3 Team Leaders Guide Preface Welcome to Beijing, a city of unique historical enigmas and great passion for the Olympic Games. The purpose of this Guide is to ensure that the Team Leaders are well informed of all the procedures pertaining to the Beijing 2008 Olympic Games and to help the Team Leaders direct their teams for the competition. The Guide consists of five sections, namely General Information, Competition Information, Training, Team Information and Graphics. In the section of General Information, you can get a brief idea about the Games, China and Beijing. In Competition Information section, the Key Dates, Key Contacts and Key Personnel of the sport/discipline are listed and the complete details on the events, competition format, rules, venue, pre- and post-competition procedures are also provided. The Training part includes relevant data on the training venues and schedule. As for the Games related information concerning accreditation, athlete residency, ceremony, health care, security and transportation, you can find them in Team Information. The Graphics for Beijing Olympic Games are displayed at the end of the Guide including competition schedule (by day and by event), map of Olympic transportation, location of venues and official hotels, layout of competition venue and training venue. We spared no effort to ensure that the information contained in this guide is accurate at the time of publishing. Noting that this project involves so many aspects that it would be hard to fit them in one publication, and changes may occur as the Games is drawing near, we suggest you refer to Sport Information Desks or INFO2008 terminals for more and updated information upon your arrival in Beijing. 1

9 Team Leaders Guide GENERAL IN FORMATION General Information China in Brief Geography China, situated in the eastern part of the Asian continent on the western coast of the Pacific, has a total land area of 9.6 million square kilometres, with the Tropic of Cancer crossing its southern part. About 70 percent of its area experiences a subtropical and temperate climate with four distinctive seasons, while about five percent is in the tropical zone area and 25 percent in the plateau zone area. Climate Due to its vast territory and different latitudes, China experiences differing climatic conditions. Monsoon climate is a prominent feature. The winter winds prevail from October to March, when most of the country is cold and dry; the summer winds reign from April to September when most areas are hot and rainy. History China is one of the world s ancient civilized countries. The 5,000-year-old Chinese nation has not only created cultural civilization, but material civilization as well. The Great Wall is one of the greatest engineering projects in the world history. The invention of the compass, papermaking, gunpowder and printing give evidence to the hardworking nature and wisdom of the Chinese people. Capital Beijing is the capital of the People s Republic of China. Population 5

10 Athletics With over 1.3 billion inhabitants, China is the most populous country in the world. Language and Writing As a multi-ethnic country, China features the use of a diversity of languages and writings including Chinese, Mongolian, Tibetan, Uygur, Korean and so on. Chinese is the national official language and the common language used by most of its people, and it is also one of the six working languages of the United Nations. Currency Renminbi (RMB) is the country s legal currency. The notes are divided into 1, 2, 5, 10, 20, 50 and 100 yuan. The fractional currency is jiao and fen. One yuan is composed of 10 jiao and one jiao is composed of 10 fen. Currency exchange services are available at most banks and hotels throughout the country. Beijing Time China has adopted the time of the 8th Time Zone East as its standard national time, which is called the Beijing Time. Beijing Time is eight hours ahead of the Greenwich Mean Time. 6

11 Team Leaders Guide Beijing in Brief As the capital of the People s Republic of China, Beijing is a political, cultural and international communication center. Geography The geographic location of the city is N and E. It claims a total area of 16,410 square kilometres and there are currently million actual residents. Climate Beijing features a temperate and semi-humid climate, with four distinctive seasons short spring and autumn, long winter and summer. January is the coldest month with an average maximum temperature of -8.4 C ( 16.8 F). July is the hottest with an average maximum temperature of 30.9 C (87.6 F). The average annual precipitation is mm. In August, the average maximum temperature is below 30 C (86 F); its extreme maximum temperature is 36.1 C (97 F); the average relative humidity is 77 percent, and the average precipitation is mm. History Beijing is a city with a long history. Throughout dynasty changes, it has consistently served as a strategic place in the north of the country. As a capital city, Beijing claims a history of more than 850 years. Historic Sites Beijing s long history has left it with a rich cultural heritage which includes 7,309 sites of historic and cultural interest, such as the Forbidden City, the Temple of Heaven, the Beihai Park, the Summer Palace and the Great Wall, six of which have been inscribed onto the UNESCO World Heritage List. City Development and the Olympic Games Since Beijing won the bid to host the Games of the XXIX Olympiad, the city has achieved consistent progress in the infrastructure construction of sport venues, transportation, energy, communication, environment and the protection of cultural relics. At the same time, publicity campaigns and cultural activities have also been launched to promote Olympic knowledge in an orderly way. 7

12 Athletics Beijing 2008 Olympic Games in Brief According to the decision of the 112th Session of the International Olympic Committee on July 13, 2001, the Games of the XXIX Olympiad is to be held in Beijing in Concepts and Aim The concepts of the Beijing Olympic Games are the Green Olympics, the Hi-tech Olympics and the People s Olympics. Its goal is to host high-level Olympic Games with distinguishing features. Distinguishing features refer to Chinese style, cultural splendour, contemporary spirits and mass participation. High-level includes high-level sport venues, facilities, and competition organizations, high-level Opening Ceremony and cultural events, high-level media services and favourable press commentary, high-level security work, high-level volunteers and services, high-level transportation and logistics, high-level urban civility and friendliness, and high-level performances by the world athletes. Dates and Locations Most of the competitions of the Beijing Olympic Games will be held in Beijing during August 8-24, 2008 with Qingdao hosting the Sailing Regatta, Hong Kong Special Administrative Region (SAR) the Equestrian and Tianjin, Shanghai, Shenyang and Qinhuangdao Football preliminaries. Venues and Facilities A total of 37 competition venues and 87 training venues are ready for competition and training in Beijing and the co-host cities. Most of the venues are within the distance of 30 minutes drive from the Olympic Village. Cultural Events Various cultural events are to be held citywide during the Games-time, including the Olympic Cultural Festival, Torch Relay and Olympic Youth Camp. 8

13 Team Leaders Guide ENFORCEMENT Enforcement of the Olympic Charter Rule The IOC Executive Board determines the principles and conditions under which any forms of advertising or other publicity may be authorised. 2. No form of advertising or other publicity shall be allowed in and above the stadia, venues and other competition areas which are considered as part of the Olympic sites. Commercial installations and advertising signs shall not be allowed in the stadia, venues or other sports grounds. 3. No kind of demonstration or political, religious or racial propaganda is permitted in any Olympic sites, venues or other areas. 19 Team Leaders Guide IAAF Liaison Supervisors WANG Fang LIU Yang Competition Format Athlete Quota The total estimated number of competing athletes is 2,000, of which approximately 1,100 are men and 900 are women. Description of Events There are 47 events in the Athletics program at the Beijing 2008 Olympic Games, including 24 men s events and 23 women s events. Entries for Relay Events There is a maximum of 16 qualified teams in each relay event, based on the aggregate of the two fastest times achieved by national teams at IAAF recognized international events in the qualification period of January 1, 2007 to July 16, An NOC may enter a maximum of 1 qualified relay team in each relay event, with a maximum of 6 athletes in accordance with IAAF Rule Should an NOC have entered individual athletes and a relay team in the same distance, the entered individual athletes must be included in the total of 6 athletes entered for the relay events. 20 Athletics Progression of Competition for Field Events There are two phases of competition for field events: qualifying and final. In the qualifying, there are standards set for the competitors, which will be announced by the IAAF Technical Delegates at the Technical Meeting. Only those competitors achieving the required standard will progress to the final. If, however, the number of the competitors who qualify is fewer than 12, the next highest ranked competitor(s) from this event, up to a total of at least 12, will be included in the final. If more than 12 competitors achieve the required standard in the qualifying round, all will be qualified for the final. Road Events Road events are: For men; Marathon, 20km Race Walk, 50km Race Walk. For women; Marathon, 20km Race Walk. Progression of Competition There are finals only for all road events. Entries Entries for Individual Events: three (3) competitors may represent an NOC in a single event where all three have achieved the A standard, or one (1) who has achieved the B standard. NOCs for which no male or female athletes have reached the required qualification standards will be allowed to enter their best male and their best female athlete in one event each, with the exception of the 10,000m, the 3000m Steeplechase and the Combined Events. For the Marathon and 50km Race Walk, senior athletes only (any athletes aged 20 years and over on December 31, 2008) will be accepted. Junior athletes (aged 18 or 19 years on December 31, 2008) may compete in any event except the Marathon and the 50km Race Walk. Youth athletes (aged 16 or 17 years on December 31, 2008) may compete in any event except the Throws (male athletes only), Decathlon, 10,000m, Marathon, and Race Walks. Athletes younger than 16 years of age on December 31, 2008 cannot be entered in any event of the Olympic Games. Reserve (Alternate) Athletes Should an NOC have four (4) or more athletes who have reached the A standard in a particular event, the NOC may nominate three (3) athletes on July 23, 2008 to be accredited for the event, and also nominate a fourth athlete who would be considered as a reserve (alternate). This reserve could be selected to replace an entered athlete until the time of the final confirmation for the respective event, and the accreditation status of the replaced athlete transferred to the newly entered athlete. Should an NOC have two (2) or more athletes who have reached the B standard in a particular event, the NOC may nominate one (1) athlete on July 23, 2008 to be accredited for the event, 16

