4 Welcome message from... the IPC President Dear members of the Paralympic Family, dear friends, On behalf of the International Paralympic Committee (IPC), I want to welcome you to the London 2012 Paralympic Games. The Games are coming home to the country where it all started with Sir Ludwig Guttman organising sporting events for veterans of World War II. Ever since, the Paralympic Games have been an exceptional success story and London will write the next chapter in this story. Over the course of 12 days, London will be at the heart of the Paralympic Movement, welcoming more than 4,200 athletes from more than 150 countries to compete against each other at the highest level Paralympic sport can offer. The iconic London venues will provide a spectacular background for our athletes to showcase Paralympic sport at its very best and true Paralympic spirit in motion. During each sporting performance at the London 2012 Paralympic Games, you will see the triumph of Paralympic passion, fair play and camaraderie in an environment where Paralympic athletes will inspire and excite the world. This Paralympic Family guide will better facilitate your stay during the Paralympic Games, providing a wealth of information and basic facts for easy reference. The construction of the Olympic Park, centrepiece of our Games, has been the catalyst for the single biggest transformation in London for more than a century. 8 The Paralympic Movement History of the Paralympic Games In 1948, Sir Ludwig Guttmann organised a sports competition for World War II veterans with spinal cord injuries in Stoke Mandeville, England. Four years later, competitors from the Netherlands joined the Games and an international movement was born. Now called the Paralympic Games, Olympic-style Games for athletes with a disability were organised for the first time in Rome in In Toronto in 1976, other disability groups were added and the idea of merging together different disability groups for international sport competitions was born. Today, the Paralympic Games are an elite sport event for athletes from various disability groups. The Paralympic Games have traditionally been held in the same year as the Olympic Games. Since the Seoul 1988 Paralympic Games and the Albertville 1992 Paralympic Winter Games the Games have also taken place at the same venues as the Olympic Games. On 19 June 2001, an agreement was signed between the International Olympic Committee (IOC) and the International Paralympic Committee (IPC) securing this practice for the future. The Paralympic Games today are the second biggest sporting event in the world, attracting millions of spectators. International Paralympic Committee The International Paralympic Committee is the global governing body of the Paralympic Movement. The IPC organises Paralympic Games held in both the summer and winter, and serves as the International Sport Federation (IF) for nine sports, for which it supervises and coordinates world championships and other competitions. The IPC is committed to helping Paralympic athletes achieve sporting excellence and developing sport opportunities for all people with a disability from beginner to elite level. In addition, the IPC aims to promote the Paralympic Values, which are courage, determination, inspiration and equality. Founded on 22 September 1989, the IPC is an international non-profit organisation formed and run by more than 160 National Paralympic Committees from five regions and four disability-specific international sport federations. 14 Wheelchair, orthotic and prosthetic repair service A wheelchair, orthotic and prosthetic repair service will be available to athletes, NPC team officials, IPSF Games officials and Paralympic Family members. Repairs will be conducted free of charge on damage to wheelchairs, orthotics or prostheses that, if not carried out, would either prevent the athlete from competing in their event or would prevent any client from achieving their usual level of independent daily living. A repair centre will be open at each of the Paralympic Villages as follows: Paralympic Village: 22 August-12 September 2012 (daily from ) Paralympic Sailing Village: 22 August-8 September 2012 (daily from and ) Paralympic Rowing Village: 22 August-4 September 2012 (daily from and ) Repair centres at competition venues will provide basic repairs and spare parts to facilitate an athlete s readiness for competition. Repair centres at the venues will be open from one day prior to the start of competition until the last day of competition. All pre-competition repairs will only be conducted at the Paralympic Villages. Repair services will also be available for the Paralympic Family at the Paralympic Family Hotel through an on-call basis from 22 August-12 September 2012 from Any member of the Paralympic Family requiring this service should contact the Paralympic Information Desk. Paralympic Family transport services Transport Desks Transport Desks are located in the lobby of both of the Paralympic Family Hotels (Grange St. Paul s Hotel and Grange City Hotel), each Paralympic Family Lounge at all competition venues and in the primary hotel at the Weymouth and Portland Sailing venue. These desks provide information on all T1, T2, T3 and TP transport services. Transport Desks can also be found at the NPC Services Centre at all Villages operating according to the opening dates of each Village. 