3 3 BARASTOC HORSE 0F THE YEAR SHOW WHAT YOU NEED TO KNOW Barastoc 2017 will incorporate a breed s showcase, along with Newcomer classes and the coveted Equestrian Victoria Show Horse & Rider State Titles the official qualifying event for the Equestrian Australia Australasian Show Horse & Rider Championships to be held in December Provisional Timetable as follows (may be subject to change): Friday 10 th February: Children s Classes, Leading Rein Ponies & Peter Gahan Trophy. Saturday 11 th February: Arabians, Buckskins, Carriage Driving Dilutes, Newcomer Show Hunter & Newcomer Saddle classes, Racing Victoria Off the Track Freshman s Class, Palomino, Pinto, Open Dressage, Riding Ponies, Shetland Ponies (including Newcomer Shetland), Show Hunter Saddle classes and Welsh Ponies. Sunday 12 th February: HRCAV Showing, Rider Classes, Saddle Pony, Saddle Galloway, Saddle Hack, Racing Victoria Off the Track Led and Open Ridden classes, Working Hunters and Sporting Horses. Please note: Invalid entries will be returned. No entry will be processed unless correct information is supplied. Entries can be ed to: karenamore@equestrianvictoria.com.au An acknowledgement will be sent by upon receipt. Please note allow 7 days if posting entry no guarantee of acceptance if received after close of entry. Entry to the grounds/show and parking are FREE. NO exhibitor passes required. All classes will be run in designated Competition arenas, located on the General Purpose area of WPNEC (left hand side of Peter Gahan main driveway). Exception will be Carriage Driving, Dressage classes and Sporting Horse Classes which will be held in designated areas adjacent the Polo fields; the Sand Dressage arenas and the Show Jumping arenas respectively. The ever popular Trade Village will be located adjacent to the main Barastoc Arena.

5 5 CONDITIONS OF ENTRY The event is to be run under EA rules insofar as they are applicable to this event. It is the entrants and competitors responsibility to ensure that they are eligible for the classes in which they enter and compete. We strongly recommend that all competitors obtain a copy of the relevant EA Rules through the EV website It is the responsibility of all owners riders, handlers exhibitors and lessees to be familiar with and aware of the Equestrian Australia rules which govern this sport. For example: the constitution, by-law and policies consist of but are not limited to: Code of Conduct, Equine Anti-Doping and Medication Control Regulations and Member Protection Policy. Relevant EA rules, guidelines and policies are fully enforceable; Ignorance to them will not be accepted. See Link below: For the purpose of the rule interpretation the show will commence at 2pm Thursday 9 th February It is recommended that competitors print a copy of their Entry form and bring this with them to the event, along with a copy of a valid height certificate, horses registration/s and membership card/s. Entries Open: Monday 3 rd October Entries Close: Wednesday 14 th December 2016 at 5 pm via an official paper entry form. NO LATE entries accepted. Incomplete or incorrect entries will be returned. 2. An administration fee of $20.00 is charged on all returned entries which are incomplete or incorrect and must be paid prior to being processed. 3. Exhibitors Fee: This fee of $20.00 will be charged and does not cover the $20.00 fee to be imposed for incorrect entries. 4. Facility Fee Exhibitors will be required to pay a compulsory Facility fee of $16.00 per horse/pony entered, per day. This fee will be passed onto the Werribee Park National Equestrian Centre. 5. Refund Policy: Entry fees will not be refunded after the close of entries. Scratching prior to the close of entries will incur a $20.00 administration fee. No substituting after entries close 6. Registration of Horses: All horses/ponies competing in EA Classes must be EA registered. The exemption is Working Hunters which may be registered with HRCAV or a registered Breed Society at time of entry. Refer to EACH sections Conditions of entry regarding horse registration. NOTE: Horse registration numbers MUST be shown on the entry form. 7. Insurance & Membership. The Equestrian Australia membership number must be shown on the entry form in the space provided. 