4 SHOW RULES AND REGULATIONS (see Page 30 for Welsh and Mountain & Moorland Rules) 1. Every class offered herein which is covered by the rules and specifications of the current USEF rule book will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 2. The Horse Show Committee reserves the right to itself, to interpret all questions and conditions in regard to, or arising out of, or incident to, the show without claims for damages or recourse of any kind. Any questions not covered in these rules and regulations shall be decided by the Horse Show Committee, consisting of the Competition Manager, the Horse Show Secretary and the USEF Steward. 3. AMERCIAN SADDLEBRED HORSES must be registered with the American Saddlebred Registry or the Canadian Livestock Records Corporation. They must be entered in their full registered names with registration numbers and under the names of the owner(s) of record with A.S.R. or the C.L.R.C. See division heading for more requirements. 4. PONIES may not be shown in Hackney, Harness or Roadster Pony classes unless the owner possesses a current measurement card or valid measurement form issued by the USEF. All Open Roadster Ponies must be re-measured and issued new measurement cards prior to competing in recognized competitions for the year 2004 and beyond (Effective 3/1/04). Please send copy of your new measurement card with your entry. See division heading for more requirements. 5. ANDALUSIAN HORSES must be registered with or application made to IALHA. A copy of the registration papers showing recorded ownership must be submitted with entry. See division heading for more requirements. 6. FRIESIAN HORSES must be current members of the International Friesian Horse Association. A copy of registration papers showing proof of ownership must be submitted with the entry form. See division heading for more requirements ROCKY MOUNTAIN HORSES must be registered and certified by the RMHA, and in the name of the current owner to be eligible to participate. To accrue show points with the RMHA, Riders must be members of the RMHA and have rider cards issued by the association. See division heading for more requirements. 8. MOUNTAIN AND MOORLAND ponies are not a USEF recognized breed. Classes will be judged and run in conjunction with the Welsh Ponies. Pony registration is not required but encouraged. 9. ALL ENTRIES are accepted with the understanding that the Santa Barbara National Horse Show will not be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Horse Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, is agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Santa Barbara National Horse Show against any and all loss, damage and liability thus occasioned including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of any entry form shall constitute an acceptance by each person signing same of the provisions herein set forth. 10. ALL owners and exhibitors will be held responsible for any damage or alterations incurred by them or their agents to barns or other Earl Warren Showground properties. IT IS STRICTLY FORBIDDEN TO REMOVE STALL DOORS. VIOLATORS WILL BE FINED ACCORDINGLY. MINIMUM $200 PER STALL. 11. IN ADDITION TO ENTRIES of persons suspended or expelled from the Federation, the Recognized competition may refuse any entry of an exhibitor or the participation of any agent, trainer, rider, driver or handler who has shown an objectionable attitude towards this Recognized competition or previous unsportsmanlike behavior at a Recognized competition or to its management. 12. The Santa Barbara National Horse Show reserves the right to cancel or combine classes in which there are insufficient entries and the specifications will allow. 13. THE HORSE SHOW COMMITTEE reserves the privilege of substituting or changing judges if it becomes necessary. The Judges decisions in the show ring are their own responsibility and the Show Committee accepts no responsibility for these decisions. 14. No entry will be accepted unless it is: a) Properly signed and, in the case of a minor, signed by a parent or guardian. PLEASE NOTE: The entry form must be signed by all handlers, riders, owners, trainers, and drivers. No one may show a horse unless they have signed the entry form entering that horse. Printed stamps and copies of signatures will not be accepted as a signature. b) Made on an entry form provided by the show. c) Shows correct mailing address of owner. d) Accompanied by payment in full of ALL FEES. e) Enclose copies of current USEF Membership Cards or $45 single event show pass fee for each rider, driver, owner, lessee, agent and/or trainer, whether senior or junior exhibitor. Non-members must complete an event show pass form. Amateur status must be indicated on their USEF cards and birthdates of junior 4

