Confirmation of Current Members All members were reminded that they need to upload the required documents to the drop box folder provided by Janet MacFarlane. If there are any questions, please contact Janet for confirmation that she has all of your current membership documents. 4. Minutes of Last Meeting Reading of the January 5, 2013, PNAHA Annual Winter meeting minutes. Keith Schubert (WWFHA) motion [to approve minutes], seconded by Bob Knoerl (VAH). It was noted that Bob Knoerl, VAH was missing from the list of Member Organizations for January. Motion passed with correction noted. 5. Treasurer Report Gordon Brown Gordon Brown (PNAHA President) presented copies and reviewed the January-May 2013 Treasurer s Report. The balance as of May 31, 2012, is $68, Adam Speer (PNAHA 1 st Vice President) motion [to approve Treasurer s Report], seconded by Rob Azevedo (SAYHA). A request from Adam Speer (PNAHA 1 st Vice President) to have a comparison report showing Year to Date and Year to Year comparisons. Motion Passed. 6. Special Guests Donna Kaufman and Kevin Erlenbach Gordon Brown (PNAHA President) introduced Donna Kaufman (Pacific District Director) and Kevin Erlenbach (USA Hockey Program Services Manager). Steve Stevens, Pacific District Referee-in-Chief was not able to attend the meeting. Donna presented the following information. 1. National Tournament results: 2A Bantam Alaska was the runner up, Girls Tier II 13 and 14 Champion is the Alaska All Stars. 2. The 2014 Nationals tournament dates and locations are as follows Youth Tier I 14U, 16U, 18U Green Bay, WI; Youth, Tier II 14U Hackensack, NJ; Youth, Tier II 16U Reston, VA; Youth, Tier II 18U Wayne, NJ; Girls, Tier I, Marlborough, MA; Girls, Tier II, Amherst, NY, all to be held April 2-6, Adult Women, Marlborough, MA, to be held April 3-6, 2014, and High School, Omaha, NE, March 26-30, District Tournament will be held March 5-9, Youth Tier I will be in Las Vegas, Girls Tier I and Tier II will be in Anchorage, and Women s tournament location is to be determined. 4. Future dates for Tier I Nationals March 26-30, 2015; March 31-April 4, 2016; April 6-10, 2017; April 5-9, 2018; April 4-8, 2019; April 2-6, Tier I Nationals will be expanded to 16 teams beginning in 2015.

Congress report Budget, discussed saving for future 1.5 million surplus, registrations are down and the following factors were cited as possible reasons, Hurricane Sandy, 3 year Olympic cycle, NHL short season. Good news is that a 54-60% retention at the squirt level and for the next Try Hockey for Free November 2 and March 1, any players 7-12 will receive a USA Hockey registration free for the year. 7. Legislative proposals, Team or League in Adult that is comprised of a majority of under 20 years of age must be approved by the adult league. 8. Youth Council, there will be no Peewee Nationals. 9. ADM Model Program Application See attached Application. USA Hockey Advantage Program See attached presentation material. Adult First Goal Program is equipment based and designed to provide USA Hockeyregistered adult hockey leagues a national platform of resources to introduce new adults to the sport. Being a good partner in the business is about join-efforts between USA Hockey and registered adult leagues to grow the game. Schwan s Fundraising revised program from Schwan s to help USA Hockey associations with fundraising. See for more information. Kevin Erlenbach, USA Hockey Program Services Manager, presented the information on the and-2 Challenge results for the PNAHA affiliates. He also presented information pamphlets and signup sheets for the 2-and-2 Challenge for For anyone that is interested in signing up for the , they can find the details here: Gold Level (Each Association will receive 12 sets of starter equipment) Sno-King Amateur Hockey Moses Lake Youth Hockey Tri-Cities Amateur Hockey Silver Level (Each Association will receive 8 sets of starter equipment) Everett Youth Hockey/Comcast Community Ice Rink Yakima Amateur Hockey 7. Officer s Reports Coaching Director Report Rob Kaufman Coaching Clinics: Coaching Clinics will be posted on the USA Hockey Website. There will be a coaching symposium held in Tacoma on September 7 8, Level 1, Level 2, and Level 3 will be offered during this weekend Pacific District CEP Clinics held Level I 14 Clinics, 477 coaches; Level II 11 Clinics, 219 coaches; Level III 9 Clinics, 137 coaches; Level IV 1 Clinic, 88 coaches. Total number of coaches that attended a Pacific District CEP Clinic was 891. The following report is from the Pacific District Coach in Chief: With a number of changes and additions to the CEP Program being made over the last couple of seasons, I felt that the CEP Instructors Training Seminar (Denver) was well received and very worthwhile for the Pacific District staff. From that seminar, I concluded that our District is in need of more CEP instructors and have been