21 Team Leaders Guide and also nominate a second athlete who would be considered as a reserve (alternate). This reserve could be selected to replace an entered athlete until the time of the final confirmation for the respective event, and the accreditation status of the replaced athlete transferred to the newly entered athlete. Draws and Entries Verification Final Confirmation of Competitors Team Leaders or their representatives must confirm prior to the first or single round of each event the names of those competitors already entered who will actually take part in the competition and any relay teams. Confirmation of athletes and relay teams will not be accepted after the deadline (see table below). This draw should normally be completed within 30 minutes of the end of the previous round. Upon confirmation by the Technical Delegates, this information should be released for distribution in outputs: Start List Track Events; Start List Multiple heats per page except for Final. Track Events without Blocks (800m, 1500m, 5000m, 10,000m, 3000m SC) The draws for semifinal and final are carried out after the previous round of an event in the manner stipulated in IAAF competition rules. This draw should normally be completed within 30 minutes of the end of the previous round. 22 Athletics Vertical Jumps (High Jump, Pole Vault) The draw for the final is carried out after the last qualifying group has finished. This draw should normally be completed within 30 minutes of the completion of the qualifying round. Upon confirmation by the Technical Delegates, the information will be released for distribution in the output: Start List High Jump/Pole Vault. Horizontal jumps (Long Jump, Triple Jump) The draw for final is carried out after the last qualifying group. This draw should normally be completed within 30 minutes of the completion of the qualifying round. Upon confirmation by the Technical Delegates, this information should be released for distribution in the output: Start List Long Jump/Triple Jump. Throws (Shot Put, Discus Throw, Hammer Throw, Javelin Throw) The draw for final is carried out after the last qualifying group has finished. This draw should normally be completed within 30 minutes of the completion of the qualifying round. Upon confirmation by the Technical Delegates, this information should be released for distribution in the output: Start List Throws. Relays (4x100m, 4x400m) The draw for final is carried out up to 30 minutes after the first round. Upon confirmation by the Technical Delegates, this information will be released for distribution in the outputs: Start List Relay Start List Relay multiple heats per page except for final. Technical Meeting The Technical Meeting for Team Leaders and/or their representatives will take place at 10:00am on August 13, 2008 in the Olympic Village under the supervision of the IAAF. The detailed location will be displayed on the invitation card. Simultaneous translation will be provided. Notification in writing of any amendments to the contents of the entry forms must be delivered by the Team Leaders to the Technical Delegates before the Technical Meeting, after which no further amendments will be accepted. It should be emphasized that the amendments to the contents of the entry forms are related to matters such as amended spellings. It is not an opportunity to add additional athletes who have not been previously entered. The Team Leader of each team must verify or correct the data and sign the Pre-Draw List. At the entrance of the meeting room, an envelope will be distributed to each NOC, which contains the bib numbers and documents relating to the Technical Meeting. Attendance At the Technical Meeting, no more than three (3) representatives from each participating NOC may attend. In those cases where it is necessary, an interpreter or team attaché can be present. Team Leaders must collect their invitation cards for the Technical Meeting from the SIC in the 18

23 Team Leaders Guide Olympic Village. These invitation cards must be presented at the entrance to the meeting room. Any person not in possession of the required card will not be allowed into the meeting room. Procedures for the Technical Meeting The IAAF Technical Delegates and BOCOG Athletics Competition Manager will preside over the meeting, which will be conducted in English. Agenda The agenda for the Technical Meeting will include: Welcome by the IAAF President or his Representative Welcome from BOCOG Athletics Competition Manager; Introduction of key organizers and officials, including: The IAAF Technical, Medical and Anti-Doping Delegates, The International Technical Officials, The International Race Walking Judges, Other International Delegates, BOCOG Athletics Key staff and major National Technical Officials; Technical arrangements for the competition; Answers to written questions submitted earlier by the delegations. All questions or proposals concerning the organization of the Athletics Competition at the Beijing 2008 Olympic Games, to be discussed during the Technical Meeting, must be made in writing (in English or French only) on the form provided at the SIC in the Olympic Village from Saturday, August 9. This form must be returned to the SIC in the Olympic Village no later than 14:00 on Tuesday August 12. System of Qualification in Running and Field Events The qualification procedure for Track events (number of rounds, number of heats in each round and the method of progression from one round to the next), the qualifying standards, the starting heights and the raising of the bar will be decided by Technical Delegates after the closing date for entries. Team Leaders will be informed of the decision at the Technical Meeting. Full documentation of the qualification procedure will also be available at SIC in the Olympic Village and at TIC in the National Stadium. Sub-Technical Meeting for Road Events The technical aspects regarding the Road events will be dealt with in a separate Sub-Technical Meeting. Sport Information For each participating team, the sport-specific information is available at two Centers - Sport Information Center (SIC) in the Olympic Village and the Technical Information Center (TIC) in the National Stadium. 19

24 Athletics The main task of the SIC and TIC is to ensure a smooth liaison between each NOC, the IAAF Technical Delegates and BOCOG Competition Management of the Olympic Athletics Competition regarding technical matters. Sport Information Desk (SID) in SIC Information available at the SID in SIC includes competition schedules, training schedules, results/start lists, sport technical information and communications between IAAF and NOCs. Moreover, the SIC also provides information on transportation. It operates on the following timetable. SIC access is limited to Ac and Ao accredited persons. Athletes with Aa accreditation are not permitted. Technical Information Center-National Stadium The Technical Information Center (TIC) in the National Stadium is situated on Level 0, adjacent to the Warm-up Area. The TIC is staffed by personnel who report directly to Competition Management and liaise closely with the Athletics Information Desk at the SIC in the Olympic Village. The TIC is responsible for the following: Liaison between teams, the Technical Delegates and Competition Management; Distribution of technical material through the mail box system, including competition information, start lists, groups, qualifying standards, results and official announcements by IAAF and BOCOG; Distribution and receipt of the Final Confirmation Forms; Displaying of results on notice boards outsides the TIC in the National Stadium; Receipt of Protests/Appeals from athletes or team representatives; Distribution of special passes: Race Walking Refreshment Station Passes; Coaches Stands Passes; Combined Events Rest Room Passes; National Record Photo Finish print requests; National Record Doping Control requests; General sport information. Access to the TIC in the National Stadium is limited to those individuals in possession of the special TIC Passes, which will be distributed at the SIC in the Olympic Village. INFO2008 terminals are installed in the competition venues and some of the non-competition venues, including the Olympic Village. Venue Orientation Visit Transportation All venue tours will start at the National Stadium. Representatives wishing to take part in the tour should get to the National Stadium using the shuttle buses. A shuttle service is available for training between the Olympic Village and the National Stadium. The representatives can take those buses to get to the National Stadium. National Stadium A tour of the National Stadium for Team Leaders and/or their representatives will take place on August 13, The tour will start at 13:00 from the Team Bus Drop-off point in the National Stadium. The tour will provide an opportunity for Team Leaders to familiarize themselves with the flow of athletes and the exact location of the most important areas in the stadium. The team representatives should sign up for the tour by 14:00 one day before the orientation tour at the SIC in the Olympic Village. Race Walking Course There are two tours of the Race Walking Course for Team Leaders and/or their representatives. The first tour of the Race Walking Course will take place on August 13, The tour will start at 14:00 at the Team Bus Drop-off point in the National Stadium. BOCOG staff will be responsible for conducting the tour. The second tour of the Race Walking Course will take place on August 20, The tour will start at 09:00 at the Team Bus Drop-off point in the National Stadium. BOCOG staff will be 21

Marathon Course There are two tours of the Marathon Course for Team Leaders and/or their representatives. In the event of any doubt or disagreement over the interpretation of the IAAF Competition Rules, the English version shall prevail. 22

27 Team Leaders Guide Pursuant to the Olympic Charter, IAAF assumes the responsibility for the technical control and direction of its sport at the Olympic Games. Qualification Heights, Distances and Progressions The composition of the groups and the qualifying standards, the starting heights and the successive height of the bars for the High Jump and Pole Vault events and the qualifying distances for Field Events will be decided by the Technical Delegates. Team Leaders will be informed of the decisions at the Technical Meeting on August 13. Clothing and Equipment Manufacturer Identification on Clothing and Equipment Equipment used or clothing worn by athletes and other participants in the Olympic Athletics Competition must comply with the IAAF Competition Rules and IAAF Advertising Regulations, with the Bye-law to Rule 51 of the Olympic Charter (in force as from July 7, 2007) and with the Manufacturer Identification Guidelines for the Games of the XXIX Olympiad, Beijing Bye-law to Rule 51 (an extract) 1. No form of publicity or propaganda, commercial or otherwise, may appear on persons, on sportswear, accessories or, more generally, on any article of clothing or equipment whatsoever worn or used by the athletes or other participants in the Olympic Games, except for the identification* of the manufacturer of the article or equipment concerned, provided that such identification shall not be marked conspicuously for advertising purposes. 1.1 The identification of the manufacturer shall not appear more than once per item of clothing and equipment. 1.2 Headgear (e.g. hats, helmets, sunglasses, goggles) and gloves: any manufacturer s identification over 6 cm 2 shall be deemed to be marked conspicuously. 1.3 Clothing (e.g. T-shirts, shorts, sweat tops and sweat pants): any manufacturer s identification which is greater than 20 cm 2 shall be deemed to be marked conspicuously. 1.4 Shoes: it is acceptable that there appear the normal distinctive design pattern of the manufacturer. The manufacturer s name and/or logo may also appear, up to a maximum of 6 cm 2, either as part of the normal distinctive design pattern or independent of the normal distinctive design pattern. 1.5 In case of special rules adopted by an International Sport Federation, exceptions to the rules mentioned above may be approved by the IOC Executive Board. Any violation of the provisions of the present clause may result in disqualification or withdrawal of the accreditation of the person concerned. The decisions of the IOC Executive Board regarding this matter shall be final. *The word identification means the normal display of the name, designation, trademark, logo or any other distinctive sign of the manufacturer of the item, appearing not more than once per item. Team Clothing and Equipment Competitors are required to wear the official uniform of their delegations (as registered at the 23