8. Level of Membership: Entrants (owners, riders, handlers) for the 2017 Barastoc Horse of the Year Equestrian Victoria Show Horse & Rider State Title classes (Section One) must be an EV Financial member at time of entry as follow: All Riders in State Title classes (Section one) must be Competitor Members of EV at time of entry. All Owners of exhibits in State Title Classes must be Competitor, Participant or Supporter Members of EV at time of entry. All Handlers in the Leading Rein Classes must be Competitor or Participant members of EV at time of entry. All Riders in other events (Section Two Newcomers, Off the Track, and Peter Gahan Memorial Trophy) must be Competitor or Participant members of EV at time of entry. All Owners of Exhibits in Section Two as above must be Competitor, Participant or Supporter Members of EV at time of entry. Working Hunters - Riders and Owners must be Competitor, Participant or Supporter members of EV, HRCAV or a registered breed society (proof of membership must be sent in with entries).hrcav Riders must have the correct level of Insurance for the height of fences they will jump. 6 6 Structure for clarification. This regulation is NOT applicable to Breed, Carriage Driving, Sport Horses or HRCAV classes. All Owners, riders or handlers must comply with the membership requirements. Interstate riders are not permitted to ride at the Equestrian Victoria Show Horse & Rider State Titles or in EA Australasian Show Horse & Rider Championship qualifying events. 9. Event Operation Fee All competitors must pay the compulsory, non-refundable Event operation fee of $20 per exhibitor at the time of entry. This fee encompasses compulsory medical services, infrastructures, security and event office administration during the event. This fee does not cover the additional $20.00 fee to be imposed for incorrect or incomplete entries. 10. Stabling. All enquiries can be made by visiting or by phoning Werribee Park on (03) Additional forms can be downloaded from WPNEC website or Stables must not be on sold. 11. Medication Control of Horses will take place in accordance with the Equestrian Australia Equine Anti- Doping and Controlled Medication Regulation (1 st edition, effective 5 April 2010 and updates). Compulsory medication control fee of $10 per horse and/or rider class is applicable. 12. Rules: It is the responsibility of all owners, riders, exhibitors and lessees to be familiar with and aware of all Equestrian Australia rules which govern this sport. For example; the constitution, by-law and policies consist of, but are not limited to: Codes of Conduct, Equine Anti-Doping and Medication Control Regulations. Please refer to the Member Protection Policy, link listed below: Measuring: Horses and Ponies not holding a current EV/EA Measurement Certificate must present for measuring prior to competition at times designated by the committee these dates will be communicated prior to the competition. Height certificates must be able to be produced on the day. In the event of a height variation, an exhibit will be transferred to the correct height class in the section the exhibit was originally entered. 14. Exhibit Numbers: Exhibit numbers will be supplied by the Organising Committee with the exception of Breed, HRCAV, Carriage Driving, Dressage classes and Sport Horses. Exhibitors will be required to collect their Exhibit Numbers from the Event Office on arrival. Exhibitors will be issued with their paid copy of the Program, when collecting Exhibit numbers. 15. Handler s Attire: Horses may be held in the Ring centre during judging; however handlers must be correctly dressed. Handlers wearing shorts and thongs, or tracksuits will not be permitted into the ring. 16. Whips: The maximum length for whips is 75cm including flaps, excluding exercise. 17. Bits: Must comply with EA National Show Horse Rules 2016 pages 22 and Costume: When riding ponies 14 hands & under, riders must wear jodhpurs and short boots, except in Dressage. Riders in Rider Classes under 18 must wear short boots. 19. Newcomers: Definition: A horse that has not competed under saddle (with the exception of Racing) in any State/Territory prior to a date determined by each State/Territory in which the horse resides and is registered. A Pony that has only competed in Leading Rein or Miniature Turnouts and has not competed off the lead is eligible to be considered a Newcomer. A horse that has competed in breed classes under saddle is not eligible to be considered a Newcomer. The horse must be registered with the EA at the time of close of entries. The horse s first competition under saddle must be in the state whose HOTY it will compete in. The owner and rider must be a financial member of the EA at time of entry and competition. The horse must have a current EA Height Certificate at time of entry and competition. The horse must be shown in a snaffle bridle in accordance with EA National Show Horse Rules. The horse may compete in the relevant State HOTY event as its first competition. The horse may compete in the Open section at the HOTY subject to State/Territory qualifying rules where applicable. Stallions are not eligible to compete. 20. EA Australasian Show Horse & Rider Championships Winners and runners up in Classes 1-36 inclusive will be expected to represent Victoria at the 2017 EA Australasian Show Horse & Rider

