Welcome to the Del Mar National Horse Show, situated in stunning San Diego, where coastal treasures, entertainment, adventure and relaxation opportunities abound! Stick close to the Del Mar Fairgrounds to soak in dazzling sunsets and explore the charming seaside villages of Del Mar (visitdelmarvillage. com) and Solana Beach (visitsolanabeach.com). Or head south to trek the bluffs at Torrey Pines Nature Preserve or discover the rich cultural mecca that is Balboa Park. Thanks to year-round temperate weather and seemingly endless activities, here are a few ideas to get you started exploring San Diego while you re in town for the horse show: WE RE NOT BLUFFING You ll be wowed by the spectacular ocean views from the towering bluffs of Torrey Pines State Natural Reserve (torreypine. org), located just south of Del Mar. There are 1,500 acres of land to explore, which includes eight miles of trails. It is one of the wildest, most undeveloped stretches of land on the southern California coast. HOP TO IT San Diego is THE capital of craft brew, with 150+ breweries serving up suds to delight your tastebuds. If beer makes you hoppy, take a peek at sandiego.org/beer to plan your tasting spree. FLOWER POWER Head north up the coast to Carlsbad to excite all your senses with a trip to the Flower Fields at Carlsbad Ranch (theflowerfields.com.) You ll meander through a kaleidoscope of colors in 50 acres of petals overlooking the Pacific Ocean. FUN IN THE SAND AND SUN Right in the Del Mar Fairgrounds own backyard, you ll find stunning beaches in Del Mar and Solana Beach to explore. Meander down to Del Mar s crown jewels Powerhouse and Seagrove parks, located on Coast Boulevard. These beautiful, grassy hills paint the bluffs overlooking the ocean with perfect kite-flying and surfer-watching spots. There s even a kids play area that offers the best view from a swing we ve ever seen! ALL ABOARD A BOAT OR TROLLEY Whether you re just visiting, or want to play tourist in your own city, you ll get a fun overview of San Diego s exclamation points on a boat or trolley tour from downtown/ Old Town. Popular choices include Old Town Trolley Tours, Hornblower Cruises, Flagship Cruises and San Diego Seal Tours. STAR ATTRACTIONS Art and nature collide at Balboa Park (balboapark.org), the city s cultural hub of theaters, museums, gardens and the San Diego Zoo (zoo.sandiegozoo.org). The area s rich military and maritime history are the stars of the show at the USS Midway Museum (midway.org) and the Maritime Museum of San Diego (sdmaritime.org). DIRECTIONS TO THE SHOW Del Mar is about 20 miles north of downtown San Diego, next to the Pacific Ocean. From Interstate 5, take the Via de la Valle exit and head west. Turn left on Jimmy Durante Boulevard. Exhibitors enter through the Stable Gate, an immediate right turn after the turn onto Jimmy Durante Boulevard. Spectators enter the Main Parking entrance off of Jimmy Durante Boulevard; signs and parking personnel will provide directions.

