2 Arrive Early General Game Prcedures At least 30 minutes befre kick-ff All referees shuld lk crisp, clean matching unifrms, clean shes, apprpriate referee patches Ensure yu have a watch with timer, whistles, pens, cin, game cards (yellw & red), game reprt Inspect field fr markings, prper dimensins and safety with the ARs. Ensure gals are secured t the grund. Ask apprpriate team t crrect any prblems. Select senir AR (usually the mre experienced). Pre-Game Instructins frm Referee We're a team, let's lk and wrk like ne. Mve smart, signal smart. I will run left r right diagnal (left is traditinal). Signal balls ut f play. In yur half indicate directin f restart. In my half raise flag vertically. If I need directin, I'll lk t yu befre signaling. Raise flag and after we make eye cntact, wave flag slightly t signal fuls and miscnduct I didn't see, indicate directin f restart. Lwer flag if I wave yu ff. Signal ffside, nt ffside psitin. Hld signal until I whistle, wave yu ff, r play changes directin. When in dubt, keep the flag dwn. Keep the flag in the hand I can see. Help t enfrce 10 yards if I wave yu n. Be gal line judge fr strikes n gal, Crner Kicks and Penalty Kicks. Trail AR recrd gals scred while lead AR and I return t psitins fr KO. Then, watch players as we recrd infrmatin. Recrd same fr miscnduct and include nature. This game has XX minute halves. If yu have a watch als keep time. Team Equipment Checks If required - check player rsters while the ARs check players' IDs and equipment as necessary. ARs will help identify if players are wearing anything unacceptable. Ask the players' cach t have the prblems crrected. Players with unacceptable clthing r equipment must nt play until the prblems are crrected. Cllect and inspect game ball frm apprpriate team (multiple depending n field and lcatin). Five Minutes t Kick-ff Mve directly t the center mark abut 5 minutes befre kick-ff carrying the game ball, ARs n either side with flags furled. Signal fr the team captains. Intrduce yurself and the ARs t the captains. Captains intrduce themselves t each ther. Perfrm the cin tss, asking the visiting team captain t call the tss. The captain winning the tss chses which gal t attack. The ppsing team will kick ff. The ARs take their places n the tuch lines, making last minute checks as necessary. Cunt players in each half. ARs cunt players in their halves, mve even with secnd-t-last defenders and unfurl their flags, hlding flags straight dwn t indicate readiness t start. Psitin ball at center mark. Mve t the psitin fr kick-ff, nrmally utside the center circle and t the left f the ball in the half f the team kicking ff. Reset watch, and make eye cntact with bth ARs t ensure they are ready. 3 Cvering the Field Players Leave the diagnal as necessary t be clse t the play, withut interfering. Keep eye cntact with the leading AR as much as pssible, and with the trail AR as least at stppages. Anticipate lng kicks and mve in their general directin. Be firm but nt harsh when dealing with fuls and miscnduct. Apply advantage if it is t the fuled team's advantage. When sending ff a player, ensure player has left the vicinity f the field befre restarting game. Yuth players must be accmpanied by a respnsible adult r remain under the cach's supervisin. Recrd all gals scred and miscnduct, including nature, player's name and number, and time. First Half Time Expired Perfrm all f the functins as fr the start f the game except intrductins and cin tss. The team that did nt kick ff at the start f first half nw kicks ff (same directin as start f game). End f the Game Overtime Blw the whistle (three times is custmary); prceed as at the end f the first half. If there is a team sprtsmanship ceremny (shaking hands), stay until it is ver befre leaving the field. Supervise the players until all have left the field. Precede accrding t the cmpetitin rules. If a tiebreaker 'Kicks frm the Mark' is required, all eligible players, except the galkeepers and the player taking the kick must wait within the center circle. The galkeeper nt defending must wait ff the field at the intersectin f the gal line and the penalty area line ppsite frm the referee. Blw yur whistle (twice is custmary), pint t the center circle, cllect the game ball if nearby, then walk quickly t the center mark. ARs furl flags and jin yu at the center mark. If an AR is clser t the game ball than yu are, the AR cllects the game ball. Supervise players leaving the field. Leave the field with the ARs the same way as yu entered. 