Team Check-In: Check in will ccur Friday, February 17 th frm 6:00 pm 9:00 pm at the Turnament Headquarters at 2602 E. Cherry St., Plant City, FL (cncessin stand). Check-in may als ccur up t ne hur befre a team s first game. The frm will need t be cmpleted and signed by the guest player s Club Registrar r Agent f Recrd. All guest players must have the same type f player passes as the rest f the team (FYSA, US Club, etc.) Laminated Cach and Player Passes frm either USYS State Assciatin fr the seasnal year. All caches and players, including guest and club pass players must have laminated passes with phts and be frm the same rstering rganizatin (n mixing f passes frm different rganizatins). NO PASS, NO PLAY, NO EXCEPTIONS One (1) player medical release frm fr each and every player participating. N ntarizatin is required f the frm, just a signature and a date Team and Player Eligibility: - The Plant City FC Strawberry Classic shall be pen t all teams cmprised f prperly registered yuth players frm all USSF Affiliates, prvided such team is in gd standing with its yuth assciatin. - Player are nly allwed t be rstered fr ne (1) team during the turnament. Players are cnsidered turnament-tied t the first team they participate with. If a player illegally participates with mre than ne (1) team in the turnament, games fr the team(s) with illegal participants will be recrded 3-0 in the ppnents favr. - Age classificatins fr this turnament are: U18/19 Birth Year 1998 U17 Birth Year 2000 U16 Birth Year 2001 U15 Birth Year 2002 U14 Birth Year 2003 U13 Birth Year 2004 U12 Birth Year 2005 U11 Birth Year 2006 U10 Birth Year 2007 U9 Birth Year Maximum rstered players and game frmats fr the cmpetitin shall be: U9-U10 Twelve (12) rstered players playing 7 v 7; a minimum f 5 players must be present at the start f a game t prevent frfeiture

2 U11-U12 Sixteen (16) rstered players playing 9 v 9; a minimum f 7 players must be present at the start f a game t prevent frfeiture U13-U19 Twenty-tw (22) rstered players playing 11 v 11; a minimum f 9 players must be present at the start f a game t prevent frfeiture - Five (5) maximum guest/lan players are allwed fr all age grups. Club pass players are allwed and will nt cunt tward the five guest player maximum. Yu may nly use guest/lan players frm the same US Yuth Affiliatin and they must be legally registered thrugh their US Yuth Affiliatin. (FYSA teams can nly have players with FYSA passes, US Club teams can nly have players with US Club passes, etc). Fr guest player instructin, visit Pre-Game Prcedures: - Prir t each game, all cach and player passes and fficial rsters will be verified by the center referee f the game. Please be at yur respective field at least 30 minutes prir t the start f the game. A player arriving after the start f the game will nt be allwed t enter the game until prper verificatin is dne by the center referee. - If bth teams jerseys are f similar clr as determined by the center referee, it is the respnsibility f the hme team t change clrs. Galie jerseys shuld nt be similar t either the hme r visiting teams clrs r the referees shirts. During the Game Prcedures: - All games will fllw the FIFA Laws f the Game. U9/U10 (7 v 7) and U11/U12 (7 v 7) will play in accrdance with the US Yuth Sccer Official Under 12 & 10 Playing Recmmendatins - Substitutins are unlimited during the game. They can ccur prir t a thrw in by yur team, after a gal is scred, during an injury timeut r at the beginning f the secnd half/vertime. Prper ntificatin by the cach is required fr substitutins t ccur. - Shin guards are mandatry t be able t participate in a game (wrn under the scks). Under FYSA Rule 402.2, player equipment shall be in accrdance with the requirements f the Affiliate, FYSA and FIFA rules. Additinally: a.) Screw in cleats are permitted; hwever, judgment as t their safety is at the discretin f the referee. b.) Orthpedic casts can be wrn at any sanctined FYSA turnament with written apprval frm a dctr and written permissin frm a turnament fficial, final judgement as t its safety is at the discretin f the referee. c.) Sft braces can be wrn with written apprval frm a dctr, and judgement as t safety is at the discretin f the referee. d.) It is the plicy f FYSA that n player be allwed t wear ANY jewelry while participating in any FYSA sanctined match. The nly exceptin that may be allwed is a medical alert bracelet r necklace when taped t the