All players have an equal chance t play with thers within their skill level. We are cmmitted t fstering a sense f teamwrk and abve all t have fun. CVIFFL General Rules Sectin 1 Players and Team Frmatin CVIFL is pen t participatin fr any yungster (bys and girls) wh btains age nt less than five and nt mre than eighteen as f August 30, There is n bundary restrictin applicable. Each candidate must present prf-f-age upn request. Age Grups: (a) Thirteen thru Sixteen year ld participants as f 8/30/2017 are eligible fr the Intermediate Divisin (b) Eleven and Twelve year ld participants as f 8/30/2017 are eligible fr the A Divisin (c) Nine and Ten year ld participants as f 8/30/2017 are eligible fr the B Divisin (d) Seven and Eight year ld participants as f 8/30/2017 are eligible fr the C Divisin (c) Five and Six year ld participants as f 8/30/2017 Team Frmatin by crdinatr Any variatins t subsectins 1.02 thrugh 1.06 will be at the sle discretin f a cmmittee cnsisting f that Divisin crdinatr, 2 managers frm that Divisin, and 2 Bard Officials Players are nt allwed t play ut f their divisin age bracket, except as a safety precautin. Players requesting t play ut f their divisin age bracket must attend the divisin evaluatin f the divisin in which they wish t play. All such requests must be in writing. After the divisin evaluatin a cmmittee cmpsed f that Divisin crdinatr, 2 managers frm that Divisin, and 2 Bard Officials will meet t determine if the player will be allwed t play ut f their divisin. It is expected that very few exceptins will be granted, especially fr players seeking t play dwn. Team Frmatin: Nte: There are n returning teams r returning players. Each team is treated as a new team even if the returning head cach is staying in the same divisin All teams will cnsist f up t eleven players. If we have 12 players per team, then we mve the game t 6x6 (B Divisin and Belw) Each team in the Intermediate, A, B divisins may freeze up t a maximum f five players. 1

2 1.11. Each team in the C divisins may freeze up t a maximum f six players Each team in the Pee Wee divisin may freeze as many players as they wish. (Buddy System) An executed frzen player frm (i.e signed by the frzen players parent r guardian) must be given t the divisin crdinatr, the Thursday night prir t the evaluatin. (Excluding Pee Wee Divisin) Immediately fllwing the evaluatin sessin each divisin will cnduct a draft t determine the players n each team. A representative frm each team must be in attendance at the draft Evaluatin Times: C Divisin 9-10:15, B Divisin 10:30 11:45, A Divisin 12 1:15, Int 1:30 2: Draft rder will be determined by draw. The draft rder will be snake. (i.e. the team with the first pick will pick 1st in each dd rund (1st, 3rd, 5th ) and last in each even rund (2nd, 4th, 6th ) Each frzen player will be treated as a drafted player. If a team has fur frzen players these players will be sltted int runds 1 thru 4 and the team will draft fr the first time in the 5th rund. (A team with five frzen players drafts first in the 6th rund; a team with eight frzen players (Pee Wee divisin nly) wuld draft first in the ninth rund) Siblings f frzen players will be drafted in the 7th rund Each divisin will identify all nn-frzen players wh attended the evaluatin sessin. These players represent the pl f draftable players. Each team will select a player in their turn until all players in the pl have been selected. (Nte: Sme teams may have several picks befre anther team if they have fewer frzen players.) Next each divisin will identify any nn-frzen players wh did nt attend the evaluatin. These players will be placed int a hat and selected by the next available team. If a divisin is versubscribed, players wh d nt attend the evaluatin sessin may nt end up n a team. These players will be placed n a waiting list Trades are permitted after cmpletin f the hat pick selectins thrugh mutual agreement by managers. Each trade must be reprted t the persn wh is cnducting the draft. All trades must be cmpleted befre the clsing f the draft meeting. N player wh signs up after evaluatin is eligible t be traded In the night fllwing the draft, each manager will cntact their players t let them knw what team they are n. (Immediate ntificatin is imprtant) Sectin 2 The Seasn The seasn will run fr ten cnsecutive Saturdays (September 9th and ending Nvember 11th) The next seven r eight Saturday s will cmpse the regular seasn with each team playing seven r eight regular seasn games. Teams practice fr ½ hur t 1 hur immediately befre each game. (Nte: Length f the regular seasn fr each divisin will depend n whether we need a third week fr that divisins playffs) Practices held at any ther time are nt spnsred by the league. Castr Valley Unified schl grunds may nt be used fr any nn-league spnsred practices. The league s nly field permit is fr Marshall n Saturday The final tw r three weekends will cmpse the playffs fr all divisins. Each team will play a playff game n the playffs. (EXCLUDING Pee Wee Divisin) 2