7 7 Championships. Third place getters will be invited to compete if a position becomes available. 21. Class Restrictions: Horses are to be shown as either Show Hack or Show Hunter 22. Workouts: Set workouts will be advised for all State Title Classes, these shall be published on the website following close of entries. 23. Prizes: All prizes must be collected on the day, if not you therefore forfeit your prize. 24. Qualifications: Horses entered in Section 1 Classes 1 36 inclusive require qualifications, qualifying period 1 st December 2015 until 14 th December 2016: 1 x Championship OR 2 x Reserve Champion Awards, OR 3 x Open wins in relevant class at any affiliated EV accredited show/and OR Agricultural Show; in open or show hunter sections. Qualifications gained in the period 1 st December 2015 until 14 th December Champions and Runners Up from the 2016 Barastoc/EV State Titles show automatically qualify for the section in which they were successful for the 2017 Barastoc/EV State Title Show. Performances will be randomly cross referenced and verified with EV and VAS show results/records. QUALIFICATIONS MUST BE LISTED IN THE PERFORMANCE SECTION OF THE ENTRY FORM. ENTRIES WILL BE DEEMED INVALID IF NOT LISTED IN THE AREA PROVIDED AND WILL NOT BE ACCEPTED. 25. CANCELLATION POLICY: If cancellation is required due to existing or predicted severe and dangerous conditions such as Code Red Fire Warnings / Flood or Travel Warnings / Disease Outbreaks a message will be available on Age of Horses: The minimum age of a horse competing in Saddle Sections is three (3) years of age. 27. Judges: Judges for Equestrian Victoria Show Horse & Rider State Title classes are randomly selected by the National Office of Equestrian Australia, from the current EA Show Horse Judges List (as per Rule EA National Show Horse Rules Judges are: Cheryl Dunstan QLD Gail Iskra QLD Marcia Beard VIC Michael Myers VIC Margaret Templeton NSW Matthew Wilson NSW Off The Track: Sally Watkins (VIC) & Eric Musgrove (VIC) Supreme Led Exhibit Bruce Hamblin (VIC) Working Hunter Dennis Heather (VIC) 28. Eligibility for Classes: The onus is on the owner / exhibitor to ensure the horse and they are eligible to compete under any of the Judges concerned. NO JUDGE WILL STAND ASIDE FOR THE JUDGING OF ANY CLASS. 29. Protests: All protests must be lodged in person to the ground jury chair or their delegate in hand writing, signed and dated with a $250 deposit. Please refer to the EA National Show Horse Rules and EA National Guidelines for more information. For protests please refer to Rule 1.5 Protests Pertaining to the Application of Competition Rules & Conditions of Entry in the EA National Show Horse Rules effective 1 January 2016

8 8 RULES AND REGULATIONS FOR SECTION ONE CLASSES State Horse of the Year and Rider Championships These rules are to be adhered to by the State Organising Committees in the conduct of State Horse of the Year and Rider Championships and only refer to those classes that qualify horses/riders for the Australasian Show Horse and Rider Championships. All State Committees that do not adhere to these rules may render all riders and horses ineligible for competing at that year s Australasian Horse and Rider Championships at the discretion of the NSHC. 4.1 The event is to be conducted under the rules and by-laws of Equestrian Australia. 4.2 Horses must be registered with the Equestrian Australia Ltd and at least any one owner/lease must be a financial member of that State and registration papers be in the name of the owner or lease at the time of entry. All owners/lease listed on current registration papers must hold a current EA membership at the time of entry. Refer back to State Membership packages. 4.3 Horses can only be shown at State HOTY by a financial current member of that State EA in the State in which the event is being held. 4.4 Show Horse, Show Hunter and Leading Rein Classes - All horses must have a current EA Height Certificate. Refer to the EA Measuring Rules A horse that has a protest lodged against it is ineligible to compete at an EA State Horse of the Year Show until re-measuring occurred A horse that has a protest lodged against it and is re-measured, must compete in accordance with National Show Horse Rules An EA qualified measurer will be attendance at all EA State Horse of the Year Shows for remeasuring purposes For all EA State Show Horse Championships all protests must be lodged at least four hours before the advertised time of the start of the Event (not the class). 4.5 Rider of the Year Classes - Riders may only compete in the class for which they are eligible. Age is as of 1st January in the year of the National Championships. Additionally, riders turning 5 years are eligible to compete the day they turn 5 years old. 4.6 Show Horse, Show Hunter, Leading Rein and Rider of the Year Classes - All riders and leading handlers must be members of EA in the State in which the event is being held. Leading handlers may be either Competitor or Participant members. 