qualifying and recruiting a few specific coaches to fill that need. I anticipate several new faces at this year s Instructors Training which will be held in conjunction with our Level IV in August. I anticipate the clinics to be balanced for the upcoming clinic season in terms of attendance now that the new protocols have cycled through the District. Last year s Level III attendance numbers were a little soft and this year they should bounce back appropriately as mentioned above. In 2012 we shortened our Level IV Clinic by one day and are now running basically 2 days instead of 3 days and the change has been a positive one. It has allowed us to lower our clinic fees slightly and it makes the clinics more cost effective for both USA Hockey and the participants. This will be held in Las Vegas, NV August 16-18, The clinic stars on the 16 th at 4:00 pm and will finish on the 18 th at 12:00 pm. Page 2 of 9
3 Reminder to check age-specific modules, CEP level, and screening for all coaches. All coaches should be sent the Safesport information. The online training is now available. Coaches need to be sure to register with USA Hockey to get their membership number. This number is required to sign up for this training and for registering for USA Hockey Clinics. Player Development see attached District Nominees and percentages for registered players vs players chosen. The State Select Camp will be held January 24-26, 2014, in Wenatchee. With Dru Hammond s election to the District Director position, we have lost her services as the Camp Administer. We are looking for someone who is interested in filling this role. This person books the ice, books hotels for staff, orders jerseys and other items for the players, works with Rob on the schedule, and organizes registration. They will need to work with Rocky Mountain Registry to make sure we have what we need for the online registration. Please let Gord Brown and Rob Kaufman know if you are interested in getting involved with our select camp. The District Camp will be held May 8-11, 2014, in San Jose, CA. It was commented that one of the district camp evaluators did recruitment while at the camp. The group discussed that more of the affiliates need to get involved and help with the camp. Supervisor-of-Officials Tony Milles Parent education needs to be done in regards to how officials are treated. Currently a decline in younger officials is occurring because of the treatment they endure from parents and coaches. The referees do get evaluated by their peers and by coaches. Those evaluations are used to train referees so that they can grow in their positions, it also shared with the referee and their parents. Tony also mentioned that, when coaches are asked to evaluate referees, they should do it clearly in a way that is fair which states the good and bad that is occurring with that referee. When it is done in this way, it can be used more constructively to help educate the referee. Girls/Women s Hockey Cindy Dayley (not present but sent report via ) Greg Johnson of Burbank was named District Select Coach. Girls Washington State Camp held in February Wenatchee, WA o More girls attending than ever before; especially at the younger ages 80% of the girls were from Western Washington and 20% from Eastern Washington o Break-out session held on the collegiate process o 21 girls were selected to attend the Pacific District Camp Girls' Pacific District Camp held in April Mountlake Terrace, WA o Washington players competed well - needs improvement overall on explosive skating and strength/accuracy of shot compared to other states Western Washington Female Hockey Association - 19U Rep team - USA Hockey Nationals - Tier 2 o 19U Rep team won Districts for the first time ever Competed at the Tier 2 Nationals for the first time in Washington State history Team lost in Quarterfinals against eventual champion - the Chazy Lady Flyers from upstate NY o 19U rep team won Canadian PCAHA Flight 1 title o 19U Rep team had the opportunity to play the Mexican National team, which they won (as a cultural event) Strong growth seen at younger ages in Washington State o More girls playing hockey at the younger ages; goal - to keep them in the sport Women's Adult Hockey is growing well o Good works of Seattle Women's Hockey Club to get beginners into the sport o Grew from 4 teams to 6 teams in their winter league in Registrar/Risk Manager - Ed Imes Ed stated that he had sent the new Cybersport program to the listed registrar for each affiliate. League Commissioner Tami Gurnard Tami Gurnard stated that volunteers are working on the ice slots for tiering. Tami requested that each association her the preliminary declarations for league to save time at this meeting. Tami also presented the PNAHA League and State Champions. Page 3 of 9

