1 March 2018 FROM THE PRESIDENT By: Galen Mauden, President As you will note in this issue of the Puffs, we lost a very dear life member in March. Walt Watkins passed away at home. A memorial service was held at the Mason s Lodge in Fall City March 18 th. Walt will be sorely missed by all that new him. Please see the article later in this issue of the Puffs. Our March Boars Head shoot was a real success. We had about 130 shooters, unfortunately, most of them were one-day. We were competing with KBH and Tacoma Sportsmen that weekend. This shoot, we reintroduced the sale of mulligans. They were a hit with shooters and we sold about 54. The bow raffle also sold 20 tickets. I heard a lot of compliments about the set up. Many thanks to those who helped set up and take down the shoot, worked the cook shack and registration. We can always use more help setting up and working the shoot. The Redding Warmup is coming up in April, please volunteer to help-out. Jim and I have been working on the targets that need repair, we are already up to almost 100. They have been prepped and are ready to pour, all we need is a stretch of warm weather so the targets can reach 70 degrees. Last year we had to wait until the end of June which meant a lot of work in a short period of time. If you are interested in helping-out and learning how to do the patching, please let myself or Jim Walker know. It is persnickety work and must be done correctly or the targets become a gooey mess. We will also be rebuilding the polar bear this year in time for Bownanza. A couple of years ago, it seems someone tried to put the bear away by themselves by pulling on the arms. Unfortunately, that did severe damage to the arms and shoulders, that s why the polar bear hasn t been at Bownanza for a couple of years. Enjoy the club, have fun, and shoot straight! A great time is had by all! This is an Open House event, if you have family or friends that want to try shooting or just watch, bring them along.
2 When the Club had to move to the current location, Walt brought his horse trailer and made many trips moving equipment and targets to the new location. Walter Wallace Watkins December March By Jim Walker and Dave Garrison Cedar River Bowmen has lost a valued and loved long-time member. Walt first joined CRB in 1979, and from the very start, was a hard working member. If anything needed doing, Walt was always there to step up, a trait hard to be found nowadays. He served on the Board of Directors and was for many years, the Puffs Editor. He prefabricated the Cook Shack and helped assemble it. He brought out his tractor with the auger and drilled holes for all the target butt posts. He was always there for the bale-pressing work parties, which all the new members never had to experience since we got the carpet bales. Pressing the stubble bales was no easy task and more than a lot of work considering we had 210 bales throughout the range plus 36 in the Clubhouse. When the Club was in Issaquah, he provided mowing of the range (since the Club did not have a large mower) and also grading of the entrance road. Through his dedication and hard work in Issaquah, Walt was nominated and voted in as a Life Member.
3 He was very instrumental in the layout and fabrication of the Clubhouse and he used his tractor to pre-level the floor before the concrete was poured. He also helped clear the trails and the camping area for D course. When we switched to the heavy (550#) carpet bales, he brought out his tractor again and hauled the bales out onto the courses. Around the Club, he was always working, except for at lunch and a 15 minute nap that was mandatory at every work party as far as Walt was concerned. banquet or party. When we started the Tuesday night indoor league he was there every week with Boletta s dessert for the potluck. At one of our annual banquets, Walt won the historic and prestigious Boob Award. (The Boob Award it is given to a member who has gone above and beyond the call of a "brain freeze"; something silly, funny or ridiculous that a Club member has done. It doesn t necessarily need to be archery related.) He accepted the award with great delight and honor as he knew he deserved it for taking the row boat onto our pond armed with only a 2X4 (since he couldn t find the oars) and proceeded to go nowhere but spin round and round like a top on the pond. He was also presented the Golden Paddle Award (LOL) for these antics. He was the one to start using the computer and projector so we could view the scores as the night progressed. Anytime fun was happening, Walt was there too. Walt was a dedicated hunter and fisherman and was always getting someone to go on a trip to hunt or fish. Walt archery hunted for elk with club members in Washington and Oregon and was successful on two elk. He always wanted another and had a few chances, but something always went wrong. He hunted right up to the last year when he could no longer pull his bow, but he still came out with the weekly breakfast group and to the work parties. Walt will be missed by the entire Club, but he will never be forgotten by his many, many friends. Thank you Walt for being a big part of CRB, for sharing with us: your values, your stories, your hard work, your smile, your laugh, and most importantly for being our friend. All this makes it seem that Walt was all about working but he was also all about the fun and fellowship of the Club. When asked How are you doing Walt, He d say something like, Ornery, irritable, grouchy, and cantankerous! followed with a huge smile and a loud laugh. He also was a story teller, whether it was from his military service, horseback trips, camping, hunting, fishing, or life in general. Walt also spoke his mind, whether you liked what he had to say or not. He seldom missed any of our shoots at the Club. Boletta and Walt were also there for every picnic,

ANY AND ALL HELP WILL BE GREATLY APPRECIATED CRB BOW RAFFLE CRB is raffling of a 2018 Bowtech Realm compound bow. The winner will be able to get it in right or left hand and the draw length and poundage they want. Tickets are $5 each with a maximum of 1,000 tickets. Tickets will be sold through Bownanza and drawn at that time. Contact Bocci Delphino (last page here for his contact information) for information and tickets. Please try your luck!
