2 Invitation and supplementary regulations for Östersund Winter Rally February 23 rd 24 th 2018 The competition is one of six rallies in the Swedish Rally Championship for It is also an event in the Junior Swedish Rally Championship. Östersund Winter Rally is arranged in full compliance with Swedish Car Sport Federation (SBF) national rules for rallying, Sweden Championship rules, this invitation, supplementary regulations (see Chapter 16) and future bulletins. Responsibility: The competitors take part on their own risk. The FIA, SBF, the organizer or officials of the event cannot be held responsible for injuries to persons and/or property which occurs during the competition. By entering the Östersund Winter Rally, the driver, the co-driver, the entrant and the team s service crew, as well as officials give the organizer the right to register all information and publish the name of the driver, Co-driver, entrant, service crew and officials regardless of media. 1. Special stages 1 and 2 are driven on Friday February 23 rd. The other special stages are driven during Saturday February 24 th. Reconnaissance will be held according to Championship rules 2018, chapter 5. Reconnaissance of special stage 2 and 7 (placed at Östersund trotting track) is only allowed by walking the stage. These stages are also super special stages with hopefully large crowds of spectators. Time schedule for reconnaissance will be announced in the start confirmation document. Pace notes are produced by Patrik Barth. Surface conditions on the special stages are snow and ice. Power stage is SS6 and championship points are distributed according to championship rules 2018, se chapter Signage is international. The box number is situated at main arrow on the right side. 3

4 10 Location of the Rally HQ, administrative check with collection of materials, location for rally start and goal, super special stages 2 and 7 and service park are all located at Östersund trotting track. You find everything within a radius of 200m. Information about Parc Fermé, night garage for the veichles will be announced in the start confirmation document. Please observe that reconnaissance is allowed 2 times in total per stage. If a camera is mounted it should be according to TR5.23 (Swedish SBF) and done before the scrutineering. Video filming for commercial use must be authorized by the Swedish SBF. Mounting of the camera Requires approval at the scrutineering. 12 Participants, licenses and sorting out Swedish Championship The course is open to participants according to Championship Rules Rally 2018, chapter 4.3. Maximum 120 starting vehicles are accepted. In case of too many competitors, competitors admitted to start are sorted according to Championship Rules Rally 2018, chapter 4.5. For drivers competing in the Swedish Championship, the joker rally can only be used in one event, see Championship Rules Rally SM Allowed cars, classes and starting order Swedish Championship and Swedish Junior Championship SM according to Championship Rules Rally 2018, chapter and JSM and MAS invitation class R1 are not Championship classes. Starting order according to Championship Rules Rally 2018, chapter **** Restart possibilities are available according to Championship Rules Rally 2018, chapter If restart is requested, it shall be announced to the organizer as soon as possible, not later than 1 h before publication of starting list. The penalty for restart is 3 minutes per special stage that has not been completed. The penalty time will be added to the fastest stage time in their own class. Restart will be possible after SS2, Section 1, SS3 and Section 2. The officials will take decision about starting position and new time for scrutineering. Times for restart will be announced continuously on the Official Notice Board. In the JSM classes, cars with late application to the organizer will start first in their class. In all other classes, cars with late application to the organizer will start last in their class. 14 Advertising 5

6 The organizer reserves the right to, according to SBF rules Championship Rules 4.19, apply stickers on competing rally cars in accordance with information given in the start confirmation document. Starting numbers shall be applied on front window and side doors. Not having the organizers advertising is possible by paying an extra fee stipulated in Chapter 17, Fees. 15 Team competition or Team championship None. 16 Other regulations Tires Tires according to Championship Rules Rally 2018, chapter 8.1. Rally studded tires are not permitted in the scrutineering hall nor in the garage for night stop. Marking of tires will be done in accordance with the new tire registration system. Transponders Transponders will be attached to each vehicle according to Championship Rules Rally 2018, chapter 7.3. Each car must be equipped with an electrical socket for the transponder, information can be found on homepage Contact person at Racetiming: Johan Forsman Possibilities for refueling If needed, refueling can be conducted at the service park after each section. Rules are in accordance with SBF rules Championship Rules 2018, 8.2. Flexifuelservice will be added if found necessary. Mechanics insurance application Only applies if the driver has a Swedish license. Application for the insurance for mechanics must be completed and submitted at the administrative check. The application will be issued together with confirmation of entry. Time keeping Electronic starting system is used and will measure 1/10 of a second. Service place 6

7 Central service park is located at Östersund trotting track. Each team is allocated an area of 7,5x8 meters. Extended service area is supplied at a cost of 50 SEK/m 2. Only few of the service areas are supplied with electricity. Further information in chapter 23 below. Parc Fermé Parc Fermé after day 1 is a guarded heated garage close to the service park. Make notice of tire choice. Parc Fermé after last SS will be in connection to the service park. Reconnaissance Reconnaissance is free but respect speed limits and other traffic rules. Speed controls will be conducted. 8 NOTE! Give name and class together with payment. If there isn t enough space, fill in your date of birth. The entry package includes; one roadbook and map, one set of recce numbers, one set of rally plates and starting numbers, ID-card for driver and codriver, organizers stickers, service package with official program and map, service plates and two ID-cards for service personnel. Refund The entry fee is refunded under following conditions; - If the rally is cancelled due to force majeure, 50% of entry fee will be refunded - If the application is not approved, the whole fee will be refunded. - If withdrawal of application is made before , the whole entry fee will be refunded - The organizer reserves the right to charge an administrative fee of 1000SEK if withdrawal occurs during the period After that date no fees will be refunded Administrative check Electronic application can be conducted on Choose the competition you want to participate in, fill in the form in every detail and send it to resultatservice. In case you want to fill in the form manually you use an SBF form which has to be sent to Resultatservice, Munkarp 108, HÖÖR. Final instructions and other relevant information will be found on Application by telephone is not approved. Don t forget to state which form of pace notes are wanted in the application. Foreign driver has to submit an approval from their ASN. Joker application shall be according to Championship Rules Rally SM 2018, Cancellation The organizer reserves the right to cancel the rally, in cooperation with SBF (see Championship Rules Rally 2018) and the judges in case that less than 50 cars are registered for the course. Cancelling can also occur due to land owners sudden prohibition, authorities prohibition, extreme weather or other types of force majeure. 8

9 20 Prizes and prize giving Prizes according to Championship Rules Rally Prize giving on the goal podium. In case of a tie, rules in Championship Documents for Rally 2018, RY T, are valid for all classes. The organizer has a limited number of VIP-service areas, 150 m 2 each and equipped with 10A electrical socket. Extended area can in same cases be offered. If a team or a club want to be placed together let the organizer know in time. Let the manager of the service park know your demands no later than Disposition of all areas has to be done together with present stewards. The organizer has no separate refueling zone within the service area. Refueling shall be done at your local area and taking all safety precautions into account. All forms of work with open flame shall be done in an assigned area. That also includes grills. An environmental station is located at the service park where you will find products for eliminating contaminates. An additional service park is located in Husås after SS5. Each competitor has an area of 6x6 meters accessible. No electricity available. 9

10 24 Other Every activity the competitor or the competitors sponsors plans along the course or at the service park requires permission from the organizer. Coffee, lunch and dinner will be served at the restaurant in conjunction with the service park. 26 Target times and maximum times In accordance with the regulations issued by the Swedish ASN ; Maximum permitted lateness between two TCs is 15 minutes.