He reminded everyone that, even when playing in Canada, PNAHA teams must follow PNAHA suspension guidelines. 2nd Vice President John Grasso John Grasso asked the members how many of them had actually looked at the treasurer s report. He has recently been working on a case where a volunteer in a youth organization took money to pay for personal things and that organization may never get that money back. He explained that as good stewards of our associations and the youth which we serve, we even as volunteers should always do our due diligence and make sure we are asking the right questions. SafeSport Doug Ross Doug Ross reported all affiliates must have all in order before November 1 st for SafeSport. USA Hockey wants to make sure we are taking care of the kids. Things that need to be reviewed with all association members locker room policy and background screenings. Any associations not in compliance as of November 1 st will be reported to USA Hockey legal. Doug also pointed out that not having coaches screened is negligence on the part of the association. If an association is found to violate these rules they will immediately become Member NOT in good standing and could face fines. PNAHA President Gordon Brown Pacific District Annual Meeting was held in Seattle, WA, on June 1, Below is a report from that meeting. Grow the Game Grants Grants of $2,000 are available for creating new programs that grow the game. See the Bobby Freeland Grant on the website. Coaching Program Improvements are coming in the coaching modules. There will be a resource section that can be shared with players/parents Credit for sections that occur in multiple levels. Level 4 will be in Las Vegas again in mid/late August. The district is bidding for level 5 in Vegas for They have had success with coaching symposiums where... Level 1, 2 and 3 all in the same facility on the same day in 3 separate rooms, this allows for sharing of speakers and reduced personal time commitment for lead instructors There s an approved college level course if any college wishes to make it a course. Students would come out with a level 2. Female District Select Camp Need to have two evaluators and two team leaders from each affiliate for the district selection camp. Would like to have the evaluators named by early February camp will be at OVA in Seattle again. Will reach out to the local Seattle adult leagues if short of evaluators / team leads. Let Rob Kaufman know if you have candidates for evaluators or team leads. Page 4 of 9
5 High School Section California is adding 5 new high school teams for this fall. JV is the quickest growing division in San Jose. It s non-check and they are bringing in a lot of roller-skating players. Girls High School Showcase District Team The district is going to run this again next year if it is determined that there is sufficient scouting at the event Boys Select Camp 17% of players moving on were from Washington will be in San Jose again May USHL combine conflict this past year. Won t conflict with them next year. Asked Affiliates to have player nominations in by February 1st. Referee Program Female development camp to be held at the same time as District Girls Selection Camp in Seattle in May. Registrar s Report District is down 10,000 players from last year. WA is down 100 players from last year, almost all at Midget. (More players moving to Junior Hockey?) SafeSport Modules online now. Discussions around who should be screened beyond the obvious (coaches, managers, and locker room attendees). All affiliate SafeSport coordinators going to USA Congress June District Tournaments March 6-9 Las Vegas Youth Tier 1 Anchorage Girls Tier 1 and Tier 2 Women s deferred Future Pacific District Meetings October 25-26, 2013, Seattle February 8, 2014, Reno May 17, 2014, Seattle 8. Associations 9. Old Business 10. New Business Nominations for Elections President. A call for nominations for PNAHA President was made. Jared Bucci (TAHA) nominated Gordon Brown for PNAHA President. A second call for nominations was made. No other nominations were presented. Jared Bucci (TAHA) called for affirmation of Gordon Brown as PNAHA President, seconded by John Grasso, 2 nd Vice President/Eastside. Gord requested a moment to address the group before voting occurred. Gord explained how he foresees the future of PNAHA and his style of leadership and he will only agree to continue if everyone is supportive of that direction and the processes he has put into place since becoming PNAHA President. The group spoke favorably of the changes that have occurred under Gordon s presidency. Affirmation passed with all in favor. 2 nd Vice President/Eastside. A call for nominations was made. A second call for nominations and a third call for nominations were made. Discussion with the members of the importance of this position was had. John Grasso nominated Rob Azevedo (SAYHA). Rob accepted the nomination on the reiterating that the committees need to work together. Keith Schubert (WWFHA) called for affirmation of Rob Azevedo as 2 nd Vice President/Eastside, seconded by Ted Ritter (WCAHA). Affirmation passed with all in favor. PNAHA Rules and Regulations Proposed Changes: See attached old language and new language. The change is to bring the PNAHA rules in alignment with USA Hockey. Additional discussion found that Article IV Eligibility Item 12 (Page 86 in the PNAHA Guidebook) also to be stricken as a Page 5 of 9
