Expansion and Review- Outreach We are looking to expand the amazing 4-H program throughout our community. We need everyone s help to increase the 4-H program in our community. Invite a classmate and friend to come to a 4-H meeting or activity. If you are interested in having an afterschool program in your school, open house at your club meeting or participating in an event in our community contact Julie at jkatawicz@ucanr.edu. Pancake Breakfast: Pancake Breakfast tickets have been given to the 4-H clubs. So, sell, sell, sell! This is a great way to spread the word about all the wonderful things 4-H offers our community. If you are

2 interested in being on the committee for pancake breakfast, please contact Lisa Wright, 3. Fantastic 4-H Poster Contest The poster contest is open to 4-H members 9 years. old 19 years old. Posters must have been created in the program year. This exhibit will be displayed at the Pancake Breakfast. See the 4-H website for application and details on the contest at 4. Sustainability Committee: The Sustainability Committee will be proposing that the San Benito County 4-H Council limit the budget of funds spent from the Georgia Wapple Frazer Endowment to $80,000 annually starting in H year. Your input is very important to the future of our 4-H program. Come to the 4-H county council meeting on February 27 th, Veterans Hall Building at 7 pm. 5. Emerald Star Project: Cyber Bullying and Social Media Event, presented by Kristiana On February 11 th at the Vets Building, Hollister we had 20 members from four 4-H clubs and 2 non-4-h members and about 40 adults attend this event. Everyone had a great time whiling a learning about our social interaction with technology. It effects people in many ways. It is important to be aware of our actions through communication. If you are interested in having the police officer speak at your club meeting regarding cyber bullying and social media, please contact Kristian for contact information. Thank you Kristiana for putting on a great event. 6. All Star Projects: We have many All-Star candidates hard at work. Ronald Mc Donald project, presented by Bonnie Date: March 11 th Location: Tres Pino s Elementary School Presentation Day Time: Conclusion of Presentation Day about noon Bonnie will be collecting: arts supplies craft project kits fun project kits Coloring books Crayons These arts and crafts supplies will be given to the children visiting and staying at the Ronald Mc Donald house. It will help to take the young people s minds off their illness while brightening their day. Peaceful Seating Area Project, presented by Madison Date: April 1 st at 9 am Location: Chamberlains Children s Home 1850 San Benito St. (Behind the HS) Lunch will be provided. We are going to place the 4-H handmade benches and design and construct a stone walk way. Bring your own gloves. We look forward to seeing many 4-H families at this event. This is an amazing project, we look forward to seeing you at the event. 7. County Fashion Revue: The fashion revue committee has a planning meeting schedule for March 3 rd at Dunn Park in the club house at 4 pm. They are looking for additional leaders, parents, teen leaders to be part of the committee. State Fashion Revue Community Service Project, presented by Christina Come one, come all help sew the pillows for cancer patience s and veterans. The 4-H members will sew pillows to be distributed throughout our community. This project will help brighten the spirts of cancer patients and veterans. Christina will be contacting sewing leaders from 4-H clubs to help with this project. If you are interest in participating, please contact your sewing leader or 4-H office. 9. Sunnyslope Club Report: Since my last report, Sunnyslope Club has been very busy. San Benito Fair was enjoyable for all our members. We had a broad spectrum of entries and several of our members ranked top in their divisions. It was very hot, but Sunnyslope Club had a blast! Also, we were awarded our pins at achievement night. We enjoyed the Lights On Parade. Our Christmas tree won first place for the Lights On tree decorating competition and we were pleased to see it bless the family it was donated to. Holiday Dinner was fun and delicious as usual. Our club adopted a family from Immaculate Conception for Christmas bringing gifts, food, and cheer. We could contribute and be involved in the KSBW toy drive. Some of our members visited Chamberlain s Children s Center and brought stockings stuffed with goodies to brighten their holiday. Several people attended LCORT and we are excited to hear what knowledge they have learned. Members enjoyed a fun day to be together at Sky High sports in Santa Clara. 5 11. Tech Wizards Mentors Needed: The Hollister Tech Wizards program is looking for teens ages 14 and older to mentor 3 rd and 4 th grade youth on gardening and nutrition activities. The program will take place at Calaveras and RO Hardin elementary school on Thursdays from 4 to 6 PM February 9, 2017 through January 31, See the attachment below, or visit for more information and to sign up. Teens do not need to be enrolled in 4-H, so bring a friend! 