1 Intramural Sprts 4 n 4 Flag Ftball Rules GENERAL RULES: 1. All participants must meet the eligibility requirements listed in the Intramural Sprts Participant Handbk. Each player must be an NIU student r current NIU Recreatin Member (faculty/staff). All expired memberships must be updated befre the individual may play in any game. 2. Participants must have their NIU OneCard at every game. Any games in which an ineligible player signs in will be cnsidered a frfeit. 3. All intramural participants must persnally sign the Waiver Release and are respnsible fr their wn medical expenses. 4. Teams are respnsible fr keeping their players and spectatrs under cntrl. Miscnduct f players, caches, managers r spectatrs can result in penalty, ejectin r frfeiture f the game. Spectatrs must als remain within the area designated by the IM Sprts staff. 5. Alchlic beverages, smking, and pets are prhibited frm all intramural cntests. 6. IM Sprts Officials/Supervisrs will have abslute authrity during the cntest and can make decisins n any matter r questin nt specifically cvered in the rules. 7. The 2012 & 2013 NIRSA Flag & Tuch Ftball Rules will gvern play, with the mdificatins listed in sectins belw. The Game 1. All games shall be played n the date and hur scheduled. 2. If all team members (t make the minimum number required) are nt signed in and ready t play by game time, the ppsing captain has the ptin t give them a five (5) minute GRACE PEROID. Hwever, the five (5) minute grace perid will be deducted ff the game clck. If the team des nt have the minimum amunt f players signed in and ready t play by the end f the 5 minute grace perid, then a frfeit will be called. 3. The game shall be played between tw teams f fur (4) players. A team can play with a minimum f fur (4) players. The game can cntinue with less than 4 players if the fficial determines they have a chance t win. A team s rster shall have a maximum f eight (8) players. 4. Captain - A speaking captain must be designated fr each team. He/she alne may appeal t the fficial, and then nly n interpretatins f the rules and player eligibility. Judgment calls may nt be prtested. Prtests must be filled immediately with the n duty supervisr. 5. Players can cmpete n ne men's/wmen's team, and ne c-rec team, regardless f divisin (A, B). 6. All players must have checked in with the fficial and be recrded n the game sheet befre they are allwed t participate. 7. Substitutins are allwed between plays, dead ball situatins, and during time-uts.

2 The Field 1. All games will be held at the Outdr Recreatinal Sprts Cmplex. NIU OneCard must be presented t gain access t the facility. 2. The field is 60 x 40 yards with tw 10 yard end-znes. 3. There is nly ne first dwn line until the gal line. a. There is n punting, meaning the team must g fr it t the next line t gain 4. PAT fr 1 pint is 3 yards ut frm the end-zne 5. PAT fr 2 pints is 10 yards ut frm the end-zne The Players 1. A team shall cnsist f fur (4) players. Teams must have a minimum f three (3) players fr the start and duratin f the game. 2. Captain - A speaking captain must be designated fr each team. He/she alne may appeal t the fficial, and then nly n interpretatins f the rules and player eligibility. Judgment calls may nt be prtested. Prtests must be filled immediately with the n duty supervisr. Game Equipment 1. Teams may use a legal ball f their chice when in pssessin. In men s games, nly the regular sized ball may be used. In wmen s r C-Rec games, regular, intermediate, r yuth ftballs may be used. 2. Game balls will be prvided by Intramural Sprts in the case that teams d nt have a game ball f their wn. The game ball will nt be used fr warm ups. 3. Tw ball sptters will be used t mark the scrimmage lines.. There will always be a 1 yard neutral zne between the sptters. Player Equipment 1. Players f the same team must wear the same r similarly clred jerseys with sleeves. Jerseys must either be lng enugh t remained tucked in, r shrt enugh s there is a minimum f 4 frm the bttm f the jersey t the player s waistline. 2. Each player must wear pants r shrts with n pckets, belt lps, and snaps n the legs (n breakaway pants) 3. Each player must wear a ne-piece belt, withut any knts, at the waistline with three flags permanently attached, ne flag at each side and ne flag at the center f the back. Teams must use flag belts prvided by Intramural Sprts. 4. All players must wear clse-ted sneakers r cleats. Cleats must be rubber r a rubbertype synthetic material, (metal, ceramic) NO FIVE FINGERD SHOES 5. Screw-in cleats may be wrn as lng as they d nt have metal tips and a screw t attach cleat The penalty fr failing t wear required equipment can be a live r a dead ball ful, with a lss f three yards.