28 Athletics SIC), which must conform to the latest version of the IAAF Competition Rules, the current IAAF Advertising Regulations and Olympic Charter (Version 2007)bye-law to Rule 51. Each Team Leader must present their team s complete uniform in all its variations at the SIC in Olympic Village. Once the uniform has been registered, the judges will inspect the athletes clothing at the Call Room. Only the officially registered uniform will be approved for use when competing in the competition. The Lap of Honor and Medal Ceremonies are considered as part of the competition. Bib Numbers The bib numbers will be distributed at the entrance of the Technical Meeting. Each athlete will receive a total of four (4) bib numbers with safety pins for each athlete taking part in the competition: two (2) bib numbers for their competition vest, one (1) for their track suit and one (1) for their bag. These bib numbers must not be cut, folded or obscured in any way. All competitors must display the bib numbers on their chest and back, except in the High Jump and Pole Vault events, where one (1) bib number only may be worn on either the chest or the back. Athletes taking part in the track events will also be given two (2) adhesive hip numbers in Final Call Room before entering into the FOP. The hip numbers must be fixed to both sides of their shorts or upper legs. For the Combined Events, the leading athlete after each event will be given a special bib number to be worn on his/her chest, which shows the current first ranking athlete. Athletes competing in the last heat of the 800m and 1500m in the Combined Events will be given a separate number to be worn on their chest, indicating their position in the competition before the last event. The distribution of these special bibs will take place at the Combined Events Rest Room and will be managed by the Combined Events Referee. Spikes The number and size of spikes on the athletes shoes will be checked at the First Call Room. If they do not comply with IAAF Competition Rule 143, the athletes will be asked to change them to the correct size. The following maximum spike lengths will be allowed: High Jump, Javelin: Other Events: Diameter of the Spikes: no more than 12mm no more than 9mm no more than 4mm Sport equipment All equipment used at the National Stadium and warm-up areas is certified by the IAAF. The track surface in the warm-up area and National Stadium is MONDO Brand. JINLING and TAISHAN are the Official Providers of all Sport Equipment in the Athletics Competition at the Beijing 2008 Olympic Games, except for the starting blocks that are provided by OMEGA. Starting blocks of the same type as those being used in the National Stadium will be available at the warm-up area of the National Stadium. Throwing Implements The list of throwing implements to be used in the Athletics Competition at the Beijing 2008 Olympic Games has been approved by the IAAF Council. Teams wishing to have personal implements added to the list, must take the implements to the Sport Equipment Storage Room 1, which is located near the National Stadium warm-up area, for 27

32 Athletics checking by 12:00 noon one day before the date of the relevant throwing event. If approved, the implements will be under the authority of BOCOG from the time of checking to the end of the Final. They are not used for training and will be available for use by all athletes during the competition. The implements will be returned to the Sport Equipment Storage Room 1, 30 minutes after the conclusion of the Final of the corresponding event. Vaulting Poles Transport for vaulting poles will be made by a separate vehicle. The details are shown below: Airport Arrival (Beijing Capital Airport) There will be an allocated vehicle for the transportation of vaulting poles. Vaulting poles must be labelled at both ends of the bag, bearing the name of the athlete, their gender, athlete s NOC and athlete s event. BOCOG will transport the poles to the Training Site of the Chaoyang Sport Center. One (1) Day before the Competition Day One (1) day before the relevant Pole Vault competition, poles will be transported by BOCOG staff from the Training site in the Chaoyang Sport Center to the Sport Equipment Storage Room 1 near the warm-up area of the National Stadium for athletes training. For those training, they should get their Vaulting Poles from the Sport Equipments Storage Room 1. Competition Day On the competition day, poles will be transported directly from the Sport Equipment Storage Room 1 of warm-up area to the FOP by BOCOG competition staff. Athletes should perform their warm-up at the event site. Return of the Vaulting Poles The transportation of vaulting poles will take place after the Pole Vault Final Event and Men s Decathlon Pole Vault (Women s Pole Vault Final: August 18; Men s Pole Vault Final: August 22; Men s Decathlon Pole Vault: August 22). Athletes can collect their vaulting poles from the Olympic Village Sport Information Center (SIC) one day after the corresponding events. Markers (track and runway) Athletes are not allowed to use their own markers. For the Long Jump, Triple Jump, High Jump, Pole Vault and Javelin Throw, competitors are required to use the markers provided by BOCOG. These will be available at the event site. For the relays, athletes will be provided with adhesive tape by the Competition Officials on the track. For throws made from a circle, an athlete may use one marker only. This marker may be placed only on the ground in the area immediately behind or adjacent to the circle. It must be temporary, in position only for the duration of each athlete s own trial, and shall not impair the view of the judges. No personal markers (other than those under Rule ) may be placed in or beside the landing area. Timing and Measurement All the timing and measurement equipment will be supplied by OMEGA, which is the official provider of the timing system for the Beijing 2008 Olympic Games. 28

33 Team Leaders Guide Competition Venue The Athletics competition will be held in the National Stadium where the Opening and Closing Ceremonies of the Games will also be held. The National Stadium, located in northern Beijing, is 3km from the Olympic Village with a total capacity of 91,000 seats. Facilities at the National Stadium Warm-up Area The warm-up area consists of two fields Field I and Field II which will be used for track events, jumping events and throwing events. Field I is adjacent to Field II. The warm-up area for track and jumping events (Field I) includes: MONDO synthetic surface, a standard 8 lanes 400m track with 9 lanes in the home straight; Two double-ended Pole Vault runways, oriented in an east-west direction and the steeplechase water jump; Two High Jump areas; Two combined triple Jump and Long Jump runways with pits on both ends. The warm-up field for throwing events (Field II) includes: 1 Javelin Throw runway and 1 concentric Hammer/Discus Throw circle with a shared landing area; Shot Put circles. The Facilities of the Warm-up Preparation Area There will be several facilities in the corridor for the athletes warm-up preparation from the athletes reception area to the warm-up area, which include: Teams Reception Area There will be an information desk and rate-card telephone; Team Leaders Working Area There will be tables, chairs and rate-card internet in this area for team leaders to work. Technical Information Center (TIC) Competition information will be delivered from the TIC, and it will receive written appeals to the Jury; Athletes Changing Room Facilities available in this room include showers, lockers and ice bath. Massage Room BOCOG will arrange massage therapists to serve the athletes in a collective massage area. Also there will be a special area for team medical personnel to perform physiotherapy. Massage beds will also be provided. Weight Training Room Weight lifting, comprehensive strength training, and other necessary fitness facilities will be provided in this room. 29

34 Athletics Sport Equipment Storage Room 1 There will be a special room for athletes to borrow sport equipment (including throwing implements) for warming-up. Athletes will be requested to leave their accreditation card while using this equipment. Medical Station (Warm-up Area) Basic medical equipment will be available in this room. Common sport injuries will be treated here. Athletes Lounge The lounge will be available for athletes and team officials at the warm-up area of the competition venue. It will be open during all training and competition sessions. BOCOG will serve refreshments and provide magazines, television, chairs and tables. Some necessary facilities will be arranged beside the warm up area, which include: Teams Rest Area Tents will be available for teams to rest during warm up, located at the south and the north side of the warm up area. Teams Stands There will be stands with a sun proof roof located at the west side of the warm up area. Access to the Field of Play Athletes must enter the First Call Room located at the south side of the warm-up area. Under the guidance of a judge and a volunteer, they will then pass through a tunnel (90m long) to get to the Final Call Room, which will be 90 metres away from the FOP of the National Stadium. Final Warm-up Area There will be a final warm-up area in the Final Call Room, which includes a 60m four lane track on which athletes can complete their warm up. Field of Play The National Stadium includes: MONDO synthetic surface, a standard 400m track with 9 lanes; Within the Northern D : Two Shot Put circles; One concentric Hammer /Discus Throw circle; One Javelin Throw runway; Two double-ended Pole Vault runways, oriented in an east/west direction; The Steeplechase water jump; Within the Southern D : Two Shot Put circles; One concentric Hammer/Discus Throw circles; One Javelin Throw runway; Two High Jump areas; Between the outside of the back straight track and the east side of the stand: Two combined Triple Jump and Long Jump runways with pits on both ends. Marathon Finish The Marathon races start at Tian anmen Square, generally regarded as the center of the city, and finish in the National Stadium. 30

Competition Procedures Track and Field First Call Room The First Call Room is located at the warm-up area. Toilets are available in the First Call Room. Athletes will be guided by competition officials and volunteers to follow the pre-competition flow. All athletes must report for their particular event according to the published First Call times. Team Leaders must inform their athletes of the times at which they must report and the procedures to be followed in the Call Rooms. There will be three (3) Pre-Call announcements in English and French, which will be scheduled 12min, 8min and 3min before the First Call Reporting time, as well as electronic boards indicating the final check-in time, to ensure that every competitor reports on time to the First Call Room. Athletes can enter into the First Call Room when the first Pre-Call is announced until the First Call Reporting time. After the First Call Reporting time, the First Call Room will be closed and athletes will not be permitted to enter into the First Call Room. The athletes who do not report to First Call Room may be excluded from the event in question and from any other event for which they are entered. Athletes accreditation passes will be collected by Call Room Judges and will be returned at the Post Event Control Center. Call Room Judges will check the following in accordance with IAAF Competition Rules and IOC Rule 51: Bib numbers; Shoes; 31

36 Athletics Uniform; Bags (identification on and content of); Personal material (the use by athletes of video or cassette recorders, radios, CD players, radio transmitters, mobile phones or similar devices in the arena shall not be permitted - IAAF Competition Rule 144.2); Chalk Advertising. All items not authorized by IAAF Regulations and IOC Rule 51 will be retained by competition officials, who will give a receipt to the athlete. The athletes will be able to collect such items from the Post Event Control Center once their event has finished, on presentation of their receipt. When the control has been completed, a judge will accompany the athletes from the First Call Room to the Final Call Room inside the National Stadium. Final Call Room Final Call Room is located adjacent to the FOP. There will be a synthetic surface track of four 60-metre-long lanes for final warming-up. A television and toilets will also be available. Competitors of track events will be given two adhesive hip numbers which they must attach to both sides of their body on either competition uniform or upper legs. All athletes competing in events of 800m and longer will be provided with a small transponder which will be fixed to the back of the front bib number, to be used for lap counting and intermediate times. After the competition, the athletes should return the transponder at the Post Event Control Center, where it will be collected by judges. Once the athletes have completed the procedures required by the Judges, they may continue warming-up. At the designated time, the athletes will be led into the Field Of Play. Combined Events Competitors participating in Combined Events must report to First Call Room at the start of each day. The scheduled First Call Reporting time is 30 minutes before the competition (Except for Day 2 of the Heptathlon, where the First Call Reporting time is 50 minutes). There will be a Combined Events Rest Room for the competitors, where athletes can rest and 32