If tw r mre teams have identical recrds at the end f the year Tie brakers are as fllwed: Head t Head, Pints against, then cin flip The caches, players fr bth teams and game fficials will be n ne sideline. All spectatrs will ccupy the ther sideline. Caches t remain n their side f the half. (N caching frm the ppsite sideline) Offensive Cach is the nly cach allwed n the field t call a play but then must retreat 10 yards (10 steps) back prir t play and remain quiet. (Intermediate and A divisin nly) Sectin 3 The Rules "NFL FLAG Rules and Diagrams" Nte: Rules f play have been pulled frm the NFL Yuth Ftball web-site. The league has slightly mdified these rules t reflect ur philsphy/missin statement. NFL FLAG Ftball is a ppular five-n-five (six-n-six if we have 12 players per team, in B divisin r belw) game filled with fun and actin. In this game, the ffensive team plays fr a first dwn at midfield and a tuchdwn in the end zne. Running and passing plays are allwed, althugh there are n-running znes at midfield and near each gal line. The defensive team cvers receivers, rushes the passer and grabs flags t make tackles. Read mre abut NFL FLAG rules belw. Reginal and natinal turnament games will fllw these rules clsely, althugh there may be sme mdificatins. Please nte that while the rules may be adpted t suit yur lcal needs, they must remain nn-cntact. Ftball Sizes: Pee-Wee Divisin: Pee-Wee Ftball C & B Divisin: Junir Size Ftball A Divisin: Yuth Size Ftball Intermediate Divisin: Intermediate Size Ftball The Basics A cin tss determines first pssessin The ffensive team takes pssessin f the ball at its 5-yard line (As marked n field by n run zne hash marks) and has three plays t crss midfield. Once a team crsses midfield, it has three plays t scre a tuchdwn. If the ffense fails t scre, the ball changes pssessin and the new ffensive team takes ver n its 5-yard line. (Designated Hash marks n field) If the ffensive team fails t crss midfield, pssessin f the ball changes and the ppsitin starts its drive frm its 5-yard line. (Designated hash marks n the field) All pssessin changes, except interceptins, start n the ffense s 5-yard line. (Designated hash marks n field) Interceptins may be returned. (Except n extra pints) Teams change sides after the first 25 minutes. Pssessin changes t lser f cin tss unless deferred and the clck des nt stp One ffensive cach is allwed in the huddle t help call plays. Befre the snap they retreat 10 yards (10 steps) well behind the quarterback and are t remain silent during the actual play. If cach des nt remain 3

4 silent, and tells his players what t d, the play will nt be allwed, and called a dead ball, and lss f dwn. (Intermediate & A divisin) Defensive Cach is allwed n the field in Pee-Wee & C divisin. A, B & INT Divisin, n defensive cach n the field. Players/Game Schedules Teams must field a minimum f five players at all times. In the event f an injury, a team with insufficient substitute players may play with fur players n the field, but n fewer than fur Five Minute Grace Perid befre the game clck can start If team des nt have 5 players t start game, after every 10 minutes, the team with a full team will receive 6 pts. After the 25 minutes, if still n team, the game will be called. Timing Games are played t 50 minutes running time. (25 minute halves, with a 5 minute half time) If the scre is tied at the end f 50 minutes, teams mve directly int vertime. Nte: this des nt include a 5 minute halftime Each time the ball is sptted, a team in A, B Intermediate and Senir Divisin has 30 secnds t snap the ball. Teams will receive ne warning befre a delay-f-game penalty is enfrced Pee Wee and C divisin have 40 secnds. (N penalty fr infractins) Each team has 3-30-secnd time-uts per half. The clck is stpped during the time-ut. The clck will start nce the ball is hiked Officials can stp the clck at their discretin In the event f an injury the clck will stp and then restart when the injured player is remved frm the field f play. Overtime Clck will remain running during vertime, 10 minute perid, if n scre after the time runs ut then the game is tied. During Playffs n time limit Each team gets t pssess the ball. The ball will start at the n run zne n their half f the field. 3 plays t scre. If team des nt scre, then ther teams starts at their n run zne, and has 3 plays t scre. Once bth teams pssess the ball, next scre wins. If n team has scred after the 10 minutes, the game will end in a tie. Scring Tuchdwn: 6 pints Extra pint: 1 pint (played frm 5-yard line, designated hash marks) r 2 pints (played frm 12-yard line; designated hash marks) Safety: 2 pints Running The quarterback cannt run with the ball. 4

