4 Overview Welcome Welcome to Bonelli Park; home of the 2019 US Cup, powered by Sho Air International Technical Guide and Conditions of Participation This technical guide covers the procedures and information needed to participate in the Elite Men and Elite Women XCO races and UCI Junior Men and Junior Women XCO Series races to be held on March 16 th, Important: In case of a conflict between the information presented in this technical guide and any other source (other than an official communiqué from the organization or the Commissaires Panel issued during the event), then the information found in this technical guide shall be taken as correct and final. By participating in this event, you are also agreeing to be bound by this technical guide, the instructions of the Commissaires and the Organization, and by the rules of the UCI. ** Event Overview This Bonelli Park race will cover a similar course as prior years, with some minor changes inserted to offer a challenging and worthy US CUP venue. An all-new XCO course was greeted with rave reviews from riders and media when it was first introduced in The 2019 version of this course has undergone even more significant changes and is filled with tight, twisty single track, short steep ascents and fun, speedy, fire roads for passing. There is still plenty of double track and fire road for passing, but this year s course will be much more spectator friendly at a length of 2.6 miles (4.2km), with a layout that doubles back on itself multiple times. You will see a bit of everything on this course and you will be challenged. Do not underestimate this race simply because it is not at altitude the pace and speed will push your limits. Sanction and Regulations The Elite and Junior Men and Women XCO events are sanctioned by the International Cycling Union (UCI) as Class HC XCO races. The UCI Regulations shall apply. Location Venue Location Bonelli Park is located off of the Highway 57, Exit 22 in San Dimas, just north of Interstate 10 and South of the Highway 210. From Highway 57, take the exit for Via Verde Dr. / Raging Waters. Proceed East on Via Verde; the park entrance is 200 meters 4

5 (200 yards) straight ahead. The main parking lot will be shortly after the park entrance on the left hand side. GPS Coordinates: N W 5

6 Nearest Airports Ontario, California (IATA Code: ONT) The closest airport to the venue, the airport of Ontario, CA offers many daily flights from points throughout the continental USA. International participants can connect to the Ontario Airport via major USA hubs such as Dallas / Fort Worth, San Francisco, Seattle and Denver. ONT is approximately 20 minutes drive (to the West along Interstate Highway 10) from the venue, and is located roughly half way between Bonelli Park and the Class HC XCO event to be held later in March at Fontana City. Head east on Interstate 10 from the Ontario airport, and follow the directions above. Los Angeles International Airport (IATA Code: LAX) A major gateway to the western United States, Los Angeles International Airport serves both continental USA and destinations from Asia, Europe and South America. LAX is approximately 1 hour and 45 minutes drive (to the East along Interstate Highway 10) assuming that traffic conditions are light. More likely, the drive will take in excess of 2 hours. After leaving the airport, travel east along Interstate 10, and follow the directions above. Accommodation As the event takes place entirely within the Los Angeles region, there are many accommodation options. Hotel or long-stay rental accommodations in the following areas are just a few options in the area. 6

7 All services (restaurants, grocery stores, shopping centers, doctors / medical services, bike shops) are available within each of these communities. Rental vehicles are the best option for traveling throughout the region. All major car rental agencies are available at both recommended airports. Advance reservation is strongly recommended. National: Avis: Budget: Thrifty: Enterprise: As a general rule, it is best to double any estimated driving time within the Los Angeles area. Due to the large population in the region, traffic conditions are unpredictable, especially during rush hour approximately 07h00 10h00 and 15h00 to 19h00. Climate / Weather In March, average daily temperatures are 71 F (22 C). The weather is generally sunny and dry. Light rain can happen, but it is the exception rather than the rule. 7

8 Registration Information Registration Advance registration for Elite Men and Elite Women is available online via the US Cup web site, as follows: Once at this page, click on the Register XC link for the event in question. Important: Online registration closes 12:00pm PST (noon local time) on Friday, March 15 th, 2019 In person registration is also possible during the registration / package pickup hours on March 16th, as found in the event schedule, below. Important: No new entries will be accepted on the day of the race, March 16th, Whether registering online or in person, all riders (or their team representative) must attend the registration / package pickup session as per the schedule found below in order to show their 2019 UCI International racing license, pay any outstanding fees, and collect their number plate. Riders not doing so will not be entered on the start list. Important: As number plates are required in order to train on the course, all riders must first complete the registration process before training. Riders training found training without a number plate may be fined by the Commissaires Panel. Licenses A 2019 UCI International License issued by a national federation affiliated with the UCI is required in order to enter this event. Medical Insurance It is strongly recommended that all riders, team staff and officials whether residing in the United States or not, should purchase medical insurance valid in the United States. Medical fees in the USA can be very expensive; in no case shall the organization be responsible for medical expenses incurred by a participant in the event. Registration Fees Men Elite and Women Elite (Class HC XCO event): $85 (USD). UCI Jr Men and Women: $65 (USD). Registration for this category is the last entry on the registration website. 8