The progressive results of the Combined Events competition are displayed in the Combined Events Rest Room Access to the Combined Events Rest Room is limited to competitors and one accredited person per athlete (coach, doctor, etc.) who are in possession of the appropriate Combined Events Rest Room Pass. These passes will be distributed at the National Stadium TIC before the start of the competition. Entering the Field of Play (FOP)-all events When the control has been completed in the Final Call Room, and at the time designated for their entrance into FOP, athletes are accompanied to the start or competition area by a Judge. While an event is taking place, no athlete may leave the competition area without permission from the Chief Judge for the event and without being accompanied by a Judge. Procedure to Exit the Field of Play (FOP) All athletes should leave the FOP through the Mixed Zone located adjacent to the finish line. After passing through the Mixed Zone, athletes will enter the Post Event Control Center, where they can collect their accreditation passes and, in the case of track athletes, their personal belongings. In the qualifying rounds for Horizontal Jumps and Throwing events, when an athlete has reached the qualifying standard, he/she must leave the FOP at the end of that round accompanied by a judge. In the final for Horizontal Jumps and Throwing events, when an athlete has been eliminated after the first three rounds, he/she will leave the FOP accompanied by a judge. In the High Jump and Pole Vault, athletes who have been eliminated may leave the FOP after the completion of a height, provided they are accompanied by a Judge. In the Final the athletes placed first, second and third, will all leave together at the end of the event. In the Combined Events, the athletes exit the FOP at the end of each day via the Mixed Zone. Should they wish to leave the Stadium, they must get their accreditation pass back from the Combined Events Referee to whom they should return it before the next event. Starter s Commands The starter s commands will be in English. For track events up to 400m including all relays, they will be: On Your Marks Set Starting pistol For track events 800m and over and for all road events, they will be: On Your Marks Starting pistol N.B. An automatic false start detection system will be used. 33

38 Athletics Timing and Measurement The timing is fully automatic. For all track races, the unofficial time is displayed on four electronic clocks located at each end of the straights. All Horizontal Jumps (Triple Jump and Long Jump) and Throwing events are measured by Electronic Distance Measuring apparatus (EDM). In Pole Vault an EDM will be used to certify initial height placement of the bar for each increment. Competition Procedures Marathon Sub-Technical Meeting for Road Events The Sub-Technical Meeting for Road Events will take place right after the Technical Meeting on August 13, 2008 at the Olympic Village. Procedures for the Sub-Technical Meeting The IAAF Technical Delegates and BOCOG Athletics Competition Manager will preside over the meeting. Agenda The agenda for the Meeting will include: Introduction of key officials: The IAAF Technical and Medical Delegates; The Competition Manager; The International Course Measurer; Other Delegates; Marathon events introduction by the Road Event Manager: Marathon Course; Marathon Competition Procedures; Athletes personal drinks pick-up arrangement; Types of soft drinks, drinking water provided by BOCOG; Weather conditions during Marathon events. Answers to written questions submitted by delegations. Transportation to the Marathon Start BOCOG will provide buses to transport athletes and team officials from the Olympic Village to the start of each Marathon race at Tian anmen Square. Warm-up area There will be a special area for athletes warm up, which is near the athletes drop-off point. The warm-up area is cement pavement, on which the athletes can perform their warming-up activities. There will be tents for athletes to rest. The changing rooms will be arranged for male and female athletes. Portable toilets will be located near the warm-up area. Call Procedure The Call Rooms, consisting of tents, are adjacent to the warm-up area. Athletes should enter into the First Call Room between 06:40 and 07:00. After 07:00 the First Call Room will be closed and no athlete will be permitted to enter. After the First Call, the athletes will be guided to the Final Call Area, which is adjacent to the start line. There will be an area for athletes final warming-up. Portable toilets will be provided at the Final Call Area. After the athletes enter the Final Call Area, there will be three (3) Pre-Start announcements, which will be scheduled 5min, 3min and 1min before the start of the Race. Marathon Races will start at 7:30am. The athletes should arrive at the start area 10 minutes before the start. If the athlete withdraws from the competition, he/she must return the transponder to an LOC official. 35

40 Athletics Course The Marathon race will start at Tian anmen Square, which is located in the city center of Beijing. The course will go through the city streets of Beijing. Finally, the athletes will enter into the National Stadium (Marathon Finish). After entering into the National Stadium, the athletes will run one lap and 100 meters to reach the finish line. The start of the Marathon is about 43 meters above sea level, and the finish is about 35 meters above sea level. The shortest route is indicated on the road surface by a blue line. The kilometre points are marked along the route. The race time is displayed by a clock on the lead car. There are timing clocks, placed every five kilometres along the route, and at the halfway mark. A bus will follow the race to pick up any competitors who are unable to continue the race. Such competitors will be taken to the National Stadium and escorted to the Post Event Control Center. Transportation back to the National Stadium Around 30 minutes after the start of the race, athletes will pass Tian anmen Square for a second time. At 08:20, the designated bus will be provided for Team officials to go back to the National Stadium. Refreshment Stations Eight (8) refreshment stations will be arranged every 5km along the course. Each of these stations will be divided into two sections: Personal drinks; Refreshment and water (provided by BOCOG) Signs indicating an upcoming refreshment station will be displayed about 100 meters ahead of a refreshment station. Personal Drinks Competitors in the Marathon events will be able to prepare and access their own refreshments. Personal drinks will be delivered to Personal Refreshment Stations in two ways: 1 Athletes who would like BOCOG personnel to deliver their personal drinks must hand their drinks to SIC in the Olympic Village at the following time: Women s Marathon -16 August from 20:00 to 22:00 Men s Marathon - 23 August from 20:00 to 22:00 The bottles will be kept in a thermo-box and taken to the appropriate Personal Refreshment Station by BOCOG. 2 Athlete s coaches or delegates wishing to deliver personal drinks themselves must arrive at 6:00am to the athletes drop off point in Tian anmen square on the competition day (Women s Marathon-17 August Men s Marathon-24 August). BOCOG will arrange a bus to take those coaches and delegates to each personal drink station. After the completion of the delivery, the bus will take those coaches and delegates back to the National Stadium, which is the finish point of the Marathon race. Athlete s coaches or delegates who wish to stay at the refreshment station will take public transport to go back to the National Stadium or the Olympic Village themselves. 36

41 Team Leaders Guide Also they can go back to the National Stadium by bus provided by BOCOG which will come when the last athlete pass by. Athletes must provide their personal drinks information to the SIC in the Olympic Village and obtain a special pass for the Personal Refreshment Station two days before the event, regardless of which way they choose to deliver the drink. BOCOG will provide athletes with bottles for their personal drinks and labels. Athletes may also use their own bottles which must comply with the applicable Advertising Regulations. All personal drinks must clearly display the following information: Athlete s name Athlete s bib number Three-letter abbreviation of their NOC Kilometre station at which the drinks are to be placed. Each table will be identified by the NOC code and flag. Drinking/Sponging Stations In accordance with IAAF Rules, seven (7) drinking/sponging stations will be located along the course, arranged every 5 km beginning at 7.5 km. Each of these stations will be divided into two sections: One for water One for sponges The water table will provide pure water at about 22 C, and the sponge table will provide wet disposable sponges with pure water. Signs indicating an upcoming drinking/sponging station will be displayed about 100 metres before each station. Mist Stations Seven (7) mist stations will be arranged every 5 km beginning at 8.5 km. The mist station does not cover the whole width of the road. Athletes may choose to run under the mist or not. Signs indicating an upcoming mist station will be displayed about 100m before each station. Toilets There will be four (4) toilets along the course for runners, which will be located at 15km, 22.5km, 30km and 37.5km. Signs indicating an upcoming toilet will be displayed about 100m before each toilet. Medical Stations Eight (8) medical stations will be arranged along the course for runners at every 5 km beginning at 5 kilometres. Signs indicating an upcoming medical station will be displayed about 100m before each station. Assistance 37

42 Athletics Competitors are prohibited to take food or drinks other than those provided at the refreshment stations and the drinking/sponging stations. When a competitor is unable to continue running due to physical difficulty, they must inform the nearest Official and wait for a vehicle to pick them up. To indicate his/her intention of quitting the race, the runner may take off the bib number. A competitor is not allowed to receive assistance from any persons other than a member of the designated medical team, who will carry out an on-the-spot medical check. Finish The Marathon race finish is located in the National Stadium. The athletes will enter the stadium through the marathon tunnel in the northwest part of the stadium. After entering the stadium, the athletes will run about 500m (one (1) complete lap plus 100 meters) to the finish line. Weather Conditions Table 1 shows Beijing s average weather index from 1997 to 2006, on the days of Marathon Events. Table 2 shows the average temperature and humidity from in Beijing, at the competition time on the day of Marathon Events. 43 Team Leaders Guide Warm-up area Athletes participating in Race Walking events will perform their warm-up at the warm-up area in the National Stadium. Call Procedure Call procedures are the same as for track events. Distribution of the Transponders Athletes taking part in the Race Walking events must wear a transponder which must be tied on the shoes. The transponders will be distributed, at the First Call Room. If the transponder is removed, the running time and order of arrival cannot be measured. The transponders will be collected in the Post Event Control Center after the race. If the athlete withdraws from the competition, he/she must return the transponder to a BOCOG official. Course The Race Walking events start and finish in the National Stadium. The athletes will walk about three (3) laps inside the stadium before exiting through a tunnel connecting to the common domain of the Olympic Green (the tunnel is about 252 metres in length). The athletes will walk around the two (2) kilometres loop course in the Olympic Green and then back into the stadium through the tunnel and walk directly to the finish line. Personal Refreshment Station There will be a personal refreshment station beside the west part of the middle of the course. Signs indicating the personal refreshment station will be displayed about 50 metres before. Each NOC will have a table for their athletes personal refreshments, which will be identified by the NOC s code and flag. Competitors in the Race Walking events will be able to prepare and access their own refreshments, which can be handed over by a team official. Up to two (2) team officials with a special pass are allowed access to the table for personal refreshments. These passes will be distributed at the TIC in the National Stadium. The team officials with the pass are responsible for bringing their athletes personal refreshments to the designated location. There will be volunteers, to collect the personal refreshment bottles and return them to the last table of the refreshment station where the team official can collect them. BOCOG will provide competitors with bottles for personal refreshments which will be distributed at the SIC in the Olympic Village. Athletes may also use their own bottles which must comply with the applicable Advertising Regulations. The judges will check the personal drink bottles. If the bottle does not comply with the regulations, they will be retained by the judge and returned after the competition. In this case, the judge will provide an appropriate bottle for the athlete. BOCOG s Refreshment Station There will be a BOCOG refreshment station beside the north-east part of the course. Signs indicating the Refreshment Station will be displayed about 50 metres before. The station will be divided into two sections: 39

