1 PURPOSE PAGE YOUTH CENTER BASKETBALL ORGANIZATION REGULATIONS & PLAYING RULES Page Yuth Center Basketball is a prgram f service t yuth. It is geared t prvide an utlet f healthful activity and training under gd leadership in an atmsphere f whlesme cmmunity participatin. The prgram is under the directin f The Page Yuth Center, a nn-prfit yuth rganizatin. The Executive Directr and Prgram Directr are respnsible fr administratin f the basketball prgram. The purpse f amateur sprts prgrams is t instill in yung peple thse attitudes and characteristics which will help them grw t be better adjusted in the years ahead. This can be accmplished by teaching them t prepare themselves physically and mentally befre cmpetitin s they have every chance t learn, win, and enjy the game. I. DEFINITIONS AND TERMINOLOGY The name f the league shall be "PAGE YOUTH CENTER BASKETBALL." The league will include bys and girls in grades 1 thrugh 8. II. III. IV. INSURANCE The league insurance supplements ther insurance prgrams carried under family plicy r prvided by parent's emplyers. RESIDENCE There is NO requirement that a player live in any particular area in rder t participate in the PYC Basketball prgram. PARENTAL CONSENT N player shall be registered n any apprved team if he/she has nt secured a written cnsent frm his/her parent r legal guardian, and such cnsent filed in the Page Center ffice. V. PARENT & FAMILY INVOLVEMENT The Page Yuth Center requires that each family vlunteer at least 4 hurs f help in sme way. Therefre, the league strngly recmmends that prir t the first practice, a meeting r gathering f parents r guardians f each player be held t explain the purpse, prgram and benefits f PYC Basketball. We have prvided an utline fr this meeting in Attachment "A." At the clse f the seasn, all teams, either individually r in cnjunctin with ther teams, are encuraged t have a suitable seasn-end get-tgether. VI. VII. VIII. IX. COACHES All caches must cmplete a backgrund check screening and submit an annual Cncussin Training certificate. DIVISION FRAMEWORK All divisins will cnsist f as many teams as playing facilities, player registrants, and caches will allw. EVALUATIONS & DRAFT All players are required t attend an evaluatin prcess t be prperly placed in the draft. All players are placed n teams by a draft system t create parity in the league. PRACTICE RULES Teams in all divisins may nt practice mre than (6) hurs a week including games. Any cach vilating this rule may be subject t autmatic suspensin. X. SAFETY STANDARDS On an annual basis, a cncussin and head injury infrmatin waiver shall be cmpleted and returned t the Page Yuth Center by the yuth athlete and his r her parent r guardian. The infrmatin waiver must be returned prir t the yuth athlete's participatin in practice r cmpetitin. 1

2 A yuth athlete wh is suspected f sustaining a cncussin r head injury during a practice r game shall be remved frm participatin at that time. A yuth athlete wh has been remved frm participatin during a practice r game based upn a suspected cncussin r head injury may nt participate in practice r game-play until the athlete is evaluated by a licensed health care prvider trained in the evaluatin and management f cncussins and received written clearance t return t participatin frm the health care prvider. All players wearing glasses are strngly encuraged t wear an eyeglass headband t hld their glasses n. Knee pads are ptinal safety equipment. Athletic supprters r briefs are recmmended fr bys. N bxer style shrts/under wear will be wrn that shws utside the unifrm. All caches must carry the player cntracts with them at all times as there is a medical treatment authrizatin sectin that is necessary t have befre a dctr can r will treat a severely injured player. All jewelry, necklaces, earrings, watches, etc., must be remved prir t practicing r playing a game. N bbby pins, barrettes, etc, in girl's hair. XI. XII. XIII. XIV. XV. DIVISION CHAMPIONSHIP Team finishing the seasn schedule with the best win and lss recrd will be knwn as the divisin champins. Ties fr the first place may be determined by designating the winner f the seasn-scheduled game between the tied teams, r tie breaker by results versus cmmn ppnents. POST SEASON PLAY-OFFS All teams in each divisin may be eligible t participate in the PYC pst-seasn playffs. The playff frmat shall be pl play and/r bracket play depending n number f teams per divisin. Pls and seeding will be determined by league standings. Playff Tie breaker system: 1) Head t Head Play - The team that wins the head t head cmpetitin between the tw teams will mve n. 2) Pint System A pint differential system (using all Pl Play games) will be used if three r mre teams are tied. Teams will receive a maximum + r - 13 pints. The team with the mst psitive pints will be 1st place then 2nd place, etc. This will nly be calculated fr cmmn ppnents. If tw teams are still tied, they wuld revert t the first tie breaker system. 