5 NVSC Recreatinal League U7 - U12: FIFA MODIFICATIONS SUMMARY: Law 1 - The Field f Play A) Each team must ccupy ppsite tuchlines; the Hme Team has the chice f side. Caches and spectatrs must remain between each 18 yard line (between the penalty bxes). B) Fr the U9-U10 age grups, the field will have an additinal marking a Build Out Line. The build ut lines shuld be equidistant between the tp f the penalty area line and halfway line. Law 3 - The Players A) Even when players are fficially disqualified, all matches will be played with an equal number f players per team n the field, i.e., a cach with a red carded player may substitute fr that player B) If either team lacks the minimum number f players, it is recmmended that there be n frfeits and that the players be divided evenly and the game played. C) Substitutins will be unlimited fr all age grups and shall be dne in accrdance with the fllwing: Fr U9 U12, substitutins may ccur at any stppage and must be made at midfield and with the cnsent f the referee. Law 4 - The Players Equipment Lng pants and sweatshirts are permitted, prvided that the team jersey is wrn n the utside. Hds f sweatshirts must be tucked in when n the field f play. Jewelry f any type is NOT ALLOWED t be wrn (including earrings). Medical bracelets r necklaces may be wrn, but must be taped t the bdy. N metal, plastic, wd r ther hard pins, barrettes r pnytail hlders may be wrn. Hair bands with hard plastic balls are als illegal. Shes with te cleats are nt allwed t be wrn. Law 8 - The Start and Restart f Play Kick-ff: Ball must clearly mve t be in play and can be kicked in any directin. Ensure gals are secured t the grund. Law 11 - Offside All FIFA Laws apply except that fr the U9 U10 age grup the build ut line will be used t dente where ffside ffenses can be called (n lnger halfway line). Players cannt be penalized fr an ffside ffense between the halfway line and the build ut line. Players can be penalized fr an ffside ffense between the build ut line and gal line Law 12 - Fuls and Miscnduct Disqualificatins shall be reprted t the Referee Assignr wh will infrm the Recreatinal Directr. A) Yuth Players: A yuth player that is sent ff (red card) may remain n the sideline with their team unless, in the referee s pinin, ding s is disruptive t the game. B) Caches, Parents, and Spectatrs: An adult player, cach, parent r spectatr wh is ejected must leave the vicinity f the playing fields immediately. The match will be suspended until the referee is satisfied the individual has left the vicinity f the field. E) Fr U9 U12 - Whenever the ball strikes a player in the head, play is stpped. The prper restart depends upn whether the player deliberately played the ball with his r her head. If deliberate, the prper restart is an indirect free kick t the ppsing team. If the play by the head is deemed inadvertent, then the prper restart is a drpped ball. If this ccurs within the gal area, the indirect free kick r drpped ball shuld be taken n the gal area line parallel t the gal line at the pint nearest t where the infringement ccurred. F) Fr U9 U10, the galkeeper cannt punt r drp kick the ball they must distribute the ball by hand (passing, rlling, r thrwing it int play). If the galkeeper punts the ball, an indirect free kick shall be awarded t the ppsing team frm the spt f the ffense - If the punt ccurs within the gal area, the indirect free kick shuld be taken n the gal area line parallel t the gal line at the nearest pint t where the infringement ccurred Law 16 - The Gal Kick (see FIFA Laws) Fr U9 and U10 Prir t the Gal Kick the ppsing team must mve behind the build ut line until the ball is put int play. The galkeeper shuld, but is nt required t, wait until all ppnents have retreated behind the BOL befre placing the ball back int play. Hwever, the galkeeper can put the ball int play sner but he r she des s accepting the psitining f the ppnents and the cnsequences f hw play resumes. After the ball is put int play (leaves the penalty area), the ppsing team can crss the build ut line and play resumes as nrmal. General Ntes fr Referees A) Fr U9 U10 age grups, when the galkeeper has pssessin f the ball (by hand), either during play (frm the ppnent) r frm a gal kick, the ppsing team must mve behind the build ut line until the ball is put int play. a. Once the ppsing team is behind the build ut line, the galkeeper can pass, thrw r rll the ball