44 Athletics One for sports drink (Powerade); One for water. Drinking/Sponging Station There will be one (1) drinking/sponging station beside the south-west part of the course. The station will be divided into two sections: One for water; One for sponges. The water table will provide pure water at about 22, and the sponge table will provide wet disposable sponges with pure water. Signs indicating the drinking/sponging station will be displayed about 50 metres before. Mist Stations There will be one (1) mist station on the course. The mist station does not cover the whole width of the road. Athletes may choose to walk under the mist station or not. Signs indicating the Mist Station will be displayed about 50 metres before. Assistance Athletes may receive their personal drinks from their coaches wearing a special pass issued by BOCOG at the designated area. However, the coaches are not allowed to leave the area to follow the athletes. When a competitor is unable to continue walking due to physical difficulty, they must inform the nearest Official and leave the course immediately. To indicate his/her intention to retire from the race, the walker may take off the bib number. A competitor is not allowed to receive assistance from any persons other than a member of the designated medical team, who will carry out an on-the-spot medical check. Toilets There will be two (2) toilets along the course. Caution, Red Cards and Disqualification Athletes who, by their mode of progression, are in danger of infringing the IAAF definition of Race Walking (Rule 230) will receive a caution from the International Walking Judges. The caution is given by showing a yellow sign with one of the following symbols: Loss of Contact Bent Knee If the Chief Judge, or his assistants, inform the athlete of his/her disqualification, the disqualified athlete must leave the course immediately, remove his/her bib numbers and return to the Post 40

45 Team Leaders Guide Event Control Center in the stadium this disqualification is indicated by a red sign. The Posting Board showing the red cards and disqualifications will be placed beside the course near the entrance of the tunnel to the National Stadium. Lap Scoring There will be a lap counter beside the course, which will show the athletes the number of laps remaining. Post-Competition Procedures All Events Upon completion of each event, athletes are expected to adhere to the following post event procedures: Mixed Zone Mixed Zone operates at all competition venues in accordance with the procedures stipulated by the IOC for the Olympic Games. In general, Mixed Zones accommodate the television broadcasters closest to the Field of Play, followed by the accredited written and photographic press. Flash Quote reporters from the Olympic News Service (ONS) operate within the Mixed Zone to provide comment from the athletes about their performance and the competition. In the National Stadium, this area is located in the south-western part of the tribune, adjacent to the finish line. The Mixed Zone is separated into two sectors the outdoor level-1 Mixed Zone for the Rights Holding Broadcasters and the indoor level-0 one for the Written Press and Photographers. Athletes are requested to cooperate with press or broadcasters when passing through the Mixed Zone. Competition officials will escort athletes incapable of completing the events, and disqualified athletes. Those athletes should also pass through the Mixed Zone to get to the Post Event Control Center. Post Event Control Center (PECC) Post Event Control Center (PECC) is located after the Mixed Zone. Baskets containing athletes' clothing and bags will be delivered here from the start area for track athletes, including Race Walk and Marathon. Athletes can pick up their confiscated items from the PECC as well. Athletes' accreditation passes will be returned to them at this point. Doping Control chaperons will complete the formal paperwork with any athletes who are selected for doping control. The Ceremony Assistants and the Press assistants will also accompany medal-winning athletes to the medal ceremony waiting area and the Press Conference. Announcement of Results During the competition, the results displayed on the Scoreboard will be the unofficial ones until 41

46 Athletics the relevant Referee confirms them. In the case of the Race Walking events, the results will become official when the Chief Judge indicates that there are no further disqualifications. After the verification of the results, the official ones will be displayed on the Public Scoreboard. An announcement will be made in English, French and Chinese, advising that the official results are on the scoreboard. A copy of the official results will also be available on the notice boards outside the National Stadium TIC indicating the official time of publication. Each team taking part in the competition will also have a mailbox at the National Stadium TIC, where they can receive copies of all results and other information about the competition. All material in the mailbox must be collected by the person with the TIC pass and accreditation card. Also, most of the information will be available in INFO 2008 terminals. The reports that Teams will receive are the followings: Athletics Competition & Detailed Competition Schedule; Competition & Team Officials; Entry Status by NOC; Pre Draw list; Weather Forecast; Start Lists; Official Communications; Results (Results, Results Summary); Medal ranking. Any corrections to the outputs will be available in the INFO2008 system as soon as they are made. If a corrected version of a previously distributed output is produced, it will contain a CORRECTED stamp, with the sequence number. Protests and Appeals Protests shall be processed according to IAAF Rule 146. Protests concerning the result or conduct of an event must be made within 30 minutes of the official announcement of the result of that event. Any protest shall, in the first instance, be made orally to the Referee by the athlete himself or by someone acting on his behalf. An appeal to the Jury of Appeal must be made within 30 minutes of the official announcement of the decision made by the Referee, in writing on the official forms, signed by a responsible official on behalf of the athlete, and shall be accompanied by a deposit of US 100, or its equivalent, which will be forfeited if the protest is not upheld. All appeals must be submitted to the National Stadium TIC, from where they will be immediately forwarded to the Secretary of the Jury of Appeal. Medal Ceremonies The Medal Ceremonies for Athletics will take place in the National Stadium. The Medal Ceremony (MC) shall normally be held approximately 30 minutes after the completion of the event. Medal-winners shall be guided by volunteers to the Medal Ceremonies Waiting area. Some medal ceremonies will be held the day after the event. In this case, athletes will be advised in writing of where and when to report for their medal presentation the next day. 42

47 Team Leaders Guide All the medal-winners shall be dressed according to IOC Rules. Any signs or memorabilia (e.g. stuffed animals) are not allowed on the medals podium. Press Conferences Press Conferences are held at Competition Venues after each medal event or as warranted by an outstanding performance or at the request of an NOC or International Federation. After each final, the three medallists/teams will attend a venue press conference. This will normally be after the medal ceremony for that event. Coaches or other athletes may also attend press conferences as circumstances dictate. In the National Stadium, interviews and press conferences are conducted in the Press Conference Room, which is located at the Back of House (BOH), close to the indoor Mixed Zone and next to the Media Lounge. Doping Control With the guidance of IOC, BOCOG will be authorized to implement the Doping Control Programme during the period of the Olympic Games, in compliance with the International Olympic Committee Anti-Doping Rules applicable to the Games of the XXIX Olympiad in Beijing in 2008, World Anti-doping Code and its relevant International Standards. The Period of the Olympic Games is defined as the period commencing on the date of the opening of the Olympic Village for the Olympic Games, July 27, 2008 up until and including the day of the Closing Ceremony of the Olympic Games, August 24, Any athlete who enters the Olympic Games may be selected to undergo a Doping Control during the Period of the Olympic Games. An athlete may be subject to Doping Control on more than one occasion during the Period of the Olympic Games. Doping Control includes pre-competition testing and in-competition testing. Biological specimens collected shall include urine, blood and breath. In some sports, breath alcohol testing will be implemented according to the rules of the relevant IFs. Under the authorization of the IOC, BOCOG shall be responsible for the implementation of all in-competition testing. The in-competition tests shall comply with the Doping Control Protocols signed by IOC, IAAF and BOCOG. The taskforce formed by IOC, WADA and BOCOG will be responsible for implementing the pre-competition testing starting from the opening of the Olympic Village. BOCOG will take charge of the pre-competition testing in all official Olympic sites, while WADA will, on behalf of the IOC, take charge of the pre-competition testing in non-olympic venues within the Chinese territory or outside during the Period of the Olympic Games. All samples collected during the Period of the Olympic Games will be screened for the substances and methods listed in the WADC 2008 Prohibited List International Standard - Substances and Methods Prohibited In-Competition. Samples collected in the Chinese territory will be analyzed in the WADA accredited Laboratory of Beijing. Generally, negative results will be provided in 24 hours and it is expected that the positive results will be provided in 48 hours, with the exception of the EPO test results, which will be provided in 72 hours. The analysis report will be provided directly to the Chair of the IOC Medical Commission. If an NOC wants to have doping control implemented for confirmation of National or Regional Record during the Games time, a suitable infrastructure for blood and urine sample collection services will be provided by BOCOG. Price for sample collection and analysis of standard urine 43

