11 GENERAL RULES & REGULATIONS PLEASE READ THE PRIZE LIST CAREFULLY. IMPORTANT CHANGES OCCUR EVERY YEAR TO CLASSES AND SCHEDULES. TRAINERS AND EXHIBITORS ARE RESPONSIBLE FOR KNOWING THE RULES CONCERNING THE SECTIONS WHICH PERTAIN TO THEIR EN TRIES. Stabling capacity at the WNC Ag Center has reached its limit. WNC AG CEN TER management informed Show Management that CONSTRUCTION OF TENTS WILL ABSOLUTELY NO LONGER BE ALLOWED! Accordingly, in an effort to efficiently manage the permanent stabling available, Show Management reserves the right to limit the number of tack stalls per stable, if needed, as follows: Number of horses... Number of tack stalls Any horse listed on an entry blank, but not entered to show, will be charged a NON SHOWING FEE of $150 in addi on to a stall fee. GR845 Equine Vaccina on Rule 1. At Federa on licensed compe ons, horses entering the grounds must be accompanied by documenta on of Equine Influenza Virus & Equine Herpes Virus (Rhinopneumoni s) vaccina ons within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the compe on grounds upon request by Compe on Management. Copies of documenta on must be submi ed with entries. COGGINS PAPERS: In accordance with North Carolina State Law, ALL horses and ponies on the grounds MUST have a current nega ve Coggins Cer ficate (within 12 months). A copy of the cer ficate MUST be on file in the Show Office. In addi on, a copy MUST be posted on stall door for inspec on by the State Veterinarian. All non showing horses on the grounds must be listed on an entry blank and present a Coggins as listed above. ANY HORSE OR PONY NOT IN COMPLIANCE MUST VACATE PREMISES NO EXCEPTIONS! USEF MEMBERSHIP STATEMENT Life, senior ac ve and junior ac ve members shall be eligible to par cipate in all classes at Regular Compe ons, Even ng Compe ons at the Preliminary Level or above and Combined Driving Compe ons at the Advanced Level, Dressage, Reining and Vaul ng Compe ons and Endurance Rides. A nonmember may par cipate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Compe ons, Even ng Compe ons, Dressage Compe ons, Reining Compe ons and Combined Driving Compe ons upon payment of a $45 Show Pass fee. Par cipants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibi ons; 3) games and races; 4) classes for 4 H members; 5) walk trot (excep on: Friesian performance FR218) and academy classes (academy classes are classes limited to hors 11

12 es used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Compe ons. 8) Opportunity classes, 9) ci zens of other na ons who have proof, in English, of current membership in good standing of their own Na onal Federa on, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. EVERY CLASS OFFERED HEREIN, WHICH IS COVERED BY THE RULES AND SPECIFICA TIONS OF THE CURRENT USEF RULE BOOK, WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. FEDERATION ENTRY AGREEMENT: By entering a Federa on licensed Compe on and signing this entry as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representa ves, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federa on, Inc. (the Federa on ) and the local rules of the Compe on. I agree to be bound by the Bylaws and Rules of the Federa on and of the Compe on. I will accept as final the decision of the Hearing Commi ee on any ques on arising under the Rules, and agree to release and hold harmless the Compe on, the Federa on, their officials, directors and employees for any ac on taken under the Rules. I represent that I am eligible to enter and/or par cipate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condi on of and in considera on of acceptance of entry, the Federa on and/or the Compe on may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses or me and my horse taken during the course of the compe on for the promo on, coverage or benefit of the Compe on, sport, or the Federa on. Those likenesses shall not be used to adver se a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connec on with such use, including any claim to compensa on, invasion of privacy, right of publicity, or to misappropria on. The construc on and applica on of Federa on rules are governed by the laws of the State of New York, and any ac on ins tuted against the Federa on must be filed in New York State. See GR MasterCard or Visa may be used for payment of all fees. A 3% convenience fee will be charged. ENTRIES: Entries must be postmarked by July 10, 2018, to avoid a late penalty. All entries must be made on the entry blank provided. One horse per entry blank. If extra entry blanks are needed, photocopies are allowed. Entries will not be accepted over the phone. Failure to scratch from a class, a "no show," may subject exhibitor to a penalty of $50. Entry blanks must be completed in full (the word entry" will not be accepted) and signed by an adult. All horses will be charged a non refundable office fee of $25. ALL HORSES MUST HAVE A HORSE ID NUMBER ISSUED FROM USEF OR USE THEIR BREED REGISTRATION NUMBER. THIS NUMBER MUST BE LISTED ON THE ENTRY BLANK. (See USEF Rule Book) Horses must be entered in at least one (1) class or they will be considered a "late entry." Show Management reserves the right to refuse entries. An unsigned open check mailed with entries will be considered a post entry. Entries without payment will also be considered post entries and fees will apply. NO STALLS 12