5 riders must be included. If 2018 USEF Membership Cards are not available, there will be a $10 charge per card. Exhibitors may print their own membership card by going to usef.org. f) NO TELEPHONE ENTRIES WILL BE ACCEPTED but stall requests will be noted. Stall fees must be paid prior to show in order to reserve stalls. If groups are to be stalled together, the request must be indicated on the entry form. Every effort will be made to accommodate long-standing, traditional stall locations, but Show Management reserves the right to make assignments to accommodate the general needs with limited stall space. Earl Warren Showgrounds has control over the amount of stall space allotted to the Horse Show. 15. ENTRIES DUE. Entries must be received by the Horse Show Office as early as possible. Delays in getting the entries to the Show Office will result in delays in getting back numbers and might possibly lead to cancelation of a class due to perceived lack of entries. New USEF vaccination rule for show horses: Effective December 1, 2015, all horses entering the grounds of a licensed competition must have proof of Flu/Rhino vaccination within 6 months of entering the grounds. Read the details at CHAMPIONSHIPS. Performance championship classes must be entered two hours before the start of the scheduled performance during which the class is to be held. 17. Cancellation or Substitution of Entries. Exhibitors canceling their entries for any reason after the start of the show shall forfeit entry and stall fees. No substitutions of horses will be permitted at the back gate at the beginning of a class. When exhibitors, trainers or stables wish to make a change in entries in any class, they are required to follow the procedure of scratching the existing entry and making a new entry with the Show Secretary s office. In the event of the sale or injury to a horse (Veterinarian s Certificate required), exhibitors may post-enter another horse in the same class. Stall Refund: Stall fees will be refunded if cancelled, in writing, before July 3, REFUNDS. Full refunds will be given if written notice is received by the Show Secretary before July 1, Exhibitors scratching a horse for any reason after that date shall forfeit all entry, stall and association fees, UNLESS a valid Veterinarian s or Doctor s certificate of disability for entered horse/rider is submitted to the Horse Show Secretary PRIOR to the first event of the horse show, in which case a $30 fee will be assessed. If illness or injury after the start of the show should prevent exhibitor s participation in the balance of entered classes, a refund of unused class fees will be made, less a $30 fee, providing the balance of classes are officially scratched and a doctor s certificate is provided within 48 hours of the close of the show. Stall and association fees will not be refunded. 19. CHANGES. Care should be taken to enter animal in its proper class. Sex and age of horses must be correctly stated, as well as the correct date of birth of Junior riders. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all classes, the description on the entry blank must fully identify horses. The word entry will not be accepted. 20. Scratches and Rider Changes. All scratches and rider changes MUST be made in the Horse Show Office 2 hours BEFORE each performance. There will be no fee for adds and scratches. AN OPEN, SIGNED CHECK MUST BE ON FILE 5 6 WITH THE SHOW SECRETARY TO COVER THESE ADDITIONAL FEES AND OTHER INCIDENTALS. 21. Championship Entries. judged in any class of its division, where specified. To be shown and judged in any class in which horses compete together, an animal must perform in all required gaits both ways of the ring in the original workout and must remain in the ring up to the point of being excused by the judge. 22. USEF Amateur Certification. Every person who has reached his/her 18 th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. This certification must be available for inspection or the competitor must have lodged with the Competition Secretary, at least one hour prior to such class, an application for such certification provided by the Federation. Forms may be obtained from the Federation. Certification will be issued only on receipt of the application properly signed and is revocable at any time for cause. Any person who has not reached his/her 18 th birthday is an amateur and does not require amateur certification. There is no fee for amateur certification for Senior Active or Life Members. In addition, all amateurs must be a member of USEF. Not required for Opportunity classes. 23. Novice Horse, Limit Horse, Novice Rider and Limit Rider Classes. A Limit Class is open to horses and or riders who have not won six first-place ribbons at Regular Member Shows of the USEF or the CEF in the particular performance division in which they are shown prior to the closing of entries for this show. A Novice Class is open to horses and or riders who have not won three first-place ribbons at Regular and Local member shows of the USEF or the CEF, in the particular performance division in which they are showing prior to the closing of entries for this show. 24. THE RATED SECTIONS of this competition are official point competitions for the USEF National and USEF Zone 10 Horse of the Year Awards Program. 