48 Athletics sample is USD300 per sample. Price for sample collection and analysis of EPO urine sample is USD560 per sample (including the standard in-competition urine testing cost) Price for blood sample analysis depends on the substances or methods to be screened. The procedure is as followed: The NOC fills in the form of Testing Application for Confirmation of National or Regional Record (which could be found in the Doping Control Stations in the venues and Polyclinic) and submits the form to the Venue Doping Control Manager. The athlete will be tested in compliance with the technical procedure. The analysis report will be provided by the Laboratory in the NOC s designated way. Positive result will also be provided to the IOC Medical Commission and WADA. The expenses of doping control shall be paid by the NOC to the Laboratory in the designated ways. Doping Control will be implemented at the Athletics events in the Olympic Games at the Doping Control Station set up at the Level-0 of National Stadium Athletes will be notified at notification area close to the Mixed Zone / Post Event Control Center by chaperones. Doping Control will be implemented in compliance with World Anti-doping Code and its International Standards. The Test Distribution Plan will be established on the basis of the consultation and communication between BOCOG and IAAF. The athletes will be selected by target testing and random selection, selection on the basis of finishing position. An athlete may be subject to Doping Control on more than one occasion during the game time, but no more than one control per day(a separate blood and urine test the same day being considered as one control).. All athletes may be tested on a no-advance notice basis at any time and anywhere. Sample analysis will be performed in the WADA accredited laboratory of Beijing. Interviews BOCOG will provide designated areas at all competition venues and the Olympic Village for media organizations to interview athletes or NOC officials. At each competition venue, these interview areas include Mixed Zones and Press Conference Rooms. Athletes may be interviewed in a mixed zone as soon as they leave the filed of play. Requests for media interviews with athletes or NOC officials will be made through either the NOC media attaché or the venue media manager. Interviews can be conducted at Competition venues, the Main Press Center (MPC) or the Olympic Village Media Center. Results Book Results Book file for Athletics will be produced within 10 hours after the end of competition and available on internet with contents regarding the PDF results reports defined in ORIS document for Results Book. IAAF and National Federation representatives will be able to download the Results Book files for Athletics using the usernames and passwords provided by BOCOG. No CD will be produced for this kind of Results Book which is only for one specific sport/discipline. 53 Team Leaders Guide TEAM INFORMATION Team Information Accreditation Accreditation is the process of registering, producing, distributing and validating the Olympic Identity and Accreditation Card (OIAC) that permits the holder access rights and other privileges for the Beijing 2008 Olympic Games. Athletes, coaches and team officials who are in possession of an Olympic Identity and Accreditation Card must bring it with them to the Games and carry it with them at all times. The card represents ownership of a visa and together with a valid official travel document grants entry into China. Validation of the card makes it an official Games Accreditation document, entitling its holder to the rights and privileges it depicts. BOCOG Accreditation will issue a new card, provided that the holder has submitted a written declaration, signed and stamped by the NOC. This declaration may be submitted to 51

56 Athletics any Accreditation Centers. Day Pass The Day Pass is designed to permit temporary access to an Olympic competition venue and is valid for a single venue and only on the day it is issued. Day Passes are issued in the following cases: Accredited individuals who have either lost or misplaced their OIACs or had it stolen and thus require a temporary mechanism to gain access to the venue; Accredited individuals who are required to perform a specific task in an Accredited Zone requiring a different access entitlement to that offered by their OIACs. Process Accredited or registered persons make application to the relevant Venue Accreditation Office before the Venue Accreditation Office is closed one day in advance of the passes are needed. On arrival, the visitor presents at the Venue Accreditation Office an accreditation card and/or official document with photo identification if not accredited. BOCOG distributes Day Pass. Team Leaders are considered an Ao population, meaning that they sit in the Athletes stand (A) at their own sport venues or all venues, where their athletes participate. For other venues, Chef de Mission will have free tickets necessary for seat in Athletes stand. Ceremonies Team Welcome Ceremonies Team Welcome Ceremonies (TWC) will be the official welcome to the Olympic Village for all NOCs participating in the Olympic Games. TWCs are to be held from July 27 to August 7, 2008 in the Village Amphitheater located at the Village Plaza of the Olympic Village. The TWC take place daily between 10:00 and 20:00. BOCOC aims to complete TWCs within 48 hours of the delegations arrival so that all NOCs are welcomed into the Village before the Opening Ceremony. Each TWC may last between 15 to 26 minutes, depending on the number of the participating teams. Having the Village Amphitheater a capacity of 650 people, a maximum of five NOCs may be welcomed at one session. Each TWC will consist of an official welcoming speech by the Mayor or the Deputy Mayor of the Olympic Village followed by the raising of the NOC flag, which will be accompanied by the NOC anthem. The TWC will conclude with a student performance, and upon its completion, the Mayor will invite all guests for a brief reception. Athletes and team officials are encouraged to attend the TWC for their NOC. Team leaders are responsible for ensuring that the athletes and team officials are notified of the time and requirements for the TWC. Teams are required to arrive at the gathering area next to the Amphitheater 15 minutes prior to the scheduled start of the TWC. Ten minutes prior to the start of the Ceremony, teams will parade into the Amphitheater and will be seated accordingly. Opening Ceremony The Opening Ceremony will be held in National Stadium (NST) from 20:00 to 23:35, August 8, During the hours leading up to the start of the Opening Ceremony, Athletes and Officials (not more than six) who will participate into the parade will be transferred via buses from the OLV to the National Indoor Stadium (NIS). Upon arrival, Athletes will be directed to their allocated seating area. Once inside the NIS, all marching Athletes and Officials will be methodically and sequentially called from their seating area and escorted by a team of BOCOG NOC Assistants and Protocol staff to NST. Upon reaching the entrance of the NST, each team Flag Bearer will be presented with his/her appropriate delegation flag and be paired with a team Placard Bearer. Teams shall line up in columns before they enter the NST. As the delegations enter the NST, they shall circle the track. Shortly after their entrance, each delegation shall be introduced in French, English and Chinese. After walking a short distance, teams will pass the VIP Box, before continuing to complete a full circuit of the parade track. Upon completing their journey along the parade track, Athletes will be directed to the center of 53

58 Athletics the field from where they will witness and participate into the following ceremony, including dignitary speeches, the raising of the Olympic Flag, the Olympic Oaths, the lighting of the cauldron. Upon completion of the Opening Ceremony, Athletes will exit the stadium and be transferred back to the OLV via buses. The rules of the Olympic Charter should be highly respected during the process of the Ceremony. All final schedules and other relative information will be provided in the last Chef de Mission Meeting before the Ceremony. Closing Ceremony The Closing Ceremony will be held from 20:00 to 22:00 on Sunday, August 24, 2008 in the NST. During the hours leading up to the start of the Closing Ceremony, the athletes who will participate into the parade (without distinction of NOC) will be divided into four waves and transported by dedicated buses from the OLV to the NST. The delegations in four waves will simply assemble at the holding area (outside the NIS east gate), and access to Marathon Entrance of NST, then flow to four gates. Flag bearers and their guides will enter into FOP orderly from Gate 3 and 4, following by the athletes led by the medalists from four gates of NST. At the conclusion of the Closing Ceremony, buses will be staged around the NIS and ready to transport athletes and officials back to the OLV. The rules of the Olympic Charter should be highly respected during all the process of the Ceremony. All final schedules and other relative information will be provided in the last Chef de Mission Meeting before the Ceremony. Environment Protection On April 7, 2004, Environment Policies of BOCOG Environmental Management System (EMS) was approved by Mr. Liu Qi, BOCOG president. Since then, the preparation and the staging activities have been following the Policies in order to fulfill what the concept of Green Olympics boosts. Green Olympics is one of the three concepts of the Beijing 2008 Olympics Games, which requires: The integration of the sustainable development policy of environmental protection, natural conservation and maintaining ecological balance into Olympic engineering construction, marketing development, procurement, logistics, accommodation, catering and other large-scale events and the minimization of the adverse impact on environmental and ecological systems. Full supporting to the municipal government to consolidate the development of environmental protection infrastructure, improve ecological environment of Beijing City as 54

59 Team Leaders Guide well as enhance the ongoing coordinative development of economy, society and environment. The development of communication and promotion on the environmental protection, encouragement of public participation in environmental protection and the raise of public awareness about environment through the extensive influence and power of the Olympic Games. After the Olympics, demonstration projects of Olympic engineering, innovative environmental management for the delivery of major sports game; the mechanism/system of public participation in environmental protection and continuous improvement of Beijing environment will become a rich and valuable legacy of environmental protection. Athletes can only achieve high-standard performances under good circumstances. To ensure a satisfying circumstance for the Beijing 2008 Olympic Games and to improve the environment of Beijing, comprehensive and intensive measures have been taken by the municipal government and BOCOG. Taking advantage of the preparation and hosting of the Olympic Games to promote the city's economic, social and environmental development, and to improve the environmental quality for the public is the main objective of the Beijing Municipal Government. To realize the objective that Beijing's air quality is satisfying during the Games-time and to meet the national standards and WHO guideline values, the government committed itself to improving the air quality in the past years. It had allocated UD$12.2 billion from 1998 to 2007 in environmental protection and achieved: the annual consumption of natural gas up to 4-5 billion cubic meters; vehicles being subject to the third stage (Euro III) of the national emission standards; three green barriers around the city with the forest coverage rate reaching 50%; a number of newly built sewage disposal plants to manage 90% of municipal sewage; and a number of newly built waste disposal plants to allow the safe disposal of 98% of municipal solid waste. Over the past five years, the city's GDP increased by 144.2%, the number of motor vehicles by 91.1%, the energy consumption by 29.9% and the number of the permanent resident population by 15.9%. The Beijing Municipal Government has gone all out to prevent and control air pollution, focusing on particle pollutants; actively organized and carried out other tasks related to environmental disposal; and strengthened the ecological protection and construction with significant progress achieved in urban infrastructure construction; and industrial restructuring. According to data of the Report on the State of the Environment in Beijing released over the past years, the average levels of four pollutants sulfur dioxide, carbon monoxide, nitrogen dioxide and suspended particles in the air fell by an average of 13.8%, achieving a significant improvement in the environmental quality. Medical services, the public's living standards and living environment are constantly improving. The average life expectancy of Beijing residents in 2006 reached years. According to Environment Policies, great effort has been put forward to the preparatory work to secure the smooth realization of Green Olympics, including green office, route selection for out-door activities, publicity and media reporting, accommodation, catering service, marketing, logistics, large-scale activities, transportation service at the Games-time, route selection for torch relay, venue planning and construction, and environment management by BOCOG. At Games-time, how can participants join in the protection of the environment? Comply with local legislation, regulation, relevant ordinances; In any case, do not throw rubbish (bottles, eating leftover food, packaging, old tires, damaged bicycle parts, etc.), do not discard them in the stadium, court or in the locker room; they should be thrown into the garbage bins, or bringing home; recycle and reuse 55

