1 The Greatest Shw n Dirt CABA Clrad Rules Team Eligibility Requirements: 2018 RULES f play 2.1 Team Cmpsitin Teams entered in any CABA Clrad turnament shall have a rster cmpsed f a minimum f 9 players and a maximum f 20 players. Fr a CABA Clrad Event yur rster must be cmpsed f 70% f yur riginal rster prvided t the state ffice upn initial enrllment. 2.2 Rsters Team manager r Cach will be respnsible fr cmpleting the CABA Clrad n line rster. Player s names n rsters must appear exactly as they are listed n their Birth Certificate. If the ppsing team finds a player in a game that des nt appear n the team s nline rster and n revised rster was submitted using the prcedures utlined belw, the player must immediately be remved frm the game r a frfeit will be declared. An ut will be charged unless an eligible substitute is available. A player may appear n tw CABA Clrad rsters during the turnament seasn (year) Refer t 2.6 Player Eligibility. A Player may nt play n tw rsters n the same event dates. CABA Clrad Directrs reserve the right t review individual situatins and make final decisins n rster rules. CABA Clrad als reserves the right t review player transfers and issue decisins n rster mves. Rster changes must be cmpleted and submitted at least 24 hurs prir t scheduled start f the turnament. A rster change will nt be cnsidered in effect unless all f the fllwing have been cmpleted. If a player is discvered nt t have signed ff n the nline rster prir t the 24 hur cutff, the player and head cach will be remved fr the remainder f the game and the fllwing game. Add must be cmpleted Parent/Guardian must accept terms nline Prf f insurance cverage is submitted fr added player. 2.3 Prf f age During all CABA Clrad turnaments prf f age must be available nsite and immediately available thrughut the entire turnament. The player must appear n the rster as an acceptable frm f prf. Acceptable frms f prf f ages are A cpy f a state issued r hspital birth certificate Military Certificate f birth r passprt. Failure t prduce prf f age dcumentatin upn request f the turnament directrs will result in the player being declared ineligible fr participatin. Any further actin including but nt limited t frfeit and team remval frm the turnament will be left t the discretin f the turnament directrs. 2.4 Annual team registratin A Cach/Manager may register their team with CABA Clrad at the apprpriate level f play at the beginning f the seasn. Teams may request t re-sanctin by ing inf@cabaclrad.cm 14 days prir t the subsequent event they are enrlled in. Final determinatin f level is at the discretin f the CABA Clrad State Directrs Fllwing the cmpletin f each turnament CABA Clrad State Directrs will review ALL teams rankings and turnament perfrmance and at that time may require teams t mve in the level f play. 2 2.5 Age Divisins CABA Clrad ffers cmpetitin in individual age levels In the 8-14 year ld age grups, the player s age and grade will be the guidelines fr a player s eligibility. Birth Certificates and required fr all players, at all times. If a player is participating using the grade exceptin, they will als be required t have a current reprt card n site at all games. April 30 th f the current year is the birthday cut ff used in all CABA age divisins. NOTE: A player s age n April 30 th f the year f participatin shall be the player s age fr that seasn. AGE DIVISION PLAYER AGE ON APRIL 30 GRADE PLAYER GRADE BASED AGE 8U U U U U U U Player Eligibility Players may nt play with tw different teams in the same weekend. N rster changes may be made less than 24 hurs prir t the start f the turnament (See 2.2) unless apprved by the CABA Clrad State Directrs. 2.7 Prf f Insurance All teams participating in any CABA Sanctined event must uplad t CABA Clrad prf f General Liability and Participant Accident Cverage. Cverage may either be thrugh CABA Clrad r a similar plicy that will cver the team fr CABA events. It is required that all insurance certificates name CABA Clrad as additinally insured. Liability shall nt be less than 1 millin dllars. 