5 Membership Cards By: The Board Since we are starting a new year please remember to have your membership card with you. In the past there have been some incidences where nonmembers have been let in, or have borrowed keys, and are not with a club member. So please be aware of who is at your CLUB. Ask to see membership cards if you are unsure, and please introduce yourself. Are You Planning an Event at the Club? By: The Board If you are planning any type of event at the Club such as Birthday Party, Family Reunion, Anniversary, Girl Scouts, Boy Scouts, Holiday Weekend Event, Family Camp Over/Out, etc. with non-members involved you must contact the a Board member and get Board approval prior to the event. Thank you. This is for liability concerns. Commission will hear comments on hunting seasons, in Wenatchee meeting March By: Robert McVicker OLYMPIA The Washington Fish and Wildlife Commission will invite public comments on hunting season proposals, Columbia River fisheries policy, and other issues during a public meeting March in Wenatchee. The commission, a citizen panel appointed by the governor to set policy for the Washington Department of Fish and Wildlife PUFFS OF SMOKE CEDAR RIVER BOWMEN NEWSLETTER March 2018 (WDFW), will convene in the Wenatchee and Chelan rooms of the Red Lion Hotel, 1225 N. Wenatchee Ave., in Wenatchee. The meeting begins at 1 p.m. Thursday, March 15, with Commission workshops that include no public input but are open to the public. The biggest changes they will propose affects early season archery elk on the east side. Affected GMU s are 175,336,340,352,356 and 364. These units will be changing from Spike Bull or antlerless to Spike Bull only. The Commission will be reviewing the comments received from January 24 th to February 14 th totaling a little over 200 to help with the decision for proposed changes. Keep your fingers crossed they will not change from years past! There is not much time left to purchase your Multi-season permit application. Special Hunts: Multi-Season Permit holders can apply for Special Hunts for all three weapon types. Elk Multi-Season Permit holders are eligible to apply for Special Hunts on both sides of Washington State. How to get a Multi-Season Permit Purchase a Multi-Season permit application online or from an authorized license vendor by March 31, Residents: $ Non-Residents: $ Youth: $3.80 Drawing results will be available online in April, and winners will be notified by mail. If your name was drawn, you can purchase your Deer or Elk Multi-Season tag. - Deer Tag: $ Elk Tag: $182.00
6 The tag costs listed above are for both resident and non-resident Multi-Season tags. If you purchase an application but are not selected in the April drawing, you may be eligible to buy any unsold Multi-Season tags on a first-come, first-served basis. Salvaging road-killed deer and elk Effective July 1, 2016, a new rule adopted by the Washington Fish and Wildlife Commission allows people to legally salvage deer and elk carcasses in the state. Nearly 20 other states have adopted similar rules. The rule specifically applies to deer and elk killed by motor vehicles. Only elk not deer may be salvaged in Clark, Cowlitz, and Wahkiakum counties, because federal laws prohibit handling endangered Columbian white-tailed deer in southwest Washington. Anyone who takes possession of a deer or elk carcass must obtain a free, printable permit from WDFW within 24 hours. The permittee must then keep a hardcopy of the signed and dated salvage permit with the meat until all of the edible parts are consumed. The Washington Department of Fish and Wildlife does not guarantee that salvaged meat is fit for consumption, and encourages those planning to salvage deer and elk carcasses to review its Wild Game Meat Food Safety information. The new salvage rule also does not authorize trespassing on private property or ignoring highway-safety rules. To see deer and elk salvage permit data click on this Open Data link. Provisions of the new rule: It is permissible to salvage and transport a deer or elk that is accidentally killed by a motor vehicle collision except for any deer killed by a motor vehicle collision in Clark, Cowlitz, and Wahkiakum counties. A salvage permit must be obtained from the department within 24 hours of taking possession of the animal. Permits may be obtained on the department's website or at department regional offices. Big game licenses and tags cannot be used for the purpose of salvaging motor vehiclekilled deer or elk. The entire carcass, including entrails, of the animal must be removed from the road right of way. Any meat an individual deems unfit for human consumption or unusable animal parts must be disposed of pursuant to WAC Individuals salvaging and consuming this meat do so at their own risk. The department makes no guarantee as to the fitness for consumption of deer or elk collected under a salvage permit. (See Wild Game Meat Food Safety.) An individual may not kill an injured or wounded animal for the purpose of salvage. Only a law enforcement officer or individuals or entities authorized by the department may euthanize an animal injured in a motor vehicle collision, whether or not the animal is taken for salvage. Pets at the Club, Please Read and Heed (No Exceptions!) By: Galen Mauden Standing Rules Article 1. Sec 13: Pets will be the responsibility of their owners. During CRB shooting events, all pets must be on leash. Pets shall only be allowed on the course if all shooters in the group approve. At other times, pets shall be in the owner s direct control while on Club property. Owners must clean up after their pets by removal of deposits. Offending pets could be banned from the Club by a vote of the Board of Directors.