5 Only direct handffs behind the line f scrimmage are permitted. Offense may use multiple handffs. N-running znes lcated five yards frm each end zne and five yards n either side f midfield (Designated by hash marks n the field) are designed t avid shrt-yardage, pwer-running situatins. The player wh takes the handff can thrw the ball frm behind the line f scrimmage. Center Sneak is prhibited. First handff cannt g t the center. Once the ball has been handed ff, all defensive players are eligible t rush. Spinning is allwed, Players cannt leave their feet t avid a defensive player r advance the ball (n diving, leaping r hurdling in a frward mtin). If player dives r hurdles it is a 10yard penalty frm where they left their feet. The ball is sptted where the ball carrier s feet are when the flag is pulled, nt where the ball is. Only ne frward pass is allwed per play. (A pass is any ball thrwn frward) One backwards (lateral) is allwed per play. (This is cnsidered a handff r lateral, and nt cnsidered a pass) The lateral must be made behind the line f scrimmage. The persn catching the lateral may make a frward pass r run with the ball. The persn catching the lateral may be rushed immediately by any player. A drpped lateral will be treated as a fumble and marked at the spt where the ball first tuches the grund. If the ball leaves the players hand nce they crss the line f scrimmage, the ball is cnsidered a fumble, and is dead at that psitin The snap by the center t the quarterback is nt cnsidered a lateral. The quarterback is an eligible receiver after making the handff/ lateral. Receiving All players are eligible t receive passes (including the quarterback if the ball has been handed ff behind the line f scrimmage). A player must have at least ne ft inbunds when making a receptin. All mtin must be parallel t the line f scrimmage, and n mtin is permitted twards the line f scrimage. In case f simultaneus pssessin by bth an ffensive and defensive player, pssessin is awarded t the ffense. Passing Shvel passes are allwed. The quarterback has a seven-secnd pass clck. If a pass is nt thrwn within the seven secnds, play is dead, lss f dwn. Once the ball is handed ff r lateralled, the seven-secnd rule n lnger is in effect. Interceptins may be returned. (Except n extra pints) Dead Balls The ball must be snapped between the legs, nt ff t ne side, t start play. Substitutins may be made n any dead ball. Play is ruled dead when: Ball carrier s flag is pulled Ball carrier s flag and/r flag belt falls ff Ball carrier s flag falls ut 5

6 If a players flag falls ff prir t cmpletin f play, the play will cntinue until the play is ver. It will be fficials judgment if the play culd have cntinued t cmpletin. Ball carrier steps ut f bunds Tuchdwn r safety is scred Ball carrier s knee hits the grund Ball hits the grund. There are n fumbles. The ball is sptted where the ball hits the grund. If the ball leaves the players hand nce they crss the line f scrimmage, the ball is cnsidered a fumble, and is dead at that psitin A ball drpped in the end-zne including a btched snap is a safety Upn the fficials whistle In the case f an inadvertent whistle, the ffense has tw ptins: Rushing the Quarterback Take the ball where it was when the whistle blew and the dwn is cnsumed Replay the dwn frm the riginal line f scrimmage All players wh rush the passer must be a minimum f seven yards frm the line f scrimmage when the ball is snapped. Any number f players can rush the quarterback. If Ref sees a player leaving early, they will drp the flag, but has the right t pick up the flag if the player is nt invlved in pulling the QB s flag. Players nt rushing the quarterback may defend n the line f scrimmage. Once the ball is handed ff, the seven-yard rule n lnger is in effect, and all defenders may g behind the line f scrimmage. A special marker, r the referee, will designate seven yards frm the line f scrimmage. Remember, n blcking r tackling is allwed. Rughing the Quarterback is nt allwed. Ging fr the thrwing arm r tuching the QB ther than the flag will result in a penalty. (10 yds and replay f dwns. Pee Wee & C divisin all defensive players start 7 yards back fr the first 4 games f the seasn. Sprtsmanship/Rughing If the field mnitr r referee witnesses any acts f tackling, elbwing, cheap shts, blcking r any unsprtsmanlike act, the game will be stpped and the player will be ejected frm the game. FOUL PLAY WILL NOT BE TOLERATED. Trash talking is illegal. Officials have the right t determine ffensive language. (Trash talk is talk that may be ffensive t fficials, ppsing players, teams r spectatrs.) If trash talking ccurs, the referee will give ne warning. If it cntinues, the player r players will be ejected frm the game. All players must shake hands after games. PENALTIES (All penalties will be called by the referee) Defense: Off sides (Crssing Line f scrimmage prir t Hand ff): 5 yards and replay f dwn Def Pass Interference: Autmatic first dwn frm spt f ful Illegal cntact (hlding, blcking, etc.): 10 yards and autmatic first dwn Illegal FLAG pull (befre receiver has ball): 10 yards and autmatic first dwn Illegal rushing (Start rush inside 7-yard marker): 10 yards and autmatic first dwn Rughing the QB: 10 yards and replay f dwn 6