2.8 Cncussin Certificatin Certificatin certificates must be signed ff nline 24 hurs in prir t the start f the event. When signing up and paying t participate in a CABA sanctin event, yu certify that yu and all caches n the field have cmpleted a qualified cncussin training curse. Qualified curses wuld be Chase, Heads up, ASA, NFS, r cmparable curses. All training must be updated annually and certificates prduced upn request. By signing ff, yu are attesting that yur caches have cncussin certificatin as utlined by Senate Bill 40 The Jake Snakenberg Yuth Cncussin Act. 2.9 Turnaments CABA Clrad state turnament bids will be earned by any f the fllwing methds. Finishing in the tp 4 r 25% (whichever is greater) f a CABA Clrad sanctined turnament. Finishing in the tp 25% f League play In the event a turnament is nt cmpleted due t weather: A berth will be based upn tp 50% f seeding At large berths may be awarded at the discretin f the CABA Clrad State Directrs. Pl Play/Tie breaker criteria (1) Win/lss recrd (2) Head t head. (Only when 2 teams are tied) if there are mre than tw teams tied we will mve t #3 Head t Head. (3) Average Runs Allwed (vs all teams played nt just tied teams). (4) Average Run Differential (against all teams nt just tied teams) (maximum +/- 7 runs per game). (5) Cin Tss -by site directr and witness if team r team Representative has left the facility- Once yu mve frm ne tie breaker t the next yu d nt g back. Page 2 f 6

3 State registratin will pen after ur first event. Yur team will have 24 hurs after the first CABA event t register t guarantee a spt with the exceptin f "Thin Air Classic" Yu must be registered prir and yur registratin will be cnfirmed cncluding the event if nt previusly qualified. CABA Clrad will ntify teams 30 days prir t CABA State if yur team des nt meet qualificatin parameters. An at large berth may be given upn review by the State directrs. CABA Clrad Rules f Play All CABA Clrad turnaments will fllw the Official Rules f Prfessinal Baseball (as published by the Natinal Baseball Cngress) and these rules f play. 3.1 Playing field and equipment A The playing field dimensins fr all CABA Clrad events shall be as fllws: AGE PITCHING BASE DIVISION DISTANCE LENGHTHS 8U 40' 60' 9U 43 65' 10U 46' 65' 11U 50' 70' 12U 50' 70' 13U 54' 80' 14U B Metal Spikes In age divisins 8U-12U Metal spikes are prhibited In age divisins 13U- 18 Metal spikes are allwed unless nted n prtable mund r turf fields D All players are t be fully unifrmed in baseball pants, scks, baseball caps, shes and team jerseys with nn-duplicating numbers. Jerseys are nt required t match. The catcher shall wear apprpriate prtective gear including a catcher s helmet which fully cvers their ears, with face mask and a thrat guard, chest prtectr, shin guards and prtective cup. Offensive players and base caches under the age f 18 must wear a duble ear flap batting helmet at any time when utside f the dugut. N visible jewelry f any kind will be allwed.(exceptin: Medical Alert ALWAYS allwed) 3.01 E Bat restrictins-13u and Yunger: All bats -3 t -12 rati must be stamped BPF 1.15.Bats can have either the USSSA stamp r a USA baseball stamp. Must be a baseball bat n restrictin n weight r length as lng as bat has BPF 1.15 stamp. All -3 bats must be stamped BBCOR. Fr Ages 14 and up, a -3 BBCOR is a must. Wd bats allwed in all ages. Any bat declared unsafe r illegal will be remved immediately frm the field f play. If a bat is declared illegal and returns at any pint t the game then the player and cach will be ejected fr the remainder f the game and an additinal game played with CABA Clrad. 3.2 Game Preliminaries 3.02A Hme team will be determined by a cin tss fr pl games. Fr ALL bracket games higher seed will have the chice f hme team r visiting team. Hme team will be the fficial screbk and respnsible fr cmpletin and return f scre card t the hme plate umpire. Electrnic scre bks will be allwed as lng as a printable cpy is available at the request f the turnament directr. Upn cmpletin f the game, bth caches must sign the game cards and verify the scre and pitching. Once yu sign a game card, yu are stating that the infrmatin n the card is crrect. Any bjectins t the game cards will require bth caches be present with their respective scre bks. Refusal t sign the game card will result in frfeiture. CABA Clrad state directrs have the final say n any changes nce scre cards are turned in. Page 3 f 6