12. Student Intern: Juan Bautista de Anza National Historic Trail The University of California Cooperative Extension San Benito County is recruiting for a Student Intern to work on the Juan Bautista de Anza National Historic Trail. This 35% (14 hr.) FTE position has a compensation rate of $14.86 per hour. This position is responsible for assisting and supporting the development of a bilingual (English/Spanish) youth development program for the Juan Bautista de Anza National Historic Trail in San Benito, Monterey, and Santa Cruz Counties. In partnership with the University of California Cooperative Extension 4H Youth Development Program and the National Park Service, the student will engage youth during a 9-week internship by identifying and delivering activities that bridge environmental education and California history, with a focus on reaching the area's Latino and Hispanic families. This position will provide the successful candidate with real world experiences in the application of educational methods, ecological assessments, program development, delivery and evaluation as well as an opportunity to hone research and investigative skills. Candidates must be currently enrolled in a two or four year post high school educational program and be bilingual English/Spanish. The changes have been voted and approved by the 4-H council and members on January 23, The main change is the $10 per animal to use the 4-H YDC&F due with the farm agreement application to farm chairman. Please review the new farm agreement prior to signing the farm agreement. Farm Agreements are available on 4-H website and in the 4-H office Livestock Federal Regulations Webinar As of January 1, 2017, all medically-important antibiotics for use in or on feed and in water requires a Veterinary Feed Directive (VFD) or a prescription. This new regulation will affect all livestock producers including 4-H and FFA members. The State 4-H office with UC Davis Veterinary Medicine Extension and California Department of Food and Agriculture will be presenting a one-hour webinar on February 28 th to further explain the new regulations and their implications.

All monies raised from the sale are invested in Bolado Park. The Heritage Foundation pays for the hog and all related expenses. The winning applicant becomes the only finalist for a $1,000 college scholarship and receives a commemorative buckle. The scholarship is awarded during their senior year of high school subject to applicant completing the following: Must be responsible for the care of the Heritage Hog

Sheep and Goat Workshop UCCE will be hosting a workshop specifically for sheep and goat producers on Tuesday, June 13, 2017 in San Benito, Monterey, or Santa Cruz County (location to be determined). But, we want to hear from you about what topics are most important and pressing right now, and which location would be most convenient for the workshop. Teena Townsend, H Shooting Sports Workshop Rifle Discipline Bakersfield, CA Saturday, March 18, :00 a.m. 6:00 p.m. Sunday, March 19, :00 a.m. 4:00 p.m. A 4-H shooting sports workshop for the rifle discipline will be held at the Kern County, UC Cooperative Extension Office, 1031 S. Mt. Vernon Avenue in Bakersfield. Participants must attend both days of training to receive certification. Upon successful completion of the course, the participant will be certified as a rifle trainer and can lead a rifle project at the club level or serve as county trainer to certify other leaders. There is no cost for the

Travel Committee Recommendations: The travel committee is proposing the following additions to our Travel Funding Policy and Application. Please review the following changes: Procedures: Addition Line Item 6. Delegates are responsible for paying for their T-shirts and any extracurricular activity fees they are involved in at the conference that cost an additional fee. Chaperones: A chaperone from our county MUST attend a trip if delegates from our county are attending. These proposed changes will be voted on at the February 27 th County Council meeting at 7 pm, Veterans Building. We look forward to seeing you at the next County Council meeting. 22. State Leadership Conference Early Bird Registration SLC Dates: July 20 th 23 rd Location: UC Davis Early Bird Registration: February 7 th to April 3 rd We are asking for at least two leaders to apply to be a chaperone for SLC. Chaperone Registration: Emerald Star application The council voted to accept the proposed Emerald Star application at the January 23 rd council meeting: a. The Emerald Star project can now be a team project instead of an individual project. b. The US Bank scholarship will divided evenly amount the emerald star project team. Example: If two members choose to complete an emerald star team project together then each member will receive 50% of the scholarship. Regardless of the amount of work done by each member of the emerald star project. The new application will be posted on the 4-H website shortly. 