13 will be reserved un l payment for them is received. Post dated checks will NOT be accepted as payment for stalls and entries. Stalls are NOT reserved without nego able funds and must be paid for by a separate check. An open check is NOT ACCEPTABLE for stall reserva ons. An open check for entries is acceptable. POST ENTRIES: WILL BE ACCEPTED ON SPACE AVAILABILITY and will be charged a non refundable post entry fee of $30 per horse. The penalty will be in addi on to all other normal fees charged. Entries will be accepted up to one (1) hour before the scheduled start of each session. EMERGENCY ENTRIES: In cases where entries cannot be made at least one (1) hour before the scheduled start of each session, an emergency penalty of $30 will be charged for each class in addi on to all other fees. REFUNDS: Refunds requested prior to the entry closing date will be made in full, less a $15 scratch fee, the non refundable office fee and late penalty. Refunds requested before the start of the show, but a er entry closing date, must be accompanied by a veterinarian s cer ficate giving a comprehensive diagnosis and received in the show office by the end of the show. NO REFUNDS WILL BE MADE ON STALL FEES AFTER CLOSING DATE. All adds or scratches must be made one (1) hour prior to the scheduled start of each session to avoid late fees and/or receive credit for scratches. EMERGENCY REFUND POLICY (In the event all or part of the compe on is cancelled due to a storm, accident or other emergency): If the compe on is cancelled prior to the scheduled first day of the show, all fees will be refunded in full minus the nonrefundable office fee. If classes are cancelled once the compe on has begun, entry fees for remaining classes will be refunded. UPHA CLASSICS: Entries in the UPHA Classics must be eligible and registered with the UPHA. Ini al entry fee of $50.00 is to be made on entry blank. Final entry fee of $50.00 must be made prior to the class. REGISTRATION PAPERS: A photocopy of registra on papers MUST accompany each horse entered in the American Saddlebred, Morgan, Road Horse and Hackney Pony divisions. A COPY MUST BE KEPT ON FILE IN THE SHOW OFFICE SO THESE COPIES WILL NOT BE RETURNED. Numbers will not be released for an entry in these divisions without proper proof of registra on. Names of horses/ponies must be on the entry form. The word "entry" may not be used. All horses/ponies must be entered in their full registered name and number and in the current owner of record. REQUIRED CREDENTIALS: All exhibitors must present a current USEF membership card or copy thereof. If not in possession of a card/copy, exhibitor must join or pay a nonrefundable $45 non member Show Pass fee. Exhibitors showing in classes restricted to amateurs must present proof of amateur cer fica on issued by USEF. Amateur cer fica on must be applied for at the show office prior to compe ng. All MORGAN exhibitors must be members of AMHA at USEF compe ons. 14 OFFICE HOURS: Show office hours will be posted. The office will NOT be open on Sunday following the show so exhibitors must se le accounts before the last class on Saturday evening. If exhibitors fail to do so, the Horse Show Secretary will fill in the correct amount on the open checks and the exhibitors or agents relinquish the right for adjustment a er leaving the show. OPEN CHECKS: All accounts must leave an open check on file when picking up exhibitor packets no excep ons. Agent may fill in check when showing is complete. If an exhibitor and/or agent fails to se le his/her account(s), the Show Secretary will fill in the correct amount on the open check and the exhibitor/agent relinquishes the right for adjustment a er leaving the show. RETURNED CHECKS OR DECLINED CREDIT CARDS: All checks returned for nonpayment, or credit cards declined, will be charged a $50 handling fee and must be replaced by cash, cer fied check or cashier s check. If a returned check, or declined credit card charge, is not made good within 2 weeks a er no fica on, USEF will be immediately no fied of the non compliance. All future fees will then be required to be paid with cash, money order or cer fied check. No one will be allowed to show if he/ she has an outstanding check or handling fees. PRIZE MONEY: Prize money will be paid by check and mailed within 30 days of closing of the show. All refunds and remaining monies will be paid by check and mailed within thirty (30) days of closing of show. Checks for prize money will become nonnego able a er 60 days. Show management will NOT a empt to obtain addresses that are not complete, legible or correct on entry blanks. STABLING: Entries for those exhibitors wishing to be stabled together must be mailed in the same envelope. Stalls are of permanent and portable types, both with doors. Stall fee is $125. Stall doors must not be removed and the panels must not