17 T3 service T3 service consists of both shared car and coach services. T3 car services are available for all destinations within the city area (London) and for all destinations within Weymouth and Portland, as listed on the T3 official destination list for London. T3 vehicles will be staged and ready for departure from the T3 load zone for the use of T1, T2 and T3 accredited clients. Venues requiring a reservation are listed in the T3 destination list. Transport recommend reservations are placed at least four hours in advance in order to ensure service. Service is for one-way travel only and cars cannot remain with the client. Reserved vehicles will wait 15 minutes for their client. The client will be responsible for arriving at the load zone within that 15-minute period. The driver will display the client s name in the window, therefore the client will need to identify him/herself to the driver waiting in the vehicle. If the client has not arrived at the pre-booked load zone within the 15-minute timeframe, then the reservation will be cancelled. Paralympic Family guide 17

Opening and Closing Ceremonies The Opening and Closing Ceremonies will take place on 29 August 2012 and 9 September 2012 respectively. A return coach service is provided to Paralympic Family Hotels. T1, T2 and T3 cars are not available to use for these events. Transport information, including departure times, will be displayed at the Transport Desks in the Paralympic Family Hotels. Clients should ensure that they have their accreditation card and ceremony ticket to access the transport services provided as these will be checked before departure from the Paralympic Family Hotel. The use of public transport is strongly recommended if a client's accommodation is located close to the Olympic Park. 19 Paralympic Family Shuttle service Olympic Park T3 vehicles will not have access to the individual competition venues within the Olympic Park. Clients will be able to alight in the T3 load zone located outside the secure perimeter and walk to the Pedestrian Screening Area where they will follow the signage to the Paralympic Family Shuttle. The Shuttle will be available for all T3 clients requiring access to areas within the Olympic Park. T3 clients with accessibility needs will be allowed to enter the Olympic Park and access each competition venue in a wheelchair accessible vehicle. T1 and T2 vehicles can access the individual competition venues at the Olympic Park. Sailing co-host City travel T1, T2 and T3 services in Weymouth and Portland T1 and T2 clients are able to use their T1/T2 service to travel to Weymouth and Portland for the Sailing competition, but only if their drivers stay within the 12-hour working day limit and by prior authorisation from the Paralympic Family Assistant (PFA) programme. T1, T2 and T3 clients can book their transport via the Paralympic Information Desk in the Paralympic Family Hotel (PFH). A return T3 coach service will be provided. T3 clients accommodated in Weymouth and Portland can use the city s dedicated T3 vehicles by making a reservation through the T3 call centre. The shuttle will operate on competition days only. For a full day-by-day schedule and more information on the T3 service to Weymouth and Portland please check with the Transport Desks. 21 Arrival information LOCOG has selected London Heathrow Airport (LHR) as the official port of entry for the London 2012 Games, where a full range of arrival and frequency-based transport services will be available. LOCOG s services at Gatwick Airport, City Airport, Stansted Airport and St. Pancras International (Eurostar trains) will be limited, as outlined below. In order to provide the best possible arrivals and departures experience, it is essential that Paralympic Family members provide complete and accurate information on their travel plans via a web-based Arrivals and Departures System (ADS). In addition, a telephone helpdesk is available for updates to the ADS or other arrivals queries. The helpdesk will operate from 25 June-14 September 2012, To contact the help desk, please call +44 (0) or fax +44 (0) Heathrow Airport arrivals All Paralympic Family members will receive a warm welcome on arrival at London Heathrow Airport. Directional guidance, dedicated lanes at immigration, an accreditation validation service, baggage assistance and onward transport services will be available from all terminals. On arrival, clients with an airside meet and greet entitlement will be welcomed at the end of the jetty by a volunteer holding a sign with the client s name on it. The volunteer will provide an escorted service through the airport to the client s car. Clients should bring their Pre-Valid Card with a valid passport when travelling to the UK it will demonstrate their status as a Paralympic Family member to both airline carriers and the UK Border Agency (UKBA) and will act as a visa waiver. Therefore, Paralympic Family members should remember to carry their Pre-Valid Card with them in their hand luggage and not in their check-in luggage. If the client normally requires a visa to enter the UK and has not previously supplied the Border Force with biometric data, this will need to be collected at the UK border. T3 transport services will be available to all clients arriving via Heathrow Airport clients with T1 or T2 transport entitlement will be able to activate their transport service at the Paralympic Family Hotels. The T3 transport system offers services to the Paralympic Family Hotels, as well as a number of T3 drop-off points at other hotels and venues throughout London. Airport validation counters will be available at the international terminals of London Heathrow Airport for accreditation card validation. Please see the Accreditation section for operating hours. Arrivals at other ports of entry For members of the Paralympic Family arriving at Gatwick Airport, City Airport, Stansted Airport or St. Pancras International, LOCOG has worked closely with each of these ports to offer a level of meet and greet service. 