3 6. Players may wear ace type bandages n mre than tw turns thick, prvided they are nt anchred with metal clips, must be anchred with medical tape. 7. Players may wear sft, pliable glves. 8. Players may wear sft headbands, and knit r stcking caps, prvided that the cap des nt have a bill r a knit ball n tp. 9. Players may wear sft, pliable kneepads. Players may wear leg r knee braces nly if the brace is cvered with at least ½ f clsed cell, slw recvery rubber, r a material f similar thickness and physical prperties. 10. It is strngly recmmended that players wear muth guards. 11. Players may carry a playbk inside their clthing, as lng as it is nt made f an unyielding material and is nt visible. If a playbk is taken n the field, it must be kept by a player. Players may als wear a sft, pliable wrist/frearm band that cntains plays. 12. Players may wear pliable, nn-rigid sunglasses. 13. All jewelry must be remved befre participating, including the livestrng bracelets. 14. Players may nt wear headwear cntaining any hard, unyielding material, r items cntaining expsed knts. 15. Players may nt wear pads r braces abve the waist, and may nt wear casts anywhere n the bdy. 16. Players may nt wear shirts r jerseys which d nt remain tucked in, r jerseys which have an arm pening mre than 4 belw the armpit. 17. Players may nt wear shrts r pants with any belt(s), belt lp(s), pckets(s) r expsed drawstrings. A player may nt turn his/her shrts inside-ut r tape his/her pckets in rder t play. 18. Players may nt wear twels attached at the waist. A twel may be brught n the field, regardless f weather cnditins, but it must be placed by the ffensive (range) ball sptter during play. Cin Tss 1. Tss f the Cin - Befre the start f the game, the referee will cnduct a captain's meeting during which Team A will call the tss f the cin. The captain winning the tss shall have chice f: Chsing ffense r defense. Chsing which gal t defend. Chsing t defer selectin t the secnd half. 2. The captain nt having the first chice f ptins fr a half shall exercise the remaining ptin(s). Change f Perids 1. The team n ffense at the beginning f each half will begin at the 10 yard line with the line t gain, unless the ball is mved by penalty. Game Time 1. Games will cnsist f tw 12-minute halves with a 3 minute halftime.

4 2. The clck will run cntinuusly during the 1st half, unless stpped by a: 1. Team time-ut starts n the snap 2. Officials time-ut starts n ready fr play 3. The clck will run cntinuusly fr the first 10 minutes f the 2nd half unless stpped by a team r fficials timeut. At the first dead ball at r inside 2 minutes befre the end f the half, the Referee shall stp the clck and administer the Tw Minute Warning. The clck will restart n the next snap. 1. The last tw minutes f the game, the clck will be stp and g time. 4. During the last 2 minutes f the secnd half, the clck will stp fr: Incmplete frward pass starts n the snap. Out-f-bunds starts n snap. Scring play starts n snap (after the try). Tuchback starts n snap Team time-ut starts n snap. First dwn dependent upn previus play Penalty administratin dependent n previus play (except fr Delay f Game starts n snap). Officials timeut starts at Referee s discretin. Change f pssessin - starts n the snap Team attempting t cnserve time illegally starts n the ready Team attempting t cnsume time illegally starts n the snap Inadvertent whistle starts n the ready A half must be extended by an untimed dwn if during the last timed dwn there was a ful that is accepted, ther than unsprtsmanlike fuls, nn-player fuls, r fuls which specify a lss f dwn. A perid must als be extended if during the last timed dwn there was a duble ful, and inadvertent whistle, r t attempt a PAT. Time Outs Each team is entitled t ne charged time-ut per game. If unused in the first half, it can be used in the secnd half and/r in vertime if the vertime ccurs. Delays 1. The ball must be put int play n mre than 25 secnds after the ready fr play signal has been given. 2. A team may nt put the ball in play befre it is declared ready fr play. 3. The penalty in either case is a Dead Ball Ful, Delay f Game, with a lss f 3 yards. Substitutins 1. Between dwns, any number f eligible substitutes may replace players n the field, prvided that all replaced players are ff the field befre the ball is snapped. Hwever, during the same dead ball interval, n player may leave the game and reenter as a substitute. a. The penalty is Illegal Substitutin with a lss f 3 yards.

