regardless of geographical location. Horses, ponies and riders participating in the Zone Finals on Sunday may also compete in Local Weekend on Friday and Saturday. However, only horses and ponies stabled within a 100 mile radius of the nation s capital are eligible to qualify for the WIHS Local Finals to be held at the Verizon Center. 7 RULES & REGULATIONS LOCAL WEEKEND 1. Entries for Local Weekend close October 8, No phone/fax entries or hand delivered entries will be accepted. All entries must be postmarked on or before October 8, Late entries will be accepted only on a space available basis. If late entries are accepted an additional $50 late fee will be assessed. To verify receipt of entries, please use a delivery method that requires a signature. The show cannot confirm receipt of entries. Entry blanks and checks should be mailed to: WIHS Local Weekend Comprint Circle Gaithersburg, MD Do not enter for Zone Finals. Letters of invitation will be mailed in mid-september. 2. Should a horse/pony or rider become ill or injured before October 8, 2008, entry fees if paid in advance will be refunded, less a $25 office charge, upon receipt of a veterinarian s or doctor s letter. No refunds will be made after the closing date. Nomination fees are nonrefundable. Substitution of horse/pony or rider will be allowed. Substitution of entries for the WIHS Local Finals at the Verizon Center will not be allowed. 3. All classes including qualifying classes for the WIHS Local Finals at the Verizon Center are open to all horses and ponies regardless of geographical location. Horses, ponies and riders participating in the Zone Finals on Sunday may also compete in Local Weekend on Friday and Saturday. Riders may qualify one horse/pony for the WIHS Local Hunter Finals at the Verizon Center. 5. Cross-entry restriction (note: this restriction does not apply to Zone 3 Finals): Horses/ponies/riders competing in WIHS Local Weekend may not compete at the Washington International Horse Show at the Verizon Center except in the WIHS Local Finals and Children s/adult Championships. 6. Schooling Thursday, October 16, 2008 Indoor & Outdoor Arenas :00 p.m. - 6:00 p.m. Each entry will be assessed a mandatory $20 schooling fee. 7. Eight ribbons will be awarded in each class. ZONE FINALS 8. Letters of invitation to compete in Zone Finals will be ed/mailed in early-mid September. Approximately the top 20 horses in each division, based on total USEF zone points, will be invited. The qualifying period is shows starting on or after December 1, 2007 through shows starting on or before August 31, Exhibitors will be given one week to accept the invitation. If invitations are not accepted, additional horses will be invited. LOCAL WEEKEND AND ZONE FINALS 9. Stabling will be available during the WIHS Local Weekend and Zone Finals at $125 per stall. Stalls will be available Thursday, October 16, 2008 after 9:00 am and must be vacated by the close of the show on Sunday, October 19, Stalls will be $150 if reserved after October 8, A $20 grounds fee will be assessed for entries not stabled at the Prince George s Equestrian Center. 11. Non-negotiable checks may disqualify the entry and the exhibitor will be charged a $50 collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete. 12. The committee reserves the right to combine sections if there are insufficient entries. In all sections, the number of entries will be limited to a first-come, first-served basis. 13. Management reserves the right to decline any entry, or return any entry fees before or during the show, without being liable for damages. Exhibitors are notified that any act of discourtesy or disobedience to any Judge or Official by an owner, rider, trainer or groom shall disqualify the horse, and the owner shall forfeit all entry fees. 14. Absolutely no dogs allowed on premises. 15. Smoking is not permitted on the grounds of the Prince George s Equestrian Center. 16. A negative coggins test taken within 12 months of the date of the show is required. To speed the processing of entries, include a copy of the coggins test with the entry form. 17. During the show, the veterinarian s phone number will be posted in the show office. 5

9 RULES & REGULATIONS CONTINUED HUNTER 1. All classes will be judged on performance and soundness unless otherwise noted. Manners and suitability of horse/pony to rider shall be emphasized and extreme speed shall be penalized. Classes under saddle to be shown at a walk, trot, and canter both directions of the ring. 2. Champion and reserve champion will be awarded to 2 of the 4 entries accumulating the most points over fences in each hunter section. In addition to these points, only these 4 entries shall receive points for ribbons won in one under saddle class. (per USEF Rule HU138) 3. Qualifying for LOCAL FINALS The top four horses or ponies stabled within a 100 mile radius of the nation s capital in each Pony Hunter Section, the top four in each Children s Hunter Section, and the top four in each Adult Amateur Hunter Section, based on championship points, will qualify to compete at the Verizon Center in the WIHS Local Hunter Finals. The points earned at the WIHS Local Weekend will carry over to the WIHS Local Hunter Finals at the Verizon Center, which will take place on Saturday, October 25, The overall Local Children s and Local Adult Hunter champions will automatically qualify for the WIHS Children s and Adult Hunter Championships at the Verizon Center on Tuesday, October 21, Horse and/or rider may not compete in any other classes at the WIHS except the Children s and Adult Hunter Championships and the WIHS Equitation Finals. 