22 However, it is not possible to guarantee this due to resource constraints. There will be no accreditation validation facility at any of these entry points this is limited to the official port of entry only. However, Paralympic Family members can validate their accreditation at the Paralympic Family Hotel, or any Games venue. Once the client has cleared customs, LOCOG will provide a pre-bookable transport service to any of the T3 drop off points for T1, T2 and T3 eligible clients. To book this service, clients must input their final, confirmed flight details into the ADS at least seven days in advance. Please note that since this is a bespoke transport service, we urge clients to provide as much notice as possible to ensure the smoothest possible transition to their onward destination. The London Ambassador programme (operated by the City of London) will have a London 2012 branded presence in the Arrivals Hall of each of these ports with which LOCOG will be liaising. Please note that LOCOG is not able to facilitate arrivals at any other port of entry. Departure information LOCOG encourages all Paralympic Family members to depart from Heathrow Airport, the official port of exit. LOCOG will provide T3 transport from official T3 destinations to all Heathrow Airport terminals. This service will be available for the duration of the Arrivals and Departures Service period. It is vital that the ADS is kept up to date with departure plans to ensure resources are available to provide clients with the services they require. T1 and T2 transport services will be available to clients with appropriate entitlement. T3 transport services will be a mixture of coaches and cars. Clients should check with the Paralympic Information Desk or the Transport Desk in the Paralympic Family Hotels for advice on departure times or any other departure information. Airport check-in Online check-in is recommended to ease the process through the airport. Paralympic Family members are requested to check the availability of online check-in services on their chosen airline s website. Clients who do not use an online check-in service, or where the service is not available, should check in for their flight according to standard airline procedures. Airport security procedures Please ensure that any liquids carried in hand baggage are in containers of 100ml or less and can fit in a clear plastic bag (provided at the airport) when presented to airport security staff. 22 Paralympic Family guide

23 Accreditation Pre-Valid Cards For those organisations that submitted their delegation s accreditation data on time, accreditation wallets containing a Pre-Valid Card will be issued to the nominated contact in June 2012 for distribution. Each person should bring the whole accreditation wallet as it will also include an Oyster card, allowing access to public transport in London, and an information card. Access to the Paralympic Family Hotel The official Paralympic Family Hotel is the Grange St. Paul s Hotel, London EC4V 5AJ. Accreditation is not required to access the Paralympic Family Hotel. However, access to the IPC offices at the Grange St. Paul s hotel may be restricted and require an additional sticker on the accreditation card. Stickers may be issued by the IPC. Paralympic Family Accreditation Centre The Paralympic Family Accreditation Centre is located inside the Paralympic Family Hotel. Services: Card validation, card production, reissue of lost/stolen cards, issue resolution. The Paralympic Family Accreditation Centre is set up to provide Paralympic Family members with a high-level, dedicated and complete accreditation service to meet their needs and solve any possible issues. Please note: a pre-printed accreditation card (or Pre-Valid Card) is not valid for accessing any Paralympic venues before the participant has the pass activated through the accreditation process. Opening and Closing Ceremonies tickets Complimentary tickets pick-up schedule Complimentary tickets are distributed by the IPC to its members and guests as well as OC categories. To collect complimentary tickets, a PIAC must be presented. The Paralympic Information Desk at the Grange St. Paul s Hotel will be the distribution point for Opening and Closing Ceremony complimentary tickets. Complimentary tickets for the Opening Ceremony one for each NPC President and Secretary General and for their accompanying NPC guests; and one for each IPSF President and Secretary General and for their accompanying guests will be distributed on 28 and 29 August. Please note that an accreditation card must be presented. The Paralympic Information Desk must be informed in advance if a representative is sent to collect complimentary tickets. The representative must present his/her PIAC and the PIAC of the person entitled to the complimentary tickets. Alternatively, the representative must present his/her PIAC and an official letter signed by the person entitled to the complimentary tickets authorising the representative to pick them up on his/ her behalf. Closing Ceremony tickets will be available for collection from the same place on 8 and 9 September 2012 under the same conditions as Opening Ceremony tickets. 