bdy. The referee shall make the decisin as t the safety f the player and the referee s decisin is final. - Fr ages U11 and abve, ne center referee and tw assistant referees will be used. Fr U9 and U10 games, nly a center referee is required. If an assigned referee (center r assistant) is unable t attend a game, a replacement f suitable quality and certificatin will be assigned by the Referee Assignr and the game(s) will be played as scheduled. - U9-U10 duratin f games will be (pl play, semifinals and finals): 2 x 25 (minutes) = 50 minutes ttal. There will be n vertime in a semifinal r final. The game will g straight t penalty kicks accrding t FIFA s Taking f Kicks frm the Penalty Mark. U9 and U10 games will use the Build Out Line. - 7 v 7 BUILD OUT LINE There will be a build ut line n 7 v 7 mdified fields USYS Rule The build ut line is used t prmte playing the ball ut f the back in an unpressured setting. a) The Build ut Line Rule becmes effective when the galkeeper gains pssessin f the ball. b) This Rule is gverned by the principal f Fair Play. c) Like a Free Kick, the galkeeper has the ptin f waiting fr the ppnents t be utside the build ut line, r take a quick re-start. There is n cnsequence t any player if the ball is lst after a quick re-start is played. d) Punts and drp kicks by the galkeeper are prhibited. If the keeper punts r drpkicks the ball, the Referee will stp play, place the ball at the spt frm where the keeper kicked the ball, and play is

3 restarted by the keeper kicking the ball t teammate. The ppnents must be utside the build ut line and the teammate must be inside the build ut line. e) Galkeepers may thrw the ball, place the ball n the grund and kick the ball, r place the ball n the grund and dribble the ball. When placed n the grund fr a kick, the ball cannt be mving. f) The first kicked pass must be t a teammate inside the build ut line. The keeper may release the ball by thrwing beynd the build ut line. g) Oppnents must stay utside the build ut line until the secnd tuch n the ball. A keeper dribbling the ball will be cnsidered a secnd tuch. h) Gal Kicks are subject t the build ut line rule. i) Free kicks inside the build ut line but utside the penalty area are nt subject t the build ut line rule. - U11-U12 duratin f games will be (pl play, semifinals and finals): 2 x 25 (minutes) = 50 minutes ttal. There will be n vertime in a semifinal r final. The game will g straight t penalty kicks accrding t FIFA s Taking f Kicks frm the Penalty Mark. HEADING IS NOT ALLOWED in U11 r U12 games at the turnament. Heading Guidelines In cnjunctin with US Sccer and US Yuth Sccer, Flrida Yuth Sccer Assciatin will be instituting a heading ban fr players age 10 and yunger. In accrdance with the recent U.S. Sccer recmmendatins n cncussin risk management: FYSA has eliminated heading in matches fr player s age 10-years-ld and yunger ( u and yunger), per the new calendar year registratin guidelines U teams will participate in nnheading divisins until December 31, 2016 and then heading divisins shall be permitted Jan 1, The guidelines apply t leagues, turnaments, and ther FYSA sanctined events that include u and yunger age grup teams ( U in 2016) heading will nt be permitted. Leagues and turnaments shall allw fr u heading age divisins after January 1, Leagues and turnaments will be permitted t frm 2005/ u nn-heading divisins. (see playing up guidelines) Teams that pt fr u nn-heading divisins shall nly participate in nn-heading divisins in league play, turnaments, and all events. Sanctins will be made against teams that d nt fllw this guideline. - U13-U16 duratin f games will be (pl play, semifinals and finals): 2 x 30 (minutes) = 60 minutes ttal. There will be n vertime in a semifinal r final. The game will g straight t penalty kicks accrding t FIFA s Taking f Kicks frm the Penalty Mark. - U16-U19 duratin f games will be (pl play, semifinals and finals): 2 x 35 (minutes) = 70 minutes ttal. There will be n vertime in a semifinal r final. The game will g straight t penalty kicks accrding t FIFA s Taking f Kicks frm the Penalty Mark. - Any team that is nt present fifteen (15) minutes after the scheduled match time with the required minimum number f players is subject t a frfeit. The Turnament Directr may extend the wait time based n unfreseen circumstances r make the decisin t declare a frfeit and award the victry t the ther team. A scre f 3-0 will be recrded in the case f a frfeit. Any additinal penalties as a result f a frfeit will be reviewed by the Turnament Discipline Cmmittee. Additinal penalties may include: Nt allwing the team t be declared a divisin winner r wild card team Frfeit ne yu frfeit all. The frfeiting team may play all remaining Grup Play Matches (using referees) as fficial exhibitins. The decisin f the cmmittee will be final