5 Dead Ball Becmes Live A dead ball becmes live when it is legally snapped. Defensive/Offensive Line 1. After the ball is snapped, 1 player n defense may rush the quarterback 2. After the ball is snapped, 1 player n ffense can blck the defensive rusher 3. The quarterback, even if being rushed, must thrw the ftball t gain yards. They will nt be able t run the ball acrss the line f scrimmage Ball Declared Dead 1. A live ball becmes dead: When it ges ut-f-bunds. When a runner has a flag belt legally remved. A flag belt is cnsidered t be remved when the clip is detached frm the belt, if the belt is trn int mre than ne piece, r if a flag becmes lse n the belt r is trn ff the belt. If the runner s flag belt inadvertently falls ff, the runner is dwn when the defender legally tags the runner with ne hand between the knees and shulders. The ball carrier tuches the grund with any part f their bdy ther than the hands r feet (ball is part f hand). A tuchdwn, tuchback, safety, r successful try is made. When the ball strikes the grund fllwing first tuching by the kicking team. When a player f the kicking team catches a punt which is beynd the neutral zne; when an untuched punt cmes t rest n the grund and n player attempts t secure it. A frward pass strikes the grund r is caught simultaneusly by ppsing players. When a backward pass r fumble strikes the grund r is caught simultaneusly by ppsing players, r when a snapped ball hits the grund. When an fficial sunds his/her whistle inadvertently during a dwn. Out f Bunds 1. A player, whether in pssessin f the ball r nt, is declared ut-f-bunds when any part f the persn is tuching anything, ther than anther player r game fficial, wh is n r utside the sideline r end line. 2. A lse ball is ut-f-bunds when it tuches anything, including a player r game fficial, wh is ut-f-bunds. Putting the Ball in Play 1. The ball will be put in play using the fllwing prcedure:

6 Start f the first r secnd half at the 10-yard line. After a tuchdwn yard line. After a safety r tuchback yard line. Overtime 10 yard line. After a change f pssessin end f the run After a failed 4th dwn attempt previus spt Series f Dwns A team shall have 4 cnsecutive dwns t advance t the next zne. Any dwn may be repeated r lst by penalty. Zne Line t Gain The zne line t gain in any series shall be the zne in advance f the ball, unless mved by penalty. In such case, the riginal zne in advance f the ball at the beginning f the series f dwns is the zne line t gain. The mst frward pint f the ball, when declared dead, shall be the determining factr. Awarding a New Series A new series shall be awarded when a team mves the ball int the next zne n a play free frm penalty, r when an accepted penalty against the ppnent results in a first dwn. Penalty Resulting in First Dwn Any penalty which leaves the ball in pssessin f a team beynd its zne line-t-gain, r when a penalty stipulates a first dwn, the dwn and distance established by that penalty shall be first dwn with next zne line-t-gain. Ful Befre Change f Team Pssessin Fllwing a distance penalty between gal lines which ccurs during a dwn and befre any change f team pssessin during that dwn, the ball belngs t Team A. The dwn shall be repeated unless the penalty als invlves a lss f a dwn, r leaves the ball n r beynd the zne line-t-gain. If the penalty invlves a lss f dwn, the dwn shall cunt as ne f the fur in that series. Ful After Change f Team Pssessin Fllwing a distance penalty fr a ful cmmitted after team pssessin has changed during that dwn, the ball belngs t the team in pssessin when the ful ccurred. The dwn and distance established by that penalty shall be first dwn with zne line-t-gain.

