1 2018 Wdbury Invitatinal Baseball Turnament Wdbury Athletic Assciatin Turnament Rules Intrductin These rules will be used t cnduct the Wdbury Invitatinal Traveling Baseball Turnament at HealthEast Sprts Center (HSC) and Ojibway Park (Ojibway). They are intended t supplement the 2018 MBT Qualifier Rules ( We have nt invited nr expect any Majr League Baseball Scuts and Cllege Recruiters t be in attendance. S, n player frm any team shuld expect t be signed t a cllege schlarship r prfessinal cntract at this turnament. Let s keep that in perspective alng with the fact this is yuth baseball and that caches and parent cnduct shuld mdel what we teach ur yung players. Nte: The fllwing rules are based n the 2018 MBT Qualifier Rules as indicated. ELIGIBILITY COACHES Every cach that...(this sectin amended t include) Yu are respnsible fr knwing the rules in this dcument. Many games can be resumed much quicker if the caches knw these rules and have them n the bench fr quick referral. We have cntinued t add t these rules as situatins have happened in past events. As the representatives f the team and their hme City, will be required t sign a Cde f Cnduct agreement t be in place fr the duratin f the turnament. Failure t abide by the Cde f Cnduct by any player r cach f a team will result in the frfeiture f the game in prgress and the team will be remved frm the turnament. The head cach fr each game will be ne that has the pregame meeting at hme plate with the umpire. The head cach can vary frm game t game. All head and assistant caches must have cncussin certificates. The cmbinatin f head caches and assistant caches can vary frm game t game. Hwever, all caches must have submitted a cncussin certificate at time f check-in. It is the respnsibility f the head cach t determine if their team advances past pl play and when they play in the bracket prtin in the turnament. Turnament staff will nt be cntacting caches. 4 Game Determinatin Prvisins Pl Play If the time limit has nt ccurred and the game is tied, a new inning begins. If the game is tied after that inning and the time limit has been reached the game ends in a tie. If the hme team is batting and leading when the time limit is reached, at least fur innings have been cmpleted and but the game has nt reached maximum innings, the hme team shall cmplete their at-bat. If the game is called final by the Turnament Directr due t weather, darkness r ther event and the minimum innings have been cmpleted fr that age: If the hme team is batting and leading the game is ver. If the hme team is batting and nt leading, the scre frm the last cmpleted inning shall be the final scre. Bracket Play If the hme team is ahead and they have nt started their at bat when the time limit has been reached r the game stpped, but the visiting team has cmpleted its at bat, the game is ver. There is n time limit fr 1 st /2 nd r 3 rd /4 th final games n Sunday. Hwever, if the City f Wdbury requires us t vacant fields by 4:00 PM. If either team deliberately stalls r slws the game, the umpire will invke 20 secnd rule after first warning (ball r strike called against ffending team). If given the afrementined time cnstraints, the turnament directr may set a hard stp fr the game. Then when the time limit is reached r the game stpped: If the hme team is batting and leading the game is ver. If the hme team is nt leading r the game is tied, the scre frm the last cmpleted inning where there was n tie, that shall be the final scre. If all cmpleted inning were tied, the higher seeded team shall be declared the winner. If bth teams have the same seed, the winner is determined by a cin flip. 16. Batbys/batgirls shall wear a batters helmet frm the time warmups start until the final ut. Pitching Restrictins (n mdificatins) 17. Trips t the... (replace entirely with the fllwing) 9u, 10u, 11u, 12u, 13u, 14u, 14/15u Unlike regular seasn NFHS rules, each team is allwed 1 defensive cnference (including trips t the mund) per pitcher per game. On the secnd trip r defensive cnference, the pitcher must be remved frm the pitcher psitin fr the remainder f the game. This is nt per inning, but per pitcher. A defensive cnference is any stppage in play where the defensive team requests time by the umpire fr discussin. 