9 As per the UCI Regulations, the registration fee is waived for members of 2019 UCI Elite teams (endurance only). This will be double-checked against the most recent available version of the UCI Elite Team list at registration. Visa processing times may vary, so we recommend applying for a visa (if needed) well in advance. 10 While the Elite and Junior XCO events are a very important part of the Bonelli Park event, we do ask that riders respect the schedule above particularly when training on the course so that the other riders present can enjoy their events without interference. Important: Elite and UCI Jr. riders found training on the course during a race for another category may be disqualified and / or fined by the Commissaires Panel. Event Procedures Staging and Call-up Staging and call-up will be done as per the current UCI Regulations. That is, call-up will be done based on the most recent UCI ranking (or using the ranking published on Dec. 31, 2018 if no new rankings have been issued by March 16th). Podium Ceremony The top 5 Elite Men and Women, and top 5 UCI Junior Men and Women must attend the podium ceremony, properly dressed in their team kit (jersey and shorts). The podium ceremony for UCI Men and Women Elite will be done at the conclusion of the Men s XC race. The times mentioned in the event schedule above are approximate. The top 5 riders should attend the podium area when called. The podium ceremony for UCI Junior Men and Women will be done at the conclusion of the Junior XC Race. The times mentioned in the event schedule above are approximate. The top 5 riders should attend the podium area when called. Anti-doping Given the high level of sanction, it is anticipated that this event will be selected for doping controls. The doping control station will be located within the venue, close to the start / finish area. It will be sign-posted. While chaperones will be present to notify riders of selection for testing, team managers and riders are still advised that it is always their responsibility to check at the doping control station to see whether or not they are required for testing. Any rider entered in the event may be selected for testing not just those who place on the podium. All riders selected for testing must bring a piece of government-issued photo identification and their UCI International License with them to present to the Doping Control Officer. As usual, chaperones will first accompany riders selected for testing to the podium (if they are required there) and then to the doping control station. 10

11 Timing and Results Event timing will be provided by Team Big Bear. In addition to manual scoring, the US Cup uses a transponder (chip) timing system by Innovative Timing. The Jaguar Timing System uses overhead or side antennas, so that no mats or ramps are needed. With Jaguar, you can display live results on TV screens, send text messages, update your web site live, post results on Facebook or Twitter, display race data on Kiosks, do live registrations pre-race and on site, print race certificates, capture photographs at all timing points, provide live tracking of athletes on iphones or Android devices Important: The timing chip will be fixed to the back of each rider s number plate. For this reason, it is important to not severely bend or crease the number plate when attaching it to the bicycle. The chip is disposable and does not need to be returned following the race. The 80% Rule As per the UCI Regulations, the 80% Rule is in effect for both the Men and Women Elite and UCI Junior categories. Riders instructed by the Commissaires to withdraw from the race at the 80% Zone must do so. The Venue General Information The venue for this event is Frank G. Bonelli Regional Park. This urban park, managed by the county of Los Angeles, comprises nearly 2000 acres of land, including the 250-acre Puddingstone reservoir. Entrance to the venue is from Via Verde Drive. You can learn more about the park and the facilities it offers on the Internet: Park Opening Hours In April, Bonelli Regional Park is open from sunrise until 19h00 (7 pm). Venue Entrance Fee Important: All vehicles entering Bonelli Park, including those of race participants, must pay a $10 USD / day park fee when entering the park. This is not included in the 11

12 race entry fees, and is beyond the control of the organization. It is best to have correct change. Parking Parking for teams and individual riders is available on a first-come first-served basis close to the start / finish area, as follows: A limited amount of parking behind the venue start / finish area; take the first left into the parking area after Eucalyptus drive Additional parking is available along the farther along Via Verde past the Start / Finish and also on Eucalyptus drive Please obey all parking and road signs Team and Vendor Expo Area As with all US Cup events, a Team and Vendor Expo Area is available. Space is limited. If you are interested in booking space in the Expo Area, please contact: Mr. Tom Spiegel: Tel , teambigbear@aol.com Security While park staff and local police patrol the venue, be advised that Bonelli Park is open to the general public even during events. Participants are advised to take normal security precautions to prevent theft of equipment and bicycles. The park is closed and gated over night. The Course Course Overview Course Length: 2.5 miles (4.1 kilometres). ** Race direction is counter-clockwise. Start Loop: 2000 feet (610 metres) Elevation Gain: 538 feet (167 metres) Feed / Technical Assistance Zones: There are 2. The first is close to the Start / Finish, and the second is approximately 500 feet (150 metres) to the northwest of the first zone on an uphill section of fire road. Start Loop Description: TBD 12

14 Prizes Prize money for the event will be paid in US Dollars, to at least the minimum specified by the UCI Financial Obligations for Class HC XCO events, as in the table below. Prize money may be collected from the Race Office following the race. Prize amounts will be converted from Euros using the UCI s 2019 Euro to US Dollar exchange rate. The conversions in the table below are approximate; at present the UCI s 2019 exchange rate is 1.15 USD per 1 Euro). 15 Points Awarded UCI Ranking Points Points for this event will be awarded in the UCI Individual Cross Country ranking for each of Men Elite and Women Elite. The points will be applied to the ranking on the date of the first UCI XCO Ranking update following the event. 16 Emergency Information In case of an emergency (security risk, fire, accident or injury), assistance can be reached by calling 911 from any mobile phone or pay phone. When at the venue, emergency first aid is provided for event participants. First aid will be available near the start / finish area, as well as at various locations around the course. Again, it is strongly recommended that all participants have medical insurance valid within the United States.