int play (punting is nt allwed). The galkeeper shuld, but is nt required t, wait until all ppnents have retreated behind the Build Out Line befre placing the ball back int play. b. Hwever, the galkeeper can put the ball int play sner but he r she des s accepting the psitining f the ppnents and the cnsequences f hw play resumes. c. After the ball is put int play by the galkeeper, the ppsing team can crss the build ut line and play resumes as nrmal d. Referees shuld be flexible when enfrcing the 6- secnd law. 7 SFL U14-U19: FIFA MODIFICATIONS SUMMARY: SFL MODIFICATIONS TO FIFA LAWS All games will be played in accrdance with FIFA Laws f the Game as mdified by the USSF fr yuth play and as clarified in these instructins. Nthing in these rules preludes individual clubs frm impsing mre stringent rules n their wn teams. Law 3 The Players SFL Play-Dwn Rule 1. When ne team fields less than the maximum number f players, the ppsing team may nt play with mre than tw players ver the number fielded by the ther team (exceptin See 4. belw). The table belw shws the maximum number f players ne team is allwed t use when anther team fields less than the maximum number allwed. Age Grup Players fr Team A Team B U14 U U14 U U14 U19 9 r play dwn t 10 players. Gal Differential/Mercy Rule 1. Caches are required t reduce the number f players n the field by 1 nce a team has scred 4 gals mre than the ppnent (e.g. 4:0, 5:1, etc ). The cach cntinues t remve ne player fr each additinal gal scred as the gal differential increases until the minimum number f players is reached (7 players). Play cntinues with the minimum number f players until the gal differential decreases t less than 7 gals. If the gal differential decreases, the cach may add a player back nt the field up t the maximum allwed accunting fr the particular game situatins (Send Offs, available substitute players, etc ). When the scre differential reaches 8, the game is autmatically terminated withut a penalty being assessed t either team. Gal Team A Team B Differential Terminate Game 2. The abve play-dwn rules als apply when players frm the team with the lesser number f players leave a game due t injury r illness. In these circumstances, the ppsing team shuld nt cntinue play with mre than tw players ver the number that the ther team has n the field f play. 3. Red carded players n the shrt sided team d nt cause the team with mre players t be required t play dwn. Fr example if Team A has 11 players and Team B has 9 players and Team B receives a red card, Team A is nt required t If (Team B) has started the game with less than 11 players due t the Play Dwn rule abve, Team B cntinues t play dwn but is nt required t reduce any additinal players if Team A is playing dwn as a result f the Gal Differential Rule. 2. The lsing cach has the ptin t terminate a game withut penalty when the winning team has a 4 r mre gal lead. 8 ntified by the lsing cach r the captain f the lsing team that the mercy rule is being invked. The lsing team has the sle discretin when t implement the mercy rule. Metal cleats shall nt be wrn Law 7 The Duratin f the Match Game times fr the respective age grups are shwn in the table belw, (halves). Substitutins may ccur under the fllwing cnditins at midfield and with the cnsent f the referee. After a gal. Prir t a gal kick. Prir t the start f the secnd half. Prir t a thrw-in by the team in pssessin. The ppsing team may nly substitute if the team in pssessin substitutes. Fr an injury when the injured player is replaced. The ppsing team may als substitute a player at that time. After a player cautin, at the request f the player s cach. Only the cautined player may be replaced with a substitute at that time. At water breaks, if stppage fr the break ccurs during ne f the abve substitutin pprtunities. Referees are encuraged t schedule water breaks during substitutin pprtunities fr bth teams. Law 4 The Players Equipment N jewelry shall be wrn n any expsed part f the bdy, with the exceptin f medical alert bracelets which need t be taped dwn. Casts n arms must be cvered in a Age Grup Regular Seasn Turnament 2 U14 35 min 35 minute U16 40 r 45 min 1 35 minute U19 40 r 45 min 1 35 minute 1. When bth caches agree and enugh time has been alltted in the game slts, U16 and U19 teams may play 45 minute halves. Referees must discuss this ptin with bth caches prir t the match. 2. Caches are directed t instruct their players n prper technique and the ptential f injury t ther players and themselves when imprperly dne. 2. Under 14, Under 16, and Under 19 girls are allwed t place their arms acrss their chest fr prtectin. The referee has the final decisin as t whether the actin was legally executed. 3. A team must be ready t play the game within 15 minutes f the scheduled game time. If a team is nt ready t play, then the ppsing team has the right t request a frfeit r have the game rescheduled. If a frfeit is accepted