24. Spring Gleaning Project If you are interested in hosting a spring gleaning project for your club. Please submit the paperwork to the 4-H office at least 3 months in advance for insurance certificates to be issued for each location you are going to pick. 11 11 University of California Cooperative Extension San Benito County 4-H Youth Development Center & Farm GENERAL GUIDELINES Procedures 1. The 4-H Youth Development Center Farm (4-H YDC&F) is located at 1479 Nash Road, Hollister. 2. Under ownership of the University of California, the 4-H YDC&F is locally managed and operated by the University of California Cooperative Extension 4-H Youth Development Program in San Benito County. 3. The 4-H YDC&F are guided and managed at all times by The University of California and 4-H Youth Development Program policies and practices at the state and local level including, but not limited to: a. The State 4-H Program 4-H Code of Conduct b. The San Benito County 4-H Participation Guidelines 4. The 4-H YDC&F is open and available to all San Benito County 4-H Members meeting eligibility and enrollment requirements. 5. The 4-H YDC&F is a multi-use facility and can with the permission of the 4-H YDC&F committee be used for all approved 4-H projects to enhance learning experiences in the following project areas: Civic Engagement, Communications and Expressive Arts, Leadership and Personal Development, Health, Personal Safety, Animal Science, Consumer and Family Science, Environmental and Earth Science, Physical Science, Technology and Engineering. 6. All activities must be approved by the project leader, the 4-H YDC&F Committee and 4-H Program Staff. 7. No smoking of tobacco products, no tobacco chew, no marijuana products, no alcohol, drugs or weapons are allowed at the 4-H YDC&F at any time H Member(s) shall not be left unsupervised at the 4-H YDC&F. Per California State 4-H policy, two adults (minimum one 4-H volunteer and one adult 25 years of age or older) must be present if there are youth (other than parent and child) present at the facility. 9. The 4-H YDC&F is open 6 a.m. 9 p.m., except under special circumstances with prior approval from the 4- H YDC&F Committee. 10. County 4-H Program staff and 4-H YDC&F committee members have permission and authority to enter and inspect the projects for the following reasons: a. In case of an emergency. b. To make necessary or agreed upon repairs, alterations, or improvements.

12 12 c. When there are, concerns regarding abandoned project animals, stalls or pens. d. Concerns have been raised about 4-H project/animal(s) housed at the 4-H YDC&F e. To inspect the condition of the animal and the stall/pen. 11. The 4-H Member shall not violate any 4-H YDC&F rules concerning the use of the premises, commit feed waste, be a nuisance, annoy, or interfere with any other 4-H members, projects, or neighbors. Facility 1. The 4-H YDC&F premises are to be kept in a clean and sanitary condition at all times. 2. It is expected that members will properly use and operate all electrical and plumbing fixtures, and keep all fixtures clean and sanitary. 3. All trash is to be taken home (including feed sacks) immediately, and is not to be left to accumulate. No trash is to be discarded at the 4-H YDC&F. 4. No alterations, improvements, or decorations can be done by the 4-H Member without prior written consent from the 4-H YDC&F Committee. Any improvements to the premises shall become the property of the 4-H YDC&F at the end of occupancy. The 4-H YDC&F Committee may require that all improvements be removed at the end of occupancy. 5. Workdays/Chores 1. Attendance at 4-H YDC&F workdays is mandatory. Each member is expected to contribute six hours per use Agreement. 2. Any incomplete hours from previous year and the six hours for the new year will need to be completed if you would like to return to the 4-H YDC&F prior to the arrival of a new animal for current year. 3. Your attendance at the workdays will be taken into consideration when the 4-H YDC&F Use Agreements are reviewed for space allocation in the future. 4. Duties and responsibilities must be carried out when assigned. Failure to complete tasks will be grounds for dismissal from the 4-H YDC&F. 5. If you do not contribute the mandatory six hours of service at the 4-H YDC&F and would like to use the facility in the next program year, you must make-up the remaining hours from the previous year BEFORE your current application is accepted. You will also need to complete the mandatory six hours of service for the current year before you will be able to bring your animal to the 4-H YDC&F. Equipment 1. All personal property must be clearly marked.