be cut or damaged in any way. Stalls, whether permanent or temporary, must be le in their original condi on. The WNC Ag Center will assess a fee to any exhibitor removing/altering or damaging the stall doors. STALLS WILL NOT BE ASSIGNED UNTIL FEES ARE PAID. All non stalled horses must pay a $25 per day grounds fee. IMPORTANT INDICATE DATE/TIME OF ARRIVAL ON ENTRY BLANK. REMINDER: NO STALLS will be reserved un l payment for them is received. Stalls must be paid for by a separate check. An open check is NOT ACCEPTABLE for stall reserva ons. Entries will not be accepted unless accompanied by a separate check for stalls. Stabling is in the sole discre on of Show Management. Considera ons include, but are not limited to, the following, nor are they necessarily in the following order: number of total stalls necessary; available barns for stabling; most efficient use of stalls on show grounds; number of stalls requested; history of a endance; history at a par cular loca on; increase/decrease in number of stalls requested; support of the show (which includes personal me, a endance/exhibi on of horses and financial contribu on). STALL INSPECTIONS: Before admission of horses, the Stable Manager will inspect all stalls, both permanent and temporary. Stalls will again be inspected once occupied and then a er they are vacated. Should any damage be found, replacement parts, shipping, handling and labor fees will be assessed. 14

15 ADMISSION OF HORSES: Stalls will be available on Sunday, July 22, 2018, at 9:00 am, and must be vacated on Sunday, July 29, 2017, by 6:00 pm. No early arrivals will be accepted without prior approval of the show manager. Early arrivals will be charged a $20 fee per day, per stall, including tack stalls. UNDER NO CIRCUMSTANCES ARE YOU TO STABLE HORSES IN ANY STALLS OTHER THAN THOSE DESIGNATED FOR YOU. Failure to comply will be considered an act of discourtesy and will result in addi onal fees. DISPOSAL OF MEDICAL WASTE: Sharp containers are provided in convenient loca ons throughout the barns for the disposal of needles and other disposable sharp instruments. Show Management may fine any individuals, including trainers, owners, exhibitors or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. PARKING: Parking will NOT be permi ed in the barn area. Passenger vehicles should use the upper and lower East lots adjacent to the barns. Horse trailers and vans must be parked in the upper North lot adjacent to the coliseum or the lower East lot adjacent to the barns. CAMPERS: Campers and RVs must be parked in designated areas, which are on a first come, first served basis. Camper fee is $45 per day/night. Electrical boxes on the camper spaces will be locked. You must come to the show office to get a camper permit, at which me the box will be unlocked. Each camper must have a permit prominently displayed. Any vehicle connected to electricity and/or water will be considered a camper and will be charged the camper fee. Campers arriving late or a er office hours must be prepared to be fully self contained un l the office opens and the power can be turned on. TRAINING AIDS: A en on ge ng devices and/or other noisemakers (including but not limited to tape measure, blow horns, bamboo poles, explosives, fire ex nguishers, baby powder, whips longer than 6, etc.) are not allowed in and around the makeup and compe on rings during scheduled sessions. All such items will be confiscated and offenders will be reported to the USEF. VIDEOGRAPHY: The Blue Ridge Classic reserves the right to regulate access to the horse show facili es and reserves the right, in its sole discre on, to determine use of the facili es by any vendor or any other individual or party. Show Management has entered into exclusive contracts regarding the taping by video or other reproduc on on DVD. Said agreements with individuals/en es commonly referred to as show officials include the Horse Show Videographer. As such, signatories thereto may have legal remedies for viola on. Addi onally, the Blue Ridge Classic retains the right to pursue any and all legal remedies available. Personal videos may be taken from the concourse of the arena only, not from ringside or the sea ng area (including the veranda tables). MOTORIZED VEHICLES: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permi ed to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm u lity vehicles on the compe on grounds of licensed compe ons. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the 15