15u - High schl rules will apply. This means a team gets three (3) cumulative (nt per inning) defensive charged visits (regardless wh the pitcher is r was) and n the furth visit they must replace the pitcher. A game that is suspended due t inclement weather (r fr any ther reasn) may be resumed frm the exact pint f suspensin. If any prtin f the turnament is deemed unplayable, the turnament directr reserves the right t d whatever necessary t cmplete the turnament, including changing frmat, shrtening r eliminating games, etc. Fr games shrtened by inclement weather see winner-lser determinant Part 15 Game Duratin. Weather sirens: teams will vacate fields immediately and seek prtectin. Teams shuld nt wait fr Turnament Directr t visit the field with directins. The Turnament Directr will determine when play can resume if pssible in that sessin. Lightning appearing t be threatening will cause immediate suspensin f play t vacate fields and benches fr everyne s safety. Umpire r Turnament Directr can call suspensin fr lightning. It is the discretin f the Turnament Directr t call games in fr a 15 minute game suspensin perid r as final at that pint (see winner-lser determinant belw in paragraph #13). If lightening is witnessed near end f 15 minute suspensin mark, games can, at turnament directr s discretin, be called as final. 6 SPECIFIC TO THE WOODBURY INVITATIONAL Refunds - If the turnament has t be canceled due t unfreseen circumstances (i.e. weather, etc.): 0 games have been played teams will be refunded their entry fee in full. 1 game is started, 50% f the entry fee will be refunded. 2 r mre games are started, n refund will be issued. Teams shall supply game balls, including (1) ne new ball per game. Natinal Federatin f High Schl rules shall gvern play, except where mdified in this dcument. These rules are in accrdance with MBT State Turnament Rules. Out-f-state teams are ineligible unless affiliated with MBL r GSBL leagues, r with written waiver frm either league. Turnament Directrs d nt have ability t infrm yu f yur playing times due t turnament size. 7 Minnesta Baseball Turnaments 2018 MBT Qualifiers Rules and Regulatins Read Carefully and Thrughly This is a list f rules and regulatins that will be in effect fr the MBT Qualifying Baseball Turnaments. The 2018 NFHS Guide bk verrules this handut in case f any cnflicting infrmatin. Any situatins that are nt cvered by the NFHS, MSHL r by MBT rule mdificatins will be determined by the Turnament Directr and Umpire in Chief. ELIGIBILITY COACHES Every cach that is part f the team will need a cncussin certificate. Each Turnament Directr will be respnsible fr checking a cpy f the cncussin certificates frm every cach n a team prir t the team s first game f the turnament. (Caches shuld keep this cncussin certificate with the player s birth certificates). Caches wh d nt cmplete the training curse r d nt have a cpy f the certificate will be ineligible t cach. PLAYERS Players must participate n the team nearest t where they reside r nearest t where they attend schl. Exceptin: Any player wh has btained a waiver thrugh the Minnesta Baseball Turnaments & Metr Baseball League will be allwed t participate with his current team n matter where he resides r attends schl. LEVELS OF PLAY 1. In rder t encurage the develpment and expansin f baseball within the state and t prvide fr unifrmity f cmpetitin fr the purpse f btaining these gals, MBT shall be divided int three cmpetitive levels as herein prvided. The plicy f MBT is that all assciatins must have an "AAA" team t have an "AA" team unless they petitin MBT fr an exceptin. It shall be the respnsibility f each assciatin t maintain the integrity f each level within their wn assciatin and t prperly classify their teams. (1)

8 AAA -The highest cmpetitive level and every assciatin shall have the right t enter teams in the AAA level. AA - The intermediate level, primarily intended t prvide a unifrm cmpetitive experience fr cmmunities that are nt able t cmpete at the AAA level r cmmunities that already have teams at the AAA level. A - Offered fr nly. The intermediate level essentially designed t be a develpmental league t prvide a cmpetitive experience until they are ready t advance t a higher cmpetitive level. The 14's and 15's are cmbined at this level. B. Interlevel Play - There shall be n interlevel play between AAA, AA, and A levels. TEAMS MBT is a cmmunity-based prgram. Players are eligible t participate n teams frm the cmmunity in which they live with their parent(s) r legal guardian, r their schl attendance area. In sme cases a "natural baseball cmmunity" exists which may be a cmbinatin f nearby cmmunities based n high schl attendance area. Hwever, this is NOT intended t allw all-star r recruited teams t be frmed. The MBL Bard f Directrs reserves the right t rule n any questinable situatins. (Teams that d nt play in the MBL r GSBL must btain a waiver thrugh MBT t play in any MBT Turnaments). All teams must be frm a recgnized bna fide baseball assciatin r accepted schl prgram t participate. The MBL Baseball Bard f Advisrs reserves the right t review and rule n the eligibility f any team. Players must try ut and cmpete with the travel assciatin within the cmmunity where they reside r fr the schl they