9 Welcome to the 73rd Del Mar National Horse Show Welcome to the 74th Del Mar National Horse Show It takes talented riders and spectacular horses to create one of the most prestigious world-class equestrian competitions in the country. Each year our riders work diligently to perfect their skills, making the Del Mar National Horse Show rich in elegance, history and tradition. Our three-week show is enjoyed by professionals and amateurs alike, along with new admirers of the sport. Our staff would like to extend a heartfelt thank you to the talented riders who have propelled the Del Mar National Horse Show to a premier level, making it a sought-after event which continues to attract the best of the best. Their expertise and participation over three weeks of Western, Dressage and Hunter/Jumper discipline competitions have truly brought this incredible, unique show to life. Each week of the show brings a new discipline, which makes the Del Mar National Horse Show truly unique. With each discipline comes and entire crew of specialized judges, stewards, volunteers, coordinators and staff who are overseen by each discipline s specialty horse show manager. We also could not put on this great show without this team of dedicated horse show enthusiasts and sponsors. Riders: All riders must have a current AQHA membership. Membership applications are available at the show office. Amateur: 19 years of age as of January 1, Standard Non Pro regulations apply including rider must be an immediate family member to the registered owner. An Amateur may not show a non-owned horse in an open class unless issued a permit from AQHA prior to show. Select Amateur: May show the day turning 50 years of age. May not show in regular Amateur class in same division. Leased Horses: AQHA must have received and recorded a lease form prior to show. Green Horse Level 1: Eligibility is based on lifetime points and money earned per class. Please refer to AQHA for eligibility. Horses may be eligible throughout the entire year. Versatility Ranch Horse (VRH): Horse not less than 3 years of age; No hoof polish, braiding or banding. Silver on bridle and saddle is discouraged. Conformation entries must show in at least one VRH performance class at the show. Please refer to AQHA Handbook for more information. Circuit Awards: Awarded in all classes with 2 or more entries. All Around Awards: Open, Green Horse, Amateur, Select Amateur, Novice Amateur, Youth, Novice Youth. Riders must compete in at least 3 categories as defined in the AQHA handbook. THE 2019 DEL MAR NATIONAL HORSE SHOW is covered by the Rules and Specifications of the current AQHA, NRHA,,NSBA, and PCHA Rule Books and will be conducted and judged in accordance therein. 2. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show, its Directors and employees, the 22nd District Agricultural Association and Del Mar Fairgrounds harmless for any loss or accident to their horse, horses or equipment which may occur from sickness, fire or otherwise. Misrepresentation on the Entry Form shall result in forfeiture of trophy, ribbon, prize money and possible exclusion from subsequent shows. 3. MANAGEMENT: Horse Show Management reserves the right to itself to interpret all questions and conditions in regard to or arising out of an incident to the Show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by Horse Show Management their decision to be final. Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule. 4. REQUIREMENTS FOR EACH ENTRY: a) One owner and one horse per Entry Form. Form may be reproduced; b) Social Security number required to receive prize money; c) Signature of owner or authorized agent; d) Name, mailing address, telephone and signature of trainer; e) Name, mailing address, telephone and signature of all riders; f) Name and age of minor exhibitors and signature of parent or guardian. A trainer signature may not substitute; g) Correct description of horse including name; h) Applicable membership numbers; i) Please use class numbers from Class List not Tentative Schedule. 5. MINOR EXHIBITORS: Parents or guardians of minor exhibitors shall hold the 22nd District Agricultural Association and the Del Mar Fairgrounds harmless for injury to such minor(s). The signature of instructors, agents or other unrelated persons will not be accepted. 6. REFUNDS: (Please refer to each specific section for refund eligibility). a) Before the closing date of entries, all fees shall be refunded, less a $25 office charge; b) STALL FEES ARE NOT REFUNDABLE UNDER ANY CONDITION AFTER THE CLOSE OF ENTRIES AND A $25 OFFICE CHARGE WILL BE ASSESSED ON ALL REFUND REQUESTS; c) All scratches must be submitted in writing to be considered for a refund; scratches via phone will NOT be considered; d) The only other refunds given will be cancellation of a class by Management, overpayment of fees or the rejection of entries because of ineligibility or lack of stall space. 7. TRANSFERS/SCRATCHES: The transfer of horses and/ or riders from one class to another class will be allowed under the following circumstances: a) The Horse Show Office is notified the day preceding the transfer; b) Full credit will be given for the scratched class or division; c) No credit for scratches at the gate or after class. 8. SUBSTITUTIONS: No substitutions. 