26 Medical services Paralympic Family medical insurance Hospital and ambulance services will be provided free of charge by the UK National Health Service (NHS) from 9 July to 12 September 2012 for acute illnesses and injuries or acute exacerbations of pre-existing illnesses or injuries. Treatment of stable, pre-existing conditions will not be covered under this agreement. All Paralympic Family members are covered under this agreement. Paralympic Family members should obtain private medical insurance outside the time period defined above. LOCOG will provide repatriation insurance from 9 July to 12 September 2012 for the above mentioned groups. This insurance will provide free air travel home, with accompanying medical specialists if necessary, and also the cost of bringing a relative from overseas to be with the sick person. In the event of death, repatriation insurance will cover the cost of transporting the body home. Arrangements will be coordinated by LOCOG. Medical services at the venues Medical services at competition venues Paralympic Family members will be treated by the closest accessible spectator medical team to them in the venue. Emergency services will be available for Paralympic Family members at competition venues; if a hospital transfer is required, Paralympic Family members will be taken to the designated Paralympic Family hospital. Medical services at non-competition venues Opening and Closing Ceremonies Medical services will be provided to all groups at the Opening and Closing Ceremonies, and will be tailored to the different groups and their needs. Ambulances will support this response. London Heathrow Airport The statutory ambulance service will provide a comprehensive medical service at London Heathrow Airport, the official port of entry for the London 2012 Paralympic Games. The service will be enhanced for the Games with direct reporting lines to LOCOG s Senior Manager for Medical Services. International Broadcast Centre/Main Press Centre (IBC/MPC) A 24-hour family practice service will be available at the IBC/MPC, and a roaming first response team will be available to attend to incidents in both centres. A pharmacy will be available in the retail area, where press and broadcast personnel may purchase over-the-counter products and have prescriptions dispensed. Medical station at the Paralympic Family Hotel A 24-hour family practice service will be available in the main Paralympic Family Hotel, the Grange St. Paul s. The Paralympic Family Clinic will be located on the 3rd floor in bedroom 301. In the event of an emergency, Paralympic Family members would be transferred to University College Hospital or the appropriate hospital in a specified care pathway. 26 Paralympic Family guide

27 Medical services in the Villages The polyclinics at the three Villages will be open from 22 August. The Paralympic Rowing Village polyclinic will close at on 4 September; the Paralympic Sailing Village polyclinic will close at on 8 September; and the Paralympic Village polyclinic will close at on 12 September. Emergency services at the polyclinics will be available 24 hours a day, with all other services available from until The services will also be available to IPSF Games officials who will be residing in the Villages. During the Games transition period and the Village soft opening period, emergency services will be provided through the polyclinic at the Paralympic Village in Stratford only. 28 LOCOG Medical Headquarters Medical services will be coordinated through Medical Headquarters (MHQ), located within the polyclinic at the Paralympic Village in Stratford. The centre will be operational 24 hours a day from on 22 August until on 12 September. The MHQ will: Maintain a constant network of communication with all venues across the UK (competition venues, non-competition venues and polyclinics). Coordinate staffing, logistics administration and resource management for the medical and healthcare programme, including public health matters. Monitor medical activity across all medical services, and resolve both escalated issues and NPC-related issues. Report directly to the Main Operations Centre (MOC), the Chairperson of the IPC Medical Committee and LOCOG s Chief Medical Officer, and communicate as needed to NPC Chief Medical Officers, either directly or through NPC Services and Relations. Assist in the coordination of emergency responses. Maintain communications and networks with UK external agencies, including the Health Protection Agency (HPA), the Department of Health, the designated Paralympic Family hospitals and the ambulance service. Designated Paralympic Family hospitals Hospital care is free during the period from 9 July to 12 September. Paralympic Family delegates should ensure they have healthcare insurance outside these dates. 66 Paralympic Family Lounges Paralympic Family Lounges will be available at each competition venue during the Games. Accredited guests with zone 6 will have access to these lounges. Food and beverages, Info+ terminals, printed results and cable TVs will be provided in all lounges. In addition, there will be a Paralympic Family Information Desk in every lounge providing transport, venue and competition-related information to Paralympic Family members. The lounge opens one hour before competition and closes one hour after competition or the end of the victory ceremony. Seating There will be dedicated Paralympic Family Stands in each competition venue for Paralympic Family members. The stands will be divided into Official Stand (O) and Federation Stand (F). Venue Protocol staff will be on site to direct guests to their designated seating area according to the seating privileges indicated on their accreditation cards. The stands open one hour before competition and close one hour after competition or the end of the victory ceremony. Safety and security Although you have accreditation, you will still need to go through security checks when you arrive at London 2012 venues, and you and your bags will be searched. We want everyone to have a safe and enjoyable Games, so there are certain items you can t bring into venues. 