3) Cin Tss AWARDS All awards given by the league must be apprved by the Page Yuth Center Prgram Directr. League awards shall be as fllws: Divisin Champinship trphy in each divisin (ptinal) Playff trphy r t-shirt t each divisin (ptinal) All 1 st and 2 nd graders will receive a medal r trphy fr participating. GAME OFFICIALS PYC cntracts fr the services f game fficials and prvides training fr these fficials. N fficial shall be under the age f 18, unless apprved by the Page Yuth Center Prgram Directr. Game fficials shall be respnsible t the Page Yuth Center Prgram Directr fr rules, cnduct, and appearance. All game fficials must be dressed in black and white striped fficial s shirts, black shrts r pants. Each game shall be fficiated by tw referees. When, due t circumstances, nly ne referee is available, the League Directr may, at their discretin, permit the game t be played with nly ne fficial. GYM MONITORS The Gym Mnitr r apprved alternates will be present at all games, t see that each game is cnducted in line with the aims and ideals f the league. Sme f his/her specific duties are: Start game at appinted time. Make sure each game has fficials, screkeeper, and timekeeper. Interpret league rules when necessary. Cntrl imprper behavir f anyne present. Warn the cach regarding harassment f fficials by spectatrs. Secnd warning may incur technical ful (impsed by league representative thrugh the game fficial), which is a tw sht ful. Gym Mnitr must back up game fficial's judgment decisins. 2

3 The league des nt allw spectatrs r children t sht baskets during quarter breaks and time uts. It is the Gym Mnitr's jb t plice this activity. Gym mnitr in charge f the game can and will declare a "NO GAME" shuld either team nt be ready t play 10 minutes after the fficial starting time. The Page Yuth Center Prgram Directr will be ntified within 24 hurs whenever a "NO GAME" is declared. This is MAY r MAY NOT result in a frfeit; the game will be rescheduled if pssible. LOCAL PLAYING RULES 1. RULE BOOK PYC Basketball shall be played in accrdance with the Natinal Federatin f State High Schl Assciatin s RULES fr Basketball except as hereinafter prvided in the PYC Basketball Rules, as apprved by the PYC Bard f Directrs, with the mdificatins and lcal rules as stated herein. 2. GAME LENGTH A. 1 st & 2 nd grade divisins will be 4 quarters f 7-minute running clck. Clck will nly stp at time uts and free thrws. Additinally, a stp clck will be used the last 2 minutes f the 4 th quarter if the difference in the game scre is 10 pints r less. B. 3 rd & 4 th grade divisins will be 4 quarters f 9 minutes running clck. Clck will nly stp at time uts and a stp clck will be used the last 2 minutes f the 4 th quarter if the difference in the game scre is 10 pints r less. C. 5 th 8 th grade divisins will be 4 quarters f 7-minute stp clck. 4. BASKETBALL SIZES All 6 th thrugh 8 th grade bys divisin will play with a regulatin/fficial size ball. All 1 st and 2 nd Grade Divisins will play with a 27.5 ball. All 3 rd thrugh 5 th grade bys divisins will play with the All girls 3 rd thru 8 th divisins will play with a 28.5 ball. 5. HALF TIME Half time will be fur minutes lng. The first and third quarter breaks will be ne-minute lng. If games are running behind, half time and quarter breaks may be reduced. 6. TIME OUTS Each team is allwed a maximum f three full time-uts per game. Only ne-time ut is allwed in vertime. Timeuts d nt carry ver t vertime. 7. OVERTIME In the case f a tie after regulatin time, there will be ne vertime perid f tw minutes in length. All Divisins f vertime play will be stp clck. Each team will get ONE time-ut. If the scre is still tied, the secnd perid will be played as SUDDEN VICTORY. The first team t scre, wins. N time uts are allwed in Sudden Death. All Overtime Perids will start with a Jump Ball. 8. NUMBER OF ELIGIBLE PLAYERS A. A team can start with any 4 players. If the ppnent has 5 r mre players, they are strngly encuraged t start and play with 5 players. The game will cunt as an fficial game. NO EXCEPTIONS. B. If by 10 minutes after game time, fur players have nt arrived fr any single team, the game will be declared a n cntest. DRESS CODE FOR PARTICIPATING IN GAMES All players must wear the jersey issued by the league t be cnsidered "in fficial unifrm" as per CIF rules and slid black shrts, all players may wear T-shirts under their jerseys prviding the clr f the T-shirts is either black r white. Preferably, white fr hme and black fr visitr. It is nt necessary that all players n a team wear T- shirts. Bike type shrts are allwed as part f the unifrm as lng as all the team members wear the same clr. N sweats are allwed as part f the fficial playing unifrm. A technical ful may be issued at the start f the game fr teams nt in unifrm. 