5. All riders competing in the adult amateur classes must have a current amateur certification from USEF. This rule applies to all adult amateur riders whether they are members or non-members of USEF. 6. All riders competing in pony classes must have a current measurement card or measurement certification issued by USEF. JUMPER 1. The nominating fee is $50 per horse. This entitles the horse to show in any jumper classes offered at the WIHS Local Weekend; however, the class showing fee must be paid prior to the start of the class in order to participate. Individual classes may be entered either on the entry blank or the day of the horse show. 2. The overall highest scoring Local Children s and Local Adult Amateur Jumpers will automatically qualify for the WIHS Children s and Adult Jumper Championships at the Verizon Center on Wednesday, October 22, Horse and/or rider may not compete in any other classes at the WIHS except the Children s and Adult Hunter Championships and the WIHS Equitation Finals. 3. All riders competing in the adult amateur classes must have a current amateur certification from USEF. This rule applies to all adult amateur riders whether they are members or non-members of USEF. 4. Prize money checks will be mailed following the conclusion of the Washington International Horse Show. Checks must be cashed by December 31, After that date, checks are null and void and will not be re-issued. To be eligible for the Jumper sections, horses must be nominated and the nominating fee of $50 paid by the October 8, 2008 closing date of entries. Late entries will be accepted only on a space available basis. If late entries are accepted an additional $50 late fee will be assessed. Time allowed will be computed at 382 yards per minute in all jumper classes. CHILDREN S JUMPER SECTION: Open to Junior riders. Fences 3'0" to 3'3" with spreads 3'3" to 3'9". Level 2. 14 EQUITATION SECTIONS These are not qualifying sections for the Verizon Center Local Finals. NOVICE EQUITATION: Open to all riders on horses or ponies who have not won 3 blue ribbons in equitation classes at recognized shows. Fences not to exceed 2'. Fee: $30 per class 90 Novice Equitation Over Fences 91 Novice Equitation on the Flat INTERMEDIATE EQUITATION: Open to all riders on horses or ponies who have not won 12 blue ribbons in equitation classes at recognized shows. Fences not to exceed 2'6". Fee: $30 per class. 92 Intermediate Equitation Over Fences 93 Intermediate Equitation on the Flat GITTINGS HORSEMANSHIP FINALS The contestant must be a member of the MHSA. The class shall be judged on performance of rider over eight or more jumps, with wings, three feet high; on seat and hands; guidance and control of the mount throughout the whole course. The course must contain an oxer and at least one change of direction and three of the following which may not be combined: bending line, narrow jump (6-8 ), roll back turn, fence at the end of the ring, long approach to a single jump. Jumping faults shall not be counted. In addition, the judges must require any or all riders to perform additional tests. The judges may select any tests, 1 to 19. Class 106 Fee: $50 MHSA HUNTER SEAT ON PONIES The contestant must be a member of the MHSA and ride a pony and jump 8 or more fences of hunter type with or without wings. The course must contain an oxer, at least one change of direction, and two of the following which may not be combined; a bending line, a narrow jump (6-8 ), a roll back turn, a fence at he end of the ring, or a long approach to a single fence. Small ponies to jump 2 3, medium ponies to jump 2 6, and large ponies to jump 3. The judges will then select at least one-fourth of the class, but not less that six contestants, to show at a walk, trot and canter. The same pony must be shows in all phases of the class. Class to be judged on hands, seat, guidance and control throughout. Four entries must complete the class. Class 109 Fee: $30 MHSA ADULT AMATEUR HUNTER SEAT EQUITATION The contestant must be a senior member of the MHSA in possession of an USEF Amateur card and must ride a horse. To jump 8 or more hunter type fences 3 in height. The course must contain an oxer, combination, at least one change of direction, and two of the following which may be be combined; a bending line, a narrow jump (6-8 ), a roll back turn, a fence at the end of the ring, or a long approach to a single fence. 20 Washington International Horse Show Competition # 4566 The WIHS Local Weekend-Zone 3 Finals USEF # is rated C in Adult Amateur Hunter, Children s Hunter and Children s Hunter Pony. Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardians(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6.
