GENERAL RULES AND REGULATIONS The Clay County Fair encourages livestock competition managed with strict adherence to applicable rules and generally accepted standards of conduct. Cheating or any other violation of show ring ethics will not be tolerated; offenders will be eliminated from participation and dealt with to the full extent of the Fair s authority and the law. The Clay County Fair reserves to its Executive Committee the final and absolute right to interpret these rules and regulations, and arbitrarily settle and determine all matters, questions, and differences in regard hereto, or otherwise arising out of, connected with, or incidental to the Fair. Any person who violates any of the following rules will forfeit all privileges and premiums and be subject to such penalty as the Fair may order. The Fair will not be responsible for loss or damage to, or of exhibits, or to the property of exhibitors. No roving, vending, or soliciting by either a profit or non-profit organization, or on his own behalf shall be permitted on the Clay County Fairgrounds or parking lots. All solicitations for either contributions or sale must be made from within the confines of a booth or display area as authorized by a duly executed contract. No dogs, cats, or other pets shall be permitted on the Clay County Fairgrounds during the Clay County Fair. The only exceptions are assistance dogs that are properly identified, or any pet that is part of an attraction, exhibit, or demonstration. Pets are permitted in designated campground areas. Pets must be on a lease or contained in living quarters, trailers, etc. Failure to comply shall result in expulsion from the fairgrounds. No more than two entries in one class allowed an exhibitor, unless otherwise indicated. No exhibitor may win more than two prizes in any one class. All applications for entries must be made in accordance with guidelines found in the appropriate department exhibitor handbook. The Clay County Fair reserves the right to accept or reject any entry offered. All exhibits must remain in place until the stated release time in each department. F Exhibitor questions on premium amounts or ribbon placing must be received on or before October 15, or no adjustments or corrections will be able to be made. Premium checks will be issued after that date. There will be no reissuing of lost premium checks, and premium checks that are issued will become void after 45 days. All awards, ribbons, and exhibits not picked up at the Fair Administrative Offices by October 15 will be forfeited and become property of the Clay County Fair. F The Fair will use diligence to ensure the safety of stock or articles entered for exhibition, after their arrival and placement, but under no circumstances will it be responsible for loss, injury, or damage done to, or occasioned by, or arising from any animal or articles on exhibition. The exhibitor shall indemnify the Fair management against all legal or other proceedings in regard thereto. 2

4 F Exhibitors must have owned the animal for 60 days prior to the start of the Clay County Fair unless otherwise indicated. F Firms and partnerships entering for competition must be in existence at the time of entry, and in all cases must be bona fide. Affidavits of the age of the firm may be required by the Fair. F No animals may be entered or shown unless they have been recorded in the recognized books of record for their respective breeds, except in case of young stock as otherwise provided for in special rules. Exhibitors must produce certificates of registry to the superintendent in charge anytime during the Clay County Fair. F No refunds on entry fees after September 1. F All animals, except those being nursed, must be entered and shown in competition according to classes for their respective breed and species. F Where there are fewer entries in a class than the number of premiums offered, judges may at their discretion award a prize or prizes of such grade as the animals or articles deserve. F For new breeds/classes, entries must be received from a minimum of three or more unrelated exhibitors who will exhibit a total of 12 or more animals in each class offered for each species (unless otherwise specifically noted). At the time entries close, if sufficient entries are not received for a given class, that class may not be held and the entry fees returned. F All livestock trailers and trucks used by livestock exhibitors must be parked in the designated area in the north parking lot (north of West 18th Street). F All applications for stalls and/or pens shall be made at the time of filing entries. The required fees must accompany entry. F A Clay County Fair department superintendent may not make a competitive entry directly in a Clay County Fair department over which that person has supervisory responsibility. F Exhibitor must have a release signed by the superintendent or assistant superintendent of respective species of livestock before being allowed to leave the fairgrounds unless otherwise indicated. F All animals entered must be exhibited in the division and class in which they are entered. F No premiums will be awarded to any entries which have not been classified. F A faithful observance of all rules governing the exhibit will be required and when in doubt as to the application or meaning of a rule, the superintendent in charge shall construe the same. This opinion, when required by either exhibitor or judge, must be reduced to writing and returned with the award sheet. 3