4 - In any FYSA sanctined match a break will be given at the midpint f each half f regulatin time and at the end f each vertime perid (if played) fr player hydratin. This break will be given at a nrmal stppage f play and it is mandatry fr any FYSA sanctined match during which the air temperature is r is expected t reach eightyfive (85) degrees. Vilatin may result in charges under FYSA s Cde f Ethics. Game clck will cntinue t run during the breaks. - Pursuant t Flrida Statutes (FS ), Flrida in 2012 enacted a very stringent Head Injury and Cncussin Law. If the referee (r assistant referee) believes that, in his/her pinin, a player has suffered a head injury r pssible cncussin, the match must be stpped IMMEDIATELY. The injured player, if able t leave the field n their wn, must be escrted t their cach and the cach must be tld that the player cannt return fr the duratin f the match. If a trainer is brught nt the field because the player is incapacitated, the referee must still ntify the cach that the player cannt return t the game. It is the respnsibility f the cach and the player s parent(s) r legal guardian t seek medical attentin. The player may nt resume participatin until he/she has been cleared by a medical dctr. The referee HAS NO FURTHER respnsibility beynd remving the player frm the match in which the player was injured. The referee crew must ensure, that UNDER NO CIRCUMSTANCES r due t appeal frm any caching staff that the player is allwed t return t the game. - There will be NO PROTESTS. Decisins by referees may nt be appealed. All disputes will be reslved immediately by the Turnament Directr. These decisins will be final. Pst- Game Prcedures: - At the end f every game, teams shuld cngratulate each ther in the spirit f gd sprtsmanship. - We ask that all caches f all teams t please make sure that their sideline areas is clean f all trash fllwing the cnclusin f each game. - The cach r team representative must sign/initial the game reprt that the center referee will cmplete after the cnclusin f each cntest. The center referee will return all player/cach passes t the cach/team manager after bth teams have signed the game reprt. Ultimately, the respnsibility fr the cllectin f passes frm the referee lies with the cach/manager f the teams participating. - The center referee will turn in a cmpleted game reprt t the turnament directr with scres. Any special circumstances (cards, injuries, etc.) will be written n the bttm f the game reprt. Determinatin f Grup Winners/Playff Finalists: - Finalists will be determined thrugh a seeding frmat r by a divisin winner s frmat, depending n the number f teams that enter in a particular bracket. The rules t determine tie breakers will be the same fr either frmat. Each team will be awarded three (3) pints fr a win, ne (1) pint fr a tie and zer (0) pints fr a lss. In the event f a tie within a divisin, the fllwing criteria will be used t determine wh mves frward: First tiebreaker head t head results Secnd tiebreaker Net gal differential with a maximum f fur (4) gal differential per game Third tiebreaker Least amunt f gals allwed Furth tiebreaker Gals scred with a maximum f fur (4) gals per game Fifth tiebreaker Mst shututs Sixth tiebreaker Penalty kicks accrding t FIFA laws - If Penalty kicks in accrdance with FIFA "Taking f Kicks frm the Penalty Mark." is required t determine the winner fr advancement after steps 1-6 still result in a tie, penalty kicks will be taken thirty (30) Minutes befre the scheduled start f the eliminatin game r earlier if a mutually cnvenient time can be agreed upn with representatives f bth teams and the Turnament Directr. Cnduct/Discipline/Suspensins: - There will be a Discipline Cmmittee selected prir t the turnament by the Turnament Directr and will cnsist f three (3) members. The Cmmittee will review and rule n all reprts f unacceptable cnduct by players, managers, spectatrs and caches, using the FYSA standards as set frth under FYSA Rule Sectin 502 and all