9. PRIZE MONEY: Out-of-state residents may have CA state taxes deducted. Tax forms and schedules may be requested prior to the show and will be available in the Horse Show Office. Refunds and prize money will be paid by check to owners within 45 days of the show s conclusion. No money will be mailed unless the owner s social security number or TIN is listed on the entry blank. The total prize earned will be paid in full to each person or entity that win. All Federal and state taxes will be deducted per federal and state of California law. While this may change the net amount you receive, it will not change the amount of the prize you actually won. Federal and state taxes vary from person to person based on their residency status. A 1099 at the end of the year will reflect your total prize amount plus any taxes paid on your behalf to either the IRS of California FTB. IMPORTANT TAX INFORMATION: Federal tax law requires a W-9 from US winners and a W-8BEN from foreign winners claiming prize money totaling $600 or more. W-9 information must match the payee. California tax law requires all non-california winners whose earnings are $1,500 or greater throughout the show must have 7% state tax deducted from their prize winnings. For more information, visit 10: RAIN: In the event that it rains prior to the show, it is the rider s responsibility to call Show Management to determine whether the show is cancelled or rescheduled. No refunds. 11: RESPONSIBILITY OF PAYMENT OF SERVICES & SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the Fairgrounds and shall be billed accordingly. All bills for veterinary, farrier services and feed/ bedding are due and payable during the Show. Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor. Any exhibitor not meeting their obligations to the official show veterinarian, farrier and feed/bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows. 12. RETURNED CHECKS OR DECLINED CREDIT CARDS: Checks returned by the bank or declined credit cards are regarded as a most serious offense and will be handled according to the WESTERN 74 th Annual Del Mar National Horse Show

30 RULES, REGULATIONS & GENERAL INFORMATION following procedure: A $50 penalty or 10% of the face value of the check whichever is greater will be assessed for each returned check. Accounts will be given 10 days to be paid in full with cash or equivalent or they will be referred to the appropriate association(s) for further disciplinary action. Checks will NOT be deposited a second time. Prize money checks will not be released to anyone with an outstanding balance owed from returned checks or declined credit cards. 13. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance of entry fees will be billed for these charges and a $50 billing fee may be added to the total due. Until these charges are settled, any prize money due to the exhibitor will be withheld and all further entries of rider and owner will be returned. 14. STABLING: Stalls with doors will be available; no first bedding included (see Entry Form for stall costs). NO STRAW BEDDING WILL BE PERMITTED ONLY SHAVINGS. It is strictly forbidden to remove stall doors, hammer nails, or attach anything directly into concrete blocks. Exhibitors will be fined $100 per violation, and will be billed for any damage to property. Water buckets and hoses with nozzles must be provided by the exhibitor. 15. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open flame devices are not permitted within the stables. Keep flammable decorations to a minimum. Electrical outlets have been provided. 16. FEED & BEDDING: Orders must be made by 1:00 p.m. each day for same-day delivery. To advance order call Feed Store at (858) CLOSED RINGS: Horses are not permitted in arenas when equipment is being used or a course is set or in the process of being set for an upcoming class. Violations of the above MAY be considered cause for elimination from the Show. 18. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USAE or appropriate association rules. 19. NUMBERS: Management will provide an exhibitor number for each horse which shall be visible to the judges at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class according to specific association rulings. 20. CONFLICTS: It is the intention of Management to avoid delays in competition. Competitors with conflicts must arrange their order with the Gate Stewards so that they will not hold up a class. TRAINING CONFLICTS WILL NOT BE RECOGNIZED. In any case, a ring will not be held for longer than two (2) minutes for any horse or rider before eliminating the competitor, regardless of conflicts. 21. DOGS: All dogs must be restrained at all times while on the show grounds. Unrestrained dogs create a serious safety hazard to exhibitors and their horses. Therefore, NON-COMPLIANCE WITH THE RESTRAINT RULE WILL NOT BE TOLERATED. Loose dogs will be picked up and detained until the owner has paid a fine of $100. A second offense may cause the owner to be barred from showing and expelled from the show grounds. Refusal to pay the fine will bar the owner from further participation in the horse show and the owner will not be entitled to any refund of entry or stabling fees paid or due. Management reserves the right to call Animal Control to have an animal removed from the premises. No dogs allowed in seating area. 22. WEST NILE VIRUS VACCINATION INFORMATION: The management of the 22nd DAA and the Organizing Committee of the Del Mar National Horse Show in consultation with respected veterinarians and local animal health authorities, strongly recommend and urge that all horses attending the Del Mar National Horse Show, follow a two-part vaccination protocol consisting of a primary vaccination, followed by a booster 3 6 weeks later. Exhibitors should be prepared to provide proof of vaccination upon request of horse show management. Exhibitors should consult with their own veterinarians to effectively manage the possible effect and threat of West Nile Virus. Should you have any questions please call the Equestrian Office at (858) ARRIVAL & DEPARTURE: All exhibitors will enter the Stable Gate on Jimmy Durante Blvd. and proceed to the Stable Manager s Office for barn assignments. Back numbers and additional exhibitor information will be issued at the Horse Show Office. Horses may not arrive before Sunday, 4/14, and must depart by Sunday, 4/21, 8:00a.m.. Layovers must have management's permission. 