7 Turkey Time! By: Robert McVicker April 15 - May 31, 2018 Hunting hours are one-half hour before sunrise to sunset during spring seasons Gobblers and Turkeys with visible beards ONLY! A total of three (3) turkeys in the spring season with following restrictions: Only two (2) turkeys may be taken in eastern Washington and only one (1) of those may be taken in Chelan, Kittitas, or Yakima counties (combined); only one (1) turkey may be taken in western Washington per year outside of Klickitat County. Two (2) turkeys may be taken in Klickitat County You will need the following information to file your report for turkey hunting. Do NOT mail or this information to WDFW; reports can ONLY be accepted through the toll free number or online. 1. Whether or not you hunted turkeys. 2. For each turkey tag: A. The number of the Game Management Units you hunted in (2 most hunted GMUs). Please refer to a Big Game pamphlet or other source for a GMU map. B. The number of days hunted in each GMU. 3. For each turkey you harvest: A. Number of the GMU where the turkey was harvested. B. Month, day, and year of harvest. C. Sex of the turkey. Happy Hunting! 9 RECIPE CORNER By: Jim Walker Corned Beef and Cabbage to a simmer. Add the pickling spice, garlic, bay leaves and cloves. Reduce the heat to medium, and then add the beef and cabbage simmer until tender, 3 hours. Season with salt and pepper. Heat a few inches of oil to 325 degrees F in a deep pot. Fry the potatoes wedges until tender, 6 to 7 minutes. Remove and season with salt and pepper. To build the plate, place wedges of cabbage on a plate with corned beef next to it, then add potatoes and finish with 2 to 3 ounces of the cooking broth on top. Hangover Soup Ingredients 2 gallons chicken stock 1/2 cup pickling spice 6 cloves garlic 4 bay leaves 4 cloves 2 pounds raw beef brisket, cut into 4 equal portions 2 heads cabbage, cut into wedges Salt and freshly ground black pepper Vegetable oil, for frying 3 medium Idaho potatoes, cut into wedge Directions Pour the stock into a large 4-gallon stockpot over medium-high heat and bring Ingredients 4 strips bacon, chopped 1 cup finely chopped pork loin 1 small onion, finely chopped 1 1/2 cups crushed tomatoes 1/2 cup finely chopped mushrooms
10 2 tablespoons shredded celery root 4 stalks celery, chopped 2 medium carrots, peeled and chopped Salt and black pepper 3 cups cubed potatoes 1/2 cup chopped Polish sausage 2 tablespoons finely chopped leek 1 teaspoon allspice 1 teaspoon bay leaves 1 teaspoon Hungarian paprika 1 cup diced pickles 3 cloves garlic, finely chopped 1 tablespoon Eastern European seasoning, such as Vegeta, optional 3 tablespoons chopped fresh dill 1 cup heavy cream Directions Next, add the potatoes, sausage, leeks, allspice, bay leaves and Hungarian paprika and cook for another 15 minutes. Add the pickles, garlic and seasoning if using, and let boil for 10 minutes. Add the dill and heavy cream and season with salt and pepper. Guten Appetit! Fill a soup pot with 8 cups water and set on medium-high heat. In a pan, fry the chopped bacon. When it is done, take out and put into the water in the soup pot. In the drippings of the bacon, fry the pork loin and then the onions. When brown, put them into the soup pot and bring to a boil. Add the crushed tomatoes, mushrooms, celery root, celery, carrots, and some salt and cook for 15 minutes.