5 players, managers, spectatrs and caches shall be subject t FYSA Rule Sectin 502 Discipline and Sanctins. - All players, caches and spectatrs are expected t cnduct themselves with the letter and spirit f the Laws f the Game. Any persn r persns wh chses t abide by these rules can be remved frm the premises by the turnament directr and/r field marshal, It will be the caches respnsibility fr the behavir f their respective fans. Repeated lack f fllwing the rules by fans can result in a cach fr that team being ejected. - A player r cach shall receive a minimum f ne (1) game suspensin, regardless f the cause f the ejectin. FYSA Guidelines and Plicies will be used t determine minimum disciplinary actins fr punitive measures. Depending n the severity f the cnduct, the Discipline Cmmittee may recmmend a suspensin up t the duratin f the turnament. Fr mre n suspensins, please refer t FYSA By-Law 504.1: Red card suspensin r send ff suspensins can nly be served with the team with which the suspensin was earned in games played by their team. Until the suspensin is served the player/cach is suspended frm any ther team(s) t which the player/cach may be registered. Games may nt be scheduled t wrk ff suspensin. Players may nt serve suspensins as guest players nr may they guest play with any ther team(s) until such time as the riginal suspensin is served. Issued during Turnament Play: Turnament Red Card Reprt filed alng with game reprts as required by Pst- Turnament rules. FYSA ffice t send cpy f Red Card Reprt and apprpriate game reprts t the apprpriate RC in the next immediate mail ut. RC will ntify club f a discipline/sanctins remaining. - The issuance f red and yellw cards and any ther matter invlving the cnduct f a team, players, caches r spectatrs will be reprted t the hme club and State Assciatin f the team invlved as well as US Yuth Sccer Natinal Office within seventy-tw (72) hurs f the cnclusin f the turnament fr pssible further disciplinary actin. - Exhibiting r threatening vilence f any srt by a player, cach, team fficial r spectatr will be grunds fr immediate expulsin fr the duratin f the turnament if such determinatin is made by the apprpriate turnament fficials. Weather: - In the event f inclement weather, the Turnament Directr will have the sle authrity t change games as fllws in terms f lcatin, duratin, cancellatin - Games that have been started and subsequently suspended due t inclement weather r ther external cnditins, will be deemed cmplete if ne half f play has been cmpleted r the first half cannt be cmpleted prir t the start time f the next scheduled game n that field. Fr any such game that is nt cmpleted, the scre at the time f the suspensin will be the final scre. Any game that is nt started and is canceled (as ppsed t pstpned) due t weather r ther external cnditins, will be recrded as a 0-0 tie. Canceled games will nt be rescheduled. Refunds/External Cnditins: - The turnament directr has the abslute authrity t make changes that best serve the turnament and turnament participants in the event f any rescheduling r cancellatin. If the event f a ttal cancellatin, the turnament will fllw rule f the FYSA Turnament Rules. Refunds will be issued as fllws: Within five (5) days after ntificatin that the team is nt accepted by their applicatin. Within five (5) days upn cancellatin f the turnament. Within ten (10) days f withdrawal request f the applicatin by a team prir t acceptance f that applicatin by the turnament. Any team that will nt be permitted t play in the cntracted age grup shall have the ptin t withdraw and receive a full refund f all entry fees. All turnaments shall ntify any participant nt less than ten (10) days prir t the beginning f the turnament if any age grup advertised will nt be ffered.

6 Teams that cancel participatin r pullut f the turnament fllwing the registratin deadline f February 1, 2016 will nt be granted a refund. Miscellaneus: - Under n circumstances whatsever, will the Turnament Cmmittee, Plant City FC, r any State Assciatin be respnsible fr any expenses (including turnament entry fee) incurred by any team. This includes a situatin where the turnament r any game(s) is cancelled in whle r part, due t any factr including inclement weather. - The Turnament Cmmittee s interpretatin f these rules shall be FINAL and reserves the right t decide n all matters pertaining t the turnament. - N sales f any kind are allwed withut written cnsent frm the Plant City Area Sccer Club, Inc.