Offense: Illegal mtin (false start, etc.): 10 yards Illegal cntact (hlding, blcking, etc.): 10 yards and lss f dwn Illegal frward pass (2 nd pass ): 10 yards and lss f dwn Off. Pass interference (illegal pick play, pushing ff/away defender): 10 yards - lss f Dwn FLAG guarding: 10 yards (frm spt f ful) and lss f dwn Diving r Hurdling: 10 yard penalty frm infractin Delay f game: 10 yards and lss f dwn Miscellanies: Offensive Cach Talking during Play: Play is called dead, Lss f dwn Unsprtsmanlike cnduct: 15 yards, lss f dwn Referees determine incidental cntact that may result frm nrmal run f play. All penalties will be assessed frm the line f scrimmage, except flag guarding, pass interference and ffensive diving which will be enfrced frm spt f ful. Only team manager may ask the referee questins abut rule clarificatin - interpretatins. Players cannt questin judgment calls. Games cannt end n a defensive penalty, unless the ffense declines it. There are n kickffs, and n blcking is allwed. ATTIRE Cleats are allwed, except fr metal spikes. Inspectins must be made. All players must wear a prtective muthpiece; there are n exceptins. Flags must be n the player s hips and free frm bstructin. Deliberately bstructing flags will be cnsidered flag guarding Official team jerseys and black shrts must be wrn during team play. Jerseys must be tucked in at all times. Players must remve all watches, earrings, and any ther jewelry that the fficials deem hazardus. CONDUCT Any Cach r Player that des nt shake hands with the ther team after a game will need t attend a meeting with selected bard members. They will nt be allwed t take the field until the meeting with the bard has been cmpleted. Cach Cnduct: All caches are bligated t fllw CVIFFL s Philsphy. (Refer t frnt page) Any cach that des nt will need t meet with selected bard members. They will nt be allwed t take the field until the meeting with the bard is cmpleted. Rules herein are prvided fr infrmatin, fr any member f the league, f the rules fr playing Flag Ftball as directed by CVISL. Any discrepancies shall be reslved by the CVISL Rules Cmmittee and/r CVISL Bard based n said cmmittee s judgment using these rules as necessary. Final decisin f the Bard is final. Mdificatins r revisins t this dcument shall be directed tward missins, crrectins, r clarificatins t existing rules. Mdificatins/revisins intent n redefining existing rules that result in an advantage fr any ne individual r team will nt be allwed. Any rule may be repealed by the Rules Cmmittee at any time. CVI Rules Cmmittee has the right t change the rules during the seasn, with bard apprval 7

CVI Bard has the discretin t penalize caches wh d nt play their players respnsible time. Sectin 4 Referees and Other Game Officials Bth Teams will prvide tw fficials: a screkeeper/ game clck and an fficial t handle the dwn marker. The paid referees referee will be respnsible fr: 1. The fficial will prvide bth a five minute and tw minute warning t each team each half. 2. The per play clck (30 r 40 secnds depending n the divisin) 3. The seven secnd clck and hw many time uts have been used. (Nte: the play clck starts frm the time the ball is sptted by the referee.) The fficials will be seated at mid-field n the player/cach side f the field The head cach may briefly discuss a call with the referee nly if he believes a rule was misinterpreted. (Remember: we have a running clck and dn t want t waste time with adults talking). Judgment calls are nt t be discussed. There will be n prtests. Calls n the field are final. 8