10. HOME TEAM AND VISITING TEAM The hme team will sit under the hme side f the screbard (when facing the screbard), n the left f the screbard. The visiting team will sit under the visitr side f the screbard, n the right f the screbard. At the beginning f each game, they will warm up at the ppsite basket. During the secnd half, the hme team will be n ffense in frnt f their bench. 11. HEAD & ASSISTANT COACHES Only ne cach (either the Head Cach r Assistant) shuld remain standing at a time while caching during games (f curse, bth caches can sit while caching during games). The ther cach is required t stay seated n the bench while play is in prgress. The ONLY exceptin is fr the Girls and Bys 1 st /2 nd grade divisin where an assistant cach is allwed t stand baseline behind the designated area n the ppsite side f their bench the entire game. All caches are required t stay in the designated caching bx (red line t red line). 12. SCOREKEEPING AND TIMERS EACH team must prvide an fficial ADULT vlunteer screkeeper t keep the screbk r the time clck at the table. Hme team shuld d the screbk and the Visiting team shuld run the time clck. In sme cases, cmmunity service screkeepers prvided by the Page Center will be available. Only the PYC screbks are cnsidered "fficial." Screkeepers are fficials f the game and cnsequently, must act accrdingly. The screbk, nt the screbard, is final. If a team des nt prvide a vlunteer screkeeper, a technical ful may be issued at the start f the game. Caches are respnsible f keeping track f their players playing time; sub sheets are available inside screbk binders t cmpare with the table. Screkeepers are welcme t keep their wn sub sheets t cmpare with the caches. 13. MUST PLAY RULE Each player, if eligible, must play at least ne full, nn-interrupted quarter in the 1 st half and the equivalent f ne full quarter in the 2 nd half. He/She must enter at the start f the quarter and cmplete the entire quarter in the first half nly. Any player wh arrives after the start f the 2 nd quarter has frfeited their guaranteed playing time. They may r may nt play in the game at the cach s discretin ONLY if the rest f the team meets their playing time requirements. Caches, it is yur respnsibility t make the substitutin. FAILURE TO PLAY ALL TEAM MEMBERS THE PROPER AMOUNT OF TIME MAY RESULT IN FORFEITURE OF THE GAME. The nly exceptins shall be fr injury/ ill r a player fuls ut f the game. Or if a player is nt playing due t behaviral issues r failure t fllw team rules. These rules must be set at the start f the seasn with all parents ntified f these team rules. The cach must tell PYC representative/mnitr, fficials, screkeepers and ther cach prir t game starting why the child is nt playing. Failure t d s culd result in a technical ful r frfeit. 14. DEFENSE 1. IN 1 ST & 2 ND GRADE DIVISION N pressing is allwed and all defensive players must have bth feet inside the 3-pint line area n defense. A player may nt leave the designated defensive area t intercept a pass r lse ball. The intent f this rule is t allw all players t be able t take shts and handle the basketball. All caches shuld design their ffense s that every player n the team has an pprtunity t take shts and handle the ball. A. T eliminate excessive stalling at the end f games, during the last tw minutes f the game and/r in vertime, if the scre is within 10 pints r less, the defensive team is allwed crss the 3-pint line and play defense up t half curt. 4

5 B. Teams may play man t man r zne defense. Teaching man t man defense is encuraged. 15. FULL COURT PRESS N full curt press is allwed in the 1 st, 2 nd, 3 rd, & 4 th grade bys and girls divisin. In every divisin, n the inbunds, the ball must reach half curt within 10 secnds r a vilatin will be called (since there is n sht clck). When pssessin f a defensive rebund r defensive steal is secure, the new ffensive team cannt be defended and all players n the ther team must retreat t a defensive psitin. A) Fr 3 rd and 4 th grade divisins, in an effrt t prevent stalling if a team is within 5 pints with 30 secnds r less left in the game, a team is allwed t send ne player acrss half curt. This rule is t prevent a team frm hlding the ball in the backcurt unguarded the last few secnds f the game, and giving the ther team n chance t win. 16. THREE SECONDS All divisins will play the three secnd rule as it pertains t ccupying the key. 17. THREE POINT RULE