7 Penalty Declined If a penalty is declined the number f the next dwn shall be whatever it wuld have been if that ful had nt ccurred. The Start All plays must be started by a legal snap. Ball Respnsibility The ffensive team is respnsible fr retrieving the ball after each dwn. Stances Players may use a 2, 3, r 4-pint stance. Encrachment 1. After the ready-fr-play whistle has been blwn, n defensive player may enter int the neutral zne fr any reasn befre the ball is snapped (e.g. signal plays, shift int defensive psitin, tuch the ball, r cntact/interfere with ppnents in any way. Penalty: Dead Ball, Encrachment, 3 yards frm succeeding spt. If this ccurs 2 r mre times by the defense during the interval between dwns, the penalty will be 5 yards thereafter. False Start 1. N ffensive player shall make a false start. This includes simulating a charge r start f play. The ball des nt have t be snapped fr this t ccur. Penalty: Dead Ball, False Start, 3 yards frm succeeding spt. The Snap 1. The snapper, after assuming the psitin fr the snap and adjusting the ball, may neither mve nr change the psitin f the ball in a manner simulating the beginning f a play. The ball must be snapped in ne cntinuus mtin, nt necessarily between the center's legs. The player receiving the snap must be 2 yards ff the ball fr a scrimmage play. The center may nt snap a ball t his/herself. Penalty: Dead Ball, Illegal Snap, 3 yards frm the succeeding spt.

8 Minimum Line Players 1. The ffensive team must have 2 players n their line f scrimmage at the time f the snap. The remaining ffensive players may be n line f scrimmage r in the backfield. Penalty: Illegal Frmatin, 3 yards Mtin 1. Only ne ffensive player may be in mtin at the time f the snap. This mtin must nt be tward the ppnent s gal line (frward). Penalty: Illegal mtin, 3 yards Shift 1. If tw r mre players g in mtin befre the snap, then this is cnsidered a shift and all players must cme set fr ne full secnd prir t the snap. Penalty: Illegal shift, 3 yards Direct Snap 1. The player wh receives the snap must be at least tw yards behind the line f scrimmage. The receiver f the snap may nt be directly under center. Penalty: Illegal Frmatin, 3 yards Backward Passes and Fumbles 1. A runner may pass the ball backwards r lse player pssessin by a fumble anytime. 2. Fumbles are dead when the ball tuches the grund. The ball is put int play by the fumbling team at the pint where the ball first tuched the grund. 3. A backward pass r fumble may be caught r intercepted in flight by any player and advanced 4. If a backward pass r a fumble in flight is caught simultaneusly by members f ppsing teams, the ball becmes dead at the spt f the catch and belngs t the ffensive team. 5. A backwards pass r fumble that ges ut f bunds between the gal lines belngs t the ffensive team at the ut f bunds spt. A backwards pass r fumble by the ffense int its wn end-zne will result in a safety. If the ball is fumbled int the ppnent's end-zne the result is a tuchback (ppnent's ball n their 10 yard line). Legal r Illegal Frward Passes 1. All players are eligible t tuch r receive a pass. A frward pass may be thrwn prvided the passer s feet are behind the line f scrimmage when the ball is released. Only ne frward pass may be thrwn per dwn. 2. A frward pass is illegal if:

9 The passer s ft is beynd the line f scrimmage when the ball is released. Thrwn after team pssessin has changed. Intentinally thrwn t the grund r ut f bunds t save a lss f yardage. A passer catches his/her wn untuched frward pass There is mre than ne frward pass per dwn. Penalty: Illegal Pass, 3 yards frm the spt f the pass and a lss f dwn. When an illegal frward pass tuches the grund r ges ut f bunds, the ball belngs t the ffensive team at the spt the ball tuches the grund r ges ut f bunds. If a player catches an illegal frward pass, the ball cntinues t be in play until declared dead. Penalty: Illegal Pass, 3 yards frm the spt f the pass and a lss f dwn. THERE IS NO RUNNING IN 4-ON-4 FLAG FOOTBALL. THE BALL CAN ONLY BE ADVANCED BY THROWING THE BALL. Cmpleted r Intercepted Passes 1. A frward pass is caught r intercepted when: 1. The player cmes dwn with at least ne ft in bunds while maintaining cntrl f the ball thrugh cntact with the grund. 2. The player makes the catch when kneeling r prne inbunds. 3. A simultaneus catch by players n ppsing teams shall result in an immediate dead ball with the ffense maintaining pssessin at the spt f the simultaneus catch. 4. When a frward pass tuches the grund r anything ut f bunds, it becmes dead and is ruled an incmplete pass. Frward Pass Interference 1. During a dwn in which a legal frward pass crsses the line f scrimmage, cntact which interferes with an eligible receiver/defender is pass interference, unless it ccurs when 2 r mre eligible players make a simultaneus and bna fide attempt t reach the ball. Hindering an ppnent s visin withut making an attempt t play the ball is pass interference, even thugh cntact may nt be made. It is als pass interference if an eligible player is de-flagged/tagged prir t tuching a frward pass. 2. After the ball is snapped, and until the pass has been tuched by a player, there shall be n ffensive pass interference. Penalty: Offensive Pass Interference, 5 yards frm the previus spt, lss f dwn 3. After the pass is thrwn, and until the pass has been tuched, there shall be n defensive pass interference. Penalty: Defensive Pass Interference, 5 yards frm the previus spt, autmatic first dwn. Mercy Rule If a team is leading by 16 r mre pints with tw minutes left in the game, the clck will be cntinuus (nt stp).