9 because a team is nt ready t play, then the teams shuld leave the field. In ther wrds, the teams shuld nt use the game as a scrimmage. TEAM ROSTER REQUIREMENTS Caches are required t exchange team rsters prir t the start f each game. Failure t prvide a prper team rster prir t the start f the game is grunds fr the game t be frfeited if the ppsing cach desires it. Any discrepancies that are identified with a team rster will be discussed by the caches, and the referee will be infrmed f the utcme as necessary. After the first weekend f play, a cach is allwed t nly make 3 player crrectins (unifrm numbers) n the team rster. If mre than 3 players need t be crrected n the rster, the additinal players are nt allw t play (the cach chses which 3 will play). In additin, a prper team rster meets the fllwing requirements: 1. The rster is prvided n SFL Frm SFL 2E r an SFLapprved substitute frm. 2. The rster cntains a handwritten signature frm the SFL Club Rep r Club Registrar. 3. The rster des nt cntain handwritten player names, birth dates, r unifrm numbers. 4. The rster includes, as an attachment, any waivers prvided t the team by the SFL. In the event that a rster discrepancy cannt be satisfactrily reslved by the caches prir t a game, a cach may request that the referee cnduct a rster challenge t ascertain the eligibility f any players in questin. The cach must state which players he wuld like the referee t check. The cach may als dispute a player that arrives AFTER the game has started r when that cach has a valid reasn t questin a player already n the field. Hwever, this challenge shuld be made at half time and must be made befre the secnd half starts unless the player arrives after the secnd half begins. When a rster challenge is cnducted, the fllwing utcmes are pssible: 1. The referee can abandn the match if either cach is unable t prvide a cpy f his/her team rster t the referee. If the game is abandned, bth teams must leave the field and may nt use the field fr a scrimmage game. 2. The referee can declare ne r mre players as ineligible and the game will be played with thse players excluded. The referee shall prvide a cmplete reprt. 3. The referee will determine that all players are eligible and the game will be played with n players excluded. Unless therwise directed by an SFL fficial, the game will nt be abandned fr cases in which bth caches have rsters but discrepancies are nted. The game will be played in its entirely and the SFL will make a decisin later n whether a frfeit r ther penalty will be assessed. SFL players are nt issued player identificatin cards as travel players are, s a rster challenge is cnducted in the fllwing manner: 1. Each cach shall prvide a cpy f his/her team rster and the referee will review the rsters t be sure they meet the definitin f prper rsters as described abve. 2. Each player being challenged will be required t write r state his/her name, birth date and unifrm number. If any infrmatin prvided des nt match what is shwn n the team rster, the player is cnsidered ineligible t play in that game. a. Caches shuld ensure that their players understand the infrmatin that will be requested by the fficial cnducting the review. Hwever, the cach may nt tell a player hw t answer the questins (e.g., the cach may nt Updated April 1, 2019 P a g e 17 P a g e 18

10 tell the player the birth date that shuld be prvided). Any instructins prvided by the cach t the team cncerning hw the prcess wrks shuld be made in the presence f the fficial cnducting the review. b. The unifrm number n the Team Rster must agree with the number shwn n the player s unifrm unless the ppsing cach has agreed t waive the requirement fr cnsistent unifrm numbers. The SFL must be ntified by the caches in their game reprts any time that a rster challenge has ccurred. This infrmatin shuld include the name f the cach making the challenge, the game number, game date, game field, and the result f the challenge. games will n be significantly delayed. Referees shuld review