6 friendly amendment in relations to the submitted changes to Article VII Tournaments (Registration) listed in the attachment. Adam Speer (1 st PNAHA Vice President) motion [to approve changes], seconded by Tami Gurnard (WAHA). It was noted that Article IV Eligibility #12 would also be stricken as a friendly amendment. Motion passed. SJHA Squirt Festival Proposal: See attached Motion # 1 Derek Donald (SJHA) motion [to approve proposal], seconded by Jared Bucci (TAHA). After discussion of the existing rules and impact of this change to scheduling and tournament hosting. Debbie Didzerekis (TCAHA) motion to table discussion, seconded by Tami Gurnard (WAHA), 8 in favor, 4 opposed, motion tabled. A committee will be formed to discuss this in depth and report back to PNAHA at the September Fall Meeting. SJHA Squirt League Team Formation Proposal: See attached Motion # 2 Derek Donald (SJHA) motion [to approve proposal], seconded by Les Grauer (KVHA). After discussion of the existing rules and impact of this change, Adam Speer (1 st PNAHA Vice President) called the question. 6 in favor, 5 opposed, motion passed. TAHA Rule 14 Proposal: See attached proposal Jared Bucci (TAHA) motion [to approve proposal], seconded by Adam Speer (1 st PNAHA Vice President). After discussion of the existing rules and impact of this change on PNAHA associations, Adam Speer (1 st PNAHA Vice President) called the question. 4 in favor, 8 opposed, motion failed. TAHA Tier I and Tier II: See attached proposal - Jared Bucci (TAHA) motion [to approve proposal], seconded by Adam Speer (1 st PNAHA Vice President). After discussion of the existing issues related to Tier II and Tier I programs throughout PNAHA, Jared expressed that TAHA isn t looking for a decision at this meeting, they simply want to start the discussion going forward and have a plan for the future. Keith Schubert (WWFHA) motion to table discussion, seconded by Ted Ritter (WCAHA), all in favor, motion tabled. A committee will be formed to discuss this in depth and report back to PNAHA. Block Grants: Adam Speer (1 st PNAHA Vice President) motion to suspend rules to address the purchasing of nets, seconded by Keith Schubert (WWFHA). All in favor. Discussions about the USA Hockey block grant provided to PNAHA in the amount of $16, to be used for growth of the ADM program. A motion was made by Debbie Didzerekis (TCAHA) to approve the purchase of four (4) medium nets at the price of approximately $ each and an additional $ would be reimbursed for expenses related to ADM to each association upon turning in receipts prior to February 1, 2014, to PNAHA, seconded by Ted Ritter (WCAHA). All in favor, motion passed. Expected delivery of nets would be at the September meeting, come prepared to transport back to your associations. 11. Score Sheets Score sheets are available; Janet will invoice the associations for them. Make sure you sign out how many you take on the checkout sheet. 12. Annual Fall Meeting The PNAHA Fall meeting will be held on SATURDAY, SEPTEMBER 14, 2013, at the Coast Wenatchee Center Hotel & Wenatchee Convention Center in Wenatchee, located at 201 N. Wenatchee Avenue. Room reservations can be made by calling (509) All members are reminded to make their room reservations prior to leaving the facility as availability is always limited at the hotel due to high occupancy during the hockey season. Reminder: The Roundtable meetings will begin at 9 a.m. SHARP, with the regular meeting starting after conclusion of the roundtable meetings. 13. 8 SJHA MOTION #1 Seattle Junior Hockey Association would like to submit the following for adoption for the season and beyond. This is to vote on at the June 8th 2013 PNAHA meeting. Adopting this motion would reverse any such motions to the contrary. Adoption of this motion would remove previous barriers and restrictions to participation and structure in the Squirt Festival. Motion: All Squirt Rep teams in registered in Washington State within PNAHA may participate in the Squirt Festival at the end of each year. To qualify for this you must: 1- Play in the Squirt PNAHA League OR 2- Present 5 game scores against PNAHA league members prior to Feb 1st each year. The competition committee would then be responsible for tiering all teams within the state within Festival groupings. SJHA feels this will increase the level of play and participation in the Festival. This will also increase participation within our state squirt hockey structure all year long.