attend. Intact teams nly. N ALL-STAR Teams allwed. In rder t participate in a MBT event, yu must cmpete with the rster submitted fr league play. Teams are allwed t pick up three players frm their lcal assciatin as lng as they are f the same age r yunger and play at the same r lesser level. Example: Class AA teams may nt pick up players frm Class AAA f any age. N Renegade Teams, All-Star Teams r Club Teams. Definitin: A renegade/all- Star team is defined as any team that is cmprised f players wh all reside in the same cmmunity r attend the same schl, but wh have chsen t bypass the lcal traveling assciatin t frm a team. It is als defined as any team that is cmprised f players frm multiple cmmunities where recgnized yuth assciatins exist. ROSTERS Rster limit is 18 players. Teams gaining entry t the state turnament thrugh turnament qualifier play r league play must utilize the team rster, which was used at the qualifier r fr league play. If qualifier rules permitted less than 18 players, players may be added prvided they meet the designated eligibility requirements. (2)

9 A prperly cmpleted Turnament Rster must be hand carried t the turnament site. Any team with an imprperly cmpleted rster shall be with held frm cmpetitin. Once the rster has been submitted at turnament headquarters it may nt be amended in any way. MBT rster limit is 18. The rster must include the residence r schl address, which qualifies each team member as eligible fr the Turnament. Players claiming eligibility thrugh schl attendance shall prvide the schls address. Players claiming residence thrugh their residence shall prvide their hme address. Each player appearing n the Turnament rster must have in their pssessin (t be presented at team check-in) a cpy f ne f the fllwing t verify their age and birth date: Birth Certificate, Cmputer Printut frm Schl Shwing Birth Date, Drivers License/Permit, Certificate f Age frm Church n Letterhead, Valid Passprt, Certificatin f Age n Letterhead Signed by a Superintendent/Principal/Attendance Officer, Hspital Certificate f Birth, Schl Issued I.D. Which Includes Birth Date, Baptismal Certificate. Players must be prepared t prve their age upn the request f a Turnament Representative. Any team fund t have used an ineligible player will be immediately disqualified frm cmpetitin. The Turnament Directr reserves the right t investigate eligibility matters at any time, including after the event. AGE DIVISIONS Players in their respective age grups must nt reach the next age befre May 1, under - Brn n r after May 1, under - Brn n r after May 1, under Brn n r after May 1, under Brn n r after May 1, under - Brn n r after May 1, under Brn n r after May 1, under Brn n r after May 1, 2002 MBT GAME EQUIPMENT 1. Unless mdified here, all game equipment shall be in accrdance with specificatins listed in the Natinal Federatin f High Schl rule bk. Decisins made by the Umpire regarding equipment are final. 2. All teams must wear numbered jerseys f the identical clr; duplicate numbered jerseys are t be cnsidered illegal and will nt be allwed. Tape numbers are nt acceptable. Illegally unifrmed players must be withheld frm cmpetitin until they becme legal. 3. Metal spikes High Schl rules will apply fr the 13-, 14- and 15- under age grups. They will nt be allwed in the 9, 10, 11, and 12 under age grups. (3)

10 4. Prper helmets must be wrn while batting, base running and catching in accrdance with the NFHS guidelines. 5. Bats with ne-piece rubber grip and knb cmbinatin are ILLEGAL. 6. Bat restrictins: 9U-14U: All bats must have the new USA stamp (unless using a -3 BBCOR bat r wd bat). 15 s can use a BBCOR bat r wd bat. 9-U, 10-U, 11-U, 12-U, 13-U 14-U 14/15A Bats must be 2 1/4" with unlimited weight differential r bats 2 5/8" and have a -11 differential r less (i.e z.) Bats must be 2 5/8" with a -5 r less differential 15-U Bats must be 2 5/8 with a -3 differential PENALTY FOR ILLEGAL EQUIPMENT: On the first vilatin f 4-1-3b fr entering the bx with an illegal bat, the penalty fr an illegal bat is applied (7-4-1a) A batter is als ut as in abve penalty r when the batter enters the batter s bx with an illegal bat (see 1-3-5) r is discvered having used an illegal bat. If the infractin is discvered befre the next pitch fllwing the turn at bat f the player wh used an illegal bat, the defense may take the penalty r the result f the play. Als, the head cach shall be restricted t the bench/dugut fr the remainder f the game. On the secnd vilatin fr entering the bx with an illegal bat, the penalty fr an illegal bat is applied and the head cach shall be ejected. On subsequent vilatins fr entering the bx with an illegal bat, the penalty fr an illegal bat is applied and the designated head cach shall be ejected. On detected vilatins f 4-1-3b fr the use f a damaged helmet, the helmet shall be immediately remved frm play. 7. All cast, splints and braces must be padded with at least ½ f clsed-cell, slwrecvery rubber r ther material f the same minimum thickness and having similar physical prperties. N prtective equipment shall have expsed metal r any ther hard material. 