the Kicks frm the Penalty Mark prcedure prir t the turnament t be sure they will knw hw t prperly cnduct Kicks when required. Referees shuld ensure that they knw the turnament frmat that is being used prir t the start f each game. Nrmally ne frmat is used fr all games n a single field, but there can be cases when there are games n a field that culd be in either frmat. If a referee has nt been infrmed by his referee assignr f the frmat prir t the game, he shuld ask the caches f the teams that are playing. TOURNAMENT FORMAT INFORMATION The SFL schedules games fr turnament grups in tw different frmats: Rund Rbin Teams will play three games during the turnament and any game is allwed t end in a tie. Winners in each grup will be determined based n the utcme f all games played and tie-breaking rules will be applied when necessary. Penalty kicks will nly be used fr determining the winner f a turnament grup when all ther tie-breakers fail t determine a winner. Single Eliminatin Teams will advance when they win games and be eliminated when they lse a game. Therefre, all games fr a turnament grup must have a clear winner defined. In the event that a game ends in a tie at the end f regulatin play, Kicks frm the Penalty Mark will be used t determine a winner. Law 1 - The Field f Play Ensure all gals are anchred and secure. Fr the U9-U10 age grups, the field will have an additinal marking a Build Out Line. PLAYER CHECK-IN The Game Day Rster must be submitted t the referee prir t the start f the match. Player passes are nt t be checked this will be cmpleted by team fficials. The Game Day Rster will list nly thse players, including guest players, wh will participate in the match and their jersey numbers. Clubs are respnsible fr prviding Game Day Rsters. Age Grup Game Day Rster Minimum Maximum U U U Substitutins fr all age grups: Substitutins may be made at the discretin f the referee at any stppage in play, in accrdance with the IFAB Laws f the Game. There are n limitatins t the number f substitutins that may take place during a match. Players wh have been replaced by substitutes may reenter the match at any stppage. The fllwing is the league philsphy (nt required) regarding the use f substitutins during a match. This is nt a mdificatin t Law 3 nr shuld it be enfrced by the match fficials. The CCL encurages (nt required) all its 12-15s caches f bth bys and girls teams t nt substitute in the first 15 minutes f a match (unless there is an injury) and its 16-19/20s caches f bth bys and girls teams t nt substitute in the first 20 minutes f a match (unless there is an injury). The CCL encurages (nt required) all its 17-19/20s caches f bth bys and girls teams t limit substitutins such that any player wh is substituted ut f the match shuld nt reenter the match in the same half f play. Law 4 - The Players Equipment When the clrs f jerseys are similar r identical and the match fficial requests a change, the HOME team must change clrs. With the exceptin f the galkeeper, all players must have unifrms with individual numbers n the shirt. The galkeeper s shirt must be easily distinguishable frm all ther players and referees. Players must wear jerseys whse numbers crrespnd with the numbers n the team s Official Rster. (Exceptin: Guest players). Jersey numbers fr all players must be entered n the Game Day Rster. 12 Crrective glasses are authrized, hwever they must be cnstructed f a material that des nt endanger the safety f the player wearing them r ther players n the pitch (n metal/wire rims, n prtruding r sharp edges.) It is at the discretin f the referee whether the cnstructin f the crrective glasses is dangerus. Casts are permitted if prperly padded AND if in the pinin f the referee it des nt endanger the safety f the player r ther players n the pitch. Law 5 - The Referee Officials are expected t be at the match site and have intrduced themselves t team fficials n less than 30 minutes prir t the match. If circumstances prevent arrival at least 30 minutes prir t the match, the fficial is expected t be in cntact with their crew and assignr t cmmunicate any issues. Officials shall maintain a prfessinal appearance and dress in accrdance with USSF unifrm plicies t referee the match. Shrts shall be made fr refereeing and shes shall be primarily black in clr. Shuld issues arise n site, the main pint f cntact fr the referee is their assignr. Law 7 The Duratin f the Match The referee shuld cnduct tw halves f equal time.
