Rider Credentials & Office Hours Classes 100 and 101 will count towards Rolex/USEF Show Jumping Ranking list using the following certificate number: Each rider will be given 4 wristbands that will give access to the rider s deck. Those will be available from Jenn Glosson. She will be set up at Gladstone all day Wednesday and in the Stabling area of Central Park on Thursday and Friday. 5 Infomation Pages: U.S. Open $25,000 Rider Bonus There will be a special Prize for leading US Open Individual of $25,000 for the leading rider following the two CSI 3* classes as follows: The scores from the Welcome Speed Stake obtained by each Athlete will be converted into points by multiplying the time of each Athlete by the coefficient 0.5; the score must be rounded up or down to the second decimal place. The second decimal place will be rounded up from.005 and rounded down from.004. The Athlete with the lowest number of points after this conversion will be given zero Penalties, the other Athletes being credited with the number of Penalties representing the difference in points between each of them and the leading Athlete. If an Athlete is eliminated or does not complete his round for any reason, he will be awarded the same number of Penalties as that incurred by the Athlete who has been the most severely penalized, plus twenty Penalties. If the Athlete concerned has himself received the highest number of Penalties before being eliminated or retiring, twenty Penalties will be added to his score. Important Information Regarding Drugs & Medication Rules The $40,000 FEI CSI 3* U.S. Open Welcome Speed Stake, the $25,000 U25 Grand Prix, and the $212,000 CSI 3* Central Park Grand Prix Presented by Rolex will be held under FEI Drug and Medication rules All other Classes will be held using USEF Drug and Medication rules. 7 The Rolex Central Park Horse Show Jumper Rider Information The Rolex Central Park Horse Show will be held from the 23rd to the 29th September 2015 following the enormous success of last year s inaugural event. Our goal last year was to develop the profile and exposure of equestrian sport in the US and this was achieved in spectacular fashion. The show generated over 604 million media impressions which is a record for any equestrian event ever held in North America. To make this happen we needed the help and support of each rider and their team, and we really appreciated the great effort that everyone made. The event this year coincides with the Pope s visit to New York so there will be special security in place around the stable area from Thursday afternoon to Friday evening. We are awaiting further details but this area will be very restricted and we ask your understanding and cooperation during this period. This year we have changed the format and will have two FEI CSI 3* classes, a $40,000 FEI Table C class, and a Grand Prix worth $212,000 and a rider bonus of $25,000. We will also have a U25 FEI Grand Prix and a Jr/Am Invitational event. Horses showing two consecutive days, will stay overnight in Central Park and will be jogged and based out of the USET facility in Gladstone. This is preliminary information and more will follow. THE RING: The arena is (Wollman) Skating Rink 59th Street New York, NY which is approximately 30,000 square feet which is larger than most indoors. It is a short walk from the The Plaza Hotel on Central Park South.

9 Jumper Rider Information Continued: ALL horses will be stabled at USET facility at Gladstone and the jog for FEI horses will be held there on Wednesday 23rd September. Due to NYC restrictions, the Horses will leave Gladstone on Thursday 24th September starting at 4 am and will be stabled at Central Park the CSI horses will overnight in Central Park, the U 25 horses will be returning after 9 PM to Gladstone. The same procedure will be followed on Friday 25th September for the Jun/Am horses and all jumpers will leave after 9pm on Friday. One groom per horse will be allowed travel with the horses. The stalls in Central Park will be in a tent and will be the usual 3x3 Meter stalls. There will be a 100 ft x 200 ft warm up area beside the tent with footing provided by ESI. The stalls and warm up are located approx. 4 minutes from the arena. The walk way to the arena will be fenced and the horses will be escorted by Stewards to the arena. As the arena itself is small (see diagram) each rider will have the opportunity to jump one vertical practice fence, one attempt, in the ring and then go straight to jump the course. Please note the practice fence is voluntary, and only one attempt is allowed - regardless of the outcome of the single attempt.

10 Hunter Rider Information ALL hunter horses will be stabled at USET facility at Gladstone. They must arrive by 4pm on Friday the 25th of September. Due to NYC restrictions, the Horses will leave Gladstone on Saturday the 26th of September starting at 4 am and will be stabled at Central Park. The horses will return to Gladstone at 11PM on Saturday night. The stalls in Central Park will be in a tent and will be the usual 3x3 Meter stalls. There will be a 100 ft x 200 ft warm up area beside the tent with footing provided by ESI. The stalls and warm up are located approx. 4 minutes from the arena. 14 GENERAL INFORMATION, RULES AND REGULATIONS CONDITIONS OF COMPETITION Every class offered herein which is covered by the Rules and Specifications of the current USEF Rule Book will be conducted in accordance therewith. USEF Membership Statement Membership Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR Federation Release, A ssumption of Risk, Waiver, and Indemnification. This document waives important legal rights. Read it carefully before signing. I AGREE in consideration for my participation in this Competition to the following: I AGREE that the Federation and Competition as used herein includes the Licensee and Competition Management, as well as all of their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates. I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death. ( Harm ). I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation or the Competition. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child s behalf I represent that I have the requisite training, coaching and abilities to safely compete in this competition. I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation on the official USEF accident/injury report form. EQUINE ZERO LIABILITY FLORIDA SENATE BILL 1658 EQUINE ZERO LIABILITY STATUE: Warning-Under Florida Law an equine activity sponsor or equine professional is not liable for injury to, or the death of, a participant in equine activities resulting from the inherent risk of equine activities.