8. Teams must supply their wn first-aid kits and ice packs. MBT PLAYING RULES Natinal Federatin f High Schl rules shall gvern play, except where mdified in this bklet. These rules will be used at the MBT State Qualifying Turnaments. 1. The fficial schedule is the bracket bard psted at turnament headquarters. It is the team s respnsibility t be aware f any changes and t be in the right place at the right time. 2. Respnsible adults must supervise teams at all times, n and ff the field. 3. Hme team shall be determined by a cin tss befre every game. 4. A 10-minute grace perid will be allwed fr a team s first game befre a frfeit is declared. Game time is frfeit time fr all remaining games. A team that is a NO SHOW fr their first game has ne hur t cntact the turnament directr regarding the status f their remaining pl play games. If n cntact is made within ne hur, that team s games will be declared frfeits. (4)

Frfeits: Turnament fficials will administer the rule s that any team that intentinally causes a frfeit will NOT benefit and will NOT advance t the champinship rund unless the Turnament Cmmittee determines there were extenuating circumstances causing the frfeit. 6. If a team is disqualified frm the turnament, it nly affects the results f their last game. 7. A 10 run rule is in effect thrughut the entire turnament. Fr 9U, 10U, 11U & 12U, games will end at the cnclusin f 3 ½ innings (hme team) r 4 innings (visiting team) if the scre differential is 10 runs r greater. Fr 13U, 14U & 15U, games will end at the cnclusin f 4 ½ innings (hme team) r 5 innings (visiting team) if the scre differential is 10 runs r greater. 8. Pitching / Base Distances: AGE PITCHING DISTANCE BASE PATHS 9 & ft. 60 ft ft. 65 ft ft ft ft ft. 14 & Up 60.5 ft. 90 ft. 9. Base Running Rules: (Head first sliding is permitted at any base at any time). 9U & 10U: Stealing is permitted hwever a runner may nt leave the base until the ball crsses hme plate. If the runner leaves early a dead ball is declared and the runner in vilatin is ut. Drpped 3 rd strike Batter is ut, runners may advance at their wn risk, and ball is live. 11 U: Stealing is permitted; hwever a runner may nt leave the base until the ball leaves the pitchers hand. If the runner leaves early a dead ball is declared and the runner in vilatin is declared ut. Drpped 3 rd strike batter is ut, runner(s) may advance at their wn risk ball is live U: High schl rules apply t leading ff, stealing, drpped 3 rd strike, etc , 10, 11, 12, 13, 14-U & 14/15 age must use free substitutin and must bat entire bench. 15U: High schl rules regarding designated hitter and re-entry. The NFHS rules states fr starting players: Any f the starting players may withdraw and re-enter nce, including a player, wh was the designated hitter, prvided said player ccupies the same psitin in the batting rder whenever they are in the lineup. A substitute wh is withdrawn may nt re-enter. (See MBT Exceptin fr 15U n next page) (5)

12 MBT Exceptin: Replacement f injured players and/r curtesy runners. If an active player sustains an injury that requires them t leave the game and their team has used all f their available substitute players, the cach may substitute fr the injured player with the first player n the bench wh had previusly lst their eligibility via the re-entry rule U & 14/15 age A curtesy runner will be allwed fr the current catcher anytime. This means the catcher must be the catcher f recrd befre and after the at bat. The curtesy runner will be the last player that made an ut. The player that is run fr must catch the next inning. 15U A curtesy runner will be allwed fr the current catcher anytime. Players wh have participated in the game in any ther capacity are ineligible t serve as curtesy runners until all players have participated. If all players have participated, then the curtesy runner will be the last player that made an ut. The player that is run fr must catch the next inning. 