2 Halton Hills Profile Halton Hills is largely a rural municipality, with a total population of 61,161 according to the 2016 Census. The Town experienced a growth rate of 3.6% from 2011 to Halton Hills largely contains mature urban neighbourhoods (Georgetown and Acton), hamlets and rural residential areas. South Georgetown (ERA124) is experiencing some residential growth. In addition, as a part of the Vision Georgetown urban boundary expansion project (ERA124) by the Town of Halton Hills, an area west of Eighth Line is considered for future residential development. The remainder of development in the municipality will be infill development. Redevelopment and intensification opportunities around the Georgetown GO Station may also be considered by the municipality. There are 13 elementary schools and 2 secondary schools in Halton Hills. 19 Housing Development South Georgetown (south of Silver Creek) is a growth community and contains new development. Downtown Georgetown (Main Street, north of Maple Drive) is a mature and declining community with some infill development (approximately 400 units and is a mix of townhouses and high density). Students from these infill developments are expected to be accommodated at existing facilities. Vision Georgetown is the urban boundary expansion project by the Town of Halton Hills. It is a 404 hectare (1000 acre) parcel of land bounded by 15 Side Road to the north, 10 Side Road to the south, Trafalgar Road to the west and Eighth Line to the east. Preliminary housing targets forecast a total of 6,671 residential units (a mix of detached, townhouses and high density) and a population increase of approximately 19,000 people by Based on the preliminary housing targets, it is projected that approximately 1,900 elementary and 550 secondary students will be generated and that four school sites will be needed by the Halton District School Board (three elementary sites each at 600 pupil places and one secondary site at 1,200 pupil places). The timing of submission for development applications is not known. Student yields are unknown and have not been included in these long range projections. Birth and JK numbers fluctuate for all schools in this ERA. FI students attend George Kennedy PS or Centennial PS (ERA 125). There is one designated elementary school site (Georgetown South #3 ps) east of Mountainview Road South. This site is not yet registered and not owned by the Board. If the need for a new school is identified, the Board will need to submit a capital request to the Ministry of Education in order to obtain the requisite funding to construct the proposed Georgetown South #3 ps. A Boundary Review will be required to be undertaken to establish a boundary for this proposed new school. Grades 1 to 4 SPED Gifted placement was planned to be introduced to Ethel Gardiner PS in September 2012 but the start of program has been delayed indefinitely. Halton Hills students in grades 1 to 4 SPED Gifted placement are currently directed to Sam Sherratt PS in ERA 119 (Milton). Ethel Gardiner PS Ethel Gardiner PS is currently at 103% OTG utilization and is projected to increase to 137% OTG utilization by Projection is expected to increase due to new development. Projections are dependent upon approval of residential development applications and timing of construction. Development will be monitored and long range projections are expected to change. Ethel Gardiner PS has a low but stable uptake from SK to grade 1 FI. It is expected that this low uptake will continue for grade 1 to grade 2 FI uptake in Joseph Gibbons PS Joseph Gibbons PS is currently at 61% OTG utilization and is projected to increase to 71% OTG utilization by Joseph Gibbons PS shows historical fluctuations in the percentage of SK students choosing grade 1 FI from year to year. Park PS Park PS is currently at 72% OTG utilization and is projected to decline to 68% OTG utilization by Park PS shows historical fluctuations in the percentage of SK students choosing grade 1 FI from year to year. It is expected that this low uptake will continue for grade 1 to grade 2 FI in Stewarttown PS Stewarttown PS is currently at 112% OTG utilization and is projected to decline to under 100% OTG utilization by 2021 and to 93% OTG utilization by Stewarttown PS is grade 6-8 school serving urban and rural communities. Ethel Gardiner PS is projected to remain over-utilized. Under current boundaries and development phasing, it is projected that this school will remain over 100% OTG utilization and will require portables over the next 10 years. This school s boundary includes the new development in South Georgetown which is continuing to be developed. Enrolment will continue to be monitored and if it is determined that Georgetown South #3 ps will be built, Ethel Gardiner PS should participate in the boundary review. Under current boundaries and programming, it is projected that that FI enrolment (grade 2-5) will be 64% of total enrolment by Harrison PS is projected to remain under-utilized. Under current boundaries and programming, it is projected that this school will remain under 65% OTG utilization over the next 10 years. Students from these infill developments are expected to be accommodated at existing facilities. The Georgetown GO Station Land Use Study identifies the lands around the Georgetown GO Station for intensification and redevelopment opportunities. The Georgetown GO Station Area Secondary Plan was approved in The population target for this secondary plan is 2800 by The timing of submission for development applications is not known. Any students generated from these developments are expected to be accommodated within existing facilities. Some infill, high density projects in this review area (Norval hamlet, Hall Road & Guelph Street, east of Mountainview Road North and north of CNR). There are some rural estate developments scattered around the rural portion of this review area. These developments are unlikely to result in enrolment growth. Vision Georgetown is the urban boundary expansion project by the Town of Halton Hills. It is a 404 hectare (1000 acre) parcel of land bounded by 15 Side Road to the north, 10 Side Road to the south, Trafalgar Road to the west and Eighth Line to the east. Preliminary housing targets forecast a total of 6,671 residential units (a mix of detached, townhouses and high density) and a population increase of approximately 19,000 people by Based on the preliminary housing targets, it is projected that approximately 1,900 elementary and 550 secondary students will be generated and that four school sites will be needed by the Halton District School Board (three elementary sites each at 600 pupil places and one secondary site at 1,200 pupil places). The timing of submission for development applications is not known. Student yields are unknown and have not been included in these long range projections. The Region of Halton allocated water for the Georgetown Urban area in September 2014 and a report was adopted by the Town of Halton Hills in February Timeline N/A Projections Summary Area Overview This review area contains two distinct school communities. A secondary school site has been requested to accommodate students that will come from Vision Georgetown secondary plan. While Georgetown District HS is projected to remain under 100% OTG utilization, no portables can be placed on the site. By 2026, Georgetown District HS is projected to have 292 available pupil places which may be insufficient to accommodate the growth resulting from Vision Georgetown. Acton District HS Acton District HS is a 9-12 ENG and FI school which serves Acton and the surrounding rural area. The school is currently at 68% OTG utilization with 208 available pupil places and is projected to decline to 58% OTG utilization with 277 available pupil places by As of October 31, 2016, the grade 9 English class had an enrolment of 81 students and the class size is projected to remain stable. Georgetown District HS Georgetown District HS is a 9-12 ENG and FI school which serves Georgetown and the surrounding rural area. The school is currently at 93% OTG utilization with 113 available pupil places and is projected to decline to 83% OTG utilization with 292 available pupil places by Acton District HS is projected to remain under-utilized. Under current boundaries and programming, it is projected that this school will remain under 69% OTG utilization over the next 10 years.