10 Tuchdwn 1. It is a tuchdwn when a lse ball is caught by a player behind the ppnent's gal line r when a runner advances s that the ball penetrates the vertical plane f the gal line. Tuchdwns are wrth 6 pints. 2. The player scring the tuchdwn must raise his/her arms t be de-flagged by the fficial. If the fficial is nt able t remve the flag belt and determines that the belt was illegally secured, the tuchdwn is disallwed, the ffending team is penalized, and the player is disqualified. Penalty: Persnal Ful, 5 yards frm the previus spt. If cmmitted by the ffense, lss f dwn. If cmmitted by the defense, autmatic first dwn. Try = 1 r 2 1. Fllwing a tuchdwn, the scring team shall be given an pprtunity t scre 1 pint frm the 3 yard line and 2 pints frm the 10 yard line. The Referee will ask the scring captain whether the try shall be fr 1 pint r 2 pints. Once the declaratin has been made, the Referee will annunce the decisin. Once the ball is marked ready fr play, the ffense may nt change its mind unless a time-ut is called. If the defense shuld intercept a pass, they may return it fr the amunt the ffensive team is ging fr. 2. Fuls during a try befre Team B pssessin: If a duble ful ccurs during a dwn, the dwn shall be replayed. When a distance penalty is incurred by Team A during a successful Try, the dwn will be repeated, if accepted. Hwever, if a Team A penalty carries a lss f dwn, the Try has ended and will nt be repeated. Safety = 2 Pints A Safety ccurs when: A runner carries the ball frm the field f play t r acrss hits/her wn gal line and it becmes dead there in his/her team s pssessin. The exceptin t this is the Mmentum Rule: When a defensive player intercepts a ball inside his/her wn 5 yard line and his/her riginal mmentum carries them int the end zne where the ball is declared dead, the ball belngs t the defensive/receiving team at the spt where pssessin was gained. An ffensive player cmmits any ful fr which the penalty is accepted and measurement is frm a spt in his/her wn end zne. A player, passes, fumbles, snaps, muffs, r bats a lse ball frm the field f play t r acrss his/her gal line and the ball becmes dead there in his/her pssessin. Des nt include when a frward pass becmes incmplete. Tuchback 1. A tuchback ccurs when: The ball is ut-f-bunds behind a gal line (except fr an incmplete pass); r when the ball becmes dead after a player gains pssessin, abve, r behind,

11 the player s wn gal line after a change in pssessin. Unsprtsmanlike Cnduct 1. N player r nn-player shall cmmit the fllwing acts: Refusing t cmply r abide by the decisin f an fficial f disrespectfully addressing an fficial. Using wrds similar t ffensive audibles r quarterback cadences prir t the snap Intentinally kicking at the ball. Spiking the ball Participating while wearing illegal player equipment. Using prfanity, taunting, insulting, r vulgar language r gestures. Leaving the team area and entering the field t participate during a fight. Penalty: Unsprtsmanlike Cnduct, 5 yards. Any player wh participates in a fight shall be disqualified. Unfair Acts N player r nn-player shall use wrds r phrases r cmmit any act nt in accrdance with the spirit r fail play fr the purpse f cnfusing the ppnent. Unsprtsmanlike Ful Accumulatin 1. Persnal Unsprtsmanlike Fuls: If a player cmmits his/her 2nd unsprtsmanlike ful in a game, the player shall be ejected frm the game. If a player cmmits his/her 3rd unsprtsmanlike ful in a seasn, the player shall be disqualified frm the turnament. 