5 F The decisions of the official veterinarian will be final in all cases, except where mistake, fraud, misrepresentation or collusion not discovered at the time of the award, is apparent. In such cases, the decision of the Fair s executive committee will be final. F In case of protest of an animal or exhibit, notice must be given the superintendent of the department during the day of examination of the animal or article protested, and a written statement giving the reasons for protesting, verified by affidavit, with names of witnesses, must be filed with the Fair. F The right of an exhibitor to appeal from the decision of a judge to the Fair will lie only when it is charged that the award has been made in violation of the rules governing the exhibit; or when it is charged that the decision of the judge has been influenced or interfered with by another. F All questions of dispute or differences not provided for under these rules shall be referred to the Fair s Executive Committee whose decision shall be final. F All the animals presented for exhibition at the Clay County Fair shall be subjected to examination by the Fair veterinarian and to daily inspections during the exhibition. Should any animal be infected with any contagious, infectious, or communicable disease, it shall be removed to a place of quarantine. The show pen or stalls in which such diseased animals were kept must immediately be cleaned and disinfected under the supervision of the state veterinarian. F The Fair reserves the right to refuse entry to anyone when such refusal is deemed to be in the Fair s best interest. F Limited livestock exhibitor camping is available on the inner Campgrounds. Requests for camping are limited to those individuals exhibiting livestock and may be made at the time of entry. F Camping may be reserved for the Friday before the fair through Wednesday at noon, Wednesday of the fair at 2pm through Sunday, or for the full week. Campers may not be brought in before 2pm the day they are reserved and must leave prior to 12pm the final day of the reservation. NEW!!! F Each camper may have only one vehicle (with a parking pass) parked in the lot. Any additional vehicles will be requested to be moved. 7 1. Enter online at or complete appropriate forms available from the Clay County Fair Administrative Offices. ALL entries must be received on or before August 15. No late entries will be accepted. 2. All exhibitors are required to enter all Divisions and Classes at time of entry. No new entries will be taken at the show. NEW!!! 3. All horses shall be accompanied by a health certificate with individual identification. Health certificate must be turned into the clerk upon arrival on the grounds for inspection by the veterinarian. Out of state horses will have had a Coggins test within the last 12 months. 4. Stall fees are $15.00 for box stalls (including miniature horses) and $6.00 for tie stalls. The Clay County Fair Horse Barn has 195 nine feet by nine feet box stalls with sliding front gates. They are solid to four feet high (seven feet in back), with three feet of horizontal bars. Fifty-six box stalls are convertible to tie stalls (two each); tie stalls will be used only for draft horses. Horses may also be stalled in the "East-West" Barn and the Livestock Pavilion. Stalls may not be reserved for horses not entered in the show. Fair management will be determining tack stalls based on space availability. Sharing tack stalls will be required. NEW!!! 5. Initial bedding will be provided for free. Bedding will be wood chips, not straw. One bag will be furnished free, and additional bedding will be available for purchase. Straw may be used in tie stalls. Exhibitors may furnish their own hay but only a one-day supply is allowed in the barn. Mangers or feed racks are not provided. 6. All requests for refunds of pen or stall fees due to cancellation must be done in writing, or fax ( ), or (competition@claycountyfair.com) by September 1. No refunds will be made after September An admission ticket is required each day an exhibitor enters the Clay County Fair. Admission tickets may be purchased in advance for $7.00 or $10.00 at the gate ($5 for children ages Exhibitors may purchase Stockman Parking permit(s) for vehicle parking on the fairgrounds. Permit must be purchased in advance and costs $20.00 for the show period. Parking is assigned in a color-coded area. Free parking is available in the North Parking Lot. 9. The livestock entry gate (Gate E) is located in the southwest corner of the fairgrounds. 10. Empty livestock trailers will be parked in designated areas in the North Parking Lot. Check location with the superintendent. Entry Times 11. Paints, Appaloosas, Quarter Horses, Ponies stalls available Friday, Sept. 7 at 3:00pm; horses must be in stalls by 10:00am on Saturday, Sept. 8. NEW!!! 12. Ponies, Miniatures, Pleasure Driving Horses stalls available Friday, Sept. 14 at noon; horses must be in stalls by 6:00pm on Friday, Sept. 14. NEW!!! 13. 8 Release Times 14. Paints, Appaloosas, and Quarter Horses will be released no earlier than 5:00pm or after the end of the show on Monday, September 10; all other horses released after the end of the show on Sunday, Sept. 16. If later release time is necessary, contact the superintendent no later than 2 p.m. on release day. Entries for Show 15. Breed determines the division the horse is to be shown in and the class number defines the classification in the division. In case of a crossbred horse, the division is to be determined by the exhibitor, but the animal may be shown in more than one class. The age of the horse will be computed from January 1 of the year in which entry is foaled. Registration papers may be required at time of entry. Registration papers MUST be presented to show office if a horse will be shown in two different breeds. 