15 In all classes wherein the rules of USEF do not apply, Management shall settle any dispute or question that may arise and its decision shall be final. Exhibitors and other participants herein, as a condition to admission, consent to such method of settlement. MANAGEMENT reserves the right to refuse, accept conditionally and to cancel any entries, disqualify exhibitors, prohibit exhibition of entries and cancel awards of prizes, without claim for damages. MANAGEMENT reserves the right to reschedule, combine, close, delete, or add any classes or change the listed officials as may be necessary and in the best interests of the show. Neither the show committee/staff, the show, INTERNATIONAL EQUESTRIAN GROUP LLC, THE CELEBRATION OF THE HORSE LLC, the show manager, the show sponsors, any show officials, nor any sanctioning body will be responsible for any accident, damage, loss or injury to mount, owner, rider or other persons or property. Management reserves the right to modify any policy or rules set forth in the prize list in an emergency situation which may require modification or restrictions for the welfare of the horse or rider. HARD HAT RULE It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards forequestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee must bar riders with out protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience. The Competiton will uphold all rules listed under GR801. SHOW PASS FEE Effective 12/1/2013, a non member who wishes to participate in a USEF competition must pay a Show Pass fee in lieu of a USEF non-member fee. The competitions will be responsible for forwarding copies of all Show Pass forms completed at the competition to the Federation with the post competition report. Show Pass forms will be available on the USEF website. Please see additional information at GR205. POST ENTRIES Post entries will be accepted up to two classes before any scheduled class that is not full unless otherwise indicated. Entries postmarked and/ or submitted after the closing date will be Post. Entries not adhering to the entry procedure above will be post and will pay a $25 post fee. Post entries are meant to be a deterrent to being late. They are not just a way for the show to make money. Closing dates are one week prior to the first day of competition PRIZE MONEY Prize money will be credited to the entry s show account after the results of the class winnings are posted or a check will be mailed to the owner at the address on the entry blank within thirty days after the show, thereby ending the show s responsibility. Any class that has a number of entries required, will have the payout based on the number of on time entries and post entries will not be included in the number used to determine the payout. Classes that do not have enough entries to pay out prize money will either be cancelled, or run without prize money at the exhibitors option. Any class with less than 4 entries will not pay prize money and entry fee will be as listed. NO Prize money will be awarded without a Social Security number or Federal Tax ID number on file. GOLF CARTS, SCOOTERS & OTHER VEHICLES- Please Note All Motorized Vehicles will be prohibited in Central Park Minors who do not have a valid driver s license which allows them to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid drivers license. The parent(s) legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of the rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child/ parent(s), guardians(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. There will be absolutely NO TEXTING and driving. SHOW PASS FEES AND HORSE REGISTRATION For those exhibitors who are not current members of the USEF and USHJA a $30 fee per organization will be added to each entry. In addition each horse regardless of whether the owner is a current member of the USEF or USHJA must pay a $30 horse registration fee to the USHJA. Forms will be available in the office. You can go to for more information. Those exempt from these fees are listed in GR (Exception: USEF Opportunity and Academy Classes)

16 CANCELLATION OF CLASSES Management will not refund entry fees if classes are cancelled due to severe weather, an emergency or some other act of god. If the entire show is cancelled due to severe weather or an emergency, management will refund those class fees. CHANGES BEFORE NUMBER IS ISSUED PLEASE FILL OUT ENTRY BLANK CAREFULLY AND CORRECTLY. Changes in classes, horse and/or rider will be allowed without penalty prior to the number being issued. Once the number is issued the normal rules for scratches and/or adds will apply. BILLING DISPUTES Any open invoices will be closed by office staff at the end of the show with the method of payment holding the entry. It is the exhibitors responsibility to review their bill and resolve any discrepancies within one hour of the show ending. If disputes are not negotiated within this time frame the bill will stand as is without any further review. COMPORTMENT Exhibitors are notified that any act of discourtesy or disobedience to the Judges or Officials on the part of any owner, rider, trainer, family member, or groom may disqualify the horse and the owner will forfeit all entry and other fees. SCHOOLING 5 schooling fences will be provided in designated schooling areas. ENTRY S BACK NUMBER MUST BE WORN TO SCHOOL. REFUND AND CREDIT CARD POLICY Stabling, nominating and administration fees will not be refunded under any circumstances Horses entered may be scratched without a veterinarian s certificate by notifying the Show Secretary in writing via letter, official scratch sheet, or other written correspondence, provided: Written notification is received before the start of competition, entry fees will be refunded, less a $150 processing fee. We encourage you or your agent/trainer to close out your show bill in person before the end of the show. However, if you do not do so in person, you automatically agree to authorize THE CHRONICLE OF THE HORSE to charge your credit card for all entry fees, stabling fees, etc. If you dispute a charge made by you may not be able to show until the charge dispute has been resolved. ATTIRE Proper riding attire is required: boots, breeches, riding jacket, shirt with choker or tie. Riders must wear coats in all classes unless otherwise announced. It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions, when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured GR801. BACK NUMBERS You MUST wear the back number provided by the show unless prior arrangements have been made. ie. lost number etc. European bridle or breastplate numbers will not be accepted as the only form of a number. If you fail to have your show issued number on your back or pinned to your saddle pad in plain view you may be eliminated from your class. Any participant using our online entry system, still needs to come to the show office and sign their entry blank and obtain a show issued number. COMPETITION FEES GR208.1 Competition Fees. [Chapter 2. Membership Classifications] Effective 12/1/08: 1. For every horse participating in any competition licensed by the Federation, a $16 Federation fee will be collected ($8 shall be an Equine Drugs and Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs; see GR407.1,.2 and.3). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. A $2.00 Zone Support Fee per horse entered. $28 will be charged for each horse competing in FEI competitions. An IHP fee of $35 will be charged to each horse showing in any Computer Ranked Grand Prix. JUMP ORDER In all classes over fences management MAY designate the order of go. All orders will be posted at least 30 minutes before the class and the one minute rule will be in effect. Riders that foresee conflicts must communicate with the paddock masters involved - don t rely on radio contact only! Riders are forewarned that the show will not be held up because of trainer conflicts. After order of go in any class is posted there will be no refunds allowed. Jumper classes with a posted order of go will use the following procedure in accordance with JP112.1: the horses names are drawn individually, starting from the first position and then working down POLING We do not allow any sort of manual poling or poling of any type on the competitions show grounds.