2. Team Unsprtsmanlike Fuls: If a team cmmits 4 unsprtsmanlike ful in a game, the team shall frfeit the game. If a team cmmits 5 unsprtsmanlike fuls in a turnament, the team shall be disqualified frm the league/turnament. Restrictins 1. N player r nn-player shall: Punch, strike, strip, steal r attempt t steal the ball frm a player in pssessins. Cntact an ppnent either befre r after the ball is declared dead. Make cntact f any nature with an ppnent that is deemed unnecessary. Cntact an ppnent wh is n the grund. Thrw the runner t the grund. Deliberately drive r run int an ppnent. Tackle the runner

12 Fight an ppnent Penalty: 5 yards, and if flagrant, the ffender will be disqualified. Rughing the Passer 1. Defensive players must make a definite effrt t avid charging int a passer r making cntact with the passer s thrwing arm after it is clear that the ball has been thrwn frward legally. N defensive player shall cntact the passer wh is standing still r fading back after releasing a legal frward pass. Rughing the passer restrictins nly apply t legal frward passes. Penalty: Rughing the Passer, 5 yards t the end f the play, Autmatic First Dwn. Screen Blcking 1. Blcking, as in regulatin tackle ftball, is prhibited. Screen blcking is permitted, prvided that the blcker des nt use hands, arms, elbws, legs, r bdy t initiate cntact. A blcker may use his/her hand r arm t break a fall r retain his/her balance. A player must be n his/her feet befre, during, and after screen blcking. The principle f screen blcking is the same as the blck/charge principle in basketball. Screen blckers may nt be interlcked with anther teammate. Penalty - Persnal ful, 5 yards 2. Oppnents must g arund the ffensive player s screen blck. The arms and hands may nt be used as a wedge t displace the ppnent. Penalty: Persnal Ful, 5 yards Flag Belt Remval 1. When the flag belt is taken frm the runner, the dwn shall end and the ball is declared dead. A ball carrier is cnsidered de-flagged when the clip f the flag belt becmes detached, nt where the belt falls t the grund. The succeeding spt will be determined by the psitin f the ball at the time the player was de-flagged. 2. Players must have pssessin f the ball befre they can be legally de-flagged by an ppnent. 3. When a runner lses his/her flag belt accidentally, inadvertently, r n purpse befre in pssessin f the ball, play cntinues. The de-flagging reverts t a ne-hand tag f the runner between the knees and shulders. 4. An ppnent intentinally pulling a flag belt frm an ffensive player withut the ball is illegal. In circumstances where a flag belt is remved illegally, play shuld be allwed t cntinue with the ptin f the penalty r the result f the play. Penalty: Persnal Ful, 5 yards 5. Tampering with the flag belt in any way t gain an advantage, including tying, is illegal. Penalty: Persnal Ful, 5 yards frm the previus spt and Player Disqualificatin. If by the ffense, lss f dwn. If by the defense, autmatic first dwn. 6. A player may leave his/her feet t remve a flag.