25. All riders, drivers and attendants shall be neatly and suitably dressed on entering the show ring. 26. Stabling: Stalls will not be available until 8:00 AM Tuesday, July 3 rd. Stalls are permanent with upper and lower doors. FIRST BEDDING ORDERS MAY BE PLACED BY CALLING La Cumbre Feed at (805) Early Arrival: Anyone arriving earlier than 8:00 AM, Tuesday, July 3 rd, MUST contact the Show Manager to make arrangements. Early arrivals will be required to pay a fee of $30 per day per STALL. NO WARM-UP FACILITIES WILL BE AVAILABLE BEFORE 8:00 AM, TUESDAY. ALL ARENAS WILL BE AVAILABLE STARTING TUESDAY, JULY 3 AFTER 12 NOON. All stalls must be vacated by 12:00 Noon, July 8 th. A late departure fee of $30 per STALL will be charged after this time and date. 28. MOTORIZED VEHICLES - Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may

6 operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Golf carts and bicycles will be allowed only in the STABLE AREA. Golf cart drivers must be at least 18 years of age. 29. Whips longer than 6 feet (EXCEPTION: Drivers in Harness Classes), or actions that may disturb other exhibitors, will not be allowed in the warm-up ring or any arena. 30. Food and beverages will be available on the Showgrounds. 31. PROTESTS. Please refer to GR 603 for complete rule. 32. THERE WILL BE A PENALTY OF $50 if a check is refused by the bank for any reason. No checks will be processed through the bank a second time and must be covered by a money order, cashier s check, cash or credit card, in addition to the penalty. 33. No competition numbers will be released by the Horse Show Office until all entry blanks are complete, signed, membership cards presented, and all necessary registration papers and measurement cards have been seen. In addition to payment in full, a signed open check must be deposited with the Show Office. Credit cards are accepted with the completed authorization section on the entry form. Credit cards may be used as an open check however all checks and credit cards will be processed upon receipt of the entry form and an additional open check or credit card authorization must be left to cover additions and changes. 34. Prize money will be mailed within 30 days after the closing of the show. 35. RV and CAMPER reservations must be made through the Earl Warren Showgrounds website NO RV SPACES MAY BE RESERVED THROUGH THE HORSE SHOW OFFICE. 36. Stalls are 10 X 10 wood, with Dutch doors. Exhibitor is responsible for all damage and alterations to the facility. It is strictly forbidden to remove stall doors. Violators will be fined a minimum of $200 per stall. 37. FOOTING in all arenas is a combination of dirt, sand and organic material. Arenas are approximately 125 X PARKING. Fire regulations prohibit exhibitor vehicles including cars, trailers, vans and campers from being parked in barn areas. Designated parking will be posted. ELIGIBILITY: All Welsh Ponies, Cobs, Half-Welsh and Part Breds must be registered with the Welsh Pony and Cob Society of America, Inc. (WPCSA), or the Welsh Pony and Cob Society of Canada (WPCSC) or if under one year, must be eligible for registration. Only animals registered with the Welsh Pony and Cob Society of America, Inc. will receive points. An animal must be shown under its full registered Welsh number and name. Before an animal is issued a number or enters the ring, the Show Secretary must have a copy of the Welsh Certificate of Registration in the current owner s name. If the animal is under on year and not yet registered submit a copy of the dam s Certificate of Registration, the registration number and registered name of the sire and the proposed registration name of entry. Unnamed foals may not be shown. A breeding pony may not be shown in both Section A and Section B classes, nor may a cob be shown in both Section C and Section D classes during the same year. All leases are designated as such on animal s Certificate of Registration. Leased animals being shown must present a copy of registration listing the lessee. 2. ENTRIES: Copy of both sides of the Registration papers and a current measurement card MUST accompany each entry. Exhibitor numbers will not be assigned until ALL paperwork is in order and any measuring has occurred. 3. MEASUREMENT: All halter animals over 6 years, and all performance animals MUST present a copy of a USEF permanent measurement card or a USEF measurement conducted during the current competition year or be measured at the show. Measurement to occur on Wednesday, July 4 th between 1 PM and 5 PM and on Thursday, July 5 th, 7-9 AM. Measurement forms available in show office Halter entries will be measured first. Owner of animal to be measured must be a member of the USEF or pay membership fee at the show. There is no charge for measurement. 