17 MEDICAL WASTE & SHARPS In accordance with the 1989 Federal Waste Tracking Act which restricts the disposal of medical waste, Bio Hazardous Medical Waste Containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. Sharps will be placed in sharp containers provided. Anyone found discarding sharps in any other manner will be fined up to $250 per instance and held responsible for any fines or expenses incurred by management. Violations to this rule will be dealt with very seriously. Improper disposal of sharps poses a serious health threat to anyone who may come in contact with it. Please make sure that anyone who handles these sharps on your behalf are aware of the responsibility involved. Neither ignorance or language will excuse fine enforcement. If you need additional containers or any assistance with the disposal of sharps, please ask the office or a member of the staff. Thank you for your cooperation. DOGS Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. GR Any dog that is found loose will be detained by the show until a fine is paid. Any dog that disrupts an exhibitor s round will be required to pay the exhibitor for that round plus a $100 fine to the show. Also, please dispose of all dog waste in the proper containers or as Local Laws govern. FEED & BEDDING Feed & Bedding will be available. Storage of feed, bedding, hay, etc. must be within the stall space only. No straw will be allowed without a charge for its separate removal and waste storage. HORSE SHOW FARRIER No farrier other than the official horse show farrier(s) will be permitted to shoe on the grounds without the express permission of facility management. Exhibitors wishing to use another farrier must request a permit for that farrier. Proof of insurance and licenses will be required before permission is granted. Permit fees will apply. PROTEST Any exhibitor lodging a protest must first deposit $ for USEF Members or $300 for Non-Members with the Show Secretary, or Steward which sum will be forfeited to the show if the same is not sustained. All protests must be addressed to the Show Secretary or Steward and made in writing, signed by the protester, and filed with the Show Secretary, Show Manager or Show Steward within 48 hours. Funds must be payable to USEF. Protests may also be files with the Federation Hearing Committee as outlined in GR STALLS Stalls are clear-span tents with doors and are 10 X 10 and will be assigned as entries are received. On a first come, first serve basis. We may need to limit the purchase of tack stalls. If this happens then Tack Stalls will NOT be available. Stalls are limited. First bedding is not included. Bedding will be available on the grounds. All trash is to be placed in the receptacles provided/ not in the manure bins. All manure is to be put in the area provided.

20 Page two USET Biosecurity 1. A current negative coggins test. Please renew before it expires, and not just before it is necessary to leave the state. 2. All horses have received regular and consistent vaccinations for Equine EHV-1 & 4 (either modified live or killed vaccine) no sooner than 7 days prior and with most recent booster being within 90 days prior to entering the USET Foundation. Most EHV-1 & 4 vaccines are only considered effective for 90 days. Check with your veterinarian about which vaccine you should use. 3. A health certificate/statement on licensed veterinarian letterhead within 48 hours of arrival is required for all horses shipping onto the property. All horses should be able to produce proof of vaccine, preferably labeled on the health certificate/statement. 4. You should be able to document your horse s normal temperature before arrival. Please do not ship horses with elevated temperatures. It is recommended that you establish a log of temperatures taken at least twice daily. If there is an elevated temperature for more than a 24 hour period, please consult your local veterinarian immediately. 5. Every effort should be made to minimize stress and commingling of horses shipped long distances. Extra hours on a horse van, or moving from stable to stable, is the fastest way to compromise your horses and your neighbors horses health. 6. Immediately report any elevated temperature to the person running the specific event you are attending so they can report it to the USET Foundation.