4 3.02 B Teams may bat 9 players, 10 players using an extra hitter (EH) r bat their entire line up. A team s line up chice must be declared prir t the start f the game and must be used fr the entire game. At n time is using a DH allwed fr 8-14U. Lineup is established at the plate meeting b1: If a team uses a line up with substitutes, starters may return t the lineup nce after being remved. Starters MUST return int the same batting slt which they started the game in. Substitutes may nt reenter the game nce remved. 3.02b2: If a team uses a line up batting 10 players and the 10 th player des nt play a defensive psitin substitutin rule 3.02b1 applies. 3.02b3: If a team bats their entire line up all players nt playing defensive psitins are extra hitters, free substitutin is als allwed fr all players when batting entire line up b4: In the 15U-18U divisins a designated hitter (DH) may be used in accrdance with the NFHS rules b5: A team may play with 8 players; hwever an ut must be taken each time the 9 th psitin cmes t bat. a) If a player leaves the game due t injury r illness he/she may nt return t the lineup nce his batting psitin cmes t bat. His batting psitin shall be skipped and an ut assessed if n eligible substitutes are available t take his spt. Exceptins: If during a play it is determined by the head cach, r acting head cach, that a pssible cncussin has ccurred, the player shall be remved frm the game withut penalty. Players remved fr pssible cncussin must have a signed medical release prir t returning t any game the remainder f the turnament. In additin if a player leaves the game fr a Cmmunicable Disease Prcedure reasn, the player whm recrded the previus ut assumes the runner s psitin n base and fr all remaining at bats the players turn in the batting rder shall be mitted fr the remainder f the game withut penalty. b) A 9 th player and all subsequent players may be added t the bttm f the line up if the player Arrives at any pint after the game has begun. 3.3 Games Game time begins with the cin flip. Teams are allwed 15 minutes, during which time the game clck keeps running. Failure t field a team within 15 min will result in a frfeit. A frfeit will be recrded as a 7-0 win. 3.03a: A regulatin game shall be 6 innings r 1 hr and 45 minutes fr 8U-12U and 7 innings r 1hr and 45min fr 13U-14U. There shall be a 2 hur time limit fr champinship games. The run rule is in effect fr all games. 3.03b: Run Rule 8U-14U/ 15 runs after 3 innings; 10 runs after 4 innings; 8 after 5 innings. 3.03c: In case a game cannt be cmpleted due t weather, light failure r an act f Gd the game, is cnsidered a cmpleted regulatin game if: 8U-12U fr a 6 inning game 3 innings have been cmpleted, r if the hme team has scred mre runs in 2 innings r 2 ½ innings than the visiting team has scred in 3 innings r if the hme team scres 1 r mre runs in its ½ f the 3 rd inning t tie the scre. 13U-14U fr a 7 inning game 4 innings have been cmpleted, r if the hme team has scred mre runs in 3 innings r 3 ½ innings than the visiting team has scred in 3 innings r if the hme team scres 1 r mre runs in its ½ f the 3 rd inning t tie the scre. 3.03d: Pl games will end in a time limit OR when the inning limit is reached. Eliminatin games that are tied at the end f regulatin play (time r inning limit) will finish the game using Califrnia tie breaker. Califrnia Tie-breaker- Each half inning will start with the ne ut and the last batter ccupying 2 nd base. The game will cntinue until a winner is determined. (Example: the game ends in a 3-3 tie. The visiting team determines the #8 batter is due up. The team will put the #7 batter n secnd and there will be ne ut in the inning and bth teams will play like this until a winner is decided. 3.03e: Curtesy runners will nt be allwed (except where a player is remved frm the game due t injury. Curtesy runner will then be the last recrded ut) 3.03f: An intentinal walk may be issued by infrming the hme plate umpire. The 4 pitches need nt be thrwn. 3.03g: When a clse play is evident, the runner must either attempt t avid cntact (malicius cntact intended t disldge the ball in the catcher s pssessin which can cause injury) r slide. Failure t d s may result in the player being called ut r ejected. 3.03h: Tie Breakers will be determined by Win/Lss recrd, head t head (nly if 2 teams are tied), runs allwed, run differential, and cin flip. The maximum differential will be +/ i: Mund Trips: Caches may make ne mund trip per pitcher per game, upn the secnd (2 nd ) mund trip the pitcher Page 4 f 6