68 Paralympic Villages During the London 2012 Paralympic Games, there are three Villages to accommodate the athletes, NPC team officials and IPSF Games officials: the Paralympic Village, the Paralympic Rowing Village and the Paralympic Sailing Village. Protocol Office All protocol issues are handled by this office. The Mayor and protocol team are based at this office. The Paralympic Village protocol office is the welcome point for all eligible Paralympic Family members who visit. Operating period: 22 August-12 September Operating hours: It is located in the main entry to the Village Plaza (formerly known as the International Zone) of the Paralympic Village. Team Welcome Ceremonies Team Welcome Ceremonies are organised in order to welcome the athletes and NPC team officials to London. They are held in the Village Plaza of the Paralympic Village from August. Paralympic Family members without access to the Paralympic Village who wish to attend a Team Welcome Ceremony need to be included in the respective NPC guest pass list for that day. Protocol assistance Protocol staff will be available at the Paralympic Village to provide protocol assistance to eligible Paralympic Family members and their guests. This includes hospitality services in the Protocol Lounge, collection and distribution of guest passes and a tour of the Village, if desired. Dignitaries accredited in the NPC category and IPC guests will be granted access to the Paralympic Villages through their NPC or the IPC, within their respective guest pass daily quota. All guest pass requests must be submitted to the respective NPC Chef de Mission or IPC liaison to be entered into the guest pass website portal (GUP) no later than on the day prior to the visit. After the system will not allow requests to be submitted for the next day. The tours are available daily from 30 August-8 September from Protocol tours start from the Protocol Lounge and last 40 minutes. They are conducted in English by protocol staff for individuals or groups of up to 15 people and include a guided walk through the Village Plaza. Paralympic Family members and guests who wish to use the Protocol team s tour service need to communicate their request through their NPC Chef de Mission, IPC liason, or IPSF Technical Delegate by on the day before the intended visit. Some of the duties of the Mayor are ceremonial and protocol related, while others are primarily to promote the Games and the Village as a whole. Specifically, the Mayor presides over Team Welcome Ceremonies, receives Paralympic Family members and dignitaries, attends Chefs de Mission meetings and participates actively in the daily life of the Village. NPC Services Centres The NPC Services Centres are located in the Residential Zone of each Paralympic Village and are designed to centralise and facilitate communication and services between LOCOG and the National Paralympic Committees (NPCs). Trained staff will be available to offer general information and coordinate issue resolution. LOCOG functional areas will be available to offer specialised information to NPCs. The LOCOG NPC Relations and NPC Assistants Programme Offices, as well as the IPC s NPC Delegation Relations and IPSF Relations Offices, will also be located in the NPC Services Centre in the Paralympic Village. 70 IBC/MPC complex IBC/MPC complex and services Located in the north-west corner of the Olympic Park, the IBC/MPC complex will provide superlative facilities and services to accredited press and broadcasters for the Paralympic Games. The complex comprises the International Broadcast Centre (IBC), the Main Press Centre (MPC), the Media Transport Mall, a Media High Street and a Catering Village for use by all accredited media. International Broadcast Centre (IBC) The IBC will act as the headquarters for the Paralympic radio and television production of the London 2012 Paralympic Games, serving as the primary base of operations for Olympic Broadcasting Services (OBS) and Rights Holding Broadcaster (RHB) personnel. All television and radio signals for Paralympic coverage will pass through the IBC under the direction of OBS. The IBC is 275 metres long, 104m wide and 21m high, and consists of more than 42,000 square metres of functional space on two levels, including a variety of technical and administrative facilities for both OBS and the RHBs such as edit suites; control rooms; RHB studios; OBS management offices; Contribution, Distribution and Transmission (CDT); Commentary Switching Centre (CSC); Broadcast Operations Centre (BOC); and Production Quality Control (PQC). OBS Guest Pass Office in the IPC Valid accreditation is required to access the IBC. The OBS Guest Pass Office will provide guest passes for individuals who have a legitimate reason to visit the IBC. Guests include: Accredited personnel who do not have the IBC code on their accreditation Unaccredited persons Application process A designated signatory (or signatories) must be established with each organisation (Rights Holding Broadcaster, LOCOG, and so on). Only this signatory is authorised to request IBC guest passes from OBS. The signatory/sponsor responsible for hosting a visit must submit a completed guest pass application form to the Guest Pass Office at least 24 hours before the requested date of access. These sponsors will be responsible for ensuring the legitimate nature of all requests and assuming responsibility for approving applications before they are submitted to the Guest Pass Office. All sponsors will be required to meet their guests at the Guest Pass Office and accompany them within the IBC for the duration of the visit. If a guest pass holder is found unaccompanied within the IBC, they will be escorted back to the Guest Pass Office (unless the sponsor can be located immediately). 70 Paralympic Family guide