16 entry blank as a parent or guardian of a minor opera ng a motorized vehicle in viola on of this rule are solely responsible for any damages, claims, losses or ac ons resul ng from that opera on. Viola ons of this rule will be cause for sanc ons against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child commi ng the offense. Penal es may include exclusion of the child, parent(s), and/or trainer(s) from the compe on grounds for the remainder of the compe on and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance de vices for individuals with disabili es are exempt from this rule. DOGS ON COMPETITION GROUNDS: Dogs are not permi ed to be loose on compe on grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. (See GR of USEF Rule Book) Excep on: Handicap aid dogs. DAMAGE: The WNC Agricultural Center holds individual owners and exhibitors responsible for damages incurred by them, or their agents, to barns or other proper es on the show grounds and will bill them accordingly. The Blue Ridge Classic Horse Show and/or Show Management will in no way be responsible for any loss/damage that may occur. It will be a condi on of entry that each exhibitor shall hold the horse show, its management and the WNC Agricultural Center blameless for any loss or accident to his/her horse(s) or equipment that may occur from sickness, fire, or otherwise. 17 HAY & FEED: Hay and feed orders may be placed through the Show Office and charged on Open Check Account. If an outside vendor hauls in hay/feed for a client, the vendor or client will be charged a show vendor fee of $300. Exhibitors wan ng to bring their own hay/feed may do so but must haul it in on their own vehicles. GOLF CARTS: Golf car rentals will be handled through Brad s Golf Arrangements for golf car reserva ons are 100% between Brad s Golf Cars and the Exhibitor. If golf cars are not pre ordered, Show Management cannot guarantee that one will be available at the show. LOWER GATES: The gates in the lower area will be open daily from 8:00 am un l the end of the last session of the evening. VERANDA TABLES: A limited number of veranda tables (which seat 8) are available for the dura on of the show for $475 per table. Cold drinks are provided during each session and snacks are included for the evening sessions. Previous table holders receive first choice, a er which it is a "first come, first served" basis. Only authorized persons shall be allowed in the ring during judging. Any act of discourtesy or disobedience to the judge or officials on the part of an owner, rider/driver, trainer/agent or groom will disqualify horse or rider/driver and the owner shall forfeit his /her entry fees and other fees, including prize money won. The Blue Ridge Classic Horse Show is a qualifying compe on for the 2017 ASHA High Point Awards and the Kentucky State Fair s World s CHAMPIONSHIP Horse Show. More informa on can be found at CHANGES/CANCELLATIONS: Management reserves the right to combine or cancel any class having less than four (4) entries. Management also reserves the right to change or alter the officials listed without no ce prior to or during the show. FOOTING: Foo ng in the arena (which has dimensions of approximately 240 x120 ) will be a dirt base with a top layer of sawdust/shavings added. CHAMPIONSHIP CLASSES: To be eligible for CHAMPIONSHIP classes, entry must have been entered, shown and judged in one other like class in that sec on. See division sec on for CHAMPIONSHIP qualifying classes. CHAMPIONSHIP classes will NOT be stripped. OPEN STAKES: Open STAKES are open to all, with no qualifica on requirement. WARM UP AREA: During show sessions, the covered warm up ring will be available only for the next class to show in the indoor Show Arena. CLASS CALLS/GATE HOLDS: Every effort will be made to maintain a working PA system. However, due to unforeseen problems with any mechanical device, the PA system and 17

NOVICE/LIMIT RIDER CLASSES: Novice and Limit rider classes are open to riders who have not won three/six first place ribbons, respec vely, at Regular or Dressage Compe ons of The Federa on or Equine Canada in the par cular performance division or level in which they are shown. Entry Fee $35 Must have shown & been judged in class 161 ACADEMY DIVISION An abbreviated Academy session is being offered and, following a ten minute break, will immediately follow the Saturday Morning performance session. Changes to Academy entries are to be made by 12:00 noon on Friday, July 27 th, to avoid a $25.00 late penalty. Academy entries are to follow all other entry rules (due at the same me as regular entries). The Academy division is open to all breeds of horses. Academy horses are exempt from the USEF drug fee and also the riders/owners are exempt from the USEF non member Show Pass fee. To aid in the spli ng of classes, if needed, it is impera ve that the riders ages be indicated on the entry blank. No changes to entries will be made in the paddock. Riders in this division are students who are enrolled in a professionally operated program and are to be judged on their basic riding skills. Riding suits are NOT allowed; jodhpur boots and pants are suggested. Safety helmets are the only acceptable headgear for academy riders and are required for ALL 10 and under riders. Riders may NOT cross enter into any performance classes with the excep on of driving classes. A rider who has shown in a regular division class or in a full riding suit is prohibited from further par cipa on in the Academy division with the EXCEPTION of Academy Show Rider Classes. Horses are to be lesson type horses and must display the characteris cs of such. A rider may show his/her horse as long as the horse is regularly used in a lesson program.