Only divisins in the 5 th 8 th grades will allw three pint shts. 18. INJURY If a player is injured such that the referee has t stp play, the injured player may cntinue unless a cach is beckned nt the curt, r unless the cach calls a time ut. If the cach is called n the curt, the injured player must be taken ut f the game fr a pssessin. If the cach calls a timeut and the injured player can recver befre the expiratin f the time ut, then they are allwed back n the curt. If the player cannt cntinue after the time ut they must cme ut f the game and can return after the start f the clck and then next dead ball. Any player with a brken bne r ther medical cnditins that require a hard cast t be wrn may nt participate until the cast is remved and a nte f dctr s clearance is received. Additinally, any player with an injury that requires a sft cast t be wrn may participate nly if a dctr s nte f clearance is received. 19. TECHNICAL RULE CLARIFICATION Receiving tw technical fuls in ne game is an ejectin frm the game and the gymnasium. All duble technical fuls will be reviewed by advisry bard fr pssible further actin. A flagrant technical ful is, in the judgment f the fficial, a ful that was cmpletely unwarranted, and culd result in a duble technical and remval frm the game and gymnasium. Any fficial finding it necessary t eject a cach r team shall reprt the incident t the cmmissiner after the game. Tw ejectins during the seasn fr any cach r team representative shall call fr an autmatic suspensin fr the balance f the seasn. If caching mre than ne divisin, yu will be suspended frm the divisin yu were issued the technical ful in. 20. BLOW OUT RULE It is the cach s respnsibility t cntrl the game s n team lses by mre than pints. USE COMMON SENSE. THE EXCUSE I COULDN T CONTROL MY TEAM FROM FASTBREAKING, SCORING, AND OR PRESSING ETC WILL NOT BE ACCEPTABLE. If this ccurs a disciplinary actin may be taken. 21. PROTESTS A cach may prtest the eligibility f a player r the must play rule nly. N game can be prtested using the judgment call f an fficial as the basis fr the prtest. All judgment decisins are final. Any rule prtested must be submitted IN WRITING t the Prgram Directr within 48 hurs f the prtested game. An Advisry Bard will make the league ruling. 22. ABSENT OR DISCIPLINED PLAYERS Any player absent fr any reasn shuld be listed in the screbk with the assciated reasn written by his/her name. The cach must als alert the referees AND the ppsing cach f any playing time exceptins, BEFORE THE 5

6 GAME STARTS. Make sure that if yu discipline a player by nt letting him play, yu have a very legitimate reasn that the Bard can cmfrtably back yu up n. Caches this shuld be a written rule fr yur team (n practice = n playing time). This means excessive missed practices, nt fr ne r tw. 23. GAME SCHEDULE CHANGES N game time r date may be changed withut Page Center Prgram Directr Apprval. Requests must be submitted in writing at least 2 weeks prir t requested change. Requests are NOT guaranteed. Hliday weekends and sccer turnaments will nt be cnsidered a reasn fr game change. PYC encurages head caches t first ask anther parent/assistant cach n team t step in befre submitting their game change request. 24. SUSPENSIONS AND FORFEITURES When a player r cach is rdered ut f a game by a referee fr miscnduct, he r she is autmatically suspended and may be ineligible t play r cach in the next game. Any player, parent, cach r assistant cach hitting, shving, displaying disruptive behavir r causing verbal abuse t a referee, PYC staff, anther player, r cach may be suspended r expelled fr the remainder f the seasn. PYC reserves the right t act accrdingly based n the cnduct displayed. A game shall be declared frfeited when a team plays with an ineligible player. TEAM PARENT MEETING (Attachment A) 1. Schedule meeting fr parents and players (at the first practice r in a classrm at the Page Yuth Center, if available). 2. Suggested utline fr meeting: A. Intrduce and give a little backgrund abut yurself. Have everyne in rm intrduce him r herself. B. Tell yur philsphy f the game and any team rules yu have. Invite parents t talk t yu r the Bard abut prblems. C. Pass ut printed material including: List f players with phne numbers and addresses Yur phne number (hme and wrk) Practice schedule lcatins and times (start and finish) Game schedule Write dwn team rules Parent rules f gd sprtsmanship D. Discuss practice sites and any car-pling necessities. E. Recruit a team parent t crdinate game snacks r drinks and fr phne cmmunicatins. F. Recruit ne r tw game screkeepers fr yur games. G. Discuss playffs after regular seasn. COMMUNICATE!!! COMMUNICATE!!! COMMUNICATE!!! THIS IS THE KEY TO A SUCCESSFUL SEASON! 6