13 7. Runners shall nt flag guard by using their hands, arms, r the ball t deny the pprtunity fr an ppnent t remve the flag. These actins include, but are nt limited t: 8. Placing r swinging the hand r arm ver the flag belt t prevent an ppnent frm deflagging. Placing the ball in pssessin ver the flag belt t prevent an ppnent frm deflagging. Lwering the shulders in such a manner which places the arm ver the flag belt t prevent an ppnent frm de-flagging. Penalty: Flag Guarding, 5 yards. An ffensive player may nt stiff arm t ward ff an ppnent. Penalty: Persnal Ful, 5 yards. 9. A runner shall nt charge int an ppnent. If the defensive player is in psitin t pull the flag, it is the runner s respnsibility t avid cntact Penalty: Persnal ful, 5 yards. 10. An ppnent shall nt hld, grasp, r bstruct the frward prgress f a runner when in the act f remving the flag belt r making a legal tag. Penalty: Persnal Ful, 5 yards. Illegal Participatin 1. It is Illegal Participatin: T have mre than the maximum allwed number f players participating at the snap. If an injured player, fr which the fficials stp the clck, is nt replaced fr ne dwn, unless the halftime r vertime intermissin ccurs. If an ffensive player ges ut f bunds and returns inbunds during the dwn t participate, unless that player is blcked ut f bunds. When the ball is live, 1 f 2 types f plays are in prgress, either a lse ball r a running play. The type f play determines the basic spt f enfrcement fr penalties. A lse ball penalty ccurs when neither team is in pssessin f the ball. All actin preceding a lse ball is cnsidered part f a lse ball play. A running play ccurs when a team is in pssessin f the ball. 2. Any live ball ful is penalized accrding t the All-But-One Enfrcement Principle. The basic spt fr lse ball plays is the previus spt. The basic spt fr running plays is the end f the run. The exceptin fr this is the All-But-One Principle, which means that the basic spt f enfrcement fr a live ball ful by the ffense is the spt at which the ful ccurred. Special Enfrcements 1. A measurement cannt take the ball mre than half the distance frm the enfrcement spt t the ffending team s gal line. 2. If the ffensive team cmmits a penalty in its wn end zne and the penalty is accepted, a safety shall be awarded. 3. If there is a ful by the ffensive team n a tuchdwn, acceptance f the penalty nullifies the scre. If there is a ful by the defensive team during a tuchdwn, the scring team may keep the tuchdwn and chse t have the ful enfrced either n the try r n the ppnent s next pssessin. 4. If there is a ful by the ffense during a try, acceptance f the penalty nullifies the scre. If there is a ful by the defense n an unsuccessful try, the ffense may accept the penalty and replay the try. If there is a ful by the defense n a successful try, the penalty will be enfrced n the ppnent s next pssessin. 5. If either team cmmits a ful after a change f pssessin during a try r vertime, the penalty shall be enfrced at the succeeding spt. 6. It is a duble ful if bth teams cmmit fuls n the same play. The penalties ffset and the dwn is replayed. EXCEPTION: If each team cmmits a ful n a dwn where a change f pssessin ccurs, the team last gaining pssessin may keep the ball, prvided its ful is nt prir t the final change f pssessin. This is referred t as the Clean-Hands Principle. 7. When tw r mre live ball fuls are cmmitted during the same dwn by the same team, nly ne penalty may be accepted by the ffending team unless ne r mre f the fuls is Unsprtsmanlike. All Unsprtsmanlike fuls may be accepted. 8. Fuls by the ffense which include lss f dwn are Illegal Backward Pass, Illegal Frward Pass, Offensive Pass Interference, and Illegally Secured Flag Belt. 9. Fuls by the defense that give the ffense an autmatic first dwn are Defensive Pass Interference, Rughing the Passer, and Illegally Secured Flag Belt. C-Rec Rule Variatins 1. Each team will cnsist f 4 players, The minimum number f players necessary t start a game is 3. The acceptable cmbinatins fr C-Rec are 2 men/2 wmen, 2 men/1