5 must be remved frm the mund. 3.4 Pitching 3.04a: A pitcher may NOT return t pitch in a game nce remved frm a game as the pitcher. 3.04b: Innings pitched will be recrded by 1/3 f an inning. 1 ut = 1/3 inning pitched, 2 uts = 2/3 f inning pitched, and 3 uts =1 full inning pitched. If n uts are recrded the pitcher is nt charged with any innings pitched. If a pitcher has 1/3 inning left and a duble play is turned the pitcher is nt in vilatin due the cntinuus play. 3.04c: Each pitcher is allwed the fllwing innings pitched. There are n per day restrictins fr number f innings pitched. Innings may be used at the caches discretin. There are n additinal innings awarded a pitcher fr 3 day events r champinship games. Age Ttal Innings Age Ttal Innings d: Any vilatin f the pitching rules may result in but are nt limited t: Player and/r cach ejectin/. Further penalties are at the discretin f the CABA Clrad State Directrs. In case f a pitching vilatin, turnament directr/site directr must be advised f the vilatin while the pitcher in vilatin is n the mund and the game must be stpped. If a pitching vilatin is determined at any time, the cach and player will be ejected immediately and fr an additinal full game fllwing. 3.04e: Ages 8U-10U 1 balk warning per pitcher, per game. Fr ages 11U-18U there will be n balk warnings. 3.5 Sprtsmanship & Ejectins 3.05a: All players, caches, managers, and spectatrs will cnduct themselves in a sprtsmanlike manner at all times. Abusive language r cursing shall nt be tlerated under any circumstances and may result in immediate ejectin Thrwing f equipment may result in autmatic ejectin. 3.05b: At the discretin f the Umpire, site directr r turnament directr, any player, cach, manager r spectatr whse cnduct is unsprtsmanlike r abusive shall at a minimum be given a warning. If warranted the ffending party shall be ejected frm the game and r additinal future games. 3.05c: Any nn-player ejected frm a game shall immediately remve themselves frm the vicinity f the fields and/r stands fr the remainder f the game. Ejected persns may be asked t leave the park r venue at the discretin f the site directr r turnament directr. Additinal penalties may be assessed at the discretin f the site directr/turnament directr. Additinal Rules Ages 15U-18U will play Natinal Federatin f High Schl Rules 9 s will play straight baseball at all divisins. Infield warm-ups: NO pre-game infield warm ups are allwed. Duguts are first cme first serve. N Shw: If a team fails t shw up fr a registered event will frfeit their entry fee in its entirety and may be suspended frm any future CABA Clrad events. N awards will be given if an event des nt cmplete in its entirety. 8U Level Only: N leadffs, n stealing hme- a runner *starting a play* at 3 rd base may *nly* advance hme n a batted ball r when *frced* hme by a walk, hit batter, r ther frce play (bases laded) Fr 8U nte that a walk is cnsidered a deal ball situatin, the batter may take nly 1 st base and any frced runners may nly advance ne base. A runner starting at 1 st r 2 nd base may advance hme as a cntinuatin f a play. Runner may leave base nly after the ball crsses plate: 1 st ffense=dead ball/warning; 2 nd ffense= dead ball /ffending runner is called ut, ther runners return t previusly ccupied bases, n ball/strike charged t batter) Batter may nt run n drpped 3 rd strike, bunting is allwed. 1 balk warning per pitcher, per game. 6 Games WILL be played in adverse weather cnditins. The turnament frmat may be changed t cmplete the turnament. Frmat changes may include but are nt limited t: Shrtening f game times r innings, schedule changes and shrtening f brackets. Teams and caches accept this plicy by entering the turnament. All teams must be prepared t play starting at 8am each day f the turnament. Page 6 f 6