13 2. Only general use equipment and materials (leads, brooms, rakes, water and feed pans, buckets, etc.) will be allowed to be housed at the 4-H YDC&F. No trailers or refrigerated medications are allowed to be stored for longer than two days pre-or post-event at the 4-H YDC&F Personal property must be removed at the end date of this Agreement. ANIMAL SCIENCE PROJECT GUIDELINES Animals 1. Market Animals: Are short term (usually less than one year) projects. The goal is for animals to be purchased, raised, shown, and then sold through auction at fairs. 2. Breeding Animals: Are long term (multi-year) projects. It is the next step in project education that increases a member s responsibility, involvement, and education by raising animals from start to finish. The purpose in breeding is to produce additional market animals that can be raised, shown, and sold at auction at fairs or to increase your breeding stock. Market animals will be considered first for space availability. Each breeding project will be reviewed on a case-by-case basis by the 4-H YDC&F Committee. a. Breeding Guidelines: Members must submit a written breeding plan to this contract for consideration of your breeding project by the 4-H YDC&F Committee. 3. Weed Abatement Animals: Due to the terrain of the 4-H YDC&F, a regular and consistent mowing weed abatement program is not feasible. Members in the San Benito County 4-H Youth Development Program that would like to graze sheep and/or goats at the 4-H YDC&F for the purpose of weed abatement should contact the 4-H YDC&F committee. These animals will only be permitted on the 4-H YDC&F as needed and will leave the facility when they are not needed. 4. All animal projects must be approved by the project leader, the 4-H YDC&F Committee and 4-H Program Staff. 5. Only 6 livestock animals (combination of market and breeding) per member at a time will be allowed in the upper stalls at any given time. 6. There are 10 Sheep, 4 Goat pens and 20 Swine pens. The maximum allowed per pen is 2 Sheep, Goats or Swine, unless the pen is shared by a family, upon which the may be 3 animals of the same species. 7. There are 6 Beef pens. The maximum allowed per pen is 1 Beef. Additional Beef space may be accommodated upon request of the 4-H YDC&F committee H YDC&F Committee must be notified before: a. Project/Animal(s) brought to the 4-H YDC&F.

14 14 b. Projects/Animal(s) removed from the 4-H YDC&F for exercise or any other purpose. c. Projects/Animal(s) moved from one stall to another, except in an emergency. Stalls/Pens 1. 4-H member will be charged $10.00 fee per animal to use the 4-H YDC&F. The payment is submitted with your completed farm agreement to the 4-H farm chairman prior to the arrival of your animal(s on the 4-H YDC&F. 2. Animal projects will be housed in assigned stall(s). SBCF market animals will be given priority. 3. The 4-H Member is responsible for stalls being cleaned daily. Animals should not be left in dirty pens. It is the 4-H member s responsibility to ensure that his/her animal is healthy and happy. 4. Parents/Guardians may help with cleaning up, but the care of the animal is the 4-H Member s responsibility. 5. All manure and feed is to be disposed of at designated areas. 6. Stalls/pens and gates are to be secured with quick release latches. No locks are allowed unless approved by the farm committee. 7. Animals must be removed from the premises after the end date of this Agreement. After a project, has been removed from the 4-H YDC&F, stalls/pens must be cleaned and disinfected within two weeks. A 4-H member who has not cleaned their area will be assessed a cleaning fee of $50.00 per pen and will not be allowed to use the 4-H YDC&F in the future. Time Line 1. Dates of Agreement may not exceed 12 months, and must be renewed annually. 2. The 4-H YDC&F will not be the permanent home for any market animal. Animals may be housed at the 4-H YDC&F January 1 through December 31 annually. 3. Space is limited at the 4-H YDC&F. Use Agreements will be honored on a first-come, first-served basis, and are due with all signatures by May 1 st annually. Feedings 1. Animals must be the responsibility of the 4-H Member and must be under their care and ownership to meet the requirements of project completion and to show and exhibit at fairs and expositions where San Benito County 4-H members are eligible. 2. Animals must be fed, watered and cared for at all times.