15 wmen, and 2 wmen/1 men. A game may cntinue with less than 3 players if the fficials determine that the team has a chance t win. Penalty: Illegal participatin, 5 yards 2. A regular, intermediate r yuth size ball may be used. 3. The ffensive team must have at least 2 players n their line f scrimmage at the snap Penalty: Illegal frmatin, 5 yards 4. A male runner cannt advance the ball thrugh the line f scrimmage. There are n restrictins during a run by a male runner nce the ball is beynd the line f scrimmage, during a run by a female runner, r after a change f pssessin. Penalty: Illegal participatin, 5 yards frm the previus spt 5. During the ffensive team s pssessin there may nt be 2 cnsecutive legal frward pass cmpletins frm a male passer t a male receiver. This rule als applies t the extra pint (try). If a male passer cmpletes a legal frward pass t a male receiver, the next legal frward pass cmpletin must invlve either a female passer r a female receiver fr psitive yards. The spt where the ball becmes dead by rule must be beynd the scrimmage line. There are n restrictins cncerning a male passer cmpleting legal frward passes t a female receiver, r female t female, r female t male. Penalty: Illegal advancement, 3 yards frm the spt where the secnd cnsecutive male t male cmpleted legal frward pass is released, and a lss f dwn. Nte: Any ful, whether accepted r declined, shall have n effect n whether the next legal frward pass cmpletin is pen r clsed. 6. If a female passer cmpletes a frward pass t a male receiver behind the scrimmage line and he runs beynd the scrimmage line, it is an illegal frward pass. Penalty: Illegal frward pass, 3 yards frm the spt f the pass and lss f dwn 7. If a female scres a tuchdwn, the pint value is 9 pints. If a female player thrws a legal frward pass and a tuchdwn is scred the pint value is 9 pints. Tie Game Prcedure fr PLAYOFFS ONLY 1. If the scre is tied at the end f regulatin, vertime will be played. The fficials will cnduct a cin tss. The winning captain shall have the ptin f ffense, defense, r chsing the side f the field where the vertime will be played. The lsing captain will have the remaining chice. Each team will be given 4 dwns frm 10-yard line t scre. Cnversin attempts will be held as in regulatin play. If the defensive team intercepts a pass and returns it fr a tuchdwn the game will be ver. If the scre is tied at the end f the first vertime, a secnd vertime will be played. The captain that did nt win the cin tss will have the ptin. This prcess will be repeated until a winner is determined, with the chice f ptins alternating each rund. All vertime perids will be played at the same end f the field. Each team is entitled t ne time ut fr the entire vertime.

16 Sprtsmanship 1. Sprtsmanship is an imprtant part f intramural sprts. Teams receive sprtsmanship ratings at the cnclusin f each game n a scale f 1 t 5 with 5 as an excellent rating. Teams must average a 3.0 during the regular seasn t qualify fr the playffs. 2. Teams are respnsible fr keeping their spectatrs under cntrl. Miscnduct f spectatrs and players may result in ejectin and/r frfeiture f the game. Spectatrs must remain in the ut-f-play areas. Only players are permitted in the playing area. 3. Any player wh uses ful language, vilently prtests a call, r curses an fficial r supervisr, will be remved frm the game and will autmatically be suspended frm his/her team's next game. Any player wh tuches an fficial r supervisr will be placed n suspensin frm all Intramural activities fr a minimum perid f ne calendar year frm the time f the incident. 4. If at any time a team has 2 players r spectatrs ejected frm the game, the ffending team will immediately frfeit the game. 5. Teams shall assist in remving trash and equipment frm their game area at the cnclusin f their game, if the area is determined t be nt picked up by the team, the team will face a deductin f sprtsmanship rating. 6. Officials and supervisrs are cllege students emplyed by Campus Recreatin t prvide a service t the participants f Intramural Sprts. Officials are emplyed regardless f experience t fulfill a need fr a large number f fficials t cver all the games being played. Officials underg clinics and evaluatins t help them t cnstantly imprve in their abilities. Supervisrs are trained t handle cnflicts that ccur during games and are there t answer questins that participants may have regarding Intramurals. The supervisrs can be identified by the IM pl they will be wearing. IM supervisrs are veteran fficials r trained turnament persnnel wh have cmplete authrity t make decisins regarding prblems r special situatins. Supervisrs have been selected fr their knwledge f intramural sprts regulatins and rules, maturity, prfessinalism and a sincere interest in intramural sprts. 5 - Excellent - Players and spectatrs were psitive thrughut the game and cmpletely respectful twards the supervisrs fficials, and ppsing team. If the captain cnverses with the fficials abut rule interpretatins and calls he/she des s respectfully and calmly. N verbal warnings. N instances f unsprtsmanlike physical cntact. The team captain has full cntrl f his/her teammates/fans.