60 Athletics glass and cans; Conserve water by using it in a multiple way. When having a bath or a shower, do not leave water flowing away all the time: turn off the tap while using soap; Respect and protect flora and fauna etc.; When necessary, turn off lamps or other electrical equipments timely; In any circumstances, not to discard any broken or damaged outfits (shoes, clothing, non-biodegradable synthetic floors and all kinds of accessories) in the stadium or in the natural environment, deal, renovate, or recycle them properly with professional companies; Please esteem the local residents, their living style and customs, understand the local customs, cultures and beliefs. If doubt the route selection, please consult the local residents; In any circumstances, consider the products which are environmental-sound, and meet the sustainable development standard; Do not discharge wastewater directly into the natural environment. Use the sewage treatment facilities, septic tanks or toilets which are cleaned regularly; and Please forward those Measures to other team members. Health Services The Beijing 2008 Health Care Programme has prepared a comprehensive range of medical services to meet the health care needs of athletes, officials, spectators, Olympic Family, sponsors, members of the media and workforce. During the Games, more than 3,000 health care volunteers will deliver these services. The range of services provided by the Beijing 2008 Health Care Programme includes: Health Care Services at the Olympic Village Polyclinic The Polyclinic, located in the Residential Zone of the Beijing Olympic Village, will offer a comprehensive range of health care services and interpreter service at no charge, and will be operating from July 20 to August 27, This service will offer immediate care to all the accredited persons with access to the Residential Zone of the Olympic Village. At the discretion of the athlete, BOCOG will report all episodes of care provided at the Polyclinic to the appropriate NOC medical staff. Health Care Services at Competition Venues for Athletes and Technical Officials The athlete medical station will provide health care services ranging from sports medicine through to the initial care of life threatening conditions to all persons with Back of House and/or Field of Play access. The Olympic Village Polyclinic will support this station. The Health Care Services team working in these stations will have a sound knowledge of sports medicine and International Sports Federation medical requirements for the specific sport. This team will comprise doctors, nurses and physiotherapists, and be supported by on site ambulance services for the transfer of acutely ill and/or injured persons. Athletes may be transferred to the Polyclinic for more comprehensive medical assessment and care. These services will be supported by the Olympic Hospital Network where necessary. On site health care services will not be provided in the residences of athletes who choose not to stay in the Olympic Village. Health Care Services at Olympic Training Venues Health care services at Olympic training venues will operate during the official training schedule. Health care at each training venue will be provided in line with the medical requirements of the particular International Sport Federation, and will be supported by the ambulance service. The Beijing 2008 Health Care Programme will operate during all official training periods. Athletes training in unofficial training sites or outside official training periods will not be supported by the Health Care Programme. Heat The Beijing 2008 Olympic Games will be held during the Chinese summer, when temperatures may range between degrees Celsius. The Beijing 2008 Health Care Programme advises all NOCs to remain mindful of the impact of the weather on all members of their team, especially athletes during training and/or competition. For heat emergencies, ice will be prepared at each venue athlete medical station. Health Care Services at Beijing Capital International Airport Health care services at Beijing Capital International Airport are designed to compliment the existing on site health care services. The services will provide first line medical care, including resuscitation, and be supported by the on site ambulance service. The facility will operate during peak arrival times and during peak departure days from the Closing Ceremony to the closing of the Olympic Village. Emergency Medical Services and Transportation The Beijing Emergency Medical Center will undertake the transfer of ill or injured persons from all official Olympic sites. Ambulance crews and ambulances will be present at all competition venues, training venues and the majority of non-competition venues. Olympic Hospitals Network 57

The hospitalization of any person who individually refers to a dedicated Olympic Hospital or any other Chinese hospital may fall outside this monitoring process. Medical Expenses Policy for Olympic Family BOCOG in conjunction with relevant government agencies is responsible for the provision of free of charge hospital care to certain categories of Olympic Family members*. The benefits of this coverage include: Free transportation from an Olympic venue to a dedicated Olympic Hospital; Free treatment in a hospital that is part of the designated Olympic Hospital Network, equivalent to that of a public patient in a public hospital Free emergency and outpatient services in a hospital that is part of the designated Olympic Hospital Network, equivalent to that of a public patient in a public hospital Free medication during the hospital stay, equivalent to that of a public patient in a public hospital. This coverage is for acute illnesses and injuries and emergencies occurring during their stay in Beijing and the co-host cities for the Olympic Games. 58

63 Team Leaders Guide The period of coverage for the accredited members of the Olympic Family will start with the opening of the Olympic Village on July 27 and ends with the closing of the Olympic Village on August 27, 2008, with special consideration given to Chefs de Mission and their assistants who may arrive on/after July 20 to set up team accommodations within the Olympic Village. Outside of this period, it is advisable that all members of the Olympic Family carry private health insurance to cover potential health care expenditures, including ambulance transport and hospitalization. Furthermore, private health care provision and private consultations, outside the aforementioned arrangements are at the expense and risk of the individuals. *Olympic Family categories that are covered include: IOC, IF, NOC, TOP (white accreditation card), OC, O, B, J, Aa, Ac, Ao. Non Smoking Policy BOCOG has committed to achieving a smoke-free environment for the Games. A Non-Smoking Policy will be implemented. This policy directly applies to all Olympic competition, training and non-competition venues. There will be designated smoking areas that will meet fire safety requirements in all venues. This policy reflects both Chinese legislative requirements and sport expectations regarding the hosting of a healthy sporting event. In addition, the IOC supports this policy. Gender Verification In the event that the gender of a competing athlete is questioned, the medical delegate (or equivalent) of the IOC MC shall have the authority to take all appropriate measures, for the determination of the gender of that competitor. It is understood that a confidential case-by-case evaluation will occur. Language Services The official languages of the Beijing 2008 Olympic Games are English, French and Chinese. Language Services Programme provides the Olympic Family with the following: Language Services at Venues Language Specialists (volunteer interpreters) offer language facilitation in about 40 languages. They will be based at all competition venues and some of the non-competition venues to assist the Olympic Family members with any language problems they might encounter. Professional Interpretation Consecutive or simultaneous interpretation will be provided for medal round Press Conferences at the venues. The language pool includes Chinese, English, French, German, Italian, Japanese, Korean, Portuguese, Russian, Spanish and Arabic. Multilingual Switchboard Multilingual Switchboard (MLSB), which offers interpretation over the telephone in about 40 languages, is available to members of Olympic Family/Paralympic Family, functional staff in all competition and non-competition venues. MLSB does not provide services to those interpretation demands occurred out of the working places or irrelevant to work. The Main Press Center (MPC) covers the under ground levels, ground level and some part of level two of the four-building Commercial Complex of the National Convention Center which is located at the west flank of the Beijing Olympic Green and close to the International Broadcast Center (IBC), the National Stadium, the National Aquatics Center and the National Indoor Stadium. As the headquarters of the written and photographic press during the Olympic Games, MPC will be open on July 8, 2008, one month prior to the Games and operate 24 hours a day two weeks ahead of the Opening Ceremony. MPC serves the media with facilities including: Main Lobby services such as the Main Help desk, News Desk, Retail Outlets, a Bank and a Service Center, a Press Workroom for 1000 journalists, the KODAK Image Center and photo workroom, Press Conference Rooms and simultaneous interpretation, catering areas, INFO2008 system covering results and Games news, CATV coverage from the competition venues and private offices for press agencies renting. 61

66 Athletics Operational Period MPC Soft Opening Tuesday, July 8 Lockdown Thursday, July hour operations commence Friday, July 25 MPC Closing Wednesday, August 27 Press Conference Facilities The MPC consists of five press conference rooms. The Main Press Conference Room with 800 seats for the press is on level two and is accessible by elevator and stairs from the MPC VIP entrance on ground level. The Joint IOC-BOCOG 2008 Briefing will be held here each morning during the Games. Simultaneous interpretation will be offered in eight different languages, including Chinese, English and French. The second largest press conference room with 200 seats and other three press conference rooms, each of an 80-seat capacity, are all adjacent to the Main Press Conference room, where consecutive interpretation is offered. Guest Pass Office The MPC Guest Pass office is located at the north to the secondary entrance (north entrance) of MPC. MPC Guest Pass requests for accredited individuals must be made 24 hours in advance while non-accredited individuals 48 hours. Passes will be valid for one day only. Olympic Village (OLV) Beijing Olympic Village (OLV) is located at northern Beijing and is the main part of the Olympic Green. It covers about 66,000 square meters and lies adjacent to the Olympic Forest Park to its north and the major Olympic venues to its south. Beijing Olympic Village is the main village among the three Olympic Villages Beijing Olympic Village, Qingdao Olympic Village and Hong Kong Olympic Village for the 2008 Olympic Games, where Delegation Registration Meetings, Team Welcome Ceremonies, Chef de Mission Meetings as well as major cultural activities will be held. The Olympic Village is separated into northern part and southern part by an east-west road. The southern part is composed of 42 apartment buildings, Residential Centers and Administration Tower. The northern part houses the Welcome Ceremony Plaza, the Mayors Office and Truce Wall. Beijing Olympic Village includes three neighboring zones, namely the Residential Zone, International Zone and Operational Zone. Accreditation will be checked when entering another zone. Residential Zone The Residential Zone provides residential services for the delegations, including: 62