4.7 Show Horse, Show Hunter and Leading Rein Classes Horses/Ponies must be: currently financial EA registered at the time of entry (as per rule 4.2) Domiciled in that State (including where appropriate within a 100 km radius of a border) for a total period of 3 months immediately preceding the date of that State s Horse of the Year event. 3 years of age or over at 1 August. Rider Classes Horses/Ponies must be: currently financial EA registered at the time of entry (as per rule 4.2) 3 years of age or over at 1 August. Newcomer Classes Horses/Ponies must be: currently financial EA registered at the time of entry (as per rule 4.2) Equestrian Australia National Show Horse Rules 26 3 years of age or over at 1 August. However, if the horse has not competed under saddle (with the exception of horse racing) in any state prior to purchase and is registered and eligible/qualified in the state in which it is to compete by closing date of entries it shall be eligible to compete in that respective state s HOTY. 4.8 Interstate HOTY Show Horse, Show Hunter and Leading Rein - If a horse has competed in a qualifying class at an EA HOTY in the current year in another State it is not eligible to compete in another HOTY in the same calendar year Rider Classes - If a rider has competed in an EA HOTY in the current year in a qualifying class in

9 9 another State they are not eligible to compete in another HOTY in the same calendar year Show Hunters if a horse/pony is entered as a Show Hunter at a State HOTY, it will be precluded from entering the State Horse of the Year as a Show Horse 4.9 To judge State Horse Of The Year; Judges must have a minimum of two years experience on a State or National list A maximum of two judges from any one state is permitted Judges will be randomly selected by State EA Office by the EO unless a conflict of interest is registered. Rider 5 years and under Random swabbing will take place in accordance with the EA Medication Control Policy Judges must be selected from the EA Show Horse Judges List The Judges decision is final As a minimum, a winner and runner-up is to be sashed and announced at the event In qualifying Show Horse, Show Hunter and Rider classes three judges must be used as per the National Show Horse Judging System (excluding Northern Territory due to geographic isolation). If there is less than a total of 100 entries in all qualifying classes, three judges may be permitted All qualifying events for the Australasian Show Horse and Rider Championships (i.e.: State HOTYs) must be run by the State s Show Horse Committee (who may form or co-opt an organising subcommittee) Refer to the EA Conflict of Interest Policy Results of winners and runners-up, and the names of all Finalists (top 10) to be sent to the relevant EA State Branch Office Judges who have accepted to Judge at a State Horse of the Year and Rider Championships will not accept a Judging appointment in similar classes for a Royal Show in the same State within a 12 month period The Ring Master and Judge s host must be independent and this must be reflected in the State s program A scorer may not officiate in any class where they have a Conflict of Interest or perceived Conflict of

10 10 Interest and will not have any deliberate contact with the Judges prior to the class/classes or in FRIDAY 10th February SECTION ONE LEADING REIN PONIES Entry Fee: $50 per class Leading Rein Pony Rules & Regulations refer to 2016 EA Show Horse Rules and pages 5 9 of this document. Prizes: Winner: The winning owner will receive an embroidered woollen rug, commemorative sash and garland. Runner Up: The winning owners will receive an embroidered cotton rug and a commemorative sash. All finalists will receive a commemorative sash. Each rider will receive a gift pack kindly donated by Joseph Lyddy Horse Care Products. 16 16 SATURDAY 11th February SECTION TWO NEWCOMER UNDER SADDLE Entry Fee: $30 per class Conditions of Entry: Must not have competed under saddle (in ANY discipline excluding racing) prior 1 st Jan A Pony that has only competed in Leading Rein or Miniature Turnouts and has not competed off the lead is eligible to be considered a Newcomer. There is no domicile rule for Newcomer horses/ponies. Newcomers may enter the open section under the following conditions: horses/ponies must be registered with EV for 3 months and domiciled in Victoria for 3 months. The horse may compete in the Open section at the HOTY subject to State/Territory qualifying rules where applicable. The horse must be registered with the EA at the time of entry. The horse s first competition under saddle must be in the state whose HOTY it will compete in. The Owner and Rider must be competitor or participant members of EA at time of entry. The horse must have a current EA height certificate.