71 Please note the following: Valid identification (for example, PIAC, passport, UK driver s licence) will be needed for collection of the guest pass and will be returned only at the conclusion of the visit. A guest pass is valid for the date of issue only. No more than three guest passes will be issued to the same person during the Games. Locations There are two OBS Guest Pass Offices: Guest Pass Office 1 (main): located in the multi-storey car park outside the IBC. Guest Pass Office 2 (secondary): located on the walkway between the IBC and MPC off Canada Place Way. As this office is located inside the Olympic Park common domain, applicants must obtain in advance a nonevent ticket to gain access to the Olympic Park. If accessing via Stratford, applicants enter the Park using their non-event ticket and then proceed to the Guest Pass Office 2 near the link bridge to the IBC/MPC complex. Main Press Centre The Main Press Centre will act as the home away from home for the 2,500 press, photographers and Non-Rights Holding Broadcasters accredited to the Paralympic Games. The MPC comprises more than 29,000 square metres of functional space providing primary services and facilities to the accredited press, plus support services for the broadcasters. Facilities include help desks, press and photographer workrooms, private office space rented by press organisations and National Paralympic Committees and a suite of three media conference rooms. A range of support services is also provided by third-party suppliers and LOCOG within the MPC and the adjoining Media High Street. MPC Guest Pass Offices Guest passes are designed to meet the needs of short-term visitors who are not accredited to the Main Press Centre. However, they are not a substitute for accreditation. All guest passes are valid only on the day of issue, and only provide access to the MPC, Media High Street and Catering Village. Guest passes are non-transferable. There are two MPC Guest Pass Offices: Near the Media Transport Mall adjacent to the MPC. In the Olympic Park common domain near the bridge access into the MPC (between the Riverbank Arena and the Copper Box). Guest pass application forms will be available online, at the Guest Pass Offices and at the MPC s main help desk. Guest pass applications must be submitted by on the day before access is required. 72 Completed application forms can be submitted online or returned to any of the Guest Pass Offices in person. Guest passes will be available for collection at either of the Guest Pass Offices on the specified day, provided there are no issues with the application. Requests can be considered approved unless otherwise notified by the Guest Pass Office. Guests picking up their pass will need to show a valid Games accreditation, passport or UK photo driving licence to confirm their identity. Please note that guest passes may only be collected in person by the individual guest pass user. Miscellaneous information ParalympicSport.TV ParalympicSport.TV is a top-quality internet sports network with regular and full-screen size capability for the best viewing experience. People all over the world can watch live and delayed programming free of charge. ParalympicSport.TV showcases the global nature of Paralympic broadcasting. The IPC initially launched ParalympicSport.TV in February 2006 and relaunched the channel in February Since then, well over 500 hours of Paralympic footage have been added to the channel. The Torino 2006 Paralympic Winter Games and the Beijing 2008 Paralympic Games were broadcast live on ParalympicSport.TV, giving a global audience the chance to experience Paralympic athletes in action. In August 2008, the IPC launched a YouTube version of ParalympicSport. TV to reach out to a broader audience, promote Paralympic sports and the Paralympic Movement, and enable people to discover, watch and share originally created videos. With the new-look IPC website launched in February 2012, the footage can now also be shared via the website of the Paralympic Movement. The ParalympicSport.TV YouTube channel is available at youtube.com/ paralympicsporttv. ParalympicSport.TV will broadcast the London 2012 Paralympic Games with extensive live coverage of all sports and highlights, in addition to athlete features and profiles. Free legal advice and representation for National Paralympic Committees (NPCs) and International Paralympic Sport Federations (IPSFs) LOCOG is working with the Law Society, the Bar Council and the British Association for Sport and Law (BASL) to establish an independent legal service of barristers chambers, law firms and individual lawyers for the period of the Paralympic Games. The service provides free independent legal advice and representation for NPCs and IPSFs, 24 hours a day, seven days a week. The service is made up of a specialist Sports Advocacy Section to represent athletes at hearings, particularly urgent hearings before the Board of Appeal of Classification and the Court of Arbitration; and a General Section to provide legal advice and assistance in the fields of sports, criminal, defamation and privacy, immigration, discrimination and personal injury law. The purpose of the service is to help to ensure the smooth running of the Games by providing an option for NPCs and IPSFs who do not have their own legal representatives in place in the UK and who may have difficulty in identifying representation at short notice. The Secretariat for the service is Sport Resolutions (UK). 