16. NO REFUNDS WILL BE ISSUED FOR SCRATCHED CLASSES OR ENTRY ERRORS. IT IS UP TO EACH OWNER/EXHIBITOR TO DOUBLE-CHECK ENTRIES AT THE SHOW OFFICE PRIOR TO THE ENTRY DEADLINE LISTED BELOW. NEW!!! 17. Entries in classes will be made ONLINE when reserving stalls and camping. Once you are at the show, you will check in, get your number, confirm all entries and make any necessary changes. Office hours are Saturday, Sept. 8 from 8:30am-Noon and Friday, Sept. 14 from Noon-6:00pm. NEW!!! Entry fees are $6.00 per class, due when entries are made online. ENTRIES MUST BE FINALIZED FOR THE ENTIRE WEEKEND/SHOW BY NOON ON SATURDAY, SEPT. 8 AND/OR 2:00 pm on FRIDAY, SEPTEMBER 14. NEW!!! 18. The contracted judge, horse superintendent or horse show management reserve the right to combine classes at any time. Judging Ring 19. Participants in lot being judged, judges and ring stewards ONLY allowed in judging ring. Veterinarian 20. A state veterinarian will be on hand to approve or disapprove health papers. Decisions of the veterinarian are final. Rules and Regulations for Halter/Performance/Games 21. All exhibitors must enter the arena during game classes in a controlled manner. No "running the gate." Exhibitor may start pattern prior to gate closing. Gate will be closed until exhibitor has stopped pattern. 22. Those persons participating in the novice classes are limited to these riding classes for entire show. 23. Attire for games classes will be hat and long-sleeve shirt. Rules and Regulations for Draft Horse Exhibitors 24. At no time will draft horses be allowed to be driven on any vehicle in areas of the fairgrounds where the Fair management has not previously granted permission to do so. 25. Numbers must be visible in the ring. 7

9 26. In all hitch classes, horse or horses must be sound and shall be shown hitched to a suitable vehicle and the driver shall be clean and neatly dressed. 27. In all hitch classes, the driver will be allowed one helper; no other riders will be permitted on the wagon while the hitch is being shown. In any hitch classes where more than two horses are shown, two capable drivers must be on the wagon. 28. In hitch classes where more than two horses are shown, they may be owned by one or more exhibitors. Be sure only one entry is made for each hitch. 29. Juniors age will be determined as of January 1 in the year of the show. Junior driving classes will be judged on driving ability and not on the quality of horses. An adult capable of driving horses must accompany all juniors. Juniors may not show a stallion in any class. 30. Hitch classes will be judged according to quality of horses, equipment and the ability of the driver to handle his/her horses at the command of the judge. An uncontrollable horse may be excused at any time by the discretion of the judge or ringmaster. 31. Box stalls or tie stalls are available. Should the barn become overloaded, all draft horses will be required to be in a tie stall. 32. Due to a high volume of traffic throughout the Horse Barn and in anticipation of a large number of hitches, draft horse exhibitors will be allowed to take their horses to a designated area to groom and prepare them for the show. 33. Harness may also be stored in a designated area as well as a select number of trailers, trucks, and semis. This area will be secured at night. Rules and Regulations for Miniature Horse/Donkey/Mule Exhibitors 34. Miniature horse classes are separated into two categories - under 34 and over 34 to 38. Miniature donkey/mule are to be 38 and below. NEW!!!! Livestock Camping Changes Livestock camping reservations must be made online, along with your livestock entries. Please follow the instructions on the drop-down menus. If you do not have internet access, please visit or call the Fair Administrative Offices to request a paper registration form. On-Site Livestock Camping is ONLY available according to the following options: 1. Full Week - $ Friday 2pm Wednesday noon - $ Wednesday 2pm Sunday 7pm - $80 Single camping days are no longer available Reminder -- ON-GROUNDS EXHIBITOR CAMPING IS LIMITED! Only ONE campsite will be issued per family. ONE vehicle may park on the campsite with the camper. 8

18 Special Awards The Leroy Dumkrieger Memorial Traveling Trophy presented to the winner of the Antique Buggy Hitch team class on Sept. 16. This trophy cannot be won by the same exhibitor for two years in a row. Presented by Leroy Dumkrieger family and friends Kay Leibel, Kim Dumkrieger, Sandra Johnson, and Hart and Toova Johnson. A special memorial trophy will be presented to the winner of the Pony Hitch Team class on Saturday, Sept. 16 in memory of Leonard Blok by his family. High Point Award will be awarded for each weekend of horse shows. Points will be awarded based on class placings. To be eligible for the High Point Award, the exhibitor must be a current member of at least one of the area clubs: Sioux Valley Appaloosa Club, Heartland Paint Club or Northwest Iowa Horse Show Association. The top three overall point earners will be recognized with the High Point Award winner for the nine days receiving a buckle. Winners will be awarded at their club s award banquet. 17