15 15 3. No garbage or food scraps are to be fed to project animals at any time. 4. Parents/Guardians are discouraged from feeding and caring for the project/animal, unless the 4-H member is sick or otherwise unable to do so. Please contact the 4-H YDC&F Committee when the 4-H Member is unable to feed and/or care for the project/animal. On-going or chronic violations of this rule may result in a member being ineligible to house their animal at the 4-H YDC&F in the future. Medication 1. The 4-H Member is responsible for the purchase of all medications and equipment needed, including his/her own thermometer. 2. If animals or projects are not being cared for properly the member will be given a written warning by your project leader, from the 4-H YDC&F chair or 4-H Youth Development Staff. 16 16 San Benito County 4-H - Proposed Revision 1/23/17 Travel Funding Policy and Application Training conferences and workshops are important as they help provide growth and new ideas for 4-H members and leaders. Each year, San Benito County 4-H Council allocates funds to support certain activities and events. For the first conference/workshop a member attends, 4-H Council will pay the registration and travel fees. After the first trip, 4-H members are required to share their new knowledge, ideas, or skills gained at the conference/workshop with other 4-H members. Examples of ways to share: Conduct a county or club workshop/activity utilizing the new ideas learned. Assume the junior/teen leader role in a club project. Serve on a 4-H Council committee (14 years old and above). Demonstrate the new skills at project and/or club meetings. Give an individual presentation at a 4-H Council meeting as an individual presentation. (Group presentations are not encouraged.) Prior to any future trips, 4-H members are required to complete a 4-H Travel Application (other side) to report how the information obtained from the previously funded activity/event was shared. The Club Leader must verify that the member has met the requirements to be a member in good standing (80% project meetings attendance & 80% club meetings attendance). Once the delegate has completed their event registration, they are to print a copy of the registration and provide it to the 4-H office along with the 4-H Travel Application for approval and submission to the 4-H Council. 4. County submission deadlines will be the 4 th Monday of every month prior to the deadline set by the event coordinators. For example, if the deadline to register for State Leadership Conference is June 15 th, your application is due to the office on the 4 th Monday of May. 5. Delegates failing to follow this process will run the risk of not having their registration and travel fees paid by the 4-H Council, as well as run the risk of not being able to participate. 6. Delegates are responsible for paying for their t-shirts and any extracurricular activity fees they are involved in at the conference that cost an additional fee. Chaperones San Benito County 4-H Council will pay registration and travel fees for all trips. Chaperones must be at least 25 years old and be an appointed 4-H Leader. There are no other requirements. 20 20 San Benito County 4H Sustainability Committee Proposal February 2017 It is proposed that the San Benito County 4H Council limit the budget of funds spent from the Georgia Wapple Frazer Endowment to $80,000 annually starting with the H year. It is proposed that the San Benito County 4H Council keep the budget from the Georgia Wapple Frazer funds under $80,000 until the H year. At that time, the Council will review the state of the Endowment to determine if the annual amount should be adjusted. It is proposed that the San Benito County 4H Council implement a permanent Sustainability Committee. The function of the committee will be to work with the County Treasurer to monitor the Georgia Wapple Frazer Endowment for long term viability and health. Duties are to include: ~ Meeting at least annually with the Northern Trust managers ~ Keeping long term records on the trust ~ Making recommendations to the Council on managing the trust to ensure that the account balances remain within the limits recommended by the Northern Trust managers ~ Being part of the annual budget committee ~ Working with individual committees to prepare and stick to committee budget limitations ~ Working with the County Treasurer to monitor the month-to-month Council budget to ensure spending stays in the agreed upon parameters. It is proposed that the San Benito County 4H Council include a monthly financial report showing Budget-to-Actual finances in the monthly Council Meeting. Report will be used to make decisions by Council and all Committees. 26 26 APPLICATION REQUIREMENTS San Benito County Heritage Hog San Benito County Heritage Foundation Scholarship Due Date: April 14, 2017 No late application packets will be accepted beyond this date. The San Benito County Heritage Foundation is looking for a Youth Exhibitor (Recipient) and qualified energetic spokesperson to raise and sell the Heritage Animal - Hog hereafter called the San Benito County Heritage Hog at the San Benito County Fair. The fair is typically held the last week of September thru the first week of October. The San Benito County Heritage Hog Award Program will assist in the purchase and feed for the animal. The Heritage Hog will be exhibited and judged as "market ready," but will not be shown in any classes (market, showmanship, bred and fed), as it is a non-compete animal. The Heritage Hog will be sold at the end of the Junior Livestock Auction and all proceeds will go to the San Benito County Heritage Foundation. The applicant awarded the privilege to show the Heritage Hog will also be allowed two (2) additional animals to show and sell at the fair.