4. JUNIORS ARE NOT PERMITTED TO SHOW STALLIONS 5. DIVISION CHAMPIONSHIPS: Except in hunter divisions, ties will be settled by the flip of a coin. In the hunter divisions, the Championship or Reserve will be awarded to the animal that scores the highest in the over fence classes. 6. SAFETY FIRST: For animals in harness, animals must be fully bridled while hitching and unhitching. Removing bridle from an animal harnessed to a vehicle, or leaving an animal unattended while hitching, anywhere on the Showgrounds will result in instant elimination and removal from the Showgrounds. 7. All Juniors in the Welsh division, while riding anywhere on the competition grounds, must wear properly fitting protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Half-Welsh & Part Breds to be judged 85% on conformation, way of going, quality and substance and 15% on Welsh breed type, disposition and manners. WPCSA WELSH ENGLISH PLEASURE (Article112.3) To be shown at a walk, trot and canter both ways of the ring on light contact without a martingale. To be judged 75% on performance, manners, movement and style; 25 % on breed type and conformation. Working class to be judged 100% on performance. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and fourin-hands require 2 grooms/passengers. In the slow trot the animal should maintain forward impulsion while showing submission to the bit. The show qualities of the animal shall not be considered, although cleanliness and grooming can be considered. Exhibitors enter to the left so as not to obscure the judge s view. The ring procedure should be the same routine used when judging standard halter classes. The judge evaluates the ability of the junior to follow directions, use space wisely, and execute the requested patterns. Juniors should appear ring wise, be alert to the judging progression and be prepared for changes in the judging routine. This is not a showmanship class and a showmanship pattern should not be used. WPCSA RIDDEN COB WELSH CLASSIC SEC. C & D (Article 115.7) This class is for registered Welsh Cobs and Welsh Ponies of Cob Type 4 years of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be retacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. WPCSA RIDDEN WELSH CLASSIC SEC. A&B (Article 115.7) This class is for registered Welsh Ponies, Section A & B, 4 year of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be retacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. WPCSA RIDDEN WELSH CLASSIC CHAMPIONSHIP CLASS (Article 115.7) To be judged 50% on conformation and 50% on ridden performance. Open to first and second place winners from the Ridden Welsh A/B Classic and the Ridden Welsh C/D Classic. There is no entry fee for this class. Places will be awarded for the Best Ridden and the Reserve Best Ridden. Any animal in this class is eligible to be named the Best Ridden. Entries shall enter the arena In a clockwise direction. The Judge shall request all 34

20 four gaits (walk, trot, canter, gallop) in at least one direction, but animals need not show in both directions. The judge shall consider the size of the ponies/cobs, ages of riders, safety of arena when determining whether to have the animals perform as a group or individually. Individual pattern is optional at the judge s discretion. Entries shall not be stripped as conformation score from the qualifying class shall be carried forward. NON-POINTED: WALK-TROT TRAIL (Article 116.6) Open to riders 11 & under mounted on Ponies/Cobs / Half-Welsh/Part Breds, mares and geldings. To be shown over and through obstacles at a walk, optional trot or jog and optional canter or lope. To be judged 100% on performance. Pattern will not include a side passes or loping/cantering over loose rails. PRODUCE OF DAM GET OF SIRE: Open to all sections. Animals must enter at least one (1) WPCSA halter class. Produce of Dam must have two (2) offspring out of the same dam. Get of Sire must have three (3) offspring by the same sire. RANCH PONY PLEASURE (A/B/C/D/H/P). Ponies to be shown according to pattern (WPCSA approved or designed by judge according to class specifications). Ponies should perform required pattern at a forward working speed without excessive contact receiving a score of with 70 being an average performance. The overall manners and responsiveness of the pony while performing are the primary considerations. This class is judged 100% on performance. REGISTERED WELSH WESTERN RIDING (A/B/C/D/H/P). The pony is judged on quality of gaits, lead changes (flying or simple) at a lope, responsive to the rider, manners and disposition. The pony should perform with reasonable speed and be sensible and wellmannered, free and easy moving. Exhibitors will be scored on a basis of with 70 being an average performance. This class will be judged 100% on performance.