This includes bed-making, bedroom-cleaning, rubbish bin-emptying, dusting and vacuuming as well as bathroom-cleaning. Resident Centers Three Super Resident Centers and nine Resident Centers offer various services with relevant facilities which include Front Desk, Lounge Area, Public Payphone, TV Rooms and Business Center. Super Resident Center also provides Meeting Room, Internet Café and Electrical Games Room. The Front Desk and Lounge Area operate around the clock. Laundry Service Free of charge laundry services will be provided to all residents. The laundry collection desk will be available at the western and the central Super Resident Centers. NOC Services Center NOC Services Center offers one-stop-shop services to the NOC Chefs de Mission and/or designated persons via facilities available at the NOC Services Center including service desks of Transport, Rate Card, Technology Logistics, Finance, Catering, Protocol, Arrivals and Departures. Sports Viewing Room In this room, NOC athletes and team officials can get video viewing and DVD copy services to analyze and view sports events video. Sports Complex Sports Complex is composed of Gymnasium, Swimming Pool, Tennis Court, Jogging Route, Basketball and Volleyball court. Religious Center Five main Religious services are available at the Religious Center including Buddhism, Christianity, Hinduism, Islam and Judaism. Entertainment Center The center will include Village Club, Entertainment Room, DVD Lounge and Electrical Games Room. Catering Service The Main Dining Hall will operate 24 hours a day. The menu caters to different dietary requirements for athletes and team officials with different ethnic, religious backgrounds. The Casual Dining Hall is located in the southern Residential Zone and the village bar, located in the Village Club provides a variety of non-alcoholic drinks and snacks free of charge. International Zone International Zone provides recreational and retail services for athletes, team officials and guests. It is also an important place for holding Team Welcome Ceremonies and for media and guests visits. Services and related facilities provided in the International Zone include: Bank, Post Office, Courier Service, ATM Service, Calling Center, Internet Café, Photo Shop, News Stand, Tourist Information Center, Air Ticket Office, Box Office, Café and Chinese Tea House, Dry Cleaning, Florist, Hair Salon and General Store. 63

68 Athletics Operational Zone Operational Zone is the area providing support services for the effective operation of Olympic Village. There are Parking Lots, Welcome Center, Guest Pass Center, Transport Mall and Logistics Center. Parking Lots: The West and East NOC Parking Lots provide NOC with about 1000 parking spaces. Welcome Center: The Multi-functional Welcome Center provides services including arrivals and departures, accreditation and Delegation Registration Meeting. Guest Pass Center: Guest Pass Center is located in the Main Entry. It is responsible for the issuance of NOC Guest Passes. Media Center: Related services and facilities will be provided for accredited media. Press workstation provided in the Media Center is to satisfy Media needs of interviewing NOC officials and athletes. Moreover, the center will send out the media guest passes. * For more detailed services in the Olympic Village, please refer to Olympic Village Guide which is provided free of charge in the Olympic Village. Security Security at Competition and Training Venues The public security authorities of Beijing will provide 24-hour security service at all competition venues and training venues. At the same time, there will be security service volunteers stationed in and outside the venues to ensure your safety. Physical barriers (fencing and guardrails) are set up around the perimeter of all competition and training venues (clusters). For increased security, alarm systems and closed circuit TVs will be installed along the perimeters and in public areas of the venues. Security measures at the entrance of the Olympic venues include security screening for persons, vehicles and valid tickets. No person or vehicle is allowed to proceed without proper accreditation or undergoing the security check. Emergency report stations located in the venues provide security advice, and deal with security issues and reported cases at the venues. Security at Olympic Village As the security for the Olympic Village is of top priority, the level of security there is the highest of all the security work of the Olympic Games. The Beijing Municipal Public Security Bureau and armed police forces are responsible for enforcing security measures. 64

69 Team Leaders Guide Physical barriers (double fencing and guardrails) are set up around the perimeter of the Olympic Village. The fences are set three metres apart. For increased security within and around the Olympic Village, high-tech surveillance equipment, such as revolving cameras and 24-hour monitoring stations will be installed in public areas. In addition, security personnel will patrol these areas on a 24-hour basis. All persons, articles and vehicles are subject to accreditation and security checks. During the Village opening period, security personnel responsible for security screening, order maintaining and handling emergency situations will be stationed at every entrance and exit. Vehicles entering the Village will undergo a security check for explosives to ensure that dangerous articles do not enter the Village. Security and traffic command centers and emergency report stations will be available to provide security advice and deal with reported cases at the Village. Prohibited and Restricted Items in the Venues Prohibited items include: guns, ammunition and explosives; crossbows, knives, replica guns and other articles, which are controlled under Chinese laws; combustible or explosive items such as fireworks, petroleum and alcohol; Toxic, corrosive and radioactive chemicals; harmful biological agents, epidemic pathogens and other dangerous organisms; heroin, cocaine, marijuana, methylaniline (ice) and other narcotic and psychotropic drugs; other articles that are listed as prohibited items under Chinese laws and regulations. Restricted items include: fragile articles and containers such as bottles and glasses, thermo-bottles and boxes; soft-packed and canned drinks, especially alcoholic drinks; an excessive amount of food that can be used for throwing or food that can disrupt the competition (such as a large quantity of fruit or eggs); banners and slogans in any form, including but not limited to publicity materials for businesses, religious and/or political purposes; vehicles other than strollers and wheelchairs, including but not limited to electronic bicycles, motorcycles, bicycles, skate boards, etc.; animals (excluding animals used for service, such as guide dogs); musical instruments, including musical instruments for performance, whistles, trumpets, drums, etc.; bats, long sticks and sharp-edged objects, which may cause injury to others; balls, rackets, frisbees and similar items; large suitcases or handbags which may cause obstruction in the seating area; flags from countries or regions that are not participating in the Olympic Games; flags larger than 2m X 1m; flag poles longer than 1m; any unauthorised professional video equipment and supporting racks for cameras and video cameras; unauthorised items such as radios, laser equipment, sound amplifying equipment, walkie-talkies and other radio equipment; other items that may breach venue safety. Olympic Green Security All the Olympic Identity and Accreditation Cards will be validated on July 8. Accredited NOC delegates with valid accreditations must undergo security checks to gain access to the Olympic Green and the Olympic Forest Park. The Olympic Forest Park will be open from 8:00 to 20:00 every day. Please cooperate with the security staff. All articles must be screened before entering the Olympic Green. Please do not take food or drinks into the Olympic Green. The following items are prohibited in the Common Domain of the Olympic Green (If the following listed items are found, they will be subject to the disposal of the security staff according to relevant laws): Guns, ammunition, knives and other cutting instruments controlled by law; Bats, long sticks and sharp-edged objects, which may cause injury to others (except for sports equipment and repair tools, apart from competition weaponry); 65

70 Athletics Combustible or explosive items; Corrosive and radioactive materials; Other articles that are listed as prohibited items under Chinese laws and regulations. The following items are not allowed to be taken in the Common Domain of the Olympic Green (If found, these items will be required to be discarded or must be taken away by the holder): Any banner or slogan, including publicity materials of a commercial, religious or political nature; Any vehicle, except for strollers and wheelchairs; Unauthorised electronic and cluster signaling devices, such as broadcast equipment, walkie-talkies and radio equipment and any other devices that may interrupt the operations of the Olympic Green. Animals (excluding service animals, such as guide dogs for persons with visual impairment). Road Safety In China, people drive on the right hand-side of the road. It is extremely dangerous to get out of or in the car from the left-side if the vehicle is parked on the side of the road. Motor vehicles and non-motor vehicles must stay in lane, and pedestrians must walk on the pavement. If there is no pavement, pedestrians must keep to the side of the road. Cyclists should refrain from riding their bikes on the pavement or across zebra crossings. Pedestrians should use zebra crossings, underpasses and pedestrian overpasses when crossing roads. It is forbidden for pedestrians to enter motorways or main ring roads. If traffic police are present, please follow their signals. Please watch out for pedestrians. Parking is forbidden in all areas, which are not designated for parking. It is forbidden to drive under the influence of alcohol or when tired. It is forbidden to use non-motor vehicles when inebriated. All drivers must possess a Chinese driving license or a temporary driving permit. Foreign and international driving licenses are not applicable in China. If stopped by the police, please cooperate with the police by showing your driving license and ID card. Security Notices Please hold on to your personal belongings. Keep your accreditation card on you at all times so that the police can assist you in an emergency situation. Ticket Sales Tickets for the Beijing 2008 Olympic Games are available for all clients who are in Beijing and other co-host cities during the Games time. 71 Team Leaders Guide Transportation Arrival and Departure Shuttle bus services are provided for athletes and team officials between airport and Olympic Village from July 27 to August 27, During the peak hours of arrival and departure, on demand bus service is provided. Training and Competition Transport services are provided for athletes and team officials between Olympic Village and all competition and training venues. Athletes and team officials of individual sports can take the shuttles at Olympic Village Transport Mall to the competition and training venues. And dedicated buses will be appointed to each team who will attend team sports for competition and training. Team bus leaves from the Olympic Village Transport Mall. BOCOG provides transport services for accredited athletes and team officials who reside in the additional official hotels to the Olympic Village where they can travel via the athlete transport system to competition and training venues. Athletes and team officials who do not reside in the Village and As official hotels should go for training and competition all by themselves. Transport to Opening and Closing Ceremonies On the days of Opening and Closing Ceremonies, transport services between Olympic Village and National Stadium will be provided for all the athletes and team officials. The detailed information on transport will be informed to all the NOCs in time. Olympic Village Transport Mall Olympic Village Transport Mall, located in the International Zone of the Village, houses 74 bus bays designated for different sports and venues together with a drop off area. In-village Transport From July 20 to August 27, in-village transport services are operated for all accredited clients and guests staying in the Village. In-village bus stops are set up at the main intersections and facilities in the Village. 72 Athletics at night 20 min Spectating Transport Services Spectating transport services between Olympic Village and competition venues are ready for athletes and team officials who are going to attend the sport events as spectators. For those to spectate their sports Athletes and team officials of individual sports can take the shuttle buses to the competition venues with the priority of competing athletes. Athletes and team officials of team sports can use the buses appointed to each team to the competition venues. For those to spectate other sports Shuttle bus services between the Olympic Village and competition venues are available. Other Transport Service Shuttle bus services will be provided for athletes and team officials between Olympic Village and downtown. Public Transport During the Games time, athletes and team officials with their valid accreditation can enjoy free public transport services. Shuttle Bus Schedule Shuttles schedule for athletes training and competition are developed according to the time of competition and training with full consideration of specific requirements of each sport. During the Olympic Games, athlete shuttle system is operated according to the certain schedules. Competition shuttle schedule will be adjusted accordingly to suit the changing of competition time. BOCOG Transport will take every effort to adjust the training bus schedules upon the request of NOC delegations. Only NOC designated members are qualified to propose such change requests, and such requests should be submitted before 17:00 one day in advance at Sport Information Center of the Olympic Village. 68