75 Info+ The Games-time information system will provide schedules, results, live scoring, news, athlete quotes, statistics, biographies, transport, weather and other information to accredited people at the Paralympic Games. The system has undergone significant updates since the last Paralympic Games, the most notable being enhanced navigation and a new look which will make the system far easier to search and use for those used to working online. There will be fixed Info+ terminals located throughout Paralympic venues, including the Paralympic Family Hotel (Grange St. Paul s), Main Press Centre, International Broadcast Centre and Paralympic Villages. General climatic conditions London as a whole benefits from a mild to warm climate during the late summer months of August and September. Based on statistics from recent years, teams can expect an average daily high of around C (72-73 F) at the Olympic Park, with temperatures falling to a low of around C (55-57 F) at night. On average, relative humidity ranges from a minimum of around 60 per cent to a maximum of around 90 per cent during this period. The average monthly rainfall during August and September is millimetres; the prevailing winds are from the south-west. 76 London and the Games London, then and now Londinium, the first recorded settlement on the site of the modern-day city, was established almost 2,000 years ago by the Romans, shortly after their invasion in AD 43. The Romans were eventually replaced by the Anglo- Saxons, who called their settlement Lundenwic; and then, in the 11th century, by the Normans, led by William the Conqueror. London expanded dramatically beyond the old city walls in the 16th, 17th and 18th centuries, despite regular outbreaks of the plague and other major catastrophes such as the Great Fire of As the British Empire grew during the prosperous 19th century, so did London. Between 1801 and 1901, its population spiralled from around one million to 6.5 million. The first half of the 20th century brought two world wars and plenty of other challenges, but the Olympic Games of 1948 heralded a revival in the city s fortunes. Today, London s heritage is visible everywhere, from the few remaining parts of the Romans defensive wall to the world-famous dome of St Paul s Cathedral. However, London is also a truly modern city, a product of today as much as of 2,000 years of history. It is one of the world s most important financial and commercial centres, but it is also an artistic and cultural hub. It is a city in which 500-year-old landmarks sit next to brand new skyscrapers. And it is home to one of the most varied and vibrant populations of any world city, many of whom are now helping to write the current and future chapters of London s epic history. The UK s Paralympic heritage In 1948, Dr Ludwig Guttmann organised a wheelchair archery competition at Stoke Mandeville hospital for World War II soldiers with spinal cord injuries. The competition took place on the same day as the Opening Ceremony of the London 1948 Olympic Games. It was no coincidence Sir Ludwig dreamed of a parallel Olympics for athletes with disabilities. Four years later, as more sports were added, athletes from Holland joined in and the international Paralympic Movement was born. The 1984 Paralympic Games were held in both Europe and North America. Amputee, cerebral palsy, visually impaired and les autres athletes all competed in New York, USA, while more than 1,100 athletes with spinal cord disabilities from 41 countries competed in 10 events at Stoke Mandeville. The UK has kept up its pioneering role in sport for athletes with disabilities and has since staged many international events. Our ambition is to build on this heritage and set new standards in both athlete and public experience of the Paralympic Games while also creating a step change in the perception of disability. 76 Paralympic Family guide

77 After the Games The Olympic and Paralympic Games has been the catalyst for the regeneration of one of the most underdeveloped areas of London into the Olympic Park. During the summer of 2012, the Park will welcome millions of visitors for 30 days of Olympic and Paralympic competition. After the Games, the Park will become a benchmark 21st-century urban environment, providing essential new housing, world-class sports facilities and other key amenities for the local community in east London. 