24. Management used the utmost care to select judges with broad experience and knowledge. The judges decisions in the show ring are their own responsibility and Management accepts no responsibility for those decisions. Management reserves the right to rotate judges. 26. PROTEST: Any exhibitor lodging a protest must first deposit $100 with the Show Secretary, which sum shall be forfeited to the Horse Show if same is not sustained. All protests must be in writing, signed by the protester and filed within 48 hours of the occurrence of the alleged violation. A protest may be filed with the Show Manager, Show Secretary or USEF/PCHA Steward of the Del Mar National Horse Show. If the protest is sustained, the entries standing next in award shall be moved up accordingly. 27. WESTERN ATTIRE: All exhibitors are required to wear a longsleeved collared shirt, chaps, hat, and boots. Protective headgear (helmet) is permissible, per the association rulings. 28. 31 RULES, REGULATIONS & GENERAL INFORMATION 29. GOLF CARTS AND BICYCLES: Bicycles and golf carts will be used in the stable area only. All golf cart drivers must be at least 16 years of age and have a valid driver s license. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/ or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6 (GR ). Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Vehicle Code Section Safety Helmets: Required (a) A driver and any passenger shall wear a safety helmet meeting requirements established pursuant to Section when riding on a motorcycle, motordriven cycle, or motorized bicycle. (b) It is unlawful to operate a motorcycle, motordriven cycle, or motorized bicycle if the driver or any passenger is not wearing a safety helmet as required by subdivision (a). (c) It is unlawful to ride as a passenger on a motorcycle, motor-driven cycles, or motorized bicycle if the driver or any passenger is not wearing a safety helmet as required by subdivision (a). (d) This section applies to persons who are riding on motorcycles, motor-driven cycles, or motorized bicycles operated on the highways. (e) For the purposes of this section, wear a safety helmet or wearing a safety helmet means having a safety helmet meeting the requirements of Section on the person s head that is fastened with the helmet straps and that is of a size that fits the wearing person s head securely without excessive lateral or vertical movement. (f) This section does not apply to a person operating, or riding as a passenger in, a fully enclosed three-wheeled motor vehicle that is not less than seven feet in length and not less than four feet in width, and has an unladen weight of 900 pounds or more, if the vehicle meets or exceeds all of the requirements of this code, the Federal Motor Vehicle Safety Standards, and the rules and regulations adopted by the United States Department of Transportation and the National Highway Traffic Safety Administration. 30. PARKING: Allowed in designated areas only. Violators parked in NO PARKING ZONES AND FIRE LANES will be issued citations and/or towed from the premises at the owner s expense. There are Handicapped parking areas in the Stable Area and public parking lot. Parking permits required in stable area. 31. WASHING HORSES: In an effort to keep the stable area clean, all horses must be washed in designated areas. To help conserve our water supply, nozzles are required on all hoses. Hoses without nozzles will be confiscated. Violators will be fined $50 for each violation. 32. STALL CLEANING: Please deposit manure only in designated areas. Manure is not to be placed in barn aisles. 33. MEDICAL WASTE: All needles and syringes must be deposited in designated disposal containers and not left in stalls or thrown away in trash receptacles. Violators will be fined $75 per needle/ syringe. For the first offense, the trainer and owner will be notified as well as the appropriate association. The second offense will disqualify the individual or horse and they will be banished from the show with no refund. 34. LIGHTS: Shed row lights must be turned off during the day. 35. CREDENTIALS: A maximum of four (4) per exhibitor will be issued. Bearer is entitled to show seating in bleachers only on a space-available basis. Exhibitors must purchase a ticket to attend Saturday night performance. See Ticket Order Form for reserved seating information. 36. TURN-OUT AND LUNGEING: Horses may not be turned out in arenas at any time. Lungeing in designated areas only. Lungeing permitted on the East side of A/AA Barn only. 37. POLING: Poling is prohibited in the State of California. No bamboo or offsets allowed on the Fairgrounds. Non-compliance will result in elimination from the show.