12. Teams must start the game with 9 players. If due t injury r illness, a team may finish a game with 8 players. A team reduced t less than 9 players due t an ejectin shall be disqualified age: If a team ges dwn t 8 players due t an injury, then that batting spt is an ut each time it cmes up & 14/15 age: If a player cmes late t a game r leaves early, in a rund rbin batting rder yu clse the batting rder up (eliminate the batting spt if player left) r fr the player cming late yu pen up the batting rder (add the batting spt at the bttm f the rder). If a player is injured during the game yu clse the batting rder up (eliminate his batting spt). It is nt an ut when his spt cmes up t bat. If a player is ejected in a 9-14 year ld game then that batting spt is an ut each time it cmes up. If a batter gets hurt during his atbat, then the next batter in rder will assume his cunt. 15. Pl Play Game Length / Time Limits: 9 12 U 6 innings/1 hur 45 minute time limit. N new inning shall begin after 1 hurs and 45 minutes. (4 innings minimum) U: 7 innings/2 hur time limit. Each team shuld track the pitches fr bth their team and their ppnent. 2) After each inning thse respnsible fr tracking pitches will cnfirm the number f pitches fr that inning with the umpire. Any discrepancies need t be wrked ut at that time. If a dispute cannt be reslved the number calculated by the hme team will stand as the fficial number. Once the next inning has begun, the numbers frm the previus inning are final. 3) After the game, each team must verify with the ppsing team and umpire the final scre f the game and the ttal pitch cunt fr each player. The umpire will then write the ttals n his fficial screcard. At this time, each cach must verify the screcard and then sign it. The umpire will then hand it in t a Turnament Official wh will update the scres f each game and a running ttal f the pitch cunts thrughut the turnament at the Turnament Head Quarters nly. VIOLATION f the pitching restrictins will result in the Head Cach being ejected fr the remainder f the turnament (See Ejectin Rule #17 belw). The team will frfeit the game f infractin. The pitcher in vilatin f rule will be ejected fr the game f infractin and the next game, and he is als prhibited frm pitching the rest f the turnament. Pitching Rubber: Occasinally n a yuth field there are multiple pitching rubbers fr different ages, baseball-sftball, etc. The Hst will d everything they can t verify the prper rubber has been expsed. Hwever, thrugh dragging r raking the prper rubber may have been cvered and the imprper ne expsed. It will be the respnsibility f the pitcher and caches t verify the rubber is right. If there is any questin prir t r during the game the Umpire can verify distance. Frm the pint the rubber is verified the umpire will make the change t the prper pitching rubber and cntinue the game. 14 17. Trips t the Mund: Tw trips t the mund are allwed PER PITCHER, PER GAME fr 9, 10, 11, 12, 13, 14 & 14/15 age grups. On the secnd trip the pitcher must be remved frm the pitcher psitin fr the remainder f the game, (This is als cnsidered remved by rule ). High schl rules will apply fr the 15U age grup. 18. Legal Pitches: Fr 9, 10 & 11-U the fllwing pitches are legal, fastballs, straight change-ups, palm balls and knuckle balls. All ther pitches, including but nt limited t curve balls, knuckle curves, sliders, etc. shall be cnsidered illegal. 1st ffense warning; 2nd ffense pitcher and head cach are disqualified fr the remainder f that game. High schl rules will apply fr 12, 13, 14 & 15-U age grups. 19. Balks: A balk may nt be called in the 9, 10 & 11-U age grups unless the umpire judges the pitcher is being intentinally deceptive. A fake pitch will be cnsidered a balk resulting in a dead ball with all runners advancing ne base. High schl rules will apply fr 12, 13, 14 & 15-U age grups. 20. EJECTIONS: Any cach, parent r spectatr ejected frm a game will be suspended fr the remainder f the turnament. These individuals may nt be within 200 f the team bench thrugh ut the remainder f the turnament. Any player ejected frm a game will be suspended fr the remainder f that game plus the next game. If the suspended party negatively affects the turnament in any way, they will be remved frm the facility and may nt set ft n any MBT Turnament facility fr the remainder f the weekend. If the individual(s) refuses t leave prmptly and rderly the plice will be called. It is pssible fr the individual/team t face additinal penalties regarding future MBT participatin. 21. In the event f inclement weather (r fr any ther reasn) during the turnament, the Turnament Directr reserves the right t d whatever necessary t cmplete the turnament, including but nt limiting t the changing f the turnament frmat, shrtening games, etc. The decisin f the turnament directr is final. 22. If the temperatures becme extreme the Umpires and Caches will be advised t use reasnable judgment regarding heat and water breaks. We will recmmend taking a few extra minutes after the 3 rd r 4 th inning fr cl dwn/water break. This timeut will nt affect the regulatin game time limits and the umpire shuld tell yu what the new game ending time is after the break. 23. N prtests allwed.