78 London 2012 Festival The London 2012 Festival is a spectacular, 12-week celebration that will be the biggest festival Britain has ever seen. From 21 June to 9 September 2012, the best artists, musicians, writers, comedians, film-makers and other creative talents from around the globe will present new work to audiences across the country. With more than 10 million opportunities to see 1,000 performances and events, the London 2012 Festival aims to inspire the UK population and the country s many visitors during the Olympic and Paralympic year. There is something for everyone: from food to fashion, street dance to digital, and pop to opera. The London 2012 Festival is the climax to the four-year Cultural Olympiad. One of the key aims throughout has been to produce an inclusive offering: the Unlimited programme is at the heart of this. Unlimited encourages collaborations and partnerships between disability arts organisations, disabled artists, producers and mainstream organisations, to celebrate the inspiration of the Olympic and Paralympic Games through the creation of original and exciting works. Twenty-nine Unlimited Commissions have been awarded, and many of these are being showcased at the Southbank Centre during the Paralympic Games. The London 2012 Festival programme features events at many of the UK s most influential artistic hubs, including Tate Modern, the Royal Opera House and the Sage Gateshead. There are special celebrations of such diverse home-grown talents as William Shakespeare, Alfred Hitchcock and Tracey Emin, plus showcases of work by pioneering international artists, including Pina Bausch, Yoko Ono and Gustavo Dudamel. 80 London 2012 Paralympic image and identity The design vision Design plays a key role in delivering our vision for London 2012 through the built environment venues, streets and towns, Live Sites, the Olympic Park and through the way our brand is represented and applied. It provides the backbone for everything from operational planning through to the fabric of the uniforms. We want to ensure that design is delivered with a strong coherent message. To achieve this, we have focused attention on the benefits of design excellence through all disciplines at every level, from urban planning through to graphic design. All designers involved in London 2012 have been challenged to realise the power of the Games, and to deliver a truly memorable event through its visual image. Building on the principles of our brand, we have challenged preconceived ideas of Games architecture, redefined the design environment of the Games for future Host Cities, and created a new benchmark. It is through collaboration that these goals will be achieved, combining the best creative talents available and collective working between all organisations. The London 2012 brand identity The brand and vision for the London 2012 Olympic Games and Paralympic Games was launched in London on 4 June 2007 by Sebastian Coe and a team of London 2012 ambassadors. For the first time for a Host City, the emblems for the 2012 Olympic Games and Paralympic Games are based on the same core shape, reflecting London s commitment to hosting a truly integrated Paralympic Games. The Paralympic Emblem is based on the number 2012 the year of the Games and includes the Paralympic Agitos, symbolising the Paralympic Games, and the word London the world s most diverse city. Inside the Paralympic Emblem is a unique pattern inspired by the dynamic geometry of our brand identity. 82 The supporting identity Lines reach out from the shape and angles of the emblem to create a dynamic geometry that creates the basis of all elements of design. The dynamic geometry is used as the base for artists, architects, sculptors and graphic designers. The four original colours of the London 2012 identity pink, blue, green and orange were inspired by the world of media, communications and fashion. The colours were carefully chosen to communicate the spirit of the London 2012 Games: energetic, spirited, bright and youthful. About the Look of the Games The Look of the Games will help define the way the world will see the London 2012 Games. We have created a memorable, meaningful and impactful Look for London 2012 that is consistent and cohesive across all touchpoints, from inside the venues to across the city and the rest of the UK. 83 London 2012 Paralympic Games Official spectator guide The graphics were developed further by creating a background texture, introducing an overlaying burst of energy that gives a more three-dimensional quality. At the centre of the graphic is a burst of colour that is used to create a focus around the Paralympic Agitos. The graphic fades to white so the commercial partner brands can be incorporated within the field of play. Dressing the sporting venues In celebration of the diversity of London and the Paralympic Games, each sport venue has its own colour theme. Two colours from the London 2012 palette that complement the colours of the field of play and the surrounding venue are used in combination to create a distinctive colour system. These colour pairings have been adopted across all touchpoints for the sport from the ticket to the field of play which will enrich and deepen the spectators experience of the Games. Dressing the city and the UK Look is more than just dressing the sport venues it is also about dressing the public realm and celebrating the Games. Cycling - Track Velodrome, Olympic Park In what is a Games first, visitors to London and the UK will be welcomed with one Look. By working collectively with our stakeholders, the Greater London Authority (GLA) and the Government Olympic Executive (GOE), the street dressing will be from the same kit of parts. 84 About the sport pictograms The sport pictograms are at the heart of any Olympic and Paralympic Games visual language and we have set out to make our pictograms both functional and creative. There are two types of pictogram to represent the sports and disciplines of the London 2012 Games. Both are grounded in the original London 2012 grid system, but use images of previous gold medal performance poses to ensure the accuracy of the sport is presented in an energetic, dynamic way. The silhouette versions are used for high-visibility information about the sport such as signage and maps whereas